Conrad Machine Inc., Pitts-burg, Kansas, has recently installed a new Feeler VB-1650 vertical machining center.

The 28-year-old firm offers CNC milling and turning of steel alloys for customers across the country. Industries served include railroad and petroleum.

The new Feeler VB-1650 VMC, purchased from McClain Tool & Technology, expands the company’s capacity.

It features a 50-taper, 30-hp spindle; 30-tool magazine and a capacity of 65” x 31.5” x 27.6”.

Economic activity in the manufacturing sector expanded in December, following one month of contraction, and the overall economy grew for the 43rd consecutive month, say the nation’s supply executives in the latest Manufacturing ISM Report On Business®.

The report was issued to-day by Bradley J. Holcomb, CPSM, CPSD, chair of the Institute for Supply Man-agement™ Manufacturing Business Survey Commit-tee. “The PMI™ registered 50.7 percent, an increase of 1.2 percentage points from November’s reading of 49.5 percent, indicating expansion in manufacturing for only the third time in the last seven months. This month’s PMI™ reading moved manufactur-ing off its low point for 2012 in November. The New Or-ders Index remained at 50.3 percent, the same rate as in November, indicating growth in new orders for the fourth consecutive month. The Pro-duction Index registered 52.6 percent, a decrease of 1.1 percentage points, indicating growth in production for the third consecutive month. The Employment Index registered 52.7 percent, an increase of 4.3 percentage points,

indicating a resumption of growth in employment following only one month of contraction since Sep-tember 2009. Both the Exports and Imports Indexes registered 51.5 percent, returning both indexes to growth territory following con-secutive periods of contraction of six and four months, respectively. Comments from the panel this month are mixed, with some indi-cating a strengthening of demand and others indicating a continuing softness in demand. Additionally, many respondents express uncer-tainty about government regula-tions, taxes and global economics in general as we approach 2013.”

Of the 18 manufacturing industries, seven are reporting growth in December in the fol-lowing order: Furniture & Related Products; Paper Products; Pe-troleum & Coal Products; Wood Products; Primary Metals; Com-puter & Electronic Products; and Food, Beverage & Tobacco Prod-ucts. The nine industries reporting contraction in December — listed in order — are: Nonmetallic Min-eral Products; Chemical Products; Miscellaneous Manufacturing; Plastics & Rubber Products; Fabricated Metal Products; Trans-portation Equipment; Machinery; Electrical Equipment, Appliances & Components; and Apparel, Leather & Allied Products. ICF Industries, Pleasant Hill, Missouri, has recently converted the 5-stage pretreatment process in its powder coating line into an advanced pretreatment process. Also, a 30,000-sq.-ft. warehouse addition will be completed soon.

The 32-year-old, employee-owned company offers prototyp-ing, CNC punching, laser cutting, braking, welding, powder coating, assembly and warehousing.

The new advanced pretreat-ment process replaces a conven-tional iron phosphate process with the Oxsilan process from Chemetall. Oxsilan uses the dual-coating principle (organic and inorganic layers applied in the same stage) that gives the best performance possible from a non-phosphate process. It is an environmentally-friendly (green) process (no zinc and no phos-phorous) that is user friendly, has simple waste water treatment (no regulated metals), dramatically increases salt spray performance and is virtually sludge-free.

“We like to be ahead of the curve, so we are excited to enhance the pretreatment process and add warehouse space,” stated Tia Scott, ICF’s plant manager. “These changes enable us to handle larger parts and offer more services to existing and new customers.

“We are committed to continu-ally improving our processes and utilizing the latest technology to improve our quality and reduce our turnaround time. Combining the technology/equipment with our tremendous employee-owners (almost 90) that do what it takes to get the job done and you can understand why we are still grow-

ing,” stated Bob Krug, ICF Indus-tries’ CEO.

Equipment at the company’s 120,000-sq.-ft. facilities include: an Amada EML 3610NT punch/laser combination system (featur-ing 58 stations, a 6-shelf tower for material storage, a 4,000-watt laser and can handle 5’ x 10’ material up to ¼” thick); two 4,000-watt Trumpf laser cutting systems (with auto-loaders); a Trumpf TruPunch 5000 CNC punching cell with au-toloader/unloader; two Virtek La-ser QCs; an Amada HDS 1303NT

According to TV news reports, the administration has released around 6,000 new regulations cover-ing nearly every facet of our lives. This figure is nearly double the amount of regulations issued in other years (3,503 in 2009 and 3,573 in 2010).

The regulations would normal-ly have been made public in October, but were delayed. The report said the costs of these new regulations would be around $223 billion.

The SBA reports that govern-ment regulations cost businesses with 20 employees or less 36% more than companies with 500 or more em-ployees. Two years ago the annual cost of compliance for a small busi-ness was $10,585 per employee, or about $2,830 more than for a larger business. Firms with 20-499 employ-ees paid about $7,454 per employee, or about $300 less than the largest companies.

It’s our understanding that the affected parties have 60 days to point out any flaws or unintended conse-quences in regulations. If this is the case, it’s doubtful that many changes will be made, even though the paper-work and implementation costs are so huge, and are especially devastating during a recession.

Why is this? Well, consider for a moment how much attention has been paid to Obamacare and how long we have been waiting to inter-pret the requirements in this new law. Even though Congress is filled with lawyers, it still seems not to under-stand the nuts and bolts of what it has passed. It’s counting on the parties paying for this new law to file vari-ous lawsuits which will then let the courts decide what the regulations really mean.

of course, but the health law is extremely complicated. Only after all of these months are we getting any real glimpse of what is in the bill. Yet, despite many errors and dozens of murky details, busi-nesses and state and local govern-ments are expected to be ready to roll with the plan when it goes into effect.

