PhilosophyCentral Regional School District believes that the prime responsibility of the school district is to provide the best possible educational program for the students who are in the regional district. The students of the schools, representing the five communities, form a pluralistic group in the truest sense. Handbook PurposeIt is the purpose of this staff manual to outline some of the policies and procedures considered necessary for the orderly administration of this school system.

This is a reference manual and should be the first line of assistance when a matter needs resolution. If the answer to a given question cannot be found within these pages, the inquiry should be directed to your subject area supervisor or a member of the administrative staff.

Occasional directives from any departmental level should be added to this manual throughout the year as published.

Please check the school website, www.centralregional.net, for current happenings and updates for the high-school.

Collective Negotiations Under Chapter 303, Public Laws of 1968, the legal machinery has been set down wherein a

Board of Education and a recognized representative of the professional staff shall meet for the purpose of collective negotiations.

The professional staff and Board of Education have formally agreed and accepted the Central Regional Education Association as the exclusive and sole representative for this purpose.

Dedicated committees of the Education Association, an equally dedicated committee of Board of Education members and the Superintendent of Schools have given many hours in

formulating an agreement acceptable to both parties. This agreement will be available in printed form and should be kept as a part of this Staff Manual. Staff personnel should familiarize themselves with the total agreement.

Employment of Teaching Staff MembersThe Board of Education believes it is vital to the successful operation of the district that teachingstaff member positions be filled with highly qualified and competent professionals.

In accordance with the provisions of N.J.S.A. 18A:27-4.1, the Board shall appoint, transfer, remove, or renew a certificated or non-certificated officer or employee only upon the recommendation of the Superintendent of Schools and by a recorded roll call majority vote of the full membership of the Board.  The Board shall not withhold its approval for arbitrary and capricious reasons.  The Board shall approve the employment, fix the compensation, and establish the term of employment for every teaching staff member employed by this district. 

No teaching staff member shall be employed unless he/she is a holder of a valid certificate in accordance with the New Jersey Department of Education and applicable statutes and administrative codes.  The Superintendent shall require proof of any candidate’s certification or pending application for certification…

Teacher EvaluationsCentral Regional School District created the CRSD Best Practices Model for observations and evaluation of teaching staff.  Realtime is used to keep a record of teacher scores on an annual basis.ObservationIn accordance with AchieveNJ Educator Evaluation in New Jersey (NJDOE, 2016) CRHS will adhere to described guidelines found at  https://www.state.nj.us/education/AchieveNJ/Classroom Observation Template: CRSD Best Practice will be used for formal observations, informal observation, and walkthroughs.Summative Evaluation RatingThis overall evaluation score combines the multiple measures of teacher practice (Domains 2, 3, and 4) and student growth (SGO). All New Jersey teachers earn one of four ratings: Highly Effective, Effective, Partially Effective, or Ineffective. All teachers receive individual professional development plans based on their ratings. Teachers rated Ineffective or Partially Effective work with their principals to create a Corrective Action Plan with targeted professional development for the subsequent year. AttendanceThe regular and prompt attendance of teaching staff members is an essential element in the efficient operation of the school district and the effective conduct of the educational program. Because absenteeism exacts a high cost in the depletion of district resources and in the disruption of the educational program, the Board of Education is vitally interested in the attendance of each employee and considers conscientious attendance an important criterion of satisfactory job performance…

Sign-In/Out Teachers are to sign electronically no later than 15 minutes prior to student reporting time and shall not leave any earlier than 10 minutes after dismissal time (Refer to bell schedule). No

person is to “sign in” for another staff member. Swipe machines are located in Main Offices & CST of high school. Teachers must request permission from the Principal before leaving the building during

the regular day. Emergencies arise and the whereabouts of each staff member must be known at all times.

