Executive Summary

Exp Services Inc. (exp) was retained by Archangel Raphael and Saint Marina - Coptic Orthodox Church

(client) to complete a Phase I Environmental Site Assessment (ESA) of the property located at 1160

Blair Road, Burlington, Ontario, hereinafter referred to as the 'Site'.

Exp understands that the client requires this Phase I ESA for due diligence purposes in support of a

proposed purchase of the Site and that a Record of Site Condition (RSC) is not required at this time.

Authorization to proceed with the Phase I ESA was provided by Mr. Hany Khalil of Archangel Raphael

and Saint Marina - Coptic Orthodox Church.

A Phase I ESA is a systematic qualitative process to assess the environmental condition of a Site based

on its historical and current uses. The Phase I ESA was completed in general accordance to CSA

Standard Z768-01 (R2016). Subject to this standard of care, exp makes no express or implied

warranties regarding its services and no third party beneficiaries are intended. Limitation of liability,

scope of report and third party reliance are outlined in Section 10 of this report.

The Site is located on the southwest side of Blair Road at Landmark Road in Burlington, Ontario

(Figures 1 and 2). The Site measures approximately 1.7 hectares (4.1 acres) in area and is currently

occupied by a two-storey industrial/commercial building with approximately 7,205 m² (77,555 ft²) of floor

area. The Site building is currently occupied by various commercial/light industrial tenants including:

• Creative Edge Dance Studio;

• RDC (Responsible Distribution Canada) (office);

• Ciscon Landscaping (showroom, office and yard);

• Body by PT (exercise gym);

• Canadian Dance Company;

• Burlington Movers (storage and office);

• Eurostar Renos;

• Absolute Custom Steel Fabrications (workshop);

• Insatax (office);

• Nuway Software (office),

Three (3) of the units were vacant, two (2) of which were located on the second floor.

A review of aerial photographs indicates that the Site building has been constructed developed between

1959 and 1978. According to the Site representative the building was constructed in the 1970s.

Based on the Phase I ESA findings, including Site observations, information provided by Site

representative, the review of environmental databases and available historical information, the following

potential environmental concerns associated with the Site were identified:

Based on the 1959 aerial photograph, the Site was used for permanent crops (orchard). As such, there is the potential for the historic use of recalcitrant pesticides to have posed an environmental impact to the Site.

Based on the age of the Site building (1970s), there is a potential for asbestos-containing materials to be present in the texture coat, joint compound, and suspended ceiling tiles within the Site building. These materials appeared to be in fair to good condition at the time of the Site visit. Exp did not conduct any sampling for asbestos during the Site reconnaissance.

Based on the age of the Site building (1970s) it is considered possible for lead-based paints and mercury-based paints to be present within the Site building on the original painted surfaces. The painted surfaces noted during the Site visit were observed to be in good condition.

Recent scientific research has indicated the potential presence of PCBs in window caulking material. Based on the age of the Site building (1970s) window caulking materials may contain PCBs.

One (1) central air conditioning (AC) unit was connected to the office space of Burlington Movers. The refrigerant in these unit may contain chloro-fluorocarbon (CFC) or hydrochlorofluorocarbons (HCFC), both of which are recognized as Ozone Depleting Substances (ODSs).

The property at 1157 Blair Road, located approximately 30 m north (hydrogeologically upgradient) of the Site was a registered waste generator of various wastes, including halogenated solvents, between 1986 and 2013.

The property at 3415 Landmark Road, located approximately 100 m north (hydrogeologically upgradient) of the Site was a registered waste generator of waste oils and lubricants between 1993 and 1998.

Records of fuel storage exist for the property at 1171 Pioneer Road, located southwest adjacent to the Site. Given the close proximity of this property to the Site, there is the potential for the presence the fuel tanks to have posed an environmental impact to the Site.

1 Introduction

Exp Services Inc. (exp) was retained by Archangel Raphael and Saint Marina - Coptic Orthodox Church

1.1 Objective

The objective of this Phase I ESA is to identify potential sources of environmental concern to the Site.

