1 Introduction In 2020, Urban Foresight were commissioned by Applecross Community Company (ACC) to undertake a feasibility study on the installation of public electric vehicle charging infrastructure in Applecross and its integration with the 90kW community hydro turbine scheme.

The feasibility study was split into two Phases: Phase 1 - feasibility of installing EV charge point(s) in Applecross along with associated infrastructure and battery storage and Phase 2 - Detailed designs of the recommended charging infrastructure.

The Phase 1 feasibility study report was completed in summer 2020, Applecross EV Charging Feasibility Study.

This document is focused on Phase 2, with the following sections summarising the design considerations and next steps for ACC to advance to the recommended charge point configuration.

2 Overview This section provides a summary of the key outcomes in Phase 1 and the subsequent follow-up work undertaken to recommend options for site configuration and spatial design of the proposed equipment.

Recommended charger configuration It was recommended in the Phase 1 report that a mix hub comprised of a Rapid (50kW) charger and a Fast (7kW) charger would be the most suitable makeup of chargers, supporting the needs of both residents and tourists.

Furthermore, integration of a battery storage solution was identified as the only realistic option to integrate the electricity generated by the local hydro scheme. However, without 3-phase power available within the area, a soft market engagement exercise concluded that the ability for a battery storage system to upgrade a single-phase supply to three-phase supply is not yet readily available, despite acknowledging it was technically possible.

Subsequently, Urban Foresight has since formed a consortium of technical partners to seek funding for the development and commercialisation of the Community Rapid & Renewable Energy hub (CoRRE hub) concept. This solution will essentially maximise the integration of locally generated renewable energy and enable rapid charging in grid constrained areas, using a localised battery to store and upscale incoming power from single-phase to 3-phase power.

Urban Foresight and their consortium are currently in ongoing discussions with Transport Scotland and ACC to secure funding to develop the CoRRE Hub solution.

Recommended site Following a high-level desk-based exercise, and consultation with ACC during Phase 1, 8 proposed locations for charging infrastructure were initially identified within close proximity to the hydro turbine (see Figure 1).

Following further consultation with Applecross residents, The Applecross Trust, and SSE, options G and H were concluded to be the most suitable locations for EV equipment in the Phase 1 report. These were deemed the most suitable options due to the visibility, space available, location to the main road and proximity to proposed residential and commercial units.

However, subsequent conversations between ACC and The Applecross Trust have determined that Option D would in fact be the most suitable site after consideration of future developments in the local vicinity. Figure 2 provides an overview of where chargers can be installed and the recommended footprint for the ideal, a mixed hub of 1 Rapid (50kW) 1 Fast (7kW) charger connected to a battery storage solution.

3 Staged Development As identified in the Phase 1 report the ideal make up of chargers on the site would be 1 50kW rapid charger and 1 7kW Fast charger. However, due to the lack of three phase power in the area, and the current lack of a technical solution to convert single-phase to three-phase power we recommend that ACC take a staged approach to the installation and development of charging infrastructure. We have therefore split the recommended development into two Stages, with two options proposed for Stage 2.

It is recommended that ACC progress with Stage 1 of the project when funding becomes available. This will allow Applecross to begin their EV charger journey but can ‘future-proof’ in achieving either option 1 or 2 in Stage 2.

A future decision on whether to progress either options 1 or 2 in the future will be based on ongoing discussions with Applecross Community Company, Transport Scotland and Urban Foresight in relation to securing funding for the proposed innovative elements of Stage 2 - option 2.

The following sections provide a description of each of the Stage/options and the potential associated costs.

Stage 1 The first stage includes installation a double 7kW fast charger on the site. This can be connected to the available power, which is currently limited to a single-or split-phase connection. This will be sufficient to support the requirements of a 7kW charger, but will not support rapid charging equipment, which require at least a 3-phase connection.

It is recommended that this phase of the project is installed to facilitate future developments as detailed in both Stage 2 options in this report. This will not initially be connected to the hydro scheme but will encourage both visitors and residents to make the switch to an electric vehicle.

The total cost to install the chargers is £23,378.96. Fully costed and detailed quotes are attached in Appendix I from our technical partner Swarco, as well as the formal DNO quote from SSE (Appendix II) and allows Applecross to go ahead and utilise existing funding to install chargers in the area.

