ORMOC CITY - The S&T classes of the New Ormoc City National High School has been suspended since Tuesday after one student of S&T class of the second year was found positive of the A(H1N1) virus.

BAYBAY, LEYTE - The Veterans Plaza has been one of the common places where Baybayanons get together in merry making; families picnics or even just hang out and watch the sun set during the day.

Among the favorite areas of the Baybay Veterans Plaza is the Bay Walk where people usually sit down and hangout. This is the reason why the Local Government Unit of Baybay is trying their best not just to beautify the area but maintaining the cleanliness and the safety of the Plaza goers as well.

Just recently, as part of the beautification project of the Veterans plaza, the Golden Jubillarians of the

Baybay National Agricultural School (BNAS) and Visayas Agricultural College (VAC) alumni, now the Visayas State University (VSU) headed by the former ViSCA President Dr. Samuel S. Go, together with the Local Government Officials of Baybay, Leyte, headed by the City Mayor Michael L. Cari joined together in planting “Bitoon” trees in all of the plant boxes at the Bay Walk.

T h e C o n g r e s s w o m a n Carmen Cari, Mayor Mike Cari, Former Mayor Boying Cari, Vice Mayor Rex A. Retana and all the SP Members and the BNAS-VAC Golden Jubillarians where given one bitoon tree to plant in each of the plant boxes assigned to them.

According to Ms. Elena P. Sidiqqui, the City Agriculturist here, who coordinated the activity said, that the Golden Jubillarians alumni in BNAS-VAC has provided the Baybay-LGU a total of 34 “bitoon” tress for the plant boxes in the bay walk area. She continued that the bitoon trees would provide later on shades in the area because of its spreading braches thus adding the aesthetic value of the place and comfort to those who are regular goers in the plaza.

Ms. Siddiqui stressed, that the “bitoon” trees will not just serve as beautiful decoration in the plaza but it also serve as wind breaker during a storm or typhoon. The bitoon tree is known to thrive in places near the seashore just like

the “Talisay” for they belong in one plant family.

However she continued that these trees should be regularly monitored to guard them from people who might destroy them and to see to it that the trees will properly grow in the coming years.

Mayor Michael Cari also assured that somebody from the Job Order personnel will be assigned for this purpose and instructed Ms. Siddiqui to put a tree guard around the plant boxes.

Present during the said activity is Mayor Michael L. Cari, Former Mayor Boying Cari, Vice-Mayor Rex A. Retana, City Administrator Mr. Deogracias Pernitez, SP Members: Hon. Ernesto M. Butawan, Hon. Goma declares his intention to run in the district ORMOC CITY - Actor Richard Gomez has declared his intention to run in the 4th District of Leyte in 2010 in a radio interview over DyAJ Power FM last week.

The actor/model, who marries Lucy Torres in the late 90’s, said that he wants the 4th District of Leyte to have a voice in congress. Gomez also attacked the administration of city Mayor Eric C. Codilla for failing to improve the tourism capability of the city that’s why the city is left behind by the Municipality of Baybay, that he calls the City of Baybay. He also attacked the administration of Mayor Eric Codilla for purportedly failing to add new huge infrastructure in the city, adding that the only infrastructure that stood in the city is the superdome and that the city

fails to use its money for the immediate completion of the new city hall building which he said has been constructed already even before he marries Lucy.

But city Councilor Sotero Pepito, the chairman of the committee of information of the city council, said that the attacked to the Codillas is ridiculous that only shows his not a resident of the city. How could he say that there is no major infrastructure under the administration of Mayor Eric C. Codilla when a lot of projects have been built in the city in just a span of two terms. He also added that Cong. Eufrocino M. Codilla has been admitting that his not a good talker in the congress but his projects in the district filled up his weakness in congress.

A number of Ormocanon who reacted on the attacked of Gomez said

that Mayor Codilla would become an ex mayor if he prefers to finish the city hall and leave the barangays in the city.

