Zodiac Rubberised inflatable boat fitted with outboard motor

Field Support Vessel (FSV) All types of Offshore Support Vessels (OSV) which provide services to PETRONAS Carigali and are assigned to platform or offshore facilities. Barges, work boat and drilling rigs are excluded.

Platform Supply Vessel (PSV)/Straight Supply Vessel (SSV)/Milk Run Vessel

PSV / SSV / Milk Run Vessel is a vessel specially designed to supply offshore platforms / facilities and accomplish a variety of tasks. The primary function for most of these vessels is transportation of goods and personnel to and from offshore facilities or other offshore structures.

Anchor Handling Tug (AHT) It is specially design for anchor handling operations and towing of rigs/barges and etc to location and anchoring them up. It has also the capability to function as PSV/SSV/ Milk Run Vessel.

AHTS (Anchor Handling Tug Supply)

AHTS is a combine AHT and supply vessel .It also has the capability to function as PSV/SSV/Milk Run Vessel

Landing Craft Tank (LCT) LCT is a flat-bottomed seagoing ship with lowerable front ramp and is designed with shallow draft. The primary function for most of these vessels is transportation of goods and to supply offshore facilities.

Fast Crew Boat (FCB) FCB is a high speed vessel with passengers seating capacity. The function of this these vessels is to transport personnel/supply from shore to offshore facilities and also to transport of personnel/supply within offshore facilities and other offshore structures.

General Purpose (GP) GP is a small in nature compared to others vessels, with gross registered tonnage of less than 500 tons. It is mainly used to transport minimal numbers of personnel and materials during interfiled transfer within offshore facilities.

1 INTRODUCTION 1.1 Purpose

PETRONAS Carigali Philosophy for the Provision of Field Support Vessels is written/created to establish a mechanism to ensure marine operations standards and safety requirement are met. This document covers/includes requirement from marine industry regulations, legislation of Malaysia and other sources of reference.

This guideline contains following section: (1) Introduction;

(2) Roles and Responsibility of Field Support Vessel;

(3) Requirement for FSV at Every Platform/Facilities;

(4) Readiness of FSV assigned to Platform/Facilities;

(5) Maximum Response Time; and

(6) Design Requirement.

1.2 Scope

This requirement is applicable to all OSV’s chartered by PETRONAS Carigali as a Field Support Vessel (FSV). International operations shall adapt this requirement giving special considerations on specific local legislation in addition to international convention/protocol ratify by the country.

The objective of this document defines as follows: (1) Requirement for Field Support Vessel (FSV) to be available at all offshore

manned facilities and unmanned facilities; (2) Roles and Responsibilities of FSV as Field Support Vessel (FSV); and (3) Required minimum vessel technical specifications.

2 ROLES AND RESPONSIBILITY 2.1 Roles

In addition to FSV normal duties, the roles and responsibilities of FSV during emergencies, includes but not limited to:

(1) Rescue of individual or small numbers of personnel from sea during minor

emergency such as man overboard; (2) Rescue of large numbers of personnel in time of major emergency;

(3) Personnel evacuation during platform/facilities on fire (for vessel with

minimum ½ FiFi capabilities); (4) Search and rescue (not limited to PETRONAS Carigali facilities); (5) Rescue of helicopter crews and passengers during helicopter accidents; (6) Provide temporary shelter for personnel during abandonment of offshore

platform/facilities; (7) Serve as a reserve radio station; (8) Provide radar watch and to warn off/chase external marine vessel

approaching the safety zone; (9) Provide ‘first-aid’ treatment for rescued persons; (10) Assist in performing oil spill pollution control operations; (11) Provide inter platform/facilities/rig personnel, equipment and material

transport within certification limits; and (12) Provide support in offshore crude oil loading, where applicable.

3 REQUIREMENT FOR FSV AT MANNED PLATFORM/FACILITIES

A FSV shall be present within the vicinity of manned offshore platform/facilities and shall comply with the requirement of response time as stated under section 5 of this document. A FSV shall be available to provide the emergency support to any offshore platform/facilities. A FSV may not leave its station without the permission of the respective OIM/CSR. The time of taking over and being relieved of stand-by duty should be noted in the official logbook and the vessels last appointed as stand-by should remain in that capacity until officially relieved of the duty. At unmanned platform/facilities, the requirement for standby FSV is when there are people working on platform/facilities.

4 READINESS OF FSV ASSIGNED TO PLATFORM/FACILITIES

A FSV plays an important role in emergency situations. All equipment must be maintained in good working condition.

FSV on duty must have adequate clear deck space for any foreseeable emergency and to cope with the duties as laid down. Adequate clear deck space would normally mean that not more than one third of the deck space is taken up with cargo or material and that there is access for the full length of the deck. Both port and starboard rescue zones must be kept clear. The vessel’s crew shall be fully conversant in all aspects of roles and responsibilities of FSV as stated in section 2 of this document. It is the Master's duty to hold regular drills and exercises to ensure that the crews are fully prepared to render assistance in a competent and efficient manner by participating in planned offshore platform/facilities drills in addition to relevant regulatory requirement.

Training shall be conducted on board or ashore with the crews to ensure that they are familiar with any special equipment that is supplied for use in working condition.