Stage 2 – Option 1 This option has been identified as a possible option if no technical solution arrives or the area continues to have a lack of 3-phase power available. This Stage involves installing an additional 7kW charger in the remaining spaces, as well as then connecting the local hydro scheme to an onsite battery storage scheme. This will allow for all 4 charging points to operate at maximum power from the grid connection as well as maximising the utilisation of the electricity generated by the hydro scheme.

To install the additional elements the estimated additional costs are detailed in Table 2. However, a formal site survey, costing and technical assessment would be required to finalise design and costs.

Stage 2 – Option 2 To make best use of the available hydro scheme and provide Applecross with the best mix of chargers for both residents and tourists it is recommended that the solution identified in the CoRRE hub proposal be developed and implemented on site.

This solution would see the installation of a rapid charger next to the fast charger installed in Phase 1 alongside a battery storage solution and solar canopies and a connection to the local hydro scheme.

The total cost of this solution is as yet unknown as the technical solution is still in development, however Urban Foresight as working with Transport Scotland to try and identify funding to deliver this first of a kind innovative solution in Applecross.

4 Preparing for Stage 1 Detailed quotes to take forward Stage 1 have been gathered from our technical partner, Swarco (Appendix I) and SSE (Appendix II). The decision on proceeding with these quotes is at the discretion of ACC.

The following sections provide further planning and operational information for ACC to consider.

Planning It is recommended that ACC consult with their local planning department, while the Phase 1 proposal is likely to fall under Permitted Development an initial discussion will clarify this position and also identify how best to proceed with either option 1 or 2 for Stage 2 in the future.

Back Office & Tariffs It is recommended that as part of the procurement exercise for the initial 7kw charger that Applecross introduce a tariff in line with local tariffs and that ensure that all operating costs are covered.

The costs identified in Phase 1 include 5-year warranty, maintenance and data charges, however there may be some unplanned maintenance costs that are required due to damage or misuse.

Applecross Community Company should also consider how they will insure the assets.

Applecross will also be required to identify an energy supplier for the site who will supply the power and arrange for the meter to be installed.

Future Demand & Income Due to the majority of the initial running costs being included in the capital costs of the project, then Applecross will have a 5-year period to build up the level of demand to meet the ongoing revenue costs after that period.

Utilising the most recent data available it is estimated that the charge point will initially receive approximately 624 sessions a year with an expected power usage of 4,757 kWh following the installation of the Phase 1 element. However, it is expected that this will increase following the installation as more locals and visitors have the confidence to visit the location in EVs.

Bay Markings

To ensure good adhesion of the paint used for the bay marking it is the responsibility of the customer to ensure

the hard surface finish is in good condition before our bay marking team attend site. The finish of the bays should

be in sound condition with no loose gravel or tarmac. The surface should not be covered with any substances

which could impair paint adhesion such as oil, grease, moss or other vegetation. We recommend that the bays

are pressure washed by the customer before bay marking is carried out.

SWARCO also reserve the right to invoice an aborted visit charge should the bays be blocked on the day of the

arranged visit by or bay marking team. SWARCO will invoice an aborted visit charge if site work is delayed due to

any of the reasons detailed in the above notes. If you have any doubts about the condition of the parking bays

please consult with SWARCO for advice.

Please also note that bay markings cannot be applied in wet or freezing conditions.

PREVENTATIVE MAINTENANCE PLAN

While all eVolt EV charging equipment supplied by SWARCO is fully tested for reliability and safety, a

service maintenance contract can ensure that units are kept in full working order for years to come.

With a large nationwide network of service engineers situated throughout the UK, and a dedicated

team in Scotland, SWARCO is logistically well placed to offer a timely response in line with agreed

SLAs. Our engineers are specialists in vehicle management and electric vehicle charging equipment,

plus trained in the latest technologies. SWARCO uses only employed personnel and does not rely on

contractors to carry out first line service support.

Our Service Control Centre is managed and operated by experienced staff able to assist in all types of

service requirements. By utilising the latest vehicle tracking technology the control centre can ensure

optimal use of resources whilst keeping customers informed of progress.

