Did you know that a facial bruise in a woman seeking medical attention is 32 times more likely to have been caused by domestic violence than any other cause?You might wonder why I am opening by talking about domestic violence. Of course, as people who are opposed to cruelty and ill treatment of animals we are also empathetic towards those who have suffered from domestic violence.

More significantly though, I recently attended a seminar organised by Medics Against Violence (MAV) entitled the MAV/Domestic Abuse Veterinary Initiative. This seminar for veterinary practitioners focussed on the links between domestic violence and abuse or neglect of animals. OneKind is a founding partner of the MAV/DAVI and also presented at the training day. In addition to that fact about facial injuries we also heard that people who abuse their wife or partner are more likely to

abuse an animal. And those who abuse animals are more likely to abuse their wife or partner.

There were some truly grim cases, many too harrowing to share, of abuse and neglect of animals and people. However, there was good news. Pioneering researchers have chipped away at this issue, raising the profile so that now many more people are saying “how I can help?” rather than ignoring the problem. (A recent study showed that 70% of patients who sought help from their dentist wished the dentist had asked about their injuries.) MAV/DAVI offers tools to vets to encourage and enable

them to take action, based on a model now used by dentists. There is now much better linkage between animal protection and child protection agencies, between the police and veterinary practices and a growing number of people signing up to a zero tolerance approach.

We also heard wise words from John Carnochan, former Director of the Violence Reduction Unit, part of Police Scotland. He said that if a problem is too complex and too big, just start somewhere, start anywhere but just start doing something.

You’ll read in this issue of many activities we have been involved in. Sometimes the scale of the cruelty towards, and unnecessary suffering of, animals seems too big and overwhelming. But in the spirit of John Carnochan’s words, we’ve made a start somewhere. We’ve taken many actions in many different ways. We hope they work, some may not. But we will certainly keep trying.

the welfare of all animals sold in the UK, whether direct from breeders, through pet shops or over the internet.

Internet tradeIn September, the Pet Advertising Advisory Group (PAAG), of which OneKind is a member, launched rigorous, comprehensive Minimum Standards for classified advertising websites that sell animals. Supported by leaflets and online information and with DEFRA endorsement, the Scottish Government has now also backed the standards. The PAAG initiative recognises that internet advertising of animals is here to stay - but cannot remain unregulated. PAAG is looking to responsible websites to lead the way.

Government is slow, the internet is fast, and those animals being traded today on the internet are at risk of leading short, miserable lives. The PAAG intervention – pragmatic, evidence-based and drawing on expertise from a wide range of sectors - is a significant, essential step forward.

IN RECENT YEARS the demand for fashionable pets of all kinds has created an unprecedented expansion in the UK animal trade.

Although there are many responsible pet sellers, increasing competition has encouraged unscrupulous methods of breeding and selling pets; filthy, disease-infested puppy farms, back-room kitten breeders, intensive small animal farms, reptile and bird markets and the appalling practice of capturing animals in the wild to bring to the UK for sale.

In 2003 we produced a detailed review of pet shops. The report highlighted that the majority of pet shops had animal enclosures or cages that were too small or overcrowded. Many shops were also keeping animals indicating abnormal behaviour, including signs of stress. Sadly ten years later things haven’t changed.

OneKind is lobbying for a wholesale review of the Pet Animals Act which dates from 1951. We were promised a review under the animal welfare legislation passed in 2006, and we’re still waiting. These laws must be modernised in order to protect

That’s the question OneKind would like supporters to put to their MPs in a new postcard campaign about snaring. There has been legislation about snaring in Scotland recently, but no change in the law covering these crude traps in other parts of the UK for almost 30 years.

Research published by DEFRA last year showed that a voluntary code of conduct for the use of snares was widely ignored by operators in England and Wales, and that “non-target” captures remained at a shockingly high rate. The report also showed

evidence of devastated ground around snares, cause by the captured animal’s prolonged struggles against the wire noose.

The Law Commission has carried out an extensive review of wildlife legislation in England – long seen as in need of updating and consolidation. OneKind responded to the consultation by asking for reform of snaring legislation to be included in any new law.

As yet, however, we still have no signal from government about how, or when, it intends to address this serious animal welfare problem in our countryside.

camPaigns OneKind believes our vulnerable wild animals have waited long enough. It’s time to bring wildlife “management” into the 21st century and apply some animal welfare principles to the practice.

Our campaign aims to get 20,000 postcards sent to UK Members of Parliament, urging them to press the government for reform. We want to see a consultation on possible reform to the law on snaring, and for an outright ban on snares to be one of the options considered.

Welfare in the WildThe snaring campaign is part of OneKind’s wider Welfare in the Wild Campaign which aims to put the welfare of sentient wild creatures on the agenda and achieve better legal protection for them. We’re also working for wildlife “management” projects to be subject to animal welfare impact assessments, and for the creation of a Wild Animal Welfare Council. More on that in our next magazine!