Electronically sign-in and out whenever getting in vehicle to leave the campus. Emergencies requiring early dismissal from duty/not returning day will be given

individual consideration by the Principal.(Policy 3270)

MeetingsTeachers will keep two days per month available for staff meetings. Faculty Meetings, when possible, will be once a month usually on a Tuesday or Wednesday. Department Meetings will be held once a month. Tentative dates will be available and reminders sent. In case of an emergency, meetings will be called on short notice. Punctuality is required to keep within the time limitations allowed, 60 minutes. Attendance is a contractual obligation.

AbsencesIllnessTeachers shall be allowed a maximum of ten (10) days each year for leave because of personal illness. The unused days of sick leave each year shall be cumulative. Staff members employed on a twelve month basis shall be allowed a maximum of twelve (12) days.

Sick leave is hereby defined to mean the absence from his or her post of duty, of any person because of personal disability due to illness or injury, or because he or she has been excluded from school by the school district's medical authorities on account of a contagious disease or of being quarantined for such a disease in his or her immediate household.

The Board of Education shall require a physician's certificate or other acceptable statement to be filed by any employee who shall be absent from duty for three (3) consecutive days.

Notification of Illness (AESOP)Teachers should log on to www.aesoponline.com . Teachers can log on anytime until 7:00 a.m. Calls beyond the specified hours are unacceptable. Please do not log in for half days. Death in the Immediate FamilyAll full-time teachers shall be allowed up to five (5) days without loss of pay in the event of death in the immediate family. The immediate family shall include father, mother, spouse, domestic partner (as defined in state guidelines and regulations), child, step-child, brother, sister, father-in-law, mother-in-law, grandparent, grandchild, or a relative living as a member of the immediate household.

Up to two (2) days without loss of pay shall be allowed all full-time teachers in the event of death of a spouse’s grandparent, brother-in-law, sister-in-law, niece, nephew, uncle, aunt or other significant people at the discretion of the Superintendent.

Personal DaysThree (3) days shall be allowed for each year for personal business that cannot be conducted outside of school hours. Personal day requests shall be reviewed by the building Principal and submitted to the Superintendent three (3) school days prior to the requested personal day. Personal days must be approved in advance by the Superintendent.

No personal days will be permitted on the day immediately preceding and the day immediately following school calendar holidays. Extreme cases will be expected, providing the request is specific and/or emergent in nature and may be granted only with the direct and express approval of the Superintendent.

Professional DevelopmentProfessional DaysThe Superintendent may authorize absences of employees for professional development/trainings purposes, not to exceed five (5) school days in any school year. The employee shall make application for the authorization of such absence at least 10 days in advance of its proposed occurrence. The decision to authorize such absence in each instance shall be based upon the length of service, previous record of absence, and the purpose of the absence. Additional absences for professional purposes may be granted on a specific authorization of the Superintendent.

Professional Visitation DaysThe Superintendent may authorize absences of employees for professional meeting purposes. The employee shall make application for the authorization of such absence at least 3 days in advance of its proposed occurrence. The decision to authorize such absence in each instance shall be based upon the previous record of absence, the purpose of the visitation, and length of visitation.

Personal, Professional, and Visitation Day Forms are available in Main Offices and must be completed. Travel Reimbursement Forms are also available in Main Offices.

Professional ExpectationsMore details about the topics listed below may be referenced throughout the manual.

Dress & GroomingAs a member of a professional group, you should dress in such a manner that would not tend to reduce your professional dignity or image in the classroom. Dress not allowed for students should not be worn by staff members.

No jeans are permitted to be worn by a staff member except on approved “Jean Days”. (Policy 3216)

Use of Corporal PunishmentThe Board of Education cannot condone an employee's resort to force or fear in the treatment of pupils, even those pupils whose conduct appears to be open defiance of authority. Each pupil is protected by law from bodily harm and from offensive bodily touching.  Teaching staff members shall not use physical force or the threat of physical force to maintain discipline or compel obedience except as permitted by law, but may remove pupils from the classroom or school by the lawful procedures established for the suspension and expulsion of pupils. A teaching staff member who:

1. Uses force or fear to discipline a pupil except as such force or fear may be necessary to quell a disturbance threatening physical injury to others, to obtain possession of weapons or other dangerous objects upon the person or within the control of a pupil, to act in self-defense, or to protect persons or property;

