2. Research interests and research achievements

Research Keywords: Cities, Citizenship, Democracy, Diversity, Governance, Interculturalism

Mediterranean, Migration, Human Mobility

Major research supervisions: Ph.D. supervision: 6 (3 under supervision), 7 Postdocs (4 Marie Curies and

other peer-reviewed Grants), +39 MBA supervisions. Member of Ph.D. Defenses +20

1 Marie Curie supervised awarded ERC-CoG and he is still in my research group, tenure track (John Palmer)

1 Marie Curie supervised awarded with H2020 this year and still work in my research group (Zenia Hellgren)

Research interests: During the past years, my main research interests have focused on contemporary challenges of liberal

democracies related to Immigration. In particular, within two main fields: Borders/Human Mobility

Studies and Diversity/Citizenship studies. I promote interdisciplinary knowledge on immigration,

combine theory and case studies, and follow contextual, conceptual, normative and interpretive

approaches. Keeping academic excellence as a priority, my research always tries to work within the

research/policy/society nexus, so that the results of my findings can be applied to improve reality and can

contribute to social and political change. I always try to combine top-down and bottom-up approaches, and

multi-level analysis. My findings always try to contribute to the Euro-Mediterranean approach.

On Migration Methodology, I have recently edited a book entitled Qualitative Research in European

Migration Studies (Co-edited with Evren Yalaz). I am now preparing a Special Issue on Ethical practices in

conducting Qualitative Migration Research (accepted by Qualitative Research Journal), and editing a book

on Concepts in Migration Studies.

On Borders and Human Mobility:

a) Transnational Diaspora and transnational entrepreneurship;

b) Intra-European mobility and European citizenship;

c) Circular migration at the Latin American area;

d) Externalization of migration policies, mainly in the Mediterranean region.

e) Ethics of migration, human security and global code of ethics;

f) Political theory of borders and global human mobility.

On Diversity and Citizenship:

a) Interculturalism as a new policy paradigm in the current post-multicultural era;

b) Multi-level governance and policies of immigration: a) The perspective of cities or “the local

turn” or local-centered approach in integration and diversity policies; b) the sub-state level of

diversity management in migration research;

c) Cultural policy and diversity policy nexus, both theoretically and empirically, and through the

incorporation of the intercultural paradigm. Cultural policy in cities, democratization of culture,

cultural governance and cultural citizenship;

d) Incorporation of diversity in political parties and the general research focus on “diversity gap”;

e) “Multiple diversity”, an analytical framework in which two dynamics of diversity interact –

multinational and immigration – applied to the case of Spain;

f) Political discourse, narrative policy analysis, monitoring xenophobic political discourse in

mainstream political parties.

3. The 10 Most relevant and recent scientific publications

1) (Book) (2019) Intercultural Citizenship in the Post-multicutural Era (London, Sage Swifts

Publishing)

This book collects the arguments I have been putting forward during recent years,

engaged in the recent debate on Multiculturalism and Interculturalism, and

channelling my ideas through the focus of citizenship. I consider this book as being

the culmination of these last thinking-in-process years on interculturalism.

Reviews

“Managing societal diversity is one of the greatest governance challenges of our century. This

volume argues that facing this challenge requires a new concept of citizenship – intercultural

citizenship. It offers solid academic arguments for a bold political statement – that the shift from

the nation-focused to a rights-focused paradigm of diversity management is a matter of profound

cultural change. Indeed, the intercultural paradigm is a kind of a neo-Renaissance project which

makes collective identity a normative result of the interplay of multiple, evolving individual identities – the exact opposite

of the historical process of building national identities. The main contribution of the book resides in the insights about ways

in which one can “engineer” intercultural citizenship institutionally and in policy practice, and how it can be nurtured in

individual attitudes and behavior.” (Irena Guidikova, Head of Inclusion and Anti-discrimination Programmes, Council of

Europe)

