A NEW CONSTITUTION: The following Constitution has been proposed byC.V. t~tzs. As the Constitution is such an integral part of any organ­ization, all members should read and analyze what follows carefully.Comments and suggestions are invited, please send them to any officer.ARTICLE 1. The name of the Club shall be the Perfin Club.ARTICLE 2. The cbject of this club shall be to unite all collectors ofstamps with perforated initials or designs int~ one group for thepurpose of trading stamps and ideas that will benefit our hobby.ARTICLE 3. The ~ffi~ers shall be: President, Vice President! Recretary­Treasurer. They shall be elected for one year by ballMt during Decemberfor the following year.ARTICLE 4. The President, immediately after January 1st., shall appointthe following cNnmittees to serve for one year: Catalog, Publicity,Membership, and Ed1torin1.ARTICLE 5. The Catalng Committee shall be composed of five members andshall have charge ot all revisions and additions to the catalog.ARTICLE 6. The Publicity Committee shall be composed of three memberswhose quty will be to have news items published in the various stamppapers ~nd to direct other similar publicity.ARTICLE 7. The }~mbership Committee shall be composed of five memberswhose duty shall be to direct the soliciting of n~w members.ARTICLE 8. The Editorial Committee shall be compnsed an Editor, theSecretary and one other member wh~shall see tfl It that news itemsare furnished for the Bulletin.ARTICLE 9. The Pr~sident, Vice President, ~ecretary-Treasurer, andthe various Chairmen shall, with the Committees, conptitute the£xecutive Committee.ARTICLE 10. The Executive Committee shall be the governing body of theClub and shall act on all suggestions which are submitted by themembership, be they good or bad, They Shall act on all amendments to

• this Constitution and up~n approval submit them to the membershipfor consideration and a vote.ARTICLE 11. All amendments must be submitted to the Recretary inwriting and be signed hy at least three members.ARTICLE 12. The annual dues shall be $1.50 and shall include subscript­ion to 12 issues of the Bulletin.

PERFIN ABUNDANCFS: There have been several sugges t Lons Ithat a schemebe found by whIch the relative abundance of e~ch perfin type may beindicated in the catalog. As a start in this direction, the ~ecretaryis proposing thefollAwing plan which is based on the analysis of over100,000 U.S. perfine.From this accumulation of 100,000 it has been found that all perfintypes can be assigned a number from 1 to 10 which would serve to givean idea of each type's relative abundance.For instance, if in the­100~OOO only 2 or so of a type were found, this type would be assignedan abundance number" of 1. Whereas if 40 or so were found, the number2 would be given to that type. The following table extends this idea.

This particular type of system allows one to say that a type ~ssigned

the abundance number 6 is twice as plentiful as one which is assignedthe number 5, and so on with other consecutive numbers. Since theSecretary's collection has been amassed from all parts of the country.it is possible that fairly reliable numbers could be assigned.

A PAGE FOR THOUGHT

Since the issuance of the first Bulletin, the Secretary has receivednumerous inquiries concerning the new activities of the Club. Thefollowing paragraphs attempt to answer these queries and should beof interest to all perfiners.

hffi1ffiERS AND MONEY: !~mbers should note that the Club is starting thisyear with a clean slate. This means that this will be the last issue orthe Bulletin you will receive unless you have paid the 1952 dues of$1.50. It is true that a small surplus is available from previous act­ivities, but it is too small to operate on and will probably be usedinstead for reducing the cost to members of the future printed editionof the complete perfin catalog. Using these funds in this way seemsto be the fairest way of apportioning the surplus. In addition, aboutone third of the current dues are being reserved for printing, notmimeographing, this final catalog.

As of February 15, the Secretary has received dues from 25 persons,five of whom are new to the Club. Thanks are als~ in order for I~.

A PEP TALK: Now to all you recalcitrnnt and procrastinating members,this is the time to realize that the Perfin Club is a goin~ concern.This is the time to dust off that perfin collection; or if perfine havealways been your passion, this is the time to consider the advantagesof being connected with a nationwide pool of collections and perfininformntion. Slated for the future are more pages of the serial catalog,technical articles on NLY and the Schermacks, to say nothing of theeventual printed catalog. If you've been holding back waiting for moreprogressive developments, now is the time to decide to get back intoharness; we need everyone's help.

CATALOGS AIID BULLETINS: It must be stressed here that the Bulletin isCETefly a device for co~~unication and the exchange of perfin inform­ation. Its purpose is to unite perfin collectors and prepare dataforpublication. It is a means to an end; and as stated before, that endis the publication of a complete, sound, accurate catalog of US perfins.