The major benefits of a SWARCO service maintenance contract are:

• High performance uptime

• Prolonged equipment life

• Minimised equipment downtime

• Known costs at outset to support network expansion

Our service contract includes the following:

• Directly employed SWARCO service engineers on call to attend to all maintenance concerns

• Priority response time targeted at less than 48 working hours (dependent on travel and

accommodation restrictions) in line with contract SLAs

• 24-hour charge point monitoring and remote diagnostics (via back office management system)

• Annual preventative maintenance visit including mechanical and electrical safety checks

• Replacement of damaged equipment within 5 to 7 working days and in line with contract SLAs

• All labour costs for any breakdown failure. Excluding any failure that cannot be attributed to

normal use.

SWARCO eVolt products carry a full 36-month warranty against failure provided the equipment is

correctly maintained, which our maintenance contracts will ensure.

All contracts exclude consumables, accidental damage and damage caused by vandalism.

GENERAL CONDITIONS OF SALE

VALIDITY: The prices quoted above shall remain valid for 60 days. In addition, our quotation is based upon current exchange rates

and we reserve the right to amend the quotation should exchange rates fluctuate prior to acceptance of an order.

For any project to be delivered beyond 31/12/20, if tangible movement in the existing tax/tariff regime due to Brexit, that is beyond the control of both parties, we reserve the right to adjust our prices accordingly where required.

GUARANTEE: The equipment is guaranteed for 36 months from the date of delivery (provided that the goods are installed and serviced

in accordance with the sellers recommended service intervals) on the terms and subject to the conditions of the SWARCO

UK LTD Guarantee. Routine annual checks are carried out by SWARCO UK LTD to ensure charge points are functional.

DELIVERY: For delivery within the United Kingdom, prices are stated within our quotation. Unless a specific lead time or date is stated for delivery and accepted by SWARCO UK LTD, subject to availability, goods will usually be despatched within approximately 2-4 weeks from receipt of confirmed order and finalisation of all technical details, subject to orders in hand.

For deliveries outside the United Kingdom prices are quoted ex-works (Hemel Hempstead) in accordance with

Incoterms 2010 .

PAYMENT: Payment terms are follows:

▪ 100% immediately on acceptance of order.

▪ On successful completion of a credit check being carried out carried out by SWARCO UK LTD 30 days from project

completion.

Failure to adhere to this can ultimately result in equipment being repossessed. All associated costs would be brought

against the buyer.

All prices quoted are exclusive of value added tax which shall be payable in addition, at the prevailing rate.

SAFETY NOTICE: The attention of the buyer is brought to the "Installation and User Manual" included with this offer. In accepting our

quotation/tender submission the buyer is deemed to have read and understood the contents of the manuals.

If commissioning is part of the quotation, this cannot be proceeded with until receipt of the electrical safety certificate in

accordance with the latest version of BS: 7671.

Upon receipt of electrical certificate, we will endeavour to complete the commission with 7 working days. Documents

associated with the completed commissioning will be provided within 7 working days.

SWARCO UK

LIABILITIES:

1. Except as expressly provided in SWARCO UK LTD’s General Terms and Conditions (a copy is available upon request),

all conditions, warranties or representations, express or implied, statutory or otherwise, relating to the performance,

condition or quality of the goods, or otherwise relating to the performance by SWARCO UK LTD of its obligations here

under are hereby excluded, where such exclusion is not prohibited by statute.

2. SWARCO UK LTD shall not in any circumstances be liable for any consequential damage, special or indirect losses,

including but not limited to loss of profit, business, revenue or goodwill, arising under or in connection with these terms

and conditions or the supply or use of the goods or any items supplied by or on behalf of SWARCO UK LTD, whether

arising from breach of contract, negligence, misrepresentation or otherwise.

3. The maximum aggregate liability of SWARCO UK LTD however arising from or in connection with the supply or use of

the goods or other items supplied by or on behalf of SWARCO UK LTD, whether for breach of contract, negligence,

misrepresentation or otherwise, shall not in any circumstances exceed a sum greater than the value of any order in

respect of which liability arises.

