CENTRALISED SINGLE WINDOW SEAT SELECTION / COUNSELING
PROCESS FOR PGET - 2013
INTRODUCTION
1. On 3rd February 2013, the Entrance Test for candidates seeking admission to PG
courses in Medical and Dental Private Unaided Colleges of Karnataka has been
conducted and the Rank List of candidates who are eligible to participate in the
Counselling process has been announced on 20th May 2013.
2. COMEDK wishes all the best for those candidates who have thus become eligible
to participate in the counselling process; and to enable a fair selection of seats,
based on merit, certain rules have to be laid down and this process document
provides a fair idea as to how and what the candidates have to follow as procedure
for selection of seats, mandatory certificates/documents to be produced in general
and particularly the Photo ID in original which has already been produced at the
time of writing the test on 03/02/2013, the fees to be deposited, the concept of
mal-practice and the measures required to be observed for avoiding the same,
consequences of such mal-practices, surrender policy, reporting to colleges etc.
3. The participating candidates are required to go through this seat
selection/counselling process document detailed hereunder carefully and
adhere to the rules strictly.
COUNSELING ANNOUNCEMENT
4. COMEDK is holding a centralized Counselling on 27th & 28th of May 2013 for
admissions to Post-Graduate Medical and Dental courses in respect of 12
medical and 19 dental colleges in the State, for the academic year 2013-2014 so as
to ensure merit based admission.

5. Please Note, unlike in the previous years No Rank Card will be printed and
dispatched to the eligible Candidates, facilities have been made to enable the
candidates to Login and print their respective Rank Cards. This should be brought
without fail to the counselling along with the other Mandatory documents.
COUNSELING VENUE
6. NMKRV Mangala Mantapa, 3rd Block, Jayanagar, Bangalore.
7. In view of time constraint and considering the last date for admission being 31st
May, the seat selection process involves only one round of counselling. The status
of the Counselling/Seat Selection Process for each day and session would be notified
separately and the candidates are requested to log on to COMEDK website
(www.comedk.org) to check the counselling status and all updates frequently.
NOTE: There are no Agents appointed by COMEDK and the website
www.comedk.org is the only official website of COMEDK and if any candidate
approaches any other website or any individual/organization for any COMEDK
activities, he/she is doing so at his/her own risk and COMEDK is in no way
responsible for resultant consequences.
ELIGIBILITY
MEDICAL / DENTAL
8. As per the Medical /Dental Council of India, the minimum percentage of marks in
the entrance test (COMEDK PGET-2013) for eligibility to participate in the
counselling processes leading to admission to Post Graduate Courses shall be 50%
for General Category candidates and 40% for the candidates belonging to All India
Scheduled Castes/Scheduled Tribes and Other Backward Classes belonging to
Karnataka State only.
9. (i). Candidate must be physically present and no proxy registration is possible
under any circumstances. (Medical certificates / affidavits for any physical non-
presence will not be accepted).

(ii). Only those candidates who have completed or will be completing their Internship
on or before 30/4/2013 are eligible for Centralized counselling to pursue their PG
courses in Medical / Dental Stream for the academic year 2013-2014 as per Medical
/Dental Council of India .
(iii). All candidates have to show the original documents specified at Para 10
without which they will not be allowed to enter the Auditorium where the
counselling is held.
(iv). Request such as the originals have been lost and a police complaint filed or F.I.R
lodged and hence duplicate marks card or other certificates be accepted will not be
entertained under any circumstances.
ESSENTIAL DOCUMENTS FOR COUNSELING:
10. Only Original Certificates along with one set of photocopies of the following
ELEVEN documents shall be furnished compulsorily at the time of counselling
(Please ensure to have enough photocopies of original documents for your use):
i). COMEDK PGET-2013 Rank Card.(Printed Online copy)
ii). SSLC or 10th Standard Marks card, Passing Certificate or Transfer
Certificate for the proof of Date of Birth.
iii). MBBS/BDS (All Marks Card/s).
iv). Photo Identity in original produced at the time of writing the Entrance
Test on 3rd Feb, 2013 (No other photo ID is acceptable)
v). Permanent / Provisional degree certificate.
vi). Permanent / Provisional State / Central Council registration
Certificate.
vii). Attempt Certificate(if applicable).