2. Touches a pupil in an offensive way even though no physical harm is intended; 3. Permits pupils to harm one another by fighting; or 4. Punishes pupils by means that are cruel or unusual;

 will be subject to discipline by this Board and may be dismissed.(Policy 3217)

Liability for Pupil WelfareTeaching staff members are responsible for supervision of pupils and must discharge that responsibility with the highest levels of care and prudent conduct. All teaching staff members of this district shall be governed by the following rules in order to protect the well-being of pupils and to avoid any assignment of liability to this Board of Education or to a staff member personally in the event a pupil is injured. The Superintendent shall prepare such regulations as may be required to enforce the following rules:

1. Each teaching staff member must maintain a standard of care for supervision, control, and protection of pupils commensurate with the member's assigned duties and responsibilities;

2. A teaching staff member should not voluntarily assume responsibility for duties he/she cannot reasonably perform. Such assumed responsibilities carry the same potential for liability as do assigned responsibilities;

3. A teaching staff member must provide proper instruction in safety wherever course guides so provide;

4. A teaching staff member must report immediately to the Building Principal any accident or safety hazard the member detects;

5. A teaching staff member must not send pupils on personal errands;6. A teaching staff member must never transport pupils in a personal vehicle without

the approval of the Building Principal;7. A teaching staff member must not require a pupil to perform tasks that may be

detrimental to the health or well-being of the pupil or other pupils;8. A teaching staff member will refrain from the use of personal furnishings and

equipment in the classroom without the express permission of the Principal;9. A teaching staff member must immediately report any instance of substance

abuse, violence, vandalism, accidents, or suspected child abuse in accordance with Policy Nos. 8442, 8461, and 8462.

Inappropriate Staff Conduct…School staff’s conduct in completing their professional responsibilities shall be appropriate at all times. School staff shall not make inappropriate comments to pupils or about pupils and shall not engage in inappropriate language or expression in the presence of pupils. School staff shall not engage in inappropriate conduct toward or with pupils. School staff shall not engage or seek to be in the presence of a pupil beyond the staff member’s professional responsibilities. School staff shall not provide transportation to a pupil in their private vehicle or permit a pupil into their private vehicle unless there is an emergency or a special circumstance that has been approved in advance by the Building Principal/immediate supervisor and the parent/legal guardian.  Inappropriate conduct by a school staff member outside their professional responsibilities may be considered conduct unbecoming a staff member. Therefore, school staff members are advised to be concerned with such conduct which may include, but is not limited to, communications and/or publications using e-mails, text-messaging, social networking sites, or any other medium that is directed and/or available to pupils or for public display. A school staff member is always expected to maintain a professional relationship with pupils and protect the health, safety and welfare of school pupils…

Staff Member’s Use of Cell Phones…A personal telephone call by a school staff member on their personal cellular telephone shall not be made while the staff member is performing assigned school district responsibilities.  In the event the staff member has an emergency requiring immediate attention that requires the personal use of their personal cellular telephone, the teaching staff member shall inform their

Building Principal or immediate supervisor before or immediately after using the cellular telephone, depending on the nature of the emergency…

Electronic Communication between Staff & Student... In accordance with the provisions of N.J.S.A. 18A:36-40, the Board of Education adopts this Policy to provide guidance and direction to teaching staff members to prevent improper electronic communications between teaching staff members and students…

Use of Social Networking Sites… The Commissioner of Education has determined inappropriate conduct outside a staff member’s professional responsibilities may determine them as unfit to discharge the duties and functions of their position.  Staff members should be advised communications, publications, photographs, and other information appearing on social networking sites deemed inappropriate by the Board could be cause for dismissal of a non-tenured staff member or to certify tenure charges against a tenured staff member to the Commissioner of Education…

Planning & PreparingGood teaching requires teachers to plan in advance. It is extremely difficult, if not impossible; to use teaching time effectively when planning is done on a day-to-day basis. Good planning impacts positively on student behavior and leaning outcomes.

