ELIGIBILITY & QUALIFICATIONSRACING AGEYour racing age is determined as of December 31, 2019.

LICENSING & CITIZENSHIPCollegiate National Championships: Riders must have an annual USA Cycling Collegiate license in order to compete.

COLLEGIATE ELIGIBILILTY & QUALIFICATIONS1. All riders/teams must bring this form with them to packet pick-up to verify their full- time status. Riders will not be allowed to start their races without this form.2. To register, each rider’s Conference Director must first check off that the rider has met both the min-imum race requirements (#3-4 below), and qualified for one of the conference’s allocated start spots (#5 below).3. Teams may only enter a total of 10 men and 10 women at the National Championships.4. To compete in the criterium or road race, riders need to have competed as a category A rider in at least three conference mass start races this season.5. To compete in the team time trial, riders must have competed in at least 1 collegiate event this sea-son. (Removed TTT category restrictions. TTT can be composed of any category rider from that team, as long as they have competed in at least 1 collegiate race that season).6. Each conference is allocated a finite number of start spots in the criterium and road races. To earn one of these spots, in addition to the minimum requirements (#3-4 above), riders must rank highly enough in the conference either as a team or individual. Each conference determines differently how many of these spots go to teams and how many go to individuals. Ask your conference director or team leader for details. If you don’t think you will earn enough points either as a team or individual to qualify, there may be extra start spots available from other conferences. Direct questions to your con-ference director.7. Maximum rider entry, per gender, is limited as follows:

COLLEGIATE EQUIPMENT RULESBicycles used in all collegiate road events (criteriums, time trials, road races, etc) must use massed-start bicycles as defined in 1I1(g) of the USAC regulations and further defined in 6F1 and 6F2. Wheels for these bicycles must have at least 16 spokes and no wheel covers may be used. No handlebar extensions or additional shapes or supports to bars that facilitate forearm support, including additional padding, are allowed 1I1(d).

Discs brakes are allowed in all events.

RULES & CALL-UPS MEDICALMedical and EMS support will be on-site at all race venues. Race medical support is provided by Augus-ta University Health Event Medicine and EMS support is provided by Gold Cross EMS. * Reminder: Injured riders that will utilize USA Cycling’s Supplemental Health Coverage, must have a First Report of Occurrence form completed. Forms may be collected and completed at the event registration locations.

CALL-UP PROCEDURES1 Defending national champion from previous year (same class)2 Conference champions, as determined by each Conference Director (in random order)3 One rider per team, called one team at a time, in order of the team omnium standings from the 2018 collegiate road nationals, followed by teams that did not attend in random order. Once each team has a rider called to the line, the method will be repeated until all riders have been staged.

RESULTSResults will be posted near the finish line across from the announcer’s stage after each race. The protest period is 15 minutes after posting, after which time they become FINAL. Final results will also be posted to the USA Cycling website.

FEED ZONEUSA Cycling road race feeding rules: Individual road race- 3C5(a), 3C5(b), 3C5(c)Feed Zone located on Range Rd at the 1km mark. Parking will be allowed ONLY on the LEFT side of the road, and must be parked well off the road on the left side. A “water buffalo” with potable water will be positioned near the Finish.

The Neutral Feed Zone is located on the backside of the course on Range Rd just before Forestry Rd and is located 12.4km from the start line. The Neutral Feed Zone will supply water only to the athletes.Feeding will be allowed from the right side (rider right) of the road only.During final instructions by the Chief Referee, feeding laps will be discussed.

GREEN ZONERiders are prohibited from discarding water bottles or other refuse anywhere other than the designated green zones while on the military base. Green Zones will be in use during the road race at Fort Gordon. They will be placed shortly before and after the feed zone and the neutral feed zone and will be clearly marked with signage.

VEHICLESNo team vehicles are allowed in any race.

RADIOSRiders may not use radios, telephones, or other communication devices. No earpieces may be worn. Audio playback devices are forbidden.

NUMBER PLACEMENTNumbers shall not be cut, folded, or otherwise altered. Altering a number, covering or bad placement may result in fines and lack of results.

· Time trial: A single number should be placed, low and centered on the back of the rider’s jersey.· Road Race and Criterium: Numbers shall be placed so as to be seen from the sides by the officials and the photo-finish camera above the finish line.· Bike frame numbers will be supplied and are required.

AWARDSThe top-5 finishers in each category are required to participate in the appropriate award ceremonies. The riders must report to the awards area at the appropriate times.