viii) Internship completion Certificate / Certificate for date of completion of
internship duly signed by the Head of the Institution last studied in case
of candidates who have not yet completed their internship at the time of
counselling (Candidates would be eligible for seat selection only if
they complete their internship on or before 30/04/2013).
ix). Candidates belonging to all India SC/ ST and OBC (of Karnataka
State) would be considered, provided they furnish the following
Certificates:
(a). SC/ST: Caste Certificate issued by Tahsildar or higher revenue
jurisdictional authority authorized to issue such certificate.
(b) OBC: Category I, IIA, IIB, IIIA, and IIIB: As notified by the
Government of Karnataka - Caste and income Certificate issued by
Tahsildar or higher revenue jurisdictional authority authorized to
issue such certificate. If valid certificates are not furnished, the
candidate will be considered under General Merit Category
subject to obtaining 50% and above in the Entrance Test.
(X) MINORITY:
(a) Minority candidates -Religious (Christian), Linguistics (Telugu /
Tulu) shall produce certificate as per Annexure – I.
(b) Residential/Domicile certificate issued by the competent
authority to show that he/she or his/her parents (Father/Mother)
has been a resident of Karnataka state for a period of not less than
Ten years shall be produced as per Annexure-II.
(c) In the event of furnishing of residential /domicile certificate,
proof of either father/ mother of the candidate having studied in
Karnataka State for a continuous period of Ten years shall also be
produced.

(d) Seat selection opportunity for Christian minority seats will be
for the minority candidates of Karnataka & only thereafter, if
available, remaining seats will be offered to candidates of other
states.
(XI).Demand Draft drawn only from the Nationalised banks in
favour of ‘COMEDK’ and Indicating the Test Admission Ticket
Number (TAT Number) there on payable at Bangalore; the list
of Nationalized Banks is given at Annexure-III. Sample copy of
the Demand Draft is shown below.
TUITION FEE FOR ADMISSION
11. Admission for Post Graduate Medical and Dental Courses is by payment of
annual tuition fee for the first year. Only annual tuition fee will be collected at the
COMEDK Counselling Venue. Details are furnished in the Fee Matrix to be notified
shortly. If there is any other kind of legal fee prescribed, it is between the
college and the candidates and the COMEDK does not have any role to play.
The candidates are therefore advised to know beforehand other fees, if any, by

referring to concerned college website. Candidates are also informed that COMEDK
is not responsible for any subsequent refund claim in respect of any fee other than
the tuition fee paid to the colleges at the time of admission.
12. The Annual tuition fee amount for the first year, for different courses should be
paid by the candidates in the form of a Demand Draft drawn only on Nationalized
Banks in favour of COMEDK and indicating the Test Admission Ticket Number
(TAT Number) there on, payable at Bangalore when they come for Centralised
Counselling. The candidates should come prepared with the proper Demand Draft
before registering themselves for selecting a seat, failing which they will not be
allowed to participate / enter the counselling hall. Cash or cheque, will not be
accepted under any circumstances. The candidates are advised to retain a
photo copy of the Demand Draft so submitted for their reference. Candidates
are advised to indicate their Name, TAT No, Rank Number on the reverse of the
Demand Draft. Sample copy of the Demand Draft is shown below.