If you wish to adapt these large mimeographed pages to your oldbinder, just fold these sheets not quite in half, punch the overlappingedge and simply place them in your binder. The final catalog will ofcourse be printed in the former small convenient size.

SE-TENANT PERFIN VARIETIES: Keith Misegades has reported several inter­esting se-tenant perfin pairs in his collection. In the first pair, onestamp is punched with an L and its partner with an I; both letters are8t mm. high. The second pair shows the GE design; one stamp has theextra hole close and in the 3t position, while the other has the extrahole distant in the 16 position. The pair is cancelled: Phoenix,Ariz.As neitherstamp shows indications of broken pins, the problem becomesvery mysterious indeed. The first pair, however, can be explained. TheNational Rank of the Republic, Chicago, now defunct, used a uniqueperforating machine. It was cOnstructed so as to p'l.n ce a differentletter on each of the 10 stamps in a sheet's horizontal row. Theseletters were: NB~~TBLIC. The NBR are 12mm. high, while the rest arebut st rom. Keith's first variety prohably came from this machine. butit is hoped that everyone will report to the Catalog Chairman if hecan throw more light on either of these items.

OTHER ODDITIES: Occasionally a stamp is found that has been punched bytwo companies. Two examples known are: WU and DGE on one stamp, andAFF and JS/C on another. Such oodities are quite fascinating and littleseems to be known about them. "Hirror Images" frequently occur on perf­ins w1en the sheets Must be folded for the perforating process. In thesecases, pairs may be found showing the normal desipn on one stamp and

.a reversed design on the ad,1oining stamp. However. if the pair is foldedalong the perforations, the holes of both designs w LLl, usua11y repistershowing the true nature of the variety. These items have little signif­icance but make an interesting page in the collection.

CATALOGS: Hallock Card, Otseltic, New York, has informed us that hestin has a supply of the printed catalog from A-a with the exceptionof C1 ".nd C2. They may be obtained from him direct for 5 cents a pageplus 3 cents postage, or SO cents postpaid for the entire set.

The Sr.cretary would also like to announce that he will mail extrapages of the serial catalog with each Bulletin for 50 cents a year.

As a member of the Perfins Club I'm sure that you are taking an interestin its revived activities. There is a great deal of work to be done incataloging and the analyzing of perfins. We need the help of everycollector, So, if you are still interested in this fascinating phaseof philately, the Perfins Club desires your continued membership.

Three issues of the new Perfin Bulletin have been distributed to theentire membership from funds available from the Club's previous act­ivities. However, these funds are not adequate to continue this pro­cedure. Therefore, as you have read in previous Bulletins, dues of$1.50 are being levied for 1952. This action is unfortunate but reallynecessary. This year, your dues will bring you 12 issues of the Bulletinas well as the other advantages of membership. In other words, I amtr"ing to sell you on the fact that mE\mbership in the Perfins Club isa worthwhile inves~ment.

In aadition, it is felt that the obligations from former activitieshave been sUfficently met with the mailing of this issue. Pleaseconsider that, though only mimeographed, the production and mailing ofthe Bulletin is an expensive procedure. PUNCHEn CONTROL MARKING~ ON SCHERMACK ~TM{pq, We are fortunate thismonth in being able to publish a fairly complete accmlnt of the useof punched control markings on the Schermack Type III coil stamps. Inaddition to an article by one of our own members, Lester Littlefield,we are printing excerpts from a'letter from George P. Howard, anotherauthority in this field. Also included is a list of the known varietiesof control markings together with what identifications are known; thislist should be considered as part of our serial catalog.

Since Sohermack coil stamps are not common and are even scarcer withthe punched control marks, let us begin with a few lines of introduction.In 1906, the government began issuing imperforate sheets of 400 stampsto meet the demands of the manufacturers of vending and affixing mach­ines. These private companies punched and cut the imperforate sheetsinto coil strips. The Schermack Company was one of these concerns. Thiscompany used several varieties of perforated coils, all "unofficial."One of these, labeled Type III, is of interest to us. These Type IIISchermack coil stamps are similar to ordinary coil stamps except thatthey have two rather large rectangular perforations instead of thefamiliar line of round holes. However, what interests us as perfincollectors is the fact that these stamps are also found with additionalholes punched through the stamp proper. These additional holes, thoughnot arranged as initials, are perfins in a sense and do have a place inour collections. The following paragraphs from Geor~e P. Howard serveto elaborate on the history and character of these perrins."