1.2 Site Description

2 Scope of Investigation

The scope of work for the Phase I ESA consisted of the following activities:

• Reviewing the historical occupancy of the Site through the use of available archived and relevant

municipal and business directories, fire insurance plans (FIPs), topographical maps, and aerial

photographs;

• Contacting provincial agencies to determine the existence of records of environmental regulatory

non-compliance;

• Reviewing available topographic and geological maps for the vicinity of the Site;

• Conducting a reconnaissance of the Site and Site infrastructure in order to identify the presence of

actual and/or potential environmental contaminants or concerns of significance;

• Conducting interviews with designated Site representative(s) as a resource for current and

historical Site information, as well as to provide exp staff with unrestricted access to all areas of

the Site and Site building;

• Reviewing the current uses of the Site and any land use practices that may have impacted the

environmental conditions at the Site;

• From the Site and publicly accessible areas, reviewing the current use of the surrounding properties

and any land use practices that may have impacted the environmental condition of the Site; and,

• Preparing a report to document the findings.

In completing the scope of work, exp did not conduct any intrusive investigations, including sampling,

analyses or monitoring of materials. In addition, general environmental management and housekeeping

practices were reviewed as part of this assessment insofar as they could impact the environmental

condition of the property; however, a detailed review of regulatory compliance issues was beyond the

scope of this investigation.

Exp personnel who conducted assessment work for this project included Ms. Kelsey Proks, B.Sc. and

Mr. Erik Enders, P.Geo. An outline of their qualifications is provided in Section 8.

3 Records Review

3.1 General

The Phase I ESA study area is shown on Figure 2 and includes properties along Mainway, Blair Road,

Landmark Road and Pioneer Road. The Site is situated in a mixed commercial/industrial area.

The records review is summarized below.

3.2 Groundwater Flow Direction

The Site is generally flat and is approximately 125 metres (m) above sea level. Lake Ontario is situated

approximately 3.8 kilometres (km) southeast of the Site. Based on local topography, the groundwater

flow direction in the area of the Site is anticipated to be to the south or southeast towards Lake Ontario.

3.3 Aerial Photographs

Aerial photographs for the Site dated 1959, 1978, 2002 and 2015 were obtained in order to review the

development and land use history of the Site as well as determine major developments at and in the

immediate vicinity of the Site. The development and land use history of the Site and adjacent properties

as depicted on the reviewed aerial photographs are summarized below with copies of the aerial

photographs included in Appendix B.

1959 • The Site consists of agricultural land comprised of an orchard, with no building structures.

• The surrounding properties appear to be agricultural land, vacant fields and forested areas. A farm building is appears to the southeast.

1978 • The Site is developed with a building similar to that observed during the Site visit.

• The surrounding areas are predominantly developed with large light industrial/commercial buildings and residential dwellings are observed to the north.

• Remnants of the orchard observed in the 1959 aerial photograph are observed to the north and south of the Site.

2002 • The Site and surrounding areas appear similar in configuration to that observed on the 1978 aerial photograph.

• The property south-adjacent to the Site has been developed.

• A small portion of the orchard observed in the 1959 is observed north of the Site (3365 Mainway).

2015 • The Site and surrounding areas appear similar in configuration to that observed on the 2002 aerial photograph and the Site and adjacent properties contain structures similar in configuration to the structures observed at the time of the Site visit.

• The property at 3365 Mainway has been developed with a warehouse-type building.

Based on the former use of the Site as an orchard, there is potential environmental concern regarding

former pesticide use on the Site.

3.4 Fire Insurance Plans

A search of Canadian Underwriter's Association Fire Insurance Plans (FIPs) of the general area was

completed at McMaster Library. Based on the search, no FIPs were available for review for the Site or

surrounding properties.

3.5 City Directories

The available City of Burlington directories between 1957 and 2011 were reviewed by LGI Copy Service

Canada in approximate five-year increments in order to identify the occupancy history of the Site and

adjacent properties. A copy of the city directories is located in Appendix C.

