ANNEXURE – B1 (ENGLISH)

As per the Ministry of Environment and Forests, Government of India, New Delhi vide its Notification

No. S. O. 1533 (E) dated 14/09/2006, and subsequent amendment S.O. 3067 (E) dated 1st

December,

2009, Public Hearing is conducted on 12/06/2015 at 10:30 AM at Volleyball Ground, Opposite API

Division-I, M/s. Alembic Pharmaceuticals Limited, Village: Panelav, Ta. Halol, Dist. Panchmahal for the

project covered under Category A of M/s. Alembic Pharmaceuticals Limited (API Unit-I) for Proposed

Expansion of Active Pharmaceutical Ingredient (APIs) from 25 MTPM to 75 MTPM at Survey No.119, 120

& 121, At & Post: Panelav, Ta. Halol, Dist. Panchmahal.

Dr. M.K. Patadiya, Resident Additional Collector and Additional District Magistrate, Panchmahal, Godhra

supervised and presided over the entire public hearing proceedings.

Shri R.P. Gupta, Regional Officer, GPCB, Godhra and representative of Member Secretary, GPCB,

Gandhinagar – a panel member of public hearing committee; welcomed all present to the Public

Hearing. He outlined the various provisions of the Notification and breifed the procedural details for

conducting this public hearing including actions taken by GPCB for wide publicity of this public hearing

and the advertisement given earlier in the local dailies. He added that other modes of publicity were

also adopted for wider coverage. He announced that as per the provisions of the Notification, only

locally affected persons will be allowed to represent in the Public Hearing while others having plausible

stake may give their representation in writing which would be included in the proceedings. He also

added that the entire proceedings would be audio and video recorded and the same would be enclosed

alongwith the Minutes forwarded to MoEF. He also informed the Public that the panel had no

jurisidiction to decide on the status of EC but would only forward the Minutes to the MoEF.

The Regional Officer, GPCB further informed the forum that three written representations had been

received prior to the Public Hearing one from 1) Shri Mahesh Pandhya, Paryavaran Mitra from

Ahmedabad, 2) Shri Pravin P. Sheth from Ankleshwar, 3) Shri Dharmesh Mistry from Bharuch. The

representations and the reply to the same would be included in the proceedings. The representations

are enclosed as Annexure C1 to C3 and the reply to the same as Annexure D1 to D3.

The Regional Officer, GPCB, Godhra then opened the Public Hearing after due permission from Resident

Additional Collector and Additional District Magistrate, Panchmahal, Godhra. He invited the Project

Proponent to give their introduction and to make the presentation of their project.

Shri R.S.Joshi, Assistant General Manager – Corporate Environment of the Company, first welcomed

everybody present at the Public Hearing and then gave a power point presentation of the proposed

expansion project, Environmental Management System, its impact on the environment along with

proposed mitigation measures and socio-economic issues, in the Gujarati language.

After the presentation by the project proponent, Regional Officer, GPCB with the due permission of

Resident Additional Collector and Additional District Magistrate, Panchmahal opened the forum for

representations / suggestions / objections from the locally affected people.

gathering. He added that the concerns would all be minutized and the written representations and the

reply to the same would be sent in the form of proceedings of the public hearing competent authority

along with the Minutes to the MoEF. The audio and video recordings of the procedure would also be

attached with the proceeding.

Dr. M.K. Patadiya, Resident Additional Collector and Additional District Magistrate, Panchmahal, Godhra

and Chairman of the Panel repeatedly requested the local people to activily participate in Public hearing

and raise their issues. He also informed that government has already started 100% toilet building

scheme. It is moral duty of villagers to take advantage of this scheme. For this they can contact

Talati/Sarpanch/Nagar Palika/Taluka Panchayat/mamlatdar Office etc. and fill the forms.It is also a part

of “Swacchh Bharat Abhiyan” of Prime Minister as well as Chief Minister. Ladies should know the

advantages of using toilets. Let us work together for 100% toilets in all houses of all villages. He also said
