Combined Analysis of Phase 1, 2 and 3 Lok Sabha All India contestants

New Delhi, Apr 27, 2009: Association for Democratic Reforms (ADR) and National Election Watch

(NEW), a nationwide campaign comprising of more than 1200 NGOs and other citizen led organizations,

has been working on electoral reforms, improving democracy and governance in India. It has so far

analysed 5573 affidavits of candidates contesting in Phae 1, 2, and 3 of Lok Sabha and the

Delhi/Rajasthan candidates from Phase 4. All the candidate profiles considered in this report are now

available at http://myneta.info

Highlights of contestants in Lok Sabha Phase 1, 2, 3 and Delhi/Rajasthan elections –

1. Total no. of Candidates with Criminal Records = 909 (i.e. 16.3% of 5573 candidates)

2. Most major political parties have fielded candidates with criminal records, with top four parties

being INC (100), BJP (98), BSP(88), and SP(39)

3. There are 401 candidates charged with heinous crimes. Out of these INC has (36) candidates

charged with these crimes, BJP is next with 35, BSP with 32, and SP (25)..

4. Most states have candidates with criminal background contesting elections- Bihar with

175(27.13%) such candidates is at the top. It is followed by Maharashtra with 144 (17.84%) and

UP with 122 (17.30). Jharkhand with 30% (51 candidates) has the highest percentage of such

candidates.

5. 862 “Crorepatis” (15.5%) are contesting elections in all phases so far. Congress has 202

crorepatis, followed by BJP with 139, BSP with 95 and SP with 41.

6. Percentage of contesting crorepatis has increased from 9% in 2004 to 15.5% in 2009

7. Maximum crorepatis are contesting from Maharasthtra (139), followed by UP at 118 and Andhra

Pradesh at 117.

8. Among major parties, the average asset per candidate for JD(S) and TDP is at 12 Crores, NCP is

at 5 Crores, INC 4.7 Crores, BSP at 3 Croreres and SP at 2 Crores

9. 61.5% candidates have not furnished their PAN card details.

10. Top 50 candidates with highest assets declared so far are given at the back

About NEW




The National Election Watch (NEW) is a nationwide campaign comprising of more than 1200

NGO and other citizen led organizations working on electoral reforms, improving democracy

and governance in India. The National Election Watch is active in almost all states of India

and has done election watch for all states and Lok Sabha elections since ADR, along with

couple other organizations, won the PIL in Supreme Court in 2002 to making disclosure of

educational, financial and criminal background of electoral candidates mandatory.

About ADR

Association for Democratic Reforms (ADR) is a Non-Political, Non-Partisan and a Non-

Governmental Organization whose PIL filed in Dec 1999 culminated in a Supreme Court

order on Mar 13, 2003 requiring disclosure of criminal, financial and educational background

of all contesting candidates. Since then ADR has done Election Watches in almost all State

Assembly and Lok Sabha elections. It continues to works towards strengthening democracy

and governance in India by focusing on fair and transparent electoral and political

processes. It is currently conducting election watch is all states going for assembly polls.