All teaching and learning activities are expected to have clear Unit Goals and Target Goals. A Unit Goal is a broad expectation of what students should know or understand in relation to adopted curriculum. A Target Goal focuses on what students should know or understand during a specific lesson or daily activity. Activities are what teacher and learners do to gain that knowledge or understanding of the Unit and Target Goals. Target and Unit Goals should be readily displayed for class participants.

Lesson Plans:

Unit plans will be submitted to curriculum-area supervisors before the beginning of the unit using Realtime. To allow teachers an opportunity to provide self-assessment of implemented lessons on weekly basis, the teacher will use the lesson planner to provide a reflection statement along with the daily learning target and activities. These daily plans are to be submitted by the start of the school day on the first day of every week, usually Monday.

General (Substitute) Lesson Plans: Teachers are also required to complete a General Lesson Plan for substitute teacher use in the event of an absence. These lesson plans will be used by the substitute teacher in the execution of his/her assigned task.

General Lesson Plans will be kept in the Substitute Folders in the Main Office. As a minimum, they must be updated and submitted monthly. If they are used because of an absence, then they must be updated within two (2) days after the absence. DO NOT put other staff in the position of having to chase down work for students because of teacher absence.

HomeworkHomework is a traditional part of the school experience, expected by parents, by the Board of Education and by most students. As educators, we know that doing regular homework assignments improves student achievement and instills responsible work habits. There is growing evidence that the amount and quality of homework is one of the key indicators of school effectiveness. For these reasons, the following guidelines are offered:

Purpose: Homework is given as additional practice to strengthen learned skills introduced in the classroom. It is not intended to be a punishment not to be used for as busy work.

1. Complete unfinished classroom assignments.2. Work on projects and research activities.3. Extended reading for enrichment.4. A written reaction to a topic of current class interest.

Guidelines: 1. Homework should supplement, compliment and reinforce classroom teaching and

learning.2. Teachers should share the purposes of their homework assignments with their students.

The assignments should be definite and clear so that students understand what is expected of them.

3. A homework assignment that is worth giving is worth checking for content and not just completion. Homework assignments should be collected, checked and returned as soon as possible to the students.

4. Time should be provided to explain fully to students what is expected of them.5. Time should be available for answering the questions of the students.6. Homework may count up to 20% of the marking period grade.7. When notified of the need to submit homework for a student by Guidance or the

administration, teachers are required to do so, in writing, no later than the end of the day after the notification is made. This is often the only effective bridge by which you, the teacher, can maintain continuity for a student in your class who, for whatever reason, is unable to attend classes for a period of time.

Suggestions 1. Make homework assignments at an appropriate time during the class period, i.e., when

time is available for complete explanations.

2. It is sound practice to write assignments on the board.3. It is sound practice in many instances to vary assignments so that they do not become

routine.4. Whenever possible, homework assignments should be individualized, particularly in

those classes where the needs of students vary greatly.5. Because one cannot assume that all homes have basic resources such as computers,

internet access, etc., extensive use of Media Centers should be encouraged.6. Bear in mind that assignments should be turned in on time. Timeliness is the student's

responsibility.7. Written assignments should be characterized by neatness, organization, correct spelling

and proper use of grammar and punctuation in all disciplines.8. When making assignments, consideration should be given to several factors including

other subjects, home commitments, and work schedules.

Recognize homework not only as an instructional tool, and as a vital instrument for public relations. Through homework assignments, parents may become acquainted with the educational programs of the district.

Textbooks & SuppliesTextbooks may be requisitioned prior to the opening of school through subject the department chairperson or Supervisors. Each teacher is required to maintain a written inventory of requisitioned text materials, inclusive of distribution to and collection from the students.

Books are to be covered at all times. Carelessness or misuse of any book by a student will result in the cost of the books being charged to the students. Periodic checks should be made by the teachers to determine the care given to the books by the students. This should be done quarterly by each teacher to see that a student has his/her assigned text and is maintaining its good condition.