There shall be a continuous communications link on a dedicated channel between the FSV and the control/operations room on the platform/facilities. The FSV bridge should be manned 24 hrs a day.

5 MAXIMUM RESPONSE TIME

The major role of FSV is to conduct immediate rescue operations at any time that the safety of personnel is endangered. The maximum response time of FSV shall be within 60 minutes, measured from the moment the FSV has acknowledged a request for emergency assistance until its arrival on the scene of the emergency.

6 DESIGN REQUIREMENT

The FSV design should emphasis good sea keeping qualities over the whole speed range. Particular emphasis should be placed on good visibility from wheel house, a high standard of habitability and minimisation of noise and vibration. The vessel should be classed by a reputable classification society and a member of IACCS e.g. ABS, LR, NKK, DNV, BV, GL, CCS etc.

6.1 Machinery/Propulsion

Main Engine : consideration should be given for fuel economy, easy operation and high reliability

Propulsion : 2 x Controllable Pitch Propeller (CPP) or Fixed Pitch Propeller

(FPP) Steerable Rudder Propellers or water jet system.

6.2 Accommodation Accommodation, including galley and wheelhouse, shall be outfitted in manner

suitable for comfort of personnel. Sufficient space shall be provided to accommodate all survivors that afford protection from elements. Dedicated space must be available to accommodate all survivors.

6.3 Life Saving Appliances Vessel shall comply with SOLAS 74/78. In addition, the following need to be

provided:

(1) Two scrambling nets on each side of aft open deck area. (2) One zodiac type semi rigid fast rescue craft with outboard engine plus one

spare fuel tank. (3) Fast rescue boat shall carry minimum number of 5 persons including crew. (4) Four ring lifebuoy with minimum 30 m lifeline.

6.4 Fire Fighting Equipment Vessel shall comply with SOLAS 74/78 and amendment. In addition, for PSV/SSV

and AH/AHTS assigned at offshore locations as FSV shall comply with minimum a half (1/2) FiFi requirements as follows:

(1) One (1) fire water pump for external firefighting- 1 x 1200 m³/hr at 150psig; (2) Two (2) fire monitors, 2 x 600 m³/hr @ 120 m throw length and 46 m throw

height;

(3) One (1) fire monitor, 1 x 1200 m³/hr @ 120 m throw length and 46 m throw height; and

(4) All around water sprinkler (deluge) system.

6.5 Medical Equipment Medical equipment and supply list shall be certified by medical equipment

supplier/chemist. In addition the following equipment should be provided:

(1) One oxygen resuscitation apparatus with adequate supply of spare oxygen cylinder;

(2) 2 pieces - Manual suction catheter;

(3) 4 pieces - Airways – adult, transparent, anatomical profile with insert;

(4) 2 units Stretchers, suitable for transporting patients from vessel to vessel or helicopter;

(5) 6 sets air type plints;

(6) 4 x 25 men - First Aid Kit;

(7) Sufficient blankets with regards of potential rescued personnel and climate.

Equipment and supplies shall be inventoried, checked and refurbished after used. 6.6 Communication Equipment Vessel shall comply with SOLAS 74/78 for equipment required in Sea Areas A1 and

A2 or in addition to equipment for the vessel sets by the national regulations (Appendix 1).

6.7 Navigation Equipment Vessels shall comply with SOLAS 74/78 and amendment where applicable. 6.8 Manning Manning requirement to comply with contract requirement and PETRONAS Carigali

APPENDIX 1

Global Maritime Distress and Safety System Sea Areas

GMDSS sea areas serve two purposes: to describe areas where GMDSS services are available, and to define what GMDSS ships must carry. Prior to the GMDSS, the number and type of radio safety equipment ships had to carry depended upon its tonnage. With GMDSS, the number and type of radio safety equipment ships have to carry depend upon the areas in which they travel. GMDSS sea areas are defined by governments.

In addition to equipment listed below, all GMDSS-regulated ships must carry a satellite EPIRB, a NAVTEX receiver (if they travel in any areas served by NAVTEX), an Inmarsat-C Safety NET receiver (if they travel in any areas not served by NAVTEX), a DSC-equipped VHF radiotelephone, two or more VHF handhelds, and a Search and Rescue Radar Transponder (SART).

Sea Area A1

An area within the radiotelephone coverage of at least one VHF coast station in which continuous digital selective calling (Ch70) alerting and radiotelephony services are available, as defined by the International Maritime Organisation.

Sea Area A2

An area, excluding Sea Area Al, within the radiotelephone coverage of at least one MF coast station in which continuous DSC (2187.5 kHz) alerting and radiotelephony services are available, as defined by the International Maritime Organization. GMDSS-regulated ships travelling this area must carry a DSC-equipped MF radiotelephone in addition to equipment required for Sea Area A1.

Sea Area A3

An area, excluding sea areas Al and A2, within the coverage of an INMARSAT geostationary satellite in which continuous alerting is available. Ships travelling this area must carry either an Inmarsat F77, B or C ship earth station, or a DSC-equipped HF radiotelephone/telex, in addition to equipment required for an A1 and A2 Area.

Sea Area A4

The area outside that covered by areas A1, A2 and A3 is called Sea Area A4 Area. Ships travelling these polar regions must carry a DSC-equipped HF radiotelephone/telex, in addition to equipment required for areas A1 and A2.