A review of the city directories for the Site and surrounding properties indicated the following pertinent

details:

• The Site has been occupied by various commercial/light industrial establishments since

approximately 1975. With the exception of tenants listed in Section 3.11.4, the previous and

current tenants are not registered as generators of hazardous waste. As such, the potential

for the former tenants to have posed an environmental impact to the Site is considered low.

• The surrounding properties consist of commercial/light industrial establishments since

approximately 1970.

A summary of the pertinent properties / tenants are listed in the table below:

3.6 Previous Reports

A report titled “Update Phase I Environmental Site Assessment, 1160 Blair Road, Burlington Ontario”

was prepared by Trow Consulting Engineers Ltd. (now exp) in January 1999.

The report reviewed indicated the following pertinent information:

• the Site has been occupied by a commercial building since 1973 and the Site and surrounding

area have historically been agricultural use since the early 1900s;

• based on the date of building construction, asbestos containing materials (ACM) may be

present in various types of building materials; and

• lead based paint may be present on original painted surfaces.

3.7 Chain of Title

A chain of title was not completed for the Site as the Site history was established using historical

information available from other sources.

3.8 Regulatory Requests

The appropriate regulatory agencies at the provincial level was contacted to obtain information

regarding environmental permits, past or pending environmental control orders or complaints,

outstanding environmental regulatory non-compliance issues and Sewer Use By-Law infractions. Exp

did not identify the need to contact any federal agencies.

3.8.1 Ministry of the Environment and Climate Change

On July 12, 2017, a request for information was submitted to the Ontario Ministry of the Environment

and Climate Change (MOECC) Freedom of Information, Protection of Privacy Office for information in

their files regarding the Site that pertain to any Environmental Concerns, Orders and Spills. A copy of

the request and records are included in Appendix D.

In a written response dated July 26, 2017 from the MOECC. The response indicated two (2) incident

reports and several HWIN generators.

The first incident report was dated March 3, 2013 and included illegal dumping of wastes in a runoff

ditch located at the southwest boundary of the Site. Materials dumped included furniture, oil filters, paint

cans, debris and some electronics. The garbage was reportedly cleaned up prior to October 2013 and

a berm was put in place to prevent illegal dumping.

The second incident report was dated June 21, 2013, occurring at Absolute Custom Steel Fabricating

(Unit #2) which included a person spray painting a metal structure half way into the bay door. Debbie

Quattrin a Senior Property Manager with Prime Real Estate Group Inc. indicated that the company was

not permitted to spray paint. The field personnel for the MOECC did not observe any spray painting

upon return to the Site and no follow up was recommended.

Three (3) HWIN generators were also present in the MOECC response which included Royal Lepage

State Realty Brokerage, S.E Sales and Service Ltd. and Jenmar Colour Separation Inc. (Refer to

Section 3.11.4).

Based on the above information, the potential for the above incidents described in the FOI response to

pose an environmental liability towards the Site is considered to be low.

3.8.2 Technical Standards and Safety Authority

The Technical Standards and Safety Authority (TSSA) is the Provincial regulatory agency responsible

for overseeing the storage of fuels in Ontario. As such, the TSSA maintains a database (approximately

1987 to present) of all registered fuel storage tanks in Ontario.

A response provided by the TSSA (included in Appendix D) indicated that records existed for the Site,

including two expired liquid fuel tanks and one expired private fuel outlet. As such, a detailed report

regarding the tanks listed above was ordered from the TSSA and received on August 22, 2017.

The detailed report listed the following pertinent information:

• two (2) expired diesel fuel storage tanks with capacity of 45,460 L, installed in 1989, for Gotfryd Contracting (no address); and

• a private fuel outlet which expired in 1992, also for Gotfryd Contracting at 1160 Blair Road.