PROCEDURE AT THE COUNSELING CENTRE
13. Selection of a seat by a candidate and admission thereafter at the COMEDK
centralized counseling will comprise of the following steps:

14. IMPORTANT STEPS:
A. Verification and submission of all original documents, certificates, Demand
Draft, Biometric Verification and Online Photo Capture
B. Registration of the candidates by verifying Signature, Photo, and Photo ID in
original produced at the time of writing the test on 3rd February 2013.
C. Exercising the option by the registered candidates which involves selection of a
seat in accordance with the order of merit.
D. Remittance of Fees in the form of Demand Draft at the Bank Counter
E. Issue of Allotment letter.
LATECOMER POLICY
15. Excuses like flight/train/bus/local transportation delayed or on any health
/social grounds etc., will not be entertained for being late to the counselling venue.
However, COMEDK may at its discretion, organize an exclusive session called
‘latecomer session’ to all those who are latecomers during any session of that day,
only after the completion of all the sessions proposed for that day. The said
latecomers are entitled for seat selection amongst the seats available at that point of
counseling.
SEAT SELECTION PROCESS
16. The candidates are required to be present compulsorily for seat selection
process. Only one person (parent, guardian or spouse) can accompany the candidate
for the entire counselling process. Use of Cell Phones / Laptops / I-pads or any
other electronic gadgets is strictly prohibited inside the Counselling Venue.
17. The entire seat selection process in the COMEDK is controlled by a computer
system right from the stage of registration till the stage of printing of Allotment letter.
The sophisticated software used in the system has the ability to control the initial
registration, provide data for verification of the original documents and to take care
of the selection of the seats by the candidates in the order of merit, payment of
fees and finally printing the allotment letter.

18. The candidates will be allowed to exercise their option and select a seat strictly
in the order of merit. A day is divided into multiple sessions and the first session
begins at 8:00AM. The candidate will be allowed to participate in accordance with
the notified time schedule and as per the stipulated rank ranges only. Earlier to that
the candidates are required to get all the original documents, certificates & Demand
Draft, Biometric, Signature, Photo and Photo Identification (in original) verified and
later to register themselves.
19. A merit list is generated for each of the session once the candidate comes
to the seat selection. A candidate who has the better rank gets the opportunity to
select a seat earlier. A dynamic screen will show course-wise and college-wise
availability of seats, which helps the candidates to make up their mind in advance.
The moment the option is exercised, the computer will show one seat less against the
course/college from which the candidate has selected the seat. Therefore, once a
candidate selects a seat according to order of merit, it cannot be changed
subsequently.
20. After seat selection, the candidate will go to the bank counter & deposit the
Demand Draft for prescribed annual tuition fee. After this the candidate will be
given an Allotment Letter which he / she have to submit to the college chosen at
the time of admission.
21. The Allotment letter has built in security features and cannot be duplicated. No
duplicate Allotment letter will be issued for any reason. If it is found that the
allotment letter issued to the candidate is tampered, the COMEDK reserves the right
to cancel such allotment and the candidate will forfeit the entire fee paid. If the
original Allotment Letter is lost, the candidate will loose the selected seat as well.
Hence the candidates are cautioned to be more careful. Excuses such as a police
complaint is filed in this behalf, FIR lodged etc., will not be entertained.
22. No candidate will be allowed to change the ‘seat’ once selected during the
same counselling round. Hence, the candidates are cautioned to be very careful
during the counselling process.

23. The issue of Allotment letter by the COMEDK will enable the candidate to join
the concerned college, subject to his/her meeting all the eligibility requirements as
prescribed by MCI / DCI and the concerned university in Karnataka. Hence at the
college level, all the original documents are once again verified before making the
admission.
SEAT SELECTION PROCEDURE FOR MINORITY CANDIDATES
24. The first session of the counselling is for the candidates belonging to the Minority
category of Christian or Tulu or Telugu domiciled in Karnataka in the order of merit.
Thereafter, the leftover seats under the Christian Minority category can be selected
by such Christian Minority candidates hailing from States other than Karnataka.
This opportunity is not available to (Tulu/Telugu) Minority candidates belonging to
outside Karnataka.
25. If the seats are still left unfilled under minority quota they will be moved to
General Merit category and the General Merit candidates would be counselled in the
order of merit.
26. Candidates who have selected minority seats will not be eligible to
participate in the subsequent General Merit sessions of this round.
GROUNDS FOR REJECTION:
27. On verification-
(i) if the documents are found to be not in order or if there is a likelihood
of falsification or the expert committee is not convinced about the
genuineness of the documents submitted at the verification counter;
(ii) if there is a mismatch of photo, finger impression, signature of the
candidate, photo ID produced at the time of writing the entrance test, or
if there is any reasonable doubt that there is malafide intent of
impersonation, such of the candidate/s will be debarred and criminal
proceedings may be initiated. The decision of the expert committee shall
be final in this regard.

