Having successfully transformed and developed Millennium Point, the planned absorption of the organisation by a university means I am making a timely search for my next opportunity. Citations

“Philip was our overall client lead on the Stratford Metropolitan Masterplan - a highly complex project with a great many stakeholders. Philip excelled at ensuring that we got the political buy-in both within the council, and at partner agencies and organisations to get the masterplan produced and agreed at Cabinet within a year”

Daniel Hill Head of Thamesmead Strategy Peabody Group “Philip demonstrated an ability to work closely with his peer group in property and planning as well as the local Councillors on often complex and sensitive issues. He leads by consensus and discussion, but will make key decisions when it comes to the crunch. It is notable that he commanded respect from others – especially his direct reportees”

Glenn Howells, Glenn Howells Architects I set out below my skills, experience and evidence of success:

Leadership

Working with two boards – charity and property company - and a renewed executive team at Millennium Point, Birmingham to create an invigorated and much more active visitor venue, connected and efficient place where local people come to gain skills and imagine their future.

Headed up large-scale regeneration in Newham (London) with a core team of 20 people. Led on regeneration in Birmingham’s city centre; to achieve this, successfully merged 4 teams into one single, multi-skilled unit to create a funding, planning, project delivery and regeneration team to handle city centre development.

As project director of the Birmingham city centre masterplan, the Big City Plan, managed the procurement and operation of this £1m external consultancy set up to generate a 20-year growth plan for the future in a highly complex political and stakeholder environment. This morphed into a directly run £12m capital investment programme into a dozen significant projects.

Chaired numerous project and programme boards facilitating and ensuring successful delivery, via accountability, prioritisation, good planning and project management techniques.

Founding director of the West Midlands architecture centre (MADE): creation of the board and non-profit distributing company limited by guarantee. Created a very high profile, well funded presence in the region and nationally, via the dynamic delivery of advocacy, projects and events.

Partnership Working

Deep working relationship with existing and new partners at Millennium Point led to a series of highly diverse projects, such as arts, culture and learning, attracting new audiences.

There is little more testing than the partnership working in East London, a multilayering of agencies, quangos with which one has to contrive to successfully deliver results.

As Chair of the Eastside Forum I have seen the development of this large-scale regeneration project over the last 12 years create huge investment and funding benefits which have established the whole quarter as the most rapidly growing place in Birmingham in terms of skills, innovation, jobs and education; founded on good panning and public realm.

Successfully built a reputation for consulting, working with, presenting and discussing issues with a huge variety of audiences, such as Council Members, property agents, business leaders, universities, students, schools, communities, specialist groups and Birmingham’s Young Peoples’ Parliament.

Commercial and Financial

Operated a £6m combined budget for a Charitable Trust and Property company, returning a surplus in excess of £900,000 per annum.

Three years of 100% satisfactory financial audit whilst at the helm of Millennium Point.

Devised and led the strategic disposal and parallel acquisition of land at Millennium Point, leading to a net receipt of £1.25m

Led the Birmingham Eastside team that managed an ERDF grant fund of £6.7m and a joint venture with AWM (RDA) of £60m – Eastside Locks. This is now delivering on site, via private and educational funding.

Managed an annual team revenue budget of £2m plus, within budget. Led on annual budget planning, tight monitoring and control of revenue and capital expenditure.

Delivered good results through tough negotiations with and on behalf of developers on both fiscal and qualitative issues. For example, advocating high-density schemes of good quality in sensitive locations.

Managed two bids for an international lighting project at Spaghetti Junction worth £80m and a £25m new city park, both to the Big Lottery during 2005 and 2007.

Led teams on the project management of the new Library of Birmingham, a £184m project which became the largest city library in Europe, by 2013. The project required very tight performance and control mechanisms throughout its planning and execution. In total managed a capital programme of £230m.

Initiated delivery of a £20m new office and investment plan in East Ham, a Newham corporate project.

Managed three professional practice consultancies, two as principal and one as partner. Experienced managing cash-flow, marketing, financial management, sub-consultancies, client expectations and construction contracts. Projects included major urban and neighbourhood schemes, turning complex briefs into completed projects.

Company secretary to the board of the regional architecture centre of which I was first Director. Submitted two successful applications for public sector funding.

Operational and Technical

Successful systemisation of finance, Facilities, HR and events at Millennium Point to deliver significantly more efficient results.

As a member of an international judging jury, selected the design for a new city park. An influential member of a jury selecting the architect and team to design the new Library of Birmingham. Advised on the procurement method for executing this most significant and politically important undertaking.

On numerous projects, co-ordinated multi-disciplinary teams to create good places. For example Canning Town, Eastside Park and the Golden Square in Birmingham.

Communications, Negotiation and Networking

Established a respected reputation for clear and authoritative communication. For example, appeared on Channel 4 documentary, Radio 5 Live, Radio 3 and numerous local radio stations. Used web based films to consult on the Big City Plan.

I have chaired and spoken at numerous conferences all over the UK, including the Scottish Parliament and a Financial Times conference in Hong Kong.

In 2009 represented Birmingham at MIPIM.

Permanent member of the national judging panel for the British Construction Industry Awards and Prime Minister’s Better Public Building of the Year.

Director of the UK Architecture Centre Networking during 2002-2003.

Recognised by the Birmingham Post in August 2009 as the 26th most influential person in Birmingham.

Interpersonal, Team-working and Management

Undertake regular performance managed reviews on a 1 to 1 basis across team structures, dealing effectively with poor performance. Recruited, trained, led and motivated professionals with diverse skills and from different functions; this has included identification of new roles. Effectively operated management by objectives with target setting and appraisal.

Introduced competency based job descriptions at Millennium Point from a standing start.

Gained the trust of senior politicians on land disposals and large-scale regeneration projects.

Played an ambassadorial role in negotiating complex regeneration projects such as the Big City Plan. Education & Training:
