Physical Fitness Assessment

• Purpose: Promote– Basic Physical Fitness– Health– Readiness

• Assessing general fitness of command

Physical Fitness Assessment

• Components– Body Composition Assessment

• Initial Height/weight screening

• Navy approved circumference technique

– Physical Readiness Test• Flexibility – Sit-reach

• Muscular strength / endurance – Curl-up, Push-ups

• Aerobic capacity – 1.5 mile run/walk, 500yd swim

Physical Fitness Assessment

• 15 Week prior– Establish dates

• > 4 months and < 8 months since member/ command last PRT

• Establish Alternate dates

– Select & Train Assistants• PRIMS data entry• PFA procedures• Admin Procedures

Physical Fitness Assessment

• 10 Weeks Prior– Release official directive to command announcing

official test dates– Conduct courtesy BCAs (upon request)– Verify physicals are up to date– Complete PARFQ– Schedule CPR Certification (PRT participants and

CFL’s)– Develop PRT Safety planA)Confirm arrangements / suitability of site

• 8 Weeks Prior– Confirm Medical appointments

• Physicals overdue

• Exceeded BCA standard for 1st time within the past 4 years

• Answered “yes” on the risk factor that has not been previously cleared.

• 10 Day but not less then 24 hours prior– Conduct official BCA– Ensure personnel with expired Physicals have

been cleared.– Enter BCA into PRIMS– Provide a copy of reference (e) to any member

who fails BCA

– Prohibit tobacco use at site 30 min prior and 15 min after

– Ensure Drinking water is readily available– Ensure environmental conditions are safe– Ask about general health– Prohibit participation of all ineligible members– Conduct exercise events after warm-up and stretching

is complete– Notify supervisors of member’s non-participation

• 1 to 3 weeks following PRT– Provide command / members with results– Forward documents to PERS-312C or PERS-

4834 as appropriate– Submit injury reports to COMNAVSAFECEN

if required

• Within 30 days following PRT– Enter results into PRIMS

• Admin Actions– Failures prior to 1 May 2000 shall not count

towards admin consequences in this instruction– Members shall not participate in more than 2

official PFAs in a calendar year– Members who do not perform at anticipated

level and fail may retest and record the best score achieved within the commands official PFA cycle.

• Admin Actions (cont’d)– PFAs shall be completed 4 to 8 months from

preceding PRT.– BCA shall be taken 10 to 1 day prior to PRT

participation.– Written notification shall be given at least 10

weeks in advance. Personnel not given 10 weeks notice shall not participate.

• Admin Actions (cont’d)– BCAs taken by designated & trained CFLs /

Asst CFLs shall apply toward Physical Readiness administrative actions.

– Failure of BCA as part of a PFA is a PFA failure.

– Failure of a PRT as PRT of a PFA is a PFA failure.

• Admin Actions (cont’d)– Failing both BCA and PRT of the same PFA

shall be counted as 1 PFA failure.– Members shall not be deemed to acquire a PFA

failure or pass when medical waiver is granted for BCA and all PRT events.

• INJURY / ILLNESS DURING PRT– If injury/illness during PRT impairs normal

performance & CO determines was not due to mbr’s failure to participate in effective conditioning program, medical waiver for events is authorized. PFA shall then be comprised of either:

• Results of PRT is graded

• A subsequent PRT conducted and graded

• Injury / Illness (cont’d)– If injury/illness during PRT impairs normal

performance and was due to member’s failure to participate in conditioning program CO shall:

• Not authorize medical waiver

• Use results to constitute mbr’s PFA. Mbr shall not be allowed to participate is a subsequent PRT.

• Injury / Illness (cont’d)– Mbr’s injured / become ill during PRT or PT,

CFLs shall report to Command Safety Officer.– Command Safety Officer reports injury/illness

to COMNAVSAFECEN per Ch-14 of reference (i), copy to: BUMED (MED-02), COMNAVPERSCOM (PERS-676), NAVHLTHRESCHCHEN

• Tracking PFA Failure– Mbr’s command is responsible for tracking

PFA results in PRIMS and taking actions– Mbrs shall be notified in writing following each

PFA failure.– Documentation of written counseling provided

anytime prior to member’s 3rd PFA failure in 4 year period is sufficient notice for all ADMIN actions specified in this instruction

• Enlisted Personnel– Counseling shall include at least 1 Page 13.– Signed original Page 13 mailed to PERS-312C– Copy of Page 13 filed in Service Record

• Officers– Counseling using Appendix B of instruction is

sufficient for requirement• Adverse entry in permanent service record not

required for 1st or 2nd failure in 4 year period.

• Notification to CNPC not required unless selected for promotion

• Officers (cont’d)– Completion of Appendix B of enclosure 8

• 1st or 2nd failure in most recent 4-yr period and CO thinks adverse entry in record is warranted, or

• Cause to believe the Officer is physically unqualified for promotion as result of PFA failure, or

• 3rd or greater failure in 4 years• Original counseling be forwarded to PERS4834

with a copy of FITREP(s) documenting PFA failure

• Administrative Separation (ADSEP)– ADSEP is authorized per MILPERSMAN for

failing to pass 3 PFA cycles in most recent 4 year period

• July 2005: COs authorized with ISIC concurrence to initiate ADSEP

• January 2006: COs review personnel who failed 3 or more PFAs in most recent 4 years and failed Fall 2005 PFA. CO’s authorized with ISIC concurrence to initiate ADSEP

• ADSEP (cont’d)– July 2006: Mandatory ADSEP processing for

personnel who failed 3 or more times in 4 years and also failed Spring 2006 PFA. CO may request ISIC waiver for special cases