When books are returned, the numbers and conditions should be checked. A book should not be accepted until all marks are removed. Any student who deliberately marks or defaces a book in any manner will be required to pay a fine in proportion to the extent of the damage. This penalty should be severe. Books are long loaned, must be used again, and are quite costly.

Supplies Teachers may obtain supplies on a daily basis between 8:00 a.m. and 8:30 a.m. (Monday-Friday) at the supply room located by Room 157. A supply requisition form must be completed prior to supplies being issued.

Emergency supplies not in stock must be requisitioned and signed by the Department Head/Supervisor. No teacher has authority to order supply, services, or equipment and charge it to the school or BOE without proper authorization.

Audio Visual:There is a limited collection of videos and DVDs for use in the classroom. You can use the media center catalog, located on the media center page to search the collection from school or home.

Mid-Term & Final ExamsThe Board of Education has approved of the reinstatement of “mid-term” exams for all courses. The exam will be administered at the conclusion of the first semester/2nd marking period. The mid-term will appear as a separate grade on the report card. It will count as 1/10 th of the final grade. There will be no mid-term exemptions.

Mid-term Exams are tentatively scheduled for: January 28th, 29th, 30th & 31st 2019 Exams will be held during a whole day, but regular scheduled class may be adjusted.

The Board will strive to balance the pupil's right to privacy against the district's need to collect, retain, and use information about individual pupils and groups of pupils. The Board authorizes the establishment and maintenance of pupil files that include only those records mandated by law, rules of the State Board of Education, and authorized administrative directive and those records permitted by this Board. No liability shall be attached to any member, officer, or employee of this Board for the furnishing of pupil records in accordance with law and rules…Access to RecordsOnly the following authorized organizations, agencies or persons shall have access to pupil records:

1. The parent of a pupil under the age of 18 and the pupil who has the written permission of the parent;

2. Pupils who are at least 16 years of age who are terminating their education;3. The adult pupil (18 years old and over) and the pupil’s parents who have written

permission of the pupil. Please note that parents shall have access to pupil records without consent of the pupil so long as the pupil is financially dependent upon the parent;

4. Certified school district personnel who have assigned educational responsibility for the pupil;

5. Certified educational personnel in other accredited schools or state facility who have assigned educational responsibility for the pupil;

6. A district board of education, in order to fulfill its legal responsibility as a board and only through the chief school administrator. Information shall be discussed in executive

vi. The new school district must require proper identification of any newly enrolled pupils.

Realtime Student Record System CRSD maintains student records using the Realtime System.

Class attendance records must be updated each period through Realtime. If assigned a Homeroom, attendance must be completed by end of homeroom (8:54am).

Your grade book will be accessible to students and parents through the Portal feature. Records to validate grades should be updated on a weekly basis throughout the school year. The Note feature of Realtime provides an explanation on why grades may be delayed, such as a research project. Gradebook information justifies “Progress Reports” and “Marking Period” grades in conjunction mid and end of marking period dates.

GradingA = 90-100, B = 80-89, C = 75-79, D = 70-74, F = 0-69. Numerical grades will be used to report all marking periods, final exams, and final year-end averages.

MX is designated only for medical excuse and only with a doctor’s written certification and approval of the health office. Student’s final grade will be the average of the active marking periods taken in physical education/health. Any student medically excused will be assigned a study hall during that time period.

P/F is the designation for special education classes or special circumstances.

Final Grade ComputationEach marking period is given an equal weight in determining a final grade. First marking period grade should be no lower than 60, second marking period grade no lower than 55, and third marking period grade should be no lower than 50. The midterm and final exam grade is averaged with the four marking period grades.

IEP, 504, & IRSThe Child Study Team (CST) has the responsibility for examining, classifying, and recommending Individual Education Plans (IEPs). By law, teachers are required to review, implement, and adhere to all regulations involving IEP and 504 accommodations.

