ROLE OF SIHFW IN CAPACITY BUILDING INITIATIVES IN ODISHA
Evolution1984 - Centre for Information, Education and Communication under Directorate of Family Welfare.1994 - Converted to a full fledged directorate of “State Institute of Health and Family Welfare”, the director being a Professor of Community Medicine of a Medical College of Odisha dealing with 3 major components like Training, Communication & operational research.1998April - Got the status of Collaborative Training Institute (CTI) of NIHFW.
GOALPromote better health & family
welfare programme service delivery through inservice training,
communication, & operational research and consultancy to other Govt. and non-govt. organizations.
OBJECTIVES• To act as the nodal agency for in-service and on
the job training of health personnel (Doctors and Paramedics)
• Enhancing capacity of regional and district training centre in the state.
• To supervise & monitor the training performance of periphery centres.
• To build network & partnership with NIHFW and other training institutions of the state & outside the state.
• To leverage periphery centres in manpower facility, equipment and infrastructure upgradation.
• Develop programme based audience
centered IEC material for health promotion
(designing, pre-testing, printing and
distribution).
• Basic as well as operational research in
health care delivery services.
• Co-ordinating with National & International
Agencies working in the field of Training of
health personnel, IEC / BCC and Research.
FUNCTIONS• To facilitate preparation of annual state and district training &
communication plan. • Capacity building of trainers in different trainings • To impart on the job and inservice training to health and related
sector functionaries • To conduct hands on clinical training to ICDS, health and awareness
training to PRI functionaries and their supervisors regarding health programmes under NRHM.
• Sensitization of NGOs and voluntary agencies and opinion leaders.• To carry out supportive supervision and monitoring training with
quality assurance .• To facilitate web based tracking of trained health functionaries.• To develop and modify appropriate learning materials for training.

TRAINING INNOVATIONS• Multi-skilling of LTs (Previously for a week now
envisaged for a 3 weeks training programme.• Multi-skilling of doctors. • Designed modules for Block Programme Organizers
(BPOs), Block Accountant-cum-Data Assistant, AYUSH Doctors.
• SBA training for AYUSH Doctors.• Involving ANMTCs in TOTs.• A dedicated training software “ITEMS”.• Creating & strengthening 30 district training units.

STATE CHILD HEALTH RESOURCE CENTRE
• To provide technical support to Child Health Programmes managed by different Directorates.
• Involving different community based organization and like minded institutions to promote child health.
• Apex centre for all child health related activities.• Document child health issues, programmes &
practices for solution tracking. • Undertake studies and researches pertaining to child
health issues etc.
OBJECTIVES OF CENTRE OF EXCELLENCE FOR COMMUNICATION• Setting up an institution for communication of national /
international standard having affiliation with recognized Universities / Academic centers of repute
• Design and Develop Communication strategies, plans and produce quality materials on
• behaviour change communication• Build affiliations with recognized institutions in providing
capsule courses on BCC. • To provide strategic training and capacity building of
communication cadre on latest communication approaches and management.
OBJECTIVES OF CENTRE OF EXCELLENCE FOR COMMUNICATION
• To strengthen inter sectoral partnerships through strategic communication planning and implementation to achieve programmatic goals.
• Provide effective managerial support in monitoring and evaluation of BCC activities of flagship programmes.
• Provide research and analysis support on communication for the state
• Provide technical support in procuring services related to communication materials and management.
REGIONAL RESOURCE CENTRE• Planning different activities of acreditated NGOs
in district level. • To train and build the capacity of MNGOs, service
NGOs on different Govt. programmes at district level.
• Supervision and monitoring of different activities. of NGOs.
• Providing technical input for better service delivery.

This division undertakes preparation, Production & distribution of specific Health Programme & Promotional materials.

• A Conference Hall with 70 capacity.• Two Lecture Halls with AC each with
sitting capacity of 30.

Hostel with accommodation facility for 54 persons (23 double and one single bedded rooms & a dormitory).