A review of the city directories (see Appendix C) indicates that Gotfryd Contracting was a tenant at

1150 Blair Road in 1990. Given the absence of any other records of fuel storage on Site, it is considered

likely that the TSSA report mistakenly listed the expired fuel tanks at 1160 Blair Road instead of the

correct address of 1150 Blair Road. As the former fuel storage tanks were most likely located on the

Site to the south, which is hydrogeologically downgradient of the Site, the potential for these tanks to

pose an environmental liability to the Site is considered low.

In addition to the tanks listed on Site, two expired liquid fuel tanks and one expired private fuel outlet

was also identified at the property listed at 1171 Pioneer Road. Given the close proximity of this

property to the Site, there is the potential for the presence the fuel tanks to have posed an

environmental impact to the Site.

3.9 Topographic, Geological and Soil Maps

The following maps were reviewed:

• “Toporama"; Natural Resources Canada. Scale 1:50,000. 2008.

• Quaternary Geology of Ontario - geology_ll.shp [computer file],Ontario: Ontario Geological Survey, 2000.

• Bedrock Geology of Ontario - geology_ll.shp [computer file],Ontario: Ontario Geological Survey, 2000.

The review of these maps indicated the following:

• The Site is generally flat and is approximately 125 m above sea level.

• Lake Ontario is situated approximately 3.8 km southeast of the Site.

• Based on the information provided on the topographic map, regional groundwater is anticipated to

be in a southerly or southeasterly towards Lake Ontario

• The Site and surrounding areas are dominated by Halton Till deposits of the Late Winconsinan.

Deposits predominately consist of sand and silt till.

• The bedrock in the general area forms part of a group belonging to the Queenston formation,

consisting of shale, limestone, dolostone and siltstone.

3.11 Environmental Source Information

Environmental source information includes documents published by the MOECC and online databases

maintained by the MOECC. These documents and databases were reviewed to determine if waste

disposal, coal gasification, PCB storage sites or sites that generate hazardous wastes were located on

or in the immediate vicinity of the Site. The review of the Environmental source information is provided

below.

3.11.1 Waste Disposal Sites

The MOECC maintains an inventory of all known active and closed waste disposal sites in Ontario.

The review of Waste Disposal Site Inventory published by the MOECC indicated the following:

The Site and surrounding properties within 250 m of the Site were not identified as an active or closed

waste disposal facility.

3.11.2 Inventory of Coal Gasification Plant Waste Sites in Ontario

The review of the Inventory of Coal Gasification Plant Waste Sites in Ontario did not indicate the

presence of any coal gasification sites within 250 m of the Site.

3.11.3 Ontario Inventory of PCB Storage Sites

A review of the Ontario MOECC Inventory of PCB Storage Sites in Ontario (1999 – 2004) did not

indicate the presence of any PCB storage sites within 250 m of the Site.

3.11.4 Hazardous Waste Information Network (HWIN)

A review of the Ontario Regulation 347 Hazardous Waste Information Network (HWIN) identifies

companies listed as waste generators and/or receivers (from 1986 to present). A complete summary

of HWIN can be found in Appendix E.

3.11.5 Record of Site Condition

A Record of Site Condition (RSC) summarizes the environmental conditions of a property as

determined by a qualified person (QP) by conducting a Phase I ESA, and where necessary a Phase II

ESA and/or confirmatory sampling and risk assessment. Upon completion of the necessary

environmental Site assessments, a RSC for an assessed property can be filed with the MOECC and

added to the Environmental Brownfields Site Registry database. This online, publicly available

database can be searched to identify properties which may have potential environmental concerns.

A search of the MOECC Brownfields Environmental Site Registry conducted for the Site did not identify

RSCs within the study area. A search of the surrounding properties indicated that an RSC was filed for

4 Interviews

Interviews were conducted by exp with the individuals identified to be the most knowledgeable with

respect to both the current and historical Site uses. The interviews were conducted in order to obtain

information to assist in identifying areas of potential environmental concern and identify details of

potentially contaminating activities or potential contaminant pathways, in, on or below the Site.

During the completion of this Phase I ESA, the following individuals were interviewed:

1. Mr. Dennis Allison, manager of the property for four (4) years, was interviewed during the Site

visit on July 18, 2017.