Gomez has said that if he wins in the election he will file a bill for the reduction of the electric bill in the city because the city is producing power which is exported to Luzon, Mindanao, and many parts in the Visayas. He would also create new tourism sites because this will create jobs.

The mayor for his part has been looking for new possible sites for eco-tourism in the city. He has just completed the foot trail at Lake Danao, and is expecting to construct another foot trail to the Inawasan fall which is more than a kilometer away from the lake. The mayor is set to ask the management of the Energy Development Corporation for the city to

construct a foot trail to the Cambantug fall which the mayor just recently discovered.

the approval of the same by Gov. Petilla in 2007.

In the institutionalization of the Leyte Business Month and other business and industry related legislations passed by the Provincial Sanggunian also paved the way for the province to be chosen as Most Business Friendly Province in 2008.

The LCCI meantime said it would be announcing the official list of activities soon after members and the provincial finalize the various events to be conducted for the month-long celebration. (PMRC)

Registering and voting are practices that prepare us young people to participate in governance. A lot is at stake for our youth and our nation,” he added.

In addition to being the national secretary-general of NMYL, Loreto is also national vice chairman of the Provincial Board Members League of the Philippines (PBMLP). He is currently serving his second term as Senior Board Member of Leyte. He has been recognized by the National Youth Commission (NYC) as one of the most outstanding local legislators in 2008. Early implementation of modified salary sched for lGU’s proposed While the good news of the salary increase brings smile to all government employees, however the issuance of the Executive Order No 811 “Adopting the First Tranche of the Modified Salary Schedule of Civilian Personnel and Base Pay Schedule of Military and Uniformed Personnel in the Government as well as the Modified Position Classification Syatem Pursuant to Senate and House of representatives joint resolution No. 4, s. 2009 has taken them a back for it will delay their salary raise.

According to Mr. Raul Mabini, City Budget Officer and Director of Region 8 Association of Local Budget Officers (ALBO) and Leyte League of Local Budget Officer (LLBO) that said the Executive Order 811, delays the affectivity of the salary adjustments for Local Government Units (LGU’s) for at least six months.

“There are LGU’s that are financially capable of implementing the salary increase effective July 1, 2009 just like Baybay and other big Municipalities and Cities”, Mabini stressed.

In his letter addressed to the Senate President Juan Ponce Enrile, dated July 27, 2009 he proposed on behalf of the thousands of LGU employees to amend the Executive Order 811 giving the financially capable LGU’s the option to implement the salary adjustments effective July 1, 2009 and not later than January 1, 2010 just like the National Government Employees.

Also sent with the proposal is the Office of the Speaker, Hon. Prospero Nograles of the House of Representative, Secretary Rolando G. Andaya of the Department of Budget and

Management (DBM) and to Chairman Ricardo Saludo of the Commission on Civil Service (CSC).

Meanwhile, Mabini is now on the process of asking other capable LGU’s to support his proposal in a form of signature campaign to all the LGU employees to support this cause. Mabini informed that for the local government of Baybay alone they already have gathered almost a hundred signatures supporting his proposal.

He also revealed that the Municipality of Hilongos has already signified their support and he is just waiting for the copies of the signatures gathered in support of his proposed early implementation of the salary increase.

Lastly Mabini said that all we can do now is hope and wait for the feedback and result of the said proposal. “I hope that it will be granted because this is for the benefit of all of the LGU employees in the whole country not just for Baybay.” Mr. Mabini said. (NDGalano)

PALOMPON, LEYTE - Local police has recovered 4 heads of slaughtered bottlenose dolphins and at least 135 kilos of its meat left behind by unidentified slayer in Brgy. Mazawalo, about 10:59 in the morning Tuesday.

P/SInsp. Federico Sanchez informed that he received a text message from an informant that a slaughtering of an endangered species was on going in the said barangay. He said that he along with 5 policemen immediately proceeded to the said barangay but unfortunately fails to arrest any because the people gathering around the slaughtered dolphins scrambled towards different upon their arrival.

