ICT services panel

• The purpose of the ICT services panel is to facilitate quick identification of potential vendors for a variety of services

• Currently consists of 6 high level categories– The ICT services offered are based on the Skills

Framework for the Information Age (SFIA) relate to the Strategy and Architecture and the Business Change ICT Service Categories and their accompanying ICT service and competencies

Vendor engagement

• From a buyers perspective using the ICT services panel was straight forward

• An RFQ was sent to 3 vendors from the panel with services in the following areas:– Information management– Benefits management– Assurance and health check– Business analysis– Business strategy and planning

• Following an assessment of the responses, a vendor was appointed

• The whole procurement process from start to finish took on average 10 working days

For example, benefits management services

• ICT renewal program sought expertise to help develop a benefits realisation plan

• A response was provided by vendors to the RFQ (i.e. their approach), and followed up with a presentation

• The appointed vendor has been able to impart knowledge and facilitate decision making about the application of benefits management in a federated business model

• The work has allowed the program to apply innovative ideas and build government capability and knowledge

How ICT Renewal has benefited

• Easy and quick procurement from non-procurement staff of a variety of services

• The entire process has enabled the program to contribute to the outcomes that ICT Renewal espouse for the new SME policy:– A higher rate of SME access to government business

opportunities.– Government departments consider and where appropriate, test

local SME capability for all suitable ICT procurement.– A higher rate of SME participation across a wider range of ICT

contracted services.– Better value for money, flexibility and improved levels of

innovation.