• PCS Transfers– Members fail BCA or PRT standards, including 3 or

more PFA failures in 4 years, may PCS transfer– Members must meet all requirements– PCS transfer to some duties maybe restricted. Contact

community detailers and receiving command• Member not in standards at sea duty shall contact MD Rep

performing the screening and notify next command• If member reports significantly out of BCA standards, unable

to perform duties, or not compatible for plat form , contact detailers

• Schools & Select Communities– Contact community detailers or school

command for guidance

• Promotion/Advancement/PTS– Authority to recommend, deny, execute

advancement promotion shall remain COs discretion or appropriate authority except:

• Redesignation, Rate conversion, Commissioning Programs, PTS, Advance Schools– Officers/Enlisted who fail 3 or more PFAs in 4

years shall not be eligible until• Subsequently passes 3 consecutive PFAs, or

• No longer possesses 3 PFA failures in most recent 4 year period

• Promotion/Advancement– Officers

• Ineligible for promotion if they fail most recent official PFA. Notify PERS-483 to delay promotion.

• Member may regain eligibility upon passing next command directed PFA (monthly FEP mock PFA). Notify PERS-483 of eligibility.

• Promotion / Advancement (Enlisted)– Advancement / frocking deferred if failed most

recent PFA.– Member may participate in monthly FEP mock

PFA to regain eligibility.– If not within standards by the promotion cycle

limiting date the advancement authority will be withdrawn.

• Promotion / Advancement (Enlisted)– Have page 13 or special eval submitted upon PFA

failure to withdraw advancement recommendation. Submit special evaluation upon passing next official PFA to reinstate eligibility

– Be ineligible to compete for advancement upon failing 3rd PFA in 4 year period. Member may regain eligibility upon passing two consecutive PFAs prior to next advancement exam date.

– Waiver requests will not be considered

• P = achieved “Probationary” or better• F = failed to achieve “Probationary” or better• M = Medically waived for 2 or PRT events• N = did not participate in one or more non-medically waived

event

– BCA Results• WS = within standards• NS = not within standards• MW = pregnancy or distorted by temporary medical condition• XX = not possible to weigh or measure member

• FITREPS / EVALS– Results from most recent PFA during reporting period

shall be recorded

– Results of all PFAs (except most recent) performed during reporting period shall be documented.

– No minimum mark for “Military Bearing” or for promotability and retention is mandated or prohibited for reporting period in which member’s 1st or 2nd PFA failure in 4 years

• FITREP / EVALS– 3rd or more PFA failures

• Enlisted– Military Bearing < 1.0– Significant Problems & Retention Not Recommended

• Officer– Military Bearing < 1.0– Significant Problems

– Reporting seniors shall use discretion for determining “Military Bearing” and retention recommendations marks

– “Outstanding” or “Excellent” are not required for assigning 5.0 in “Military Bearing”

• Reenlistments / Extension– Failure of 3 or times in 4 years are ineligible for

reenlistment until subsequently passing 3 consecutive PFAs

– Reenlistment of members with < 18 service or within 2 years of qualifying for retirement is subject to 10 U. S. C. Sect 1176 & 12686

• Achieving < 18 service does not provide sanctuary from ADSEP

• Reenlistment and Extension– Member’s may extend in 6 month increments

with CO’s approval provided CO has assurance member will pass next PFA. 48 month limit remains in effect

– Personnel with a pending / approved PTS may extend up to 2 months or as noted above not to extend past 6 years of active service for PTS applicants or HYT for others.

• Reenlistments / Extensions– Failure during a extension period for above

reason will result in discharge at EAOS.– Waivers will not be considered

• TEMADD – PFA shall be conducted per this instruction

• PFAs at Service Schools – PFA shall be conducted per this instruction

• DUINS – PFA shall be conducted per this instruction• Isolated Duty Stations

– Members shall comply with requirements of this instruction as determined by CO, or

– PRT may be suspended at CO’s discretion. BCA shall be performed.

• Multi-Service / Joint Commands– Comply with this instruction– Serving with USMC

• Must participate in BCA per this instruction• Passing USMC PFT meets requirements of PRT• Failing USMC PFT shall be tested on PRT when

sufficient conditioning has occurred to ensure successful completion. USMC failure shall not be subject to admin actions under this instruction

• Enter results in PRIMS

• Newly reported personnel - Members who report to command other than service schools < 10 weeks prior to scheduled PFA– Not required to participate in PRT

– May voluntarily participate in PRT

– May be required to participate in BCA at command’s discretion. Failure of BCA shall require participation in FEP but not count as official PFA failure unless they participate in all PFA components.

• Selected Reserve– Comply with provision of this instruction– PFA responsibility of NRA Commanders, COs,

OICs and supplemental CNRFC established guidance

• LIMDU– Shall receive guidance from Medical Department– Not medically waived from PFA and don’t meet

standards are subject to appropriate admin action– Ineligible for frocking, advancement, reenlistment or

incurs other admin consequences due to PFA failures prior to injury or diagnosis remain ineligible during LIMDU period

– If removed form LIMDU status < 10 weeks prior to scheduled PFA shall participate in all portions of PFA except for PRT events waived while in LIMDU status

• Physical Evaluation Board– Inability to meet physical readiness standards or lack of

participation does not justify referral to PEB

– Inability or pass PFA shall not be the sole basis for a finding of “Unfit” to continue naval service by PEB

– A “Fit” finding does not mean members are automatically able or ready to participate in PFA.

• CFL Qualifications– E-6 or above– CPR Qualified– Non-user of tobacco products– Overall PRT score of “Excellent-Low” or better– Completes approved CFL certification course

• CFL Training– Conducted on E-Learning