4. SWARCO UK LTD shall have no liability in respect of any defect arising from fair wear and tear, wilful damage, negligence,

misuse or alteration or repair of the goods without SWARCO UK LTD's approval. Without limitation to the generality of

the foregoing, SWARCO UK LTD shall be under no liability in respect of the buyer’s failure to operate the goods, erect

appropriate signage, or properly and regularly maintain the good in accordance with SWARCO UK LTD's instructions

and recommendations from time to time (whether oral or in writing).

5. SWARCO UK LTD consider that each of the limitation of liability provisions contained in the above sub-clauses 1 to 4

above (inclusive) to be reasonable, but if any such provisions are found to be void and yet would have been valid had

some part of these Clauses or any such sub-clause been deleted or modified, such provisions shall be deemed to have

applied with such modification as would have been necessary to have made it valid and reflective.

THE CONSTRUCTION Regulations 4 and 5 of the Construction (Design and Management) Regulations 2015 set out the buyer duty to make

(DESIGN AND suitable arrangements for managing a project and maintaining and reviewing these arrangements throughout, so the

MANAGEMENT) project is carried out in a way that manages the health and safety risks. For projects involving more than one contractor,

REGULATIONS 2015 these regulations require the buyer to appoint a principal designer and a principal contractor and make sure they carry

out their duties. The seller shall not carry out construction work in relation to this quotation until satisfied that the buyer

is aware of these duties and unless explicitly stated in this quotation seller is not offering to take on either the principal

designer or principal contractor role.

BUYER'S INDEMNITY SWARCO UK LTD shall have no liability whatsoever to the buyer arising from, and the buyer shall indemnify SWARCO

UK LTD and keep SWARCO UK LTD indemnified in respect of, all loss or damage suffered by any person, firm, company,

or property and against all actions, claims, demands, costs, charges or expenses in connection therewith for which

SWARCO UK LTD may become liable as a result of the goods having been used for any purpose other than those for

which they are intended or otherwise out of or in connection with any failure by the buyer to operate the goods, display

appropriate signage or properly and regularly maintain the goods in accordance with SWARCO UK LTD's instructions

and recommendations from time to time (whether oral or in writing).

You have requested one three phase low voltage electricity connection of maximum capacity 46kW for a commercial supply. This letter including all attached pages (the detailed charge breakdown, acceptance, and terms and conditions) is our offer to provide what you have requested and is based on the information you have given us. This is not an all-inclusive price. There are additional works that you will have to arrange and pay for, as explained in the following section headed, "What you need to do." I have included a drawing with this offer illustrating the connection works. We will:

• Request planning consents and land rights to carry out the works and extend our network to your premises.

• Excavate and reinstate ground works for cable from our existing network to the outside wall of your building, adjacent to the agreed termination position.

• Lay new cable, including pulling it through ducting, and connect it to our network.

• Terminate the new service within your premises at the agreed termination position. Once we have agreed a date for the works we will provide you with a Meter Point Administration Number (MPAN). This number will uniquely identify your connection on the electricity distribution network.

You will need to:

• Register your MPAN with your chosen electricity supplier, and book an appointment with them for the meter to be installed. You should allow a minimum of 28 days for this. Scottish and Southern Electricity Networks cannot install meters. Meter installation must be arranged by your chosen supplier and can only be carried out after we have completed our works. You can compare electricity prices and choose a supplier via https://energycompare.citizensadvice.org.uk

• Arrange for excavation and reinstatement of cable trenching where shown on the included drawing.

• Arrange installation of ducting, where required, for us to pull our cable through.

• Carry out building works for cable intake and arrange preparation of a suitable internal position to accommodate our termination and your supplier's meter.

I have included a guide for the on site works you need to arrange. You must ensure that any electrical installation work beyond your supplier’s meter is carried out by a qualified electrical contractor to the requirements of the current IET Wiring Regulations.

The following reasons may lead to an increase in the price of the connection works. This is not a complete list:

• Changes in our prices due to the cost of putting in place control measures that ensure we have appropriate procedures in place to comply with applicable legislation and the latest government and regulatory guidance relating to the coronavirus pandemic.

• Fees and expenses associated with securing planning consents and land rights to carry out the works and extend our network as planned.