Intervention Referral Services (IRS) is an additional option for teachers when noticing ongoing academic or behavior issues with students. Guidance Department can direct further on IRS procedures.

Homebound Instruction In the event a student is approved for homebound instruction by the school physician the teachers will be notified by guidance.

If teachers are to be sent to the student’s home the teacher of record will have the first opportunity to do the home instruction. If the teacher is unable to do the homebound instruction other certified teachers will be given the opportunity to handle the homebound instruction. The teacher of record will have to coordinate assignments, projects, and assessments with the homebound teacher. The teacher of record is responsible for submitting progress reports, quarterly grades, and final grades.

Online Homebound InstructionIn cases where the student’s request for homebound instruction exceeds 30 days or if the district cannot find a teacher available for a particular subject the student may be issued an online homebound program. Teachers of record will be notified when a student is placed on the online homebound program. The online provider will issue an academic and participation grade upon the student’s return to their regular schedule at Central. This grade will be forwarded and recorded in Realtime by the teacher of record.

Parent NotificationWhen a student is receiving a D or a failing grade, the parent must receive a minimum of two (2) phone calls/emails throughout the school year by the teacher. All phone calls/emails must be logged and dated with a brief summary of the call. Any logs kept in a separate notebook and made available to Administration upon request.

Through Realtime, parents can be contacted through the portal which the system should log. Additionally, the Note Tab allow you to make a log of a phone call or email. Please keep information about discussed topics professional for record keeping purposes.

Example of Note: Spoke to guardian, Ms. Jones, about behavior & missing work. The date will automatically be recorded.

7. Teachers are not responsible for making up Office Hours missed due to required school events, cancellations, or other purpose permissible by the administration.

Routine EventsAt no time may a classroom or assigned duty be left unattended. Teachers do not "enjoy" the old immunity of not being held liable for accident or injury. There are many cases on recent record in New Jersey that attest to the need for constant vigilance against accident or injury in the absence of a qualified person (not to mention the professional obligation).

Transition Between Bells A teacher must be present and standing at the door to meet students at the beginning of a classroom period. The time for a brief reprieve is the assigned preparation period and/or lunch period -- not the four minutes between classes. This is duty time for everyone in supervising hallways, stairs, and corridors; it is not a time to get coffee, make copies, visit, etc…

Supervision is a team effort. If one member fails to do his/her part, the total team effort suffers. Such failures have a tendency to compound a problem rather than suppressing it.

Pass System: Students should not be permitted to go from one area of the school to another without a

pass. The pass should stipulate all pertinent information regarding the student, time, date, destination as well as who issued the pass.

Electronic sign-in/out systems will be used in various locations throughout the building.

Morning EventsWe will conduct morning exercises in conformance with the following format:

Main Office Announcement: "Please rise". Students will stand and display appropriate respect during the Flag Salute. Owing to the

present legal arrangement, students need not recite the Flag Salute. Announcement: "Please be seated". After the flag salute the daily announcements will be provided.

Homeroom AttendanceDuring the morning exercises the homeroom teacher will take attendance on the computer using Realtime, collect absence notes from students, and distribute all messages and passes to students.

If a student arrives after attendance has been taken, send him/her to the Main Office to sign in.

If a student arrives late to homeroom prior to attendance being taken the homeroom teacher will assign a late on the computer.

If a student arrives to class more than ten (10) minutes late without a pass the student will be declared as cutting and should be dealt with according to the discipline policy.

Weekly Bulletin Teachers will receive a Weekly Bulletin through email listing the events of the coming

week. Weekly Bulletin will be posted on school-webpage as well. Contact Principal Office regarding requests for posting information.

Faculty Lounges and Dining RoomTeachers are expected to maintain high standards of cleanliness and order in the lounge.

Public Address System: The purpose of the intercommunication system is to disseminate information of interest

to the faculty and student body. Announcements will be made only during the homeroom period, unless emergencies arise necessitating the use of the system.

EmergenciesStudent safety and security is the first priority. All classrooms are equipped with an emergency Call Button located near the door.