CONSEQUENCES OF MALPRACTICES
28. COMED-K recognizes that the prime object of the medical profession is to render
service to humanity; the Examination and examination related malpractice are a
social evil that can damage society to the extent of possibly leading to a failed State.
We believe that there is a chain effect of such malpractices on the educational
system and the society as a whole. It is only the candidates who have studied very
hard for the entrance test, and no one else and certainly not the touts and
agents, who would face the adverse consequences leading to their professional
life becoming totally miserable. They are therefore advised to be extremely careful.
29. Please Note: COMEDK does not have any agents, liaison, admission offices,
representatives or any other office/s other than the office mentioned in the website.
Candidates are requested not to depend upon or deal with any person or
organisation/s claiming to be associated with the COMEDK activities or claiming to
help with admissions. COMEDK will not be responsible for the same.
www.comedk.org is the only official website of the Consortium. COMEDK is not
responsible for information available on other websites / elsewhere.
30. COMED-K considers the following as some of the illustrations of
malpractices:-
� Impersonation including Biometric Mismatch;
� Failure to provide acceptable Photo ID (in original) produced at the time of
writing the test on 03/02/2013;
� Creating disturbance at the Counselling Venue;
� Giving or receiving unauthorized help;
� Frustrating a deserving candidate from getting a seat of his choice based on
merit, like jamming, contracting, trading, misusing, producing of duplicate,
colour Xeroxed, fake documents etc.
� Candidates found entertaining the Touts and agents.

31. Preventive measure adopted:
� Rigid Counselling Centre Management
� Insistence on Photo ID (in original).
� Biometric data & Photo collection with digital recording at counselling centre.
� Debarring such candidates from participating in the counselling process
besides handing over to law enforcing authorities.
� Publishing photo and other details of candidates resorting to malpractices on
COMED-K and all Colleges’ web-site and requesting all Examination
Authorities in the country to ban such candidates from appearing future
entrance tests.
� Reporting to Medical Council of India and the concerned State Council
with a request to invoke Chapter 8 of the Indian Medical Council
(Professional conduct, Etiquette and Ethics) Regulations, 2002 so that
the Registration Certificate issued to the candidates is either withdrawn
or annulled.
REFUND OF FEE POLICY
32. Refund of excess amount in tuition fee paid if any, by the candidate for the
selected seat will be made by cheque in the name of candidate only.
33. SURRENDER OF SEATS: As a matter of policy, the COMEDK discourages
surrender of seat once selected. However, in the event of surrendering a seat on the
ground of getting allotted a seat elsewhere, the candidate should inform the
COMEDK with details such as the name and address of the institution in which
he/she got a seat, the name of the University, Test Admission Ticket number of that
institution/college/university etc. or for other reasons beyond once control to be
specified clearly and in all such cases the COMEDK would forfeit the entire tuition
fee paid by the candidate and the candidate will not have claims under any
circumstances.

34. CERTIFICATES REQUIRED TO BE FURNISHED AT THE COLLEGE
LEVEL AT THE TIME OF ADMISSION.
i). ALLOTMENT LETTER issued by COMEDK allocating a PG seat.
ii). ELIGIBILITY CERTIFICATE issued by Rajiv Gandhi University of Health
Sciences (RGUHS), for candidates who are not students of Rajiv Gandhi
University of Health Sciences (RGUHS).
iii). TRANSFER CERTIFICATE issued by the Institution last studied (i.e.,
MBBS / BDS).
iv). MIGRATION CERTIFICATE for candidates of Universities other than Rajiv
Gandhi University of Health Sciences (RGUHS).
v). Original Photo Identity produced at the time of writing the Entrance Test
on 03/02/2013 (No copies accepted).
LEGAL JURISDICTION AND MISCELLANEOUS
35. Any dispute that may arise in respect of the seat selection process and
admission is subject to the jurisdiction of the Hon’ble High Court of Karnataka.
Also, Language of communication, oral or written, must be only in English or
Kannada.
ASSISTANCE
36. Candidates seeking any clarification or assistance for any specific problem with
regard to the seat selection process may contact COMEDK Office well in advance.
COMEDK suggest all the candidates to visit its website regularly for the latest
updates and COMEDK is too happy to render all assistance to those who are genuine
aspirants of a PG seat.
37. COMEDK reserves the rights to make appropriate changes/modifications to the
above seat selection process document and the same would be notified on its
website.