5 Site Reconnaissance

On July 18, 2017, Ms. Kelsey Proks of exp conducted the Site visit in accordance with exp’s internal

health and safety protocols and with the Ministry of Labour health and safety regulations. The purpose

of the Site visit was to assess the current conditions of the Site.

The general environmental management and housekeeping practices at the Site were reviewed as part

of this assessment insofar as they could impact the environmental condition of the property; however,

a detailed review of regulatory compliance issues was beyond the scope of exp’s investigation.

The Site and the adjoining properties were observed from the Site and/or publicly accessible areas.

Photographs documenting the Site visit are included in Appendix A.

5.1 Site

5.1.1 Property Use

The Site is currently occupied by the following tenants:

• Creative Edge Dance Studio;

• RDC (Responsible Distribution Canada) (office);

• Ciscon Landscaping (showroom, office and yard);

• Body by PT (exercise gym);

• Canadian Dance Company;

• Burlington Movers (storage and office);

• Eurostar Renos;

• Absolute Custom Steel Fabrications (workshop);

• Insatax (office);

• Nuway Software (office),

Three (3) of the units were vacant, two (2) of which were located on the second floor.

5.1.2 Buildings and Structures

The Site is currently occupied by a two-storey commercial/industrial building with approximately 7,205

m² (77,555 ft²) of floor area. The second floor only extends over the front half of the building.

A review of aerial photographs indicates that the Site building has been constructed developed between

1959 and 1978. According to the Site representative the building was constructed in the 1970s.

Several shipping containers were located along the back perimeter of the property. These containers

are used for storage by Burlington Movers. Asphalt parking is located around the Site building.

The main characteristics of the Site building are included in the following table:

Potable water is provided to the Site building through the municipal water distribution system and

sanitary wastewater is discharged to the municipal sewer system. Electrical service to the Site building

is supplied by local hydro. Lighting in the building is supplied by fluorescent, incandescent, compact

fluorescent and LED lighting fixtures.

5.1.3 Limitations at the Site

Access to the interior of Eurostar Renos and the vacant unit on the first floor was not provided at the

time of the Site visit.

No interior observations were made in concealed spaces such as above ceilings, or behind walls in the

Site building.

5.1.4 Chemical Inventory, Storage and Handling

At the time of the Site visit, the following chemicals were noted:

• general household cleaning products were observed throughout the units;

• small quantities of pool chemicals were noted at Ciscon Landscaping;

• a 1000 L tote of organomodified siloxane emulsion outside of Absolute Custom Steel Fabrications. According to the tenant, this tote was present prior to renting the space; and

• several tanks of compressed gas were observed at Absolute Custom Steel Fabrications. Unused tanks were stored in the proper locked containment located outside along the southeast side of the Site building

No other significant chemical inventory, storage or evidence of chemical handling was observed or

reported at the time of the Site visit.

5.1.5 Storage Tanks and Containers

The presence/absence and condition (if present) of Underground Storage Tanks (USTs) and

Aboveground Storage Tanks (ASTs) at the Site were assessed during the Site visit.

No evidence of the presence of USTs (i.e fill and vent pipes) or ASTs were identified at the Site at the

time of the Site visit.

5.1.6 Special Attention Substances

5.1.6.1 Polychlorinated Biphenyls (PCBs)

The manufacture of PCBs in North America was prohibited under the Toxic Substances Control Act

(1977). Their use as a constituent of new products manufactured in or imported into Canada was

prohibited by regulations in 1977 and 1980. As such, sites developed or significantly renovated after

1980 are unlikely to have PCBs-containing equipment on the Site. Potential equipment, which could

contain PCBs include fluorescent mercury and sodium vapour light ballasts, oil filled capacitors and

transformers. Recent scientific research has indicated the potential presence of PCBs in window

caulking material. A review of the Site was conducted to evaluate the potential presence of PCBs-

containing equipment in use or stored at the Site.

Any electrical equipment containing PCBs must be disposed in accordance with Ontario Regulation

362 when it is removed from service. Ongoing operation of equipment containing PCBs is permissible.