• Redesign of the connection works where it is not possible to secure planning consents and land rights to extend our network as planned.

• Any changes you make to your requirements.

• Aborted visits. If you are not ready when we attend your site on a pre-agreed date, we will levy an abortive call charge of £150.

• Fees charged by the highway authority for permission to carry out street works.

The “Works”: The works that the Company will carry out as detailed in the Offer; and “Second Comer Charge”: Means any amounts payable by the Customer pursuant to The Electricity (Connection Charges) Regulations 2002 or

Electricity (Connection Charges) Regulations 2017 as appropriate.

1. The Offer remains open for acceptance in writing for 90 days from the date of issue, unless notified by the Company in writing to the contrary. The Company reserves the right to amend or withdraw the Offer at any time prior to the Customer accepting it.

2. If the Customer has entered into the contract as a Consumer, the Consumer Terms and Conditions shall be incorporated into these terms and conditions and to the extent of any inconsistency, the terms of the Consumer Terms and Conditions shall prevail.

3. The Customer will provide the Company with the facilities reasonably necessary to enable it to complete the Works in the most economical manner. In default the Customer shall pay the Company such reasonable additional costs that may result.

4. Where any changes to the Works are required other than as a result of the Company's negligence the Company shall submit written details of the additional cost to the Customer who shall be entitled to terminate the contract upon giving the Company written notice within 5 working days of the date of submission of such details. In the event of termination the Customer shall pay the Company's reasonable charges for the work done or committed and materials purchased prior thereto and reimburse any costs or expense incurred or committed by the Company in obtaining any wayleaves and consents.

5. In accordance with the Land Rights Criteria, the Customer will (i) grant any Land Rights for cables, overhead lines, substations and all other apparatus to be installed over or within their property, (ii) provide and install ducts for on site road crossings and for service cable entry and (iii) agree service terminations in a position acceptable to the Company and provide and install service tubes from the back of the footpath to the premises to which the connection is required terminating where possible in an external meter reading cabinet.

6. The Customer will meet (i) their own agent’s legal and other fees and expenses, (ii) the legal and other fees and expenses of the Company, and (iii) the legal and other expenses of any consenter or other third party in connection with the grant of the Land Rights.

7. The Company reserves the rights not to install the Works on contaminated land. Where contamination is found by or becomes known to the Company, additional charges may be rendered to the Customer in accordance with Condition 4.

8. The Customer will, at no cost to the Company and to a satisfactory standard reasonably specified by the Company, be responsible for carrying out all on site cable trenching for services, and LV mains cable, and for backfilling and trench reinstatement once the Company has laid and covered the aforesaid cabling.

9. The Customer will be responsible for all building costs associated with the supply intake and any meter cabinets.

10. The Customer will provide service termination facilities, in a position acceptable to the Company.

11. The Company shall be entitled to terminate the contract constituted by your acceptance of the Agreement by written notice to you, at any time following the expiry of the period specified in the Quotation, if the works referred to in the Quotation have not commenced or did commence but subsequently ceased and such delay in commencing or completing the works is not attributable to the act or omission of the Company. If the Company terminates before commitment or commencement of the works referred to in the Quotation and/or any associated tasks, the Company will return any sums paid to us minus administration costs. If the Company terminates before completion of the works referred to in the Quotation but after commitment or commencement of any associated tasks, the Customer will be liable for any reasonable charges for the work done or committed and materials purchased prior to termination and any costs or expense incurred in relation to obtaining any wayleaves or consents or other such land rights. The Company will be entitled to deduct such amounts, together with administration costs from any sums paid to us

12. The Offer is subject to the Company obtaining all required Land Rights and statutory consents for carrying out the Works. Unless otherwise stated the Offer assumes that all plant and equipment will be placed in the adopted public highway or land owned or controlled by the Customer who will provide all Land Rights free of charge. The Customer will pay the full cost of obtaining any Land Rights required from third parties (including settlement of all properly reimbursed claims thereunder) in addition to the charges identified in the Quotation provided that where these have a significant impact on the overall cost the Customer shall be entitled to terminate the contract upon written notice to the Company. In the event of termination the Customer shall pay the Company's reasonable charges for the work done or committed and materials purchased prior thereto and reimburse any costs or expense incurred or committed by the Company in obtaining any Land Rights.