Westminster Committee ignores public wishes on circus animal banIn the last issue we highlighted that the UK Government had published a draft bill intending to ban wild animals in circuses in England. In July we were dismayed to hear of a recommendation from the select committee responsible for scrutinising the bill. The advice from the EFRA committee is NOT to ban the use of ALL wild animals in circuses, but only ban the use of elephants and big cats. This would leave behind the zebras, camels, raccoons, snakes, birds and any other wild animals circuses might wish to use in the future.

There is no difference in the suffering of a lion to that of a zebra. Both come from the plains of Africa, both would travel for miles in search of food

on open grasslands, both are social animals who live in groups with family, both nurture and care for their young.

OneKind believes there is no place for animals in the circus, regardless of species. The Government is not bound by the advice of the select committee so we asked supporters to email the appropriate Minister, Lord de Mauley asking him to reject their recommendation and deliver on his promise that all wild animals will be kept out of the circus!

tOFU QUICHe (serves 4)

Ingredients:

125g Jus-Rol shortcrust pastry

I packet Cauldron tofu

150g mushrooms – sliced

2 cloves garlic

1.5 tablespoons tomato puree

1 medium onion

1.5 tablespoons sunflower oil

1 red pepper – chopped

1.5 tablespoons soy sauce

Sunflower, sesame or pumpkin seeds

Black pepper – freshly grounded

Method:

Preheat oven to 200C

Line an 8” ovenproof dish with shortcrust pastry

Sauté the onions lightly in the oil, then add the mushrooms and garlic

After a few minutes, stir in the tomato puree, soy sauce, red pepper and black pepper.

Mash up the tofu with a potato masher and add to the fried onions, mushrooms etc.

Spread the mixture over the pastry base and sprinkle with the seeds.

Bake in oven for 40-50 minutes.

Allow to cool and ‘set’ a little bit once out of the oven, say ½ hour

Serve with pear and nut relish

PeAr And nUt relISH (serves 3)

Ingredients:

3 tablespoons lemon juice

3 tablespoons walnut oil

½ teaspoon Dijon mustard

1 teaspoon maple syrup

2 ripe pears – cored and diced

2 sticks celery – sliced

50g hazelnuts – toasted and skins removed

Method:

whisk the lemon juice, oil, mustard and maple syrup together and carefully mix in the pear, celery and nuts.

OVER THE LAST TWO YEARS, the UK government has been engaged in implementing new European legislation (Directive 2010/63/EU) on the use of animals in experiments. Regulations have now been brought in to amend the existing Animals (Scientific Procedures) Act 1986 (ASPA); updated guidance has been produced and new structures, such as the Animals in Science Committee, have been put in place. So the process appears to be nearly complete.

Well, not quite. One section of ASPA has been left untouched despite longstanding calls for repeal. Section 24 – the “secrecy clause” –prohibits the disclosure by civil servants and others carrying out duties under the Act of any information believed to be confidential. It has been relied on by universities, government departments, breeding centres and laboratories to refuse information which would have

helped public understanding and promoted the case for alternatives. It even acts as a bar to sharing “good practice” among labs.

OneKind believes that repeal of s.24 is both necessary and possible, as UK freedom of information legislation protects personal information, commercial confidentiality and intellectual property. There are other views among officials and in the research sector which often cites the danger of extremist action against individuals. OneKind of course repudiates such action – but s.24 has not even been effective in preventing attacks on researchers over the last thirty years. It does however bar members of the public (who fund many animal experiments), responsible animal protection advocates and experts in the use of alternatives from commenting on or contributing to the evaluation of proposed projects using animals.

The new Directive requires project evaluation to be transparent but there is no increased transparency in the UK, except making compulsory the current voluntary scheme in which summaries of licensed projects are published by the Home Office after projects are approved.

These are technicalities of legislation, but absolutely fundamental to our understanding of procedures and our ability to ensure that alternatives are used to the maximum. Over four million animals including primates, sheep, goats, rabbits and mice were subjected to testing in Britain in 2012 – a 30-year high. Giving animal welfare experts the opportunity to comment on licence applications has enormous potential to reduce suffering.

Are you shopping in the dark?OneKind takes to the streets to test shoppers’ knowledge on food labelling.

The initiative is in support of a wider campaign led by Compassion in World Farming to push for clearer labelling on food products.

The labels on meat and dairy products can be terribly misleading, suggesting the animals have lived a free range, organic life, which is entirely different from the reality of the situation. The truth about intensive farming, transportation and slaughter and the true origins of our food are rarely mentioned, leaving the public at a loss when buying products.

OneKind is encouraging shoppers to take action by writing to Tonio Borg, the European Commissioner responsible for animal health and welfare and food safety.