Fluorescent light fixtures were observed throughout the Site building. Based on the age of the Site

building (1970s), there is the potential for PCBs to be present on-Site in the original light ballasts and

window caulking.

5.1.6.2 Asbestos-Containing Materials (ACMs)

Asbestos-containing materials (ACMs) are fibrous hydrated silicates, and can be found in building

materials as either "unbound" or "bound" asbestos. Friable asbestos refers to materials where the

asbestos fibres can be separated from the material with which it is associated. Non-Friable asbestos

refers to asbestos, which is associated with a binding agent (such as tar or cement). Friable asbestos

is commonly found in boiler and pipe insulation. Non-Friable asbestos is typically found in roofing tars,

floor and ceiling tiles, and asbestos-containing cement.

ACMs in the workplace are defined as a Designated Substance under the Ontario Occupational Health

and Safety Act (OHSA). Under OHSA, persons in the workplace are required to be notified of the

presence of ACMs once they are suspected to be present, and if there is a potential for workers to be

exposed. The use of ACMs was discontinued in Canada in the late 1970s/early 1980s, although friable

asbestos can still be found in recently constructed buildings.

Based on the age of the Site building (1970s), ACMs are suspected to be present on Site in the form

of texture coat, joint compound, and suspended ceiling tiles. However, many renovations have been

completed on Site based on the tenants business operations. Exp did not conduct any sampling for

asbestos during the Site reconnaissance.

5.1.6.3 Ozone Depleting Substances (ODSs)

Chlorofluorocarbons (CFCs) often referred to as Freons, ceased production in Canada in 1993 as a

result of their ozone-depleting characteristics. Importation of CFCs into Canada ceased in 1997 and a

total ban on their use is proposed for 2030. The use of these materials is still permitted in existing

equipment, but equipment must be serviced by a licensed contractor such that CFCs are contained

and not released to the environment during servicing or operation.

The use of the hydrochlorofluorocarbon HCFC (R-22), commonly found in air conditioning and

refrigeration equipment, is not currently regulated, however strict controls over the manufacture and

supply of this compound are in place. The Environmental Protection Act specifies various re-fill

restrictions for chillers and large refrigeration equipment (compressors with a total capacity greater than

22kW) with certain exceptions.

One (1) central air conditioning (AC) unit was connected to the office space of Burlington Movers. The

refrigerant in these unit may contain chloro-fluorocarbon (CFC) or hydrochlorofluorocarbons (HCFC), both

of which are recognized as Ozone Depleting Substances (ODSs).

Under the management of a licensed contractor, the subject system does not represent a significant

threat to human health or the environment. However, if present, CFCs will require replacement by 2030

and as such consideration should be given to future phase out programs.

Several domestic sized fridges were observed throughout the Site building

Maintenance of refrigerant containing equipment, if any, should continue to be completed in compliance

with Ontario Regulation 189/94 by a licensed refrigeration contractor. The equipment should only be

repaired, removed, or serviced by an appropriately licensed contractor.

5.1.6.4 Lead

Lead has frequently been used in oil-based paints, roofing materials, cornices, tank linings, electrical

conduits and soft solders for tinplate and plumbing. The use of lead-based paints (LBPs) was phased

out circa 1976. Paint that was produced or used between 1976 and 1980 may contain small amounts

of lead. Paint that was produced or used prior to 1950 may contain high levels of lead. The main

concern regarding lead paint is its potential to become lead dust or chips either through deterioration

and/or mechanical means (i.e., sanding, abrasion, etc.). Exposure to lead dust or chips occurs by

ingestion or inhalation.

Based on the approximate age of the Site building (1970s), there is a potential for LBPs to be present

within the Site building on the original painted surfaces. The paint observed throughout the Site building

appeared to be in good condition.

5.1.6.5 Urea Formaldehyde Foam Insulation (UFFI)

UFFI was formerly sprayed into cavities of walls and above ceilings as an insulating material. UFFI

has been discontinued from commercial use since the early 1980s.