"The Schermack Company and Mailometer Company are actually one and thesame company. J.J. Schermack invented, developed and produced an elect­rically operated stamp affixing and envelope sealing machine. By 1909,his company, then called the Schermack Co, , was "perforating" coi Iswith two slots and supplying them in rolls of 3000 at 50 cents overface to the owners of their affixing machines. However, Schermack'sinterests were later bought out and the name changed to the MailometerCompany. The "new" company experimented With some large round holeperfs in an attempt to get the Bureau to produce a special coil forthem, then dropped the idea when the Bureau backed out. Meanwhile theiroffices went on using the two slot perforation and continued to use itover a period of 20 years. Collectors have always called this perf theSchermack Type III perf, although all stamps so perf~rated after July1909 were prepared by the Hailometer Co. for use in MOM affixers-whichwere still the same Saherm[\ck machines under a new name. It was stillthe same machine when Pitney"Bowes bought lmilometer out and producedthe machine as their Model M-O-M. .

"The gadget that punched the control marks was an "extra" on the affiX­ing machines. That is, there were no "perfins" on the coils before theywere placed in the machines. When the knife blade severed the stampbeing affixed, the same operation punched the control marks on adjacentstamp. Since the stamps were locked in the machine and registers countedevery stamp applied, there was hardly any need for the control markingsto prevent the pilfering of stamps. However perforated identificationmarks were popular in that era ani the Company had to meet the demand."

The Mailometer Co. produced several experimental control markings,whichare listed on the catalog page, but they finally settled on a nine holearran~ement which is described by L. Littlefield in the next arti~le.

This group of designs makes a very interesting sideline to the collect­ing of the many other types of perfins.r~he patent application for the machine attachment that punched the,aesigns was filed Oct.9,1909 by Bennett D. Straight. He assigned the:' rights to the Mailometer Co. l, I'-etroit, Mich. The patent was granted'Feb.9,1915 and was numbered ffl127543.

r,-.......----.rhe basic design consists of nine holes, three horizontal rows of, three holes each, forming P.. square 7mm On a side. By eliminating one

or more holes from the basic design, a number of different combinationsI of holes was accomplished; designs having four holes being the smallest'. number of which I have a record in my collection.i----orhe }~ilometer Co. sold their mailing service to concerns having\ large subscription or advertising mail, such as magaZinAs, publishingI houses, etc. Each concern sUbscribing to this service was assigned a

separate design using a combination of fran four to nine holes. In thiswa each concern had its own distinctive design.

The postage stamps used by the j~i10meter Co. in the machines usingthe extra attachment were Schermaok Type III coils, and the only valuesth t I have seen have been the one and two cent denominations.

To "read" the designs c or-r-e et.Lv , the stamp must, be held f".ce up andhead up, for this is the position in which the stamps were punched asthe coils were fed through the machines. This is a Ls o the logical wayto read any perfin since 90% of the time the design reads correctlywhen read with the stamp's face up.

To form a simple way of numbering. these designs for classificatiDnin the perfin catalog, the holes are numbered thus: (not to scale)

The number assigned to each design is determined by the positions ofthe eliminated holes; the unpunched positions, that is. Thus a designhaving all nine holes is given the number O. Other examples follow:

*Several other companies did perforate Schermack coils, but they arevery rare. T.W. Blinn reports a strip of 4 of the 3 cent coil withthe perfin S(PS), the P and S are in the loops of the S. (B)starhas also been reported in the Bureau Specialist.

CATALOG TERMINOLOGY: The catalog conventions published in the JanuaryBulletin seem to have passed the tests of time and usage. So, for thebenefit of both new and old members, we reprint these rules below.

CATALOG RULES: 1. I:efinitions·. The word "type" is used to describe aperrin which is unique in the arrangement and dimensions of its symbols.The word "issue" refers to the printed face of the stamp itself.

2. A catalog listing shall consist of four parts: (a)The symbols maki~up the type. (b)A coded designation giving the arrangement of the type ssymbols. (c)The dimensions of the symbols in millimeters as measuredfrom the centers of the top and bottommost holes. (d)The type's user.

:3. Types are listed first alphabet ically, then by simplest arrangement(see below), and then by smallest first letters.

4. The catalog "aLphabet " consists of the symbols: A,B, ••Y,Z,&,1,2, •• 9,0

5. Reversible types, which are formed from symmetrical arrangements ofthe letters: A,H,I,M,O,T,U,V,W,X,Y, are cross indexed and identifiedat the correct place.