13. It is assumed that the Company will carry out all Works during normal working hours. There will be an additional charge for any overtime working at the Customer's request.

14. The Company will issue a further invoice to the Customer on completion of the electrical works in respect of any Second Comer Charge.

15. The Customer must settle invoices within 30 days of the date of the invoice.

16. If any amount remains unpaid after the due date, the Company shall (in addition to any other remedies) be entitled to charge interest on the amount unpaid at the annual rate of 3% over the base rate of the Bank of England from the due date to the date of payment in full.

17. The Company reserves the right to require that the Customer provides security for any payment which may become due pursuant to this Offer and/or section 19 of the Electricity Act 1989. The Company may automatically apply any such security in cash against any such sums as they become due.

18. Unless otherwise agreed in writing by the Company time is not of the essence in relation to the Company’s Works.

19. The Company shall have no liability to the Customer whether in contract, tort or delict (including negligence), for breach of statutory duty, or otherwise arising under or in connection with this Agreement for any indirect or consequential loss, any loss of profit, revenue, generation, business, savings, (anticipated or otherwise) or any other form of economic loss (whether or not occurring in connection with physical damage) provided that this Condition 20 shall not exclude or restrict the liability of the Company for death or personal injury or any other liability which cannot be limited or excluded by applicable law.

20. The Company’s liability under or in connection with this Agreement shall be limited to £1 million in the aggregate. This limit shall apply however that liability arises, including, without limitation, a liability arising by breach of contract, arising by tort or delict (including negligence) or arising by breach of statutory duty provided that this Condition 21 shall not exclude or restrict the liability of the Company for death or personal injury or any other liability which cannot be limited or excluded by applicable law.

21. The Customer acknowledges and confirms that it does not enter into the Agreement in reliance on any oral representation, warranty or undertaking not fully reflected in the terms of the Agreement and that no amendment, modification or substitution to the Agreement shall be effective unless executed in writing by both parties.

22. The Equipment shall at all times remain the property of the Company. On completion of the Works, the whole of the Works and the Equipment shall become the property of the Company. The Customer shall protect the Equipment from any damage or interference between delivery to the site and completion of the Works and shall indemnify the Company for any loss or damage to the Equipment during such period. The Company shall be responsible for the final connection of the Works to its distribution system.

23. The Customer will carry out the site work specified in the Offer.

Supplementary Consumer Terms and Conditions

1. Application of these Terms and Conditions

These Supplementary Consumer Terms and Conditions apply to an Offer issued by Southern Electric Power Distribution plc to a

consumer. Where applicable these Supplementary Consumer Terms and Conditions shall be incorporated into the terms of the Offer

and where inconsistent with any term of the Offer, these Supplementary Consumer Terms and Conditions shall prevail.

2. Right to Cancel

You have the right to cancel your contract with us within 14 days of us receiving your acceptance without giving any reason. The

cancellation period will expire after 14 days from the day we receive your acceptance. This right is in addition to any other right to cancel

that you have under our standard terms and conditions.

To exercise the right to cancel, you must inform us [Connections and Engineering, Walton Park, Walton Road, Cosham, PO6 1UJ,

[email protected]] of your decision to cancel this contract by a clear statement (e.g. a letter sent by post or e-mail). You may use the

attached model cancellation form, but it is not obligatory.

To meet the cancellation deadline, it is sufficient for you to send your communication concerning your exercise of the right to cancel

before the cancellation period has expired.

3. Effect of Cancellation

If you cancel the contract in accordance with paragraph 2 above, we will reimburse to you all payments received from you.

We will make the reimbursement without undue delay, and not later than 14 days after the day on which we are informed about your

decision to cancel the contract.

We will make the reimbursement using the same means of payment as you used for payment, unless you have expressly agreed

otherwise; in any event, you will not incur any fees as a result of the reimbursement.

If you requested that we begin the performance of works during the cancellation period, you shall pay us an amount which is in

proportion to what has been performed prior to your cancellation of the contract, in comparison with the full works provided for in the

contract.