No evidence of UFFI was noted during exp’s Site visit.

5.1.6.6 Mercury

Mercury was used in some batteries, light bulbs, old paints, thermostats, old mirrors, etc. Based on an

investigation by Consumer and Corporate Affairs Canada, and an assessment of potential health risks

by Health and Welfare Canada, in 1991 the decision was made to eliminate the use of mercury

compounds in indoor latex paints. The Canadian Paint and Coatings Association (CPCA) supported

the withdrawal and all Canadian manufacturers and formulators of the preservative voluntarily agreed

to remove “interior uses” from their product labels.

Based on the approximate age of the Site building (1970s), there is a potential for mercury to be present

within the Site building on the original painted surfaces. The paint observed throughout the Site building

appeared to be in good condition.

5.1.6.7 Mould

Mould is found in the natural environment and is required for the breakdown of plant debris such as

leaves and wood. Mould spores are found in the air in both the indoor and outdoor environments. In

order for mould to grow it requires a food source (i.e. gypsum wallboard, carpets, wallpaper, wood, etc.)

and moist conditions. Mould can have an impact on human health depending on the species and

concentration of the mould. Health effects can include allergies and mucous membrane irritation.

Currently there are no regulations governing mould; however, there are several guidelines addressing

mould assessments and abatement. At the moment the industry standards include the Canadian

Construction Association (CCA) document 82-2004 titled “Mould guidelines for the Canadian

construction industry” and the Environmental Abatement Council of Ontario (EACO) guidelines titled

“EACO Mould Abatement Guidelines, Edition 2 (2010)”.

It is important to note that the Ontario Ministry of Labour (MOL) has governed protecting workers under

the Occupational Health and Safety Act, which states that employers are required to take every

precaution reasonable to protect their workers. This includes protecting workers from mould within

workplace buildings.

Evidence of water damage and suspected mould growth was observed throughout the Site building

including the suspended ceiling tiles and walls. Several ceiling tiles and drywall were stained or

removed inside the Site building. The Site representative noted that a portion of the roof was recently

replaced. However, several tenants indicated that there was evidence of roof leaks within their

respective units.

Exp did not conduct any sampling for mould during the Site reconnaissance.

5.1.6.8 Other Substances

No other special attention substances were suspected to be present at the Site at the time of this

Phase I ESA.

5.1.7 Unidentified Substances

No unidentified substances were suspected to be present at the Site at the time of this Phase I ESA.

5.1.8 Drains and Sumps

Floor drains observed in the Site building were reportedly connected to the municipal sanitary sewer

system.

5.1.9 Building Heating and Cooling Systems

The building is heated and cooled by roof-top natural gas fired HVAC units and cooled by one (1)

central air conditioning (AC) unit which was connected to the office space of Burlington Movers. Several

natural gas fired radiant heaters were observed throughout the back units on the first floor. Several

tenants indicated that these heaters are no longer used and that their heat is supplied by the HVAC

units.

5.1.10 Mechanical Equipment

Two (2) propane-powered fork lifts were observed during the Site visit, one (1) each at Burlington

Movers and Absolute Custom Steel Fabrications.

5.1.11 Air Emissions

Air emissions in Ontario are regulated under the Environmental Protection Act (EPA) and its

Regulations (O.Reg. 419/05, O.Reg. 245/11). Owners and operators of activities that may discharge a

contaminant into the natural environment must seek approval from the Ministry of the Environment

(ministry) to carry out these activities. As of October 31, 2011, amendments to the EPA resulted in a

two path environmental approval process, the Environmental Compliance Approval (ECA) and

Environmental Activity and Sector Registry (EASR). The EASR allows businesses to register certain

activities with the ministry, rather than apply for approvals. The EASR is for common systems and

processes, currently for heating systems, standby power systems and automotive refinishing, to which

preset rules of operation can be applied. Unless explicitly exempted, most industrial processes or

modification to industrial processes and equipment require an ECA, formerly a Certificate of Approval

(Air and Noise). Retroactive approval should be sought for equipment installed and unchanged

between 1972 and June 29th, 1988 when the requirement for a Certificate of Approval was added to

the EPA. The EPA provides a list of specific equipment and conditions, which are exempt from approval

requirements (i.e. fuel burning equipment for comfort heating in a building using natural gas or number

2 fuel oil at a rate of less than 1.5 million British Thermal Units per hour [BTU/hour]).