PGET–2013 NOTIFICATION Dtd. 19.10.2012 Whereas, the Medical Council of India intended to conduct National Eligibility cum Entrance
Test for Post Graduate Medical Degree vide Notification No. MCI-31(1)/2010/Med/62051
dtd. 15.02.2012 and in No. MCI-18(1)/2010-Med./62052 dtd. 15.02.2012;
Whereas, the Karnataka Private Medical and Dental Colleges Association (KPM&DCA) has
obtained an interim order by which the said Notifications have been stayed by the Hon’ble
High Court of Karnataka, Bangalore in W.P. No. 12417-12419/2012 dtd. 04th May 2012;
Whereas, the fact of stay and its consequences have been informed to MCI in a
communication dtd. 07.07.2012 clearly indicating to MCI not to proceed to the conduct of
the said examinations in so far as our member institutions comprising of 12 Medical and 25
Dental colleges are concerned;
Whereas, the Hon’ble Supreme Court of India, while transferring the above Writ Petition filed
by the Medical Council of India in TP (C) No. 302/2012 dated 12.10.2012 , was pleased to
continue the interim orders which have already been passed by the Hon’ble High Court;
Whereas, the KPM&DCA have entrusted COMEDK with the responsibility of conducting an
Entrance Test 2013 to Post Graduate courses in Medical and Dental stream in Karnataka for
their member institutions;
Now, therefore, the Entrance Test for Post Graduate courses in Medical and Dental streams
in respect of Member Institutions for effecting admissions in the academic year 2013 would
be held on the 03rd February 2013, the Sunday (*).
Candidates are advised to visit the COMEDK website (www.comedk.org) for updates. The start date
for issue of Online Application would be in the first week of December as in previous years.
(*) As JIPMER conducted its PG Entrance Examination 2012 on second Sunday of the month
of February, to facilitate students to take up that examination also, we propose to hold the
Entrance Test on first Sunday the 03rd February 2013.

KIND ATTENTION: - PGET-2013 CANDIDATES Dated 15/01/2013 Online Test Admission Ticket and production of acceptable Photo ID proofs during the
Entrance Test. The Test Admission Tickets (TAT) for PGET 2013 has been uploaded in the COMEDK website
(www.comedk.org) for all the eligible candidates for writing the Test on the Sunday 3rd
February, 2013 between 10:00 AM and 01:00 PM. Online Test admission ticket will be
available under applicant login of the COMEDK website; candidates should download and
obtain a printout of the Online Test Admission Ticket for writing the COMEDK PGET-2013.
No Test Admission Ticket will be dispatched either by post or courier or in person to
the candidates under any circumstances.
Candidates should carry the following articles or documents while appearing for the
test failing which the candidates will not be allowed to appear for the test.
� Test admission Ticket (TAT)
� Recent Passport size colour photograph
� Black / Blue Ballpoint Pen
� Any one of the valid Photo ID proof in original issued prior to 10th January 2013.

At page 22 of COMEDK Brochure vide notification Dtd. 10.12.2012 (available on the
Website) it has been indicated that “failure to provide acceptable identification when
asked for” would be one of the grounds for dismissal of a candidate from a Test session. It is
therefore in the interest of the candidates that they should attend the test with any one of
the acceptable Photo Identification.
The candidates are compulsorily required to bring any one of the above Photo ID Proofs in
original. As the photo ID proofs would be entered in the records of the COMEDK, the
candidates should bring the same ID proofs in original during counseling also which he
has produced at the time of writing the test for cross verification failing which the candidate
will not be allowed to participate in the counseling process.

