Building local capacity and leadership in coastal and ocean governance is fundament al to addressing multiple-use conflicts w ithin/across jurisdictional boundaries. Effective communication and networking at local, national and regional levels creat synergies and linkages among leaders and stakeholders in the implementation of pla ns of actions.

The strategic framework and process expedites the development of national and sub-national coastal/marine policy and strategies;

It catalyzes interagency, intergovernmental and multi-sector partnership for addressing national and transboundary issues.

Sub-national Coastal Strategy and Stakeholders Declaration:

Formulation process itself is an effective tool for extensive stakeholders consultation and their active participation;

They create political commitments and promote policy and institutional reforms.