Sanchez, said that he was informed by Bureau of Fisheries provincial staff Felipe Moya that the bottlenose dolphin which are commonly seen in the local seas has been declared as endangered specie their by it is a violation to slaughter the fish. He said he would continue to conduct an investigation to arrest the people behind the slaughtering of the dolphins.

Municipal Agriculture Officer Francisco Moya added that bottlenose dolphins are commonly seen within the territorial waters of the municipality.

He said that watching is among the reason why tourist from the nearby Malapascua Island, in Bantayan, Cebu is frequenting in the territorial waters off the municipality particularly in Kalanggaman Island of this town. But he said that it is the first time that a reported butchering of a dolphin was reported.

TACLOBAN CITY- National Movement of Young Legislators (NMYL) Secretary-General Carlo Loreto drew praise from no less than the top Commission on Election (COMELEC) official in the province for initiating a Register and Vote (RV) Campaign in the Province of Leyte. Atty. Felicisimo Embalsado, the COMELEC provincial director, said that the efforts of Sec-Gen Loreto will surely raise the number of voters that will participate in the coming elections.

“I expect that because of the ongoing register and vote campaign more people in the province will register and will be able to vote in the coming polls. More voters, particularly youths, participating in future electoral exercises will be good for our democracy,” he said. According to data furnished by Embalsado, more or less 100, 000 potential voters in Leyte are not yet registered for the elections.

A big chunk of that figure, he said, are young people, in the 15-34 age bracket, who are mostly are unaware that they need to register before voting and that they can register anytime. He noted that those who belong to the said bracket are independent, idealistic and have been hoping for a change of the “old political system. “I believe that their participation in the coming political exercise will bring us to a better direction in the future” Embalsado stressed. As part of the RV campaign, Sec-Gen Loreto, like-minded political

leaders and other individuals have been going around the different places in the province to encourage unregistered voters, mainly those in the youth sector, to exercise their right to suffrage.

To date, Loreto and his group have already visited more than half the towns in the five legislative districts in the entire province of Leyte in connection with the said drive. Aside from going around the municipalities, the group of Sec-Gen Loreto have also enlisted the help of barangay officials in encouraging their respective constituents who are qualified to vote, but who have not yet registered, to go to the nearest COMELEC office to register.

To back their efforts, tarpaulins, streamers, and posters that remind potential voters of the importance, requirements, and deadline of registering have been put up and posted in strategic areas in the different towns all over the province.Persons who may register to vote for the upcoming 2010 elections must have the following requirements: (1) At least eighteen (18) years of age; (2) A resident of the Philippines for at least one (1) year and in the place wherein he proposes to vote for at least six (6) months on or before the day of the election; and (3) Not otherwise disqualified by law.Application forms are available at the respective Comelec offices and are distributed free of charge. TACLOBAN CITY – Leyte’s emerging opportunities an existing capabilities for trade, commerce and industry would again be given focus as the provincial government and the Leyte Chamber of Commerce and Industry start preparation this early for the third staging of the Leyte Provincial Business Month celebration in October.

The Leyte Business Month would be marked with high impact activities aimed at creating awareness on the business opportunities in Leyte fronting among others the province’s capabilities in information and communication technology (ICT), tourism, small and medium enterprise as highlight of the 3rd Leyte Provincial Business Month.

The Leyte Chamber of Commerce and Industry (LCCI), Leyte and Eastern Visayas' largest business organization, is spearheading the celebration to promote the development of the information technology, tourism and small business

sectors and to draw in investors to the province.

To assist and inspire micro, small and medium enterprises, activities such as industry forum, media forum, various business seminars will be conducted by the Chamber.

Leyte Gov. Carlos Jericho Petilla said that celebrating the business month can open more “doors of opportunities” or the province in terms of more investments and job creation.

“Eversince the Business Month was conceptualized an made into a provincial legislation, we have always in mind how a similar event or celebration has advanced the economic and job opportunities of our neighbor Cebu province,” Gov. Petilla.

Hopefully, he added, this yearly celebration could chart the same economic and tourism growth for Leyte province.