On the other hand, our tax code is not all that new and yet the CPAs, lawyers and IRS officials often can’t agree about what is legal. (We should note there have been 5,000 changes since 2001.) The National Taxpayer Advocate reports that individuals and busi-nesses spend about 6.1 billion hours complying with tax-filing requests. Some 60% hire preparers and 30% rely on software packages costing $50 or more.

It isn’t really fair, but we have always suspected that laws and regulations were made espe-cially complicated so that only certain elite groups could interpret them and thus retain some extra power. So, we were recently sur-prised to discover that this is not a modern practice, but is centuries old.

Eric Hoffer, author of The Ordeal of Change, writes that the “anti-practical” bias of the intel-lectual is most noticeable in the art of writing. He says that writing did not originate in schools, but in warehouses where businessmen (traders) conceived the idea of script for tags and marks of owner-ship long before clay tablets and papyrus scrolls existed.

However, once writing became an established practice and turned over to the scribes, the scribes made certain it wasn’t sim-plified. They tended to overburden writing with all manner of artificial inflections. (Sound familiar?)

“In short, the scribe was not interested in the elaboration of

a practical script, but in keeping writing a prerogative of the privi-leged few. The simplification of writing by the introduction of the phonetic alphabet was the work of

outsiders–the Phoenician traders.” Hoffer concluded.

Now, since increased regula-tion with increased fines is here to

stay, how do you stay current and sort out all of the requirements, details and specifics?

In the past, and even today, the government sends out brochures and pamphlets and offers various “help lines”. But, locating the areas that fit your company’s needs, wading through the paperwork, understanding what was read and finally taking action is a time-consuming task and costly.

The government now provides a wide array of Web sites to provide infor-mation on about any subject. However, according to an article on “Simplifying Complex Regulatory Compliance,” by Exsys, Inc., the problem is the difference between “information” and “knowledge”.

“What has been made available is ‘information’. While information can be viewed as a source of knowledge, it requires analysis... Few people have the time and inclination to study the data thoroughly enough to convert it to knowledge–even for one regulatory area, much less all of them.”

The solution, according to firms like Exsys., Inc., is knowledge automation expert systems. “The expert system in-terprets, analyzes, sorts and makes sense of the various rules, rather than relying on the user to do this. The inference engine determines what rules are relevant to the problem being solved, what facts are needed to determine if those rules are true, and how to derive or ask those facts.”

Okay, that sounds helpful. The bot-tom line though is that whether regula-tions are good or flawed, they almost always raise costs, slow productivity and cause employers to think twice before hiring more people.

The only lasting answer is a con-gress that will exercise the power it has to oversee regulations and start remov-ing thousands of useless, out-dated and harmful laws. Unfortunately, the chances of that happening soon are Slim and None, and Slim is out of town.

The Equipment Leasing & Finance Foundation releases

2013 economic outlook Report Forecasts 2.9% growth In equipment and Software Investment

its 2013 Equipment Leasing & Finance U.S. Economic Outlook.

The report, which is focused on the $725 billion equipment leas-ing and finance industry, forecasts equipment investment and capital spending in the United States and evaluates the effects of various related and external factors in play currently and into the foresee-able future. The 2013 Outlook projects equipment and software investment will grow, although at a below-average rate of 2.9%, hampered by weak demand and fiscal uncertainty. The report notes that the outlook for investment in 2013 is largely contingent on the resolution of the “fiscal cliff,” which could either continue to send negative shock waves through the economy or offer businesses encouragement. Even once the fis-cal challenges are resolved, it will take time to work out the details and for businesses to regain confi-dence. Looking forward into the third and fourth quarters of 2013, growth in equipment and software investment is expected to begin to regain momentum.

William G. Sutton, CAE, President of the Foundation and President and CEO of the Equip-ment Leasing and Finance Associ-ation, said, “The 2013 Equipment Leasing & Finance U.S. Economic Outlook projects positive but mut-ed growth in equipment investment through the beginning of 2013, as policy uncertainty continues to weigh on business confidence. However, if policymakers find a solution to key fiscal issues, we expect businesses will feel more confident in the second half of the year, leading to increased equip-ment investment.”

Highlights from the study include:

Domestic political risk is the major concern on the radar for 2013. The report calls for the U.S.

JANUARY, 2013 25

economy to grow at a rate of 2.4% once major fiscal is-sues are resolved. Without a smooth solution to current fiscal challenges, growth is forecast to fall significantly below 2%.

Trends in equipment investment include:Agriculture equipment investment is likely to contract

in Q4 2012 and Q1 2013.Computers and software equipment investment is

projected to stagnate for the next 3 to 6 months.Construction equipment investment is projected to

average strong growth (about 15%) as the housing market maintains its forward momentum.

Industrial equipment investment will grow but at a slower rate than recent quarters. Depending on the out-come of the fiscal cliff debate, manufacturing could drive stronger growth in the second half of 2013.

Medical equipment investment growth is likely to range between -2% and 2% in the next 3 to 6 months.

Growth in transportation equipment investment is likely to moderate, averaging about 10% over the next 3 to 6 months.

The annual economic forecast provides a three-to-six-month outlook for industry investment with data, includ-ing a summary of investment trends in key equipment markets, credit market conditions, the U.S. macroeco-nomic outlook and key economic indicators.