No bikes will be allowed on the podium during the ceremonies. The US National Champion’s jersey will be presented for all categories with at least one official finisher.

All podiums will be presented Sunday in the Augusta Commons following the conclusion of the last crite-rium race. Podiums will follow the same order as the event schedule.

SEVERE WEATHER GUIDELINEWhen looking at weather conditions, the safety of the athletes, spectators, staff, and volunteers is the ut-most priority. While often providing an additional challenge, adverse weather in its extremes may result in hypothermia, heat exhaustion or other dangerous conditions. In preparation for the upcoming Collegiate Road National Championships in Augusta, GA, USA Cycling and a cross section of key constituents have created the following plan to help mitigate any weather-related risks while respecting the unique racing conditions of the sport.

In the case of severe weather, the following group would be empaneled to make decisions regarding the conduct of the race(s):

· Race Director: Shawn Brett· USA Cycling Technical Director: Randy Shafer· USA Cycling Collegiate Director: Justin Evans· Local Organizing Committee: Brian Graham· Local Organizing Committee: Fred Russell· DFMWR Sports Director: Neil Smith· Chief Referee: Ugur Tosun· Collegiate Committee Rep: Patric Rostel· Athlete Rep: Erica Clevenger

Other staff and experts may be included and consulted based on the specific conditions.

CONVENING THE PANELThis panel would be immediately convened under the following circumstances:

· A NOAA special weather statement is issued for the race venue.· Severe cold/heat and/or wind anticipated within 72 hours. · Freezing rain, heavy snow or other threatening precipitation is forecast.· Other atmospheric conditions that could affect the health and welfare of athletes, spectators, staff, and volunteers.· Road conditions, travel and transportation to and from the venue, poses danger to volunteers, staff, spectators, or athletes.

Any member of the panel would also be empowered to request that the group convene based on condi-tions out-side of those mentioned above.

ACTIONSThe following actions may be taken based on the forecast and conditions:

· No direct action/monitor situation· Modification of the course· Change of start times (e.g. later starts when warmer or precipitation has stopped)· Combining of classes and categories· Shortening of individual races· Change of start date· Cancellation

In addition to the above actions affecting race participants, the following actions may be considered in relation to spectators, staff and volunteers:

· Increased medical staffing· Warming/cooling areas provided· Decrease in shift times/exposure

These lists are not exhaustive, and may be used in combination or separately on different days or at different times.

COMMUNICATIONS PLANStatus updates, and if needed revised schedules, will be communicated to the affected parties through a variety of methods:

· An e-mail update will be sent directly to registered athletes/participants by USA Cycling· USA Cycling will utilize its social media platforms to provide outreach to spectators and volunteers· Venue announcements will be used in the case of on-site modifications and notifications, using Public Address System and posted materials at Race Office/Awards Stage.· Credentialed media will be provided with updates through USA Cycling communications staff

ANTI-DOPINGUNITED STATES ANTI-DOPING AGENCYThe United States Anti-Doping Agency is the independent an-ti-doping agency for the Olympic Movement in the United States. USADA is dedicated to eliminating doping in sport, preserving the well-being of sport, and ensuring the health of athletes through drug testing, research initiatives, and educational programs.

SELECTION OF RIDERS FOR DOPING CONTROLBy registering to compete at this event you have consented to be subject to drug testing and adhere to the penalties associated with an anti-doping rules violation. Noncompliance or refusing to be tested will result in the same penalties as a doping violation.

All athletes should check the results board once they complete their race. If athletes are selected for testing, numbers of selected riders will be posted next to the results.

DRIVING DIRECTIONS TO THE CRITERIUM Directions from the Sheraton Hotel:6 miles – approx. 12 minutesHead west on Stevens Creek Rd toward Washington RdTurn left onto Washington RdContinue onto John C. Calhoun ExpyJohn C. Calhoun Expy will turn into Greene StreetTurn left on 11th STTurn right on Reynolds St Note: Start/Finish line located on Reynolds Street between 8th and 9th Street. The course runs counter-clock-wise. Staging for each race will take place 20 min prior to each start at 8th and Reynolds across from the Shi-mano neutral pit. Shimano will be providing neutral support in a fully staffed neutral wheel pit. The pit will be located before the start/finish line at 8th and Reynolds St. Riders with a mechanical breakage or crash may cut the course to access the pit.