6. Main offices are given in identifications.

ILLU3TRATING PERFINS: Although the Great majority of perfins may becatalor,ed usinG symbols and measurements there atill remain someperfins which are ei ther too complex in design or too much a Ld lre insize and arrangement to be clearly and uniquely cataloged. In tho activities of the Perfins Club, there are several instancesm~ere perfins really must be illustrated for the sake of accuracy.First, we really must have more illustrations in our present temporarycatalog as well as in the projected printed one. There are too manyduplicate listings of the same perfina with slightly different dimens­ions and conversely there are too many distinct varieties which cannotbe adequately differentiated. Second, the same considerations applyto the p r-op oa ed master fl1e of perfin information; the only perfectmaster file must have the stamps themselves of good pictures of them.Third, in communication amone; members and comnitteemen illustrationsmust be used frequently for clarity's sake. In order to promote thepractice of illustrating perfins, some pertinent information is givenin the following paragraphs.

1. Prepare a conveniont fraction of the developer and the fixer~~- according to t'1e directions on the packages.

2. De sur-e to confine the undeveloped printing paper and the develop­inr. activities to a room dark enough so that newspaper print cannotbe easily read.

)'. Place the perfins to be photographed inside the frame on the glass.4 Place the printing paper over the perfins with the emulsion side

towards the glass. Replace the wooden back.5. Take the frame into the light and expose it to a fluorescent light

for two seconds at two feet, or to an incandescent light foreight seconds at the same distance.

6. Back in the dark room, take the exposed paper and slide it intothe developer, agitating the solution during the developing process.After a few seconds examine the print to se vUlether developement13 complete. You can judge this by tho.paperts appearMco.

7. Vn1en the print has been completely developed place it in thefixing bath for ten minutes.

8. Wash the print in a pan of slowly running cold water for half anhour. Dry overnight.

It may be necessary to slightly alter the above rules to each individ­ual case.

1. Where does one get pertins? Perfins can still be tound in cheapillixtures in spite ot the increased use of meters by large companies.Dealers anli especially accumulators and-prolessional mixture sortersare also sources of pertins. It you are looking for a lot of perf ins}just place n small ad in a national stamp pnper. In addition, sev~ra~

of our members are dealers (see the rosters) and two other perfin"sources" ::.re noted on the next page. -

2. How much are pertins worth? Common U.S. and foreign perfins arenot worth more than 5; to 10~ per hundred. Pertins on rar~r stampsshould bring less than one quarter catalog. On paper mixtures may bepurchased trom between $1.00 and $2.00 per pound. Pertin covers areworth perhaps 5¢ or 10¢ apiece. And, ot course l everything reallydepends on the stamps and pertins concflrned ana how much each partyis willing to give. The above is a guide only.

3. What are pertina worth in trcde? The following scales of exchangehave worked satistactorily in the past:

There are three major problems in mounting perfins: (a) Maintainingalphabetical flexibility; (b) Showing up the perfin design to the best~:d:vlil.ntage; (c) Writing up identifications.

(a) The pertiner who collects issues (i.e.,all tece different st~mpson eech perfin type) usually allocates one or more complete pages to'Juch pertin type and can ecsUy insure flexiblli ty by using loose lec.fdbum pages. The type collector must be more miserly with space sincehe generally has but one or two examples oteach type. His best bet isto lecve extra album space proportional to the number ot perfin typeslist~ in the cctalog or mount his perfins on 3x5 or 4%6 filing cerds.(b) The pertin's design is best shown by mO\:1nting the stalDp face down,preferably on black paper. Some collectors 1lI0unt one stamp face cownand <:.nother of the Sallie type tace up. And some even illustrate thetype with pencil punchings which are afterwards inked in. Vie might alsosay here that beauty an~ tlexibility may bo combineJ by using CrystalHount or other patent devices and cutting black paper so that it willtit inside as n backing.(c) Identitications should be placed close to the stamp itself and arethe key to interesting others in pertins. Typewriting may be used,partiCUlarly on filing cards where glassine mounts or Crystal MountcAn proteot stamps already mounted. t he le~experienced collector in the Perfins fiel d . Because the Cl ub

has its membership scattered over the country, and abr oad , with little

chance f or personal contact , and because t he growing int e r e s in this

heretof ore neglected f i e l d of collec ting has brought into the Club new

collectors who are in need of pe rsonalized help, a Membership Contact

Commi ttee has been f or med . It wi l l be headed by Churles H. Regnier,

Each counselor, selected fo r hi s experience in the Perfins

fiel d , will f ami l i ari ze himsel f with the spe ci ali zed interest of the

member collectors in his region ~~d, through hi s fellow counselors, will

be familiar wi th the collective abil:t ty and ,cnowl edge of a11 the Mem­