Based on the Site visit, no operations were observed on-Site that would require MOECC approval for

air emissions.

5.1.12 Odour and Noise

No odour or excessive noise was noted at the Site during the Site visit.

5.1.13 Sewage and Wastewater Disposal

The Site and surrounding area is served by municipal sanitary and storm sewer systems.

5.1.14 Liquid Chemical Waste Generation, Storage & Disposal

No significant quantities of liquid chemical waste were observed at the time of the Site visit.

5.1.15 Solid Waste Generation, Storage & Disposal

One (1) large waste bin for garbage and one (1) large waste bin for cardboard was located in the

southwest portion of the Site, which are emptied on an ‘as needed’ basis by a private contractor.

Several tenants have smaller totes for solid domestic waste which are emptied on a weekly basis

(municipal waste collection).

5.1.16 Water Courses, Ditches and Site Drainage

Catch basins for storm water collection were observed in several locations around the Site building and

along Blair Road.

5.1.17 Abandoned and Existing Wells

A monitoring well was observed on the grass area along Blair Road. The Ontario Well Record indicated

the well is within the easement along Blair Road owned by the City of Burlington. The well was installed

in 2011 however the purpose of the well is unknown.

5.1.18 Potable Water Sources

The Site was connected to the municipal water source at the time of the Site visit.

5.1.19 Fill Materials

A small berm of vegetated soil covered was noted along the southwest boundary of the Site during the

Site visit.

5.1.20 Stained Materials

No significant staining was observed on the ground at the time of the Site visit.

5.1.21 Stressed Vegetation

No stressed vegetation was observed on the Site at the time of the Site visit.

5.1.22 Roads, Parking Facilities and Right of Ways

Asphalt parking is located around the Site building, The Site is accessed from Blair Road.

5.1.23 Pits and Lagoons

No pits or lagoons were observed on the Site at the time of the Phase I ESA.

5.1.24 Other Issues

No other issues were identified during this Phase I ESA.

5.2 Neighbouring Properties

The condition of the adjacent properties was observed at the time of exp’s Site visit. The findings of

the visual reconnaissance of the adjacent properties indicated commercial and residential occupancy

surrounds the Site.

8 Qualifications of Assessors

The records review and Site visit for this assessment were conducted by Ms. Kelsey Proks, B.Sc. who

has been trained to conduct Phase I ESAs in accordance with the CSA Standard. Ms. Proks has

completed numerous Phase I ESAs for commercial/industrial/residential clients and is routinely

engaged in this field.

The report was reviewed by Mr. Erik Enders, P.Geo., who is an Environmental Geoscientist at exp with

eleven years environmental consulting experience in Canada. Mr. Enders has managed and conducted

numerous Phase I and Phase II Environmental Site Assessments as well as numerous other due

diligence projects across Canada. Mr. Enders is a “Qualified Person” registered with the MOECC.

Exp Services Inc. is a full service consulting and engineering firm and provides a full range of

environmental services through the Environmental Services Group. Exp's Environmental Services

Group has developed a strong working relationship with clients in both the private and public sectors

and has developed a positive relationship with the MOECC. Personnel in the numerous branch offices

10 Limitations and Use of Report

BASIS OF REPORT

This report (“Report”) is based on site conditions known or inferred by the investigation undertaken as of the date of the Report. Should changes occur which potentially impact the condition of the site the recommendations of exp may require re-evaluation. Where special concerns exist, or the Client has special considerations or requirements, these should be disclosed to exp to allow for additional or special investigations to be undertaken not otherwise within the scope of investigation conducted for the purpose of the Report.