UPON hearing counsel the Court made the following
O R D E R
In all these matters, which are before us, the main question which has been
urged is with regard to the applicability of the decision by the Medical Council of
India to conduct National Eligibility and Entrance Test for both M.B.B.S. and
Post-Graduate Courses for Medicine. In addition to the above, there is also the
question of admission into B.D.S. and M.D.S. Examinations. Having heard
learned counsel representing different parties, while we are of the view that the
main matters which are pending need to be heard and decided at an early stage,
the time taken in hearing the matters should be utilized in allowing the students
to sit for their respective examinations, which are already notified. Accordingly,
let all the transferred cases, as well as the writ petitions; be listed for final
hearing and disposal, irrespective of other part-heard or specially fixed matters
on 15th, 16th and 17thJanuary, 2013. In all the matters where transfer has not
yet been completed, those transfer petitions shall stand allowed and all the
petitions, pending in the various courts, should be transferred to this Court by
15th January, 2013, and be treated as Transferred cases and be listed along with
these Transferred cases and the writ petitions. In the meantime, the Medical
Council of India, the Dental Council of India, as well as the States and
Universities and other Institutions, will be entitled to conduct their respective
examinations for the M.B.B.S, B.D.S. and Post Graduate courses, but shall not
declare the results of the same, until further orders of this Court.

Learned counsels for the respective parties are all directed to make available
their written submissions by 7thJanuary, 2013. Let copies of this Order be made
available to the advocates on-record for the respective parties for communication

the States, Union of India, Medical Council of India and the
Dental Council of India so that the students, who are intending to sit for the
entrance examination, may have knowledge of the same.

Subject: Regarding publication of Result of PGET-2013 Dated 01/02/2013
Whereas, the Hon’ble Supreme Court of India in writ petition number TC (Civil) 101
OF 2012 dated 15th January 2013 and other connected matters directed not to
declare the results of Post Graduate Entrance Test until further orders;
Whereas, it is felt that any publication of Answer Keys would tantamount to making
known the result of a candidate in the PGET-2013.
Now therefore it is decided not to publish the Answer Keys of COMEDK PGET-2013
proposed to be held on Sunday the 03rd of February 2013 until further directions of
the Hon’ble Supreme Court; the Calendar of all Events including and pursuant to
publication of Answer Keys would be notified later.

6. Apart from the above, the students, who aspire to gain entry into the medical
colleges at the MBBS and BDS and the Post-Graduate levels, have been caught in
the legal tangle for no fault of theirs and are the victims of policy decisions. In
order to safeguard their interests, as also the interest of the hospitals, we consider
it just and equitable to lift the bar imposed by us on 13th December,
2012, for this year's entrance examinations and, to that extent, we modify our
order of 13th December, 2012, and allow the results of the examinations already
conducted to be declared to enable the students to take advantage of the same for
the current year.

COMED-K NOTIFICATION
Regarding publication of Results and Revised Calendar of Events of PGET-2013
Whereas the COMEDK conducted Entrance Test for Post Graduate courses on
Sunday the 03rd of February 2013 and the Answer Keys were not published in view
of the directions of the Hon'ble Supreme Court of India in writ petition number TC
(Civil) 101 OF 2012 dated 15th January 2013 and other connected matters directing
not to declare the results of Post Graduate/Under Graduate Entrance Test for
Medical and Dental courses until furter orders;
Whereas, the Hon'ble Supreme Court of India in its Order dated 13th May 2013
modified its earlier directions and allowed “the results of the examinations already
conducted to be declared to enable the students to take advantage of the same for
the current year” and thus proceed to effect admissions to these courses;
Now, therefore it is decided to publish the Answer Keys of COMEDK PGET-2013 held
on Sunday the 03rd of February 2013.
The Calendar of Events pursuant to the above directions of the Supreme Court and
subsequent to the entrance test (both Medical and Dental) is as under.