“There is no doubt that we are living today in a period of hyper-connectivity and significant human mobility. Coming to

grips with the consequent super diversity is emerging as a significant challenge for both academe and social policy-making

circles. Zapata-Barrero’s book on Intercultural Citizenship framework situates this challenge expertly within its complex

intellectual and political context chartering how best to progress this agenda against a background of rising polarised

intellectual contestation. This is a scholarly tour de force from of one the leading voices in the interculturalism field. This

topical and timely book will have significant impact beyond its immediate European context.” (Professor Fethi Mansouri,

Director of the Alfred Deakin Institute for Citizenship and Globalisation, Deakin University, Melbourne, Australia)

“This excellent volume makes a much needed contribution to the field of migration research. The book is quite unique in bringing

together epistemological and methodological issues. The peculiarity of this volume is in its truly multidisciplinary perspective. The

use of examples from the contributors’ work to illuminate critical issues in qualitative research on immigration is particularly

welcome.” (Professor Anna Triandafyllidou, Global Governance Programme, European University Institute)

“This volume constitutes an ideal tool for planning and carrying out qualitative research on migration issues. It gives important advice

on different aspects around the study of migration processes: from a deep understanding of migration causes and dynamics to

producing new insights for the theoretical understanding of contemporary migrations; from constituting a solid corpus of new data

for evidence based informed policy making to a critical assessment of public discussions and policies on migrants.” (Professor Enzo

6) (Book) (2014) The Politics of Immigration in Multi-level States: Governance and

Political Parties (co-edited with E. Hepburn), Houndmills, Basingstoke: Palgrave/MacMillan.

This book is a direct outcome of two Workshops organized by R. Zapata-Barrero and E.

Hepburn (Council for European Studies, Barcelona June 2011 and European Consortium for

Political Research, Reykjavik August 2011)

I have written:

Introduction (with E. Hepburn): Introduction: Immigration Policies in Multilevel States.

Conceptual chapter (with F. Barker): Multilevel Governance of Immigration in Multinational

States: ‘Who Governs?’ Reconsidered.

Chapter (with N. Franco): ‘Catalunya, terra d’acollida’: Stateless Nationalist Party Discourses on

Immigration in Catalonia.

Conclusions (with E. Hepburn): Conclusion: Exploring the Contours of a Theory of Immigration

in Multilevel States.

This book develops an exploratory theory of immigration in multilevel states addressing two themes: governance and

political parties. It examines not only how, and by whom, immigration policy is decided and implemented at different

levels, but also how it has become a key-issue of party competition across multilevel states.

Reviews:

Sheila Croucher (2015): Ethnic and Racial Studies, DOI: 10.1080/01419870.2015.1037855

Piccoli, L (2015): Nations and Nationalism Vol. 21: 3. DOI: 10.1111/nana.121337

“Comparative studies of immigration policies and politics generally regard the state as a single agent or arena. The essays

and case studies in this volume show how territorial divisions inside democratic states matter for the governance of

immigration as well as for political competition between parties over immigration issues. This book presents the most

comprehensive and systematic attempt so far to understand how territorial interests at substate level shape responses to

international migration.” (Rainer Bauböck, European University Institute, Italy)

“This is an outstanding contribution to theories of immigration policy, focusing on the important but neglected question of

substate approaches to immigration. Hepburn and Zapata-Barrero's book is exemplary in developing a rigorous and

compelling theoretical framework, which is then applied to produce rich and nuanced empirical findings across a number

of European states. The research shows how distinct approaches to framing and governance have shaped immigration and

integration policy at the substate level; but also how these differential dynamics of governance and political mobilisation

on immigration have affected wider patterns of central/substate relations. The book looks set to become a key reference

point for advanced students and scholars of immigration policy and territorial politics.” (Christina Boswell, University of

Edinburgh, UK)

“The Politics of Immigration in Multilevel States constitutes an ambitious and sustained effort at bringing together the

emerging literature on immigration, multilevel governance and political parties. This book innovates in various ways but

especially though its account of state as well as substate levels initiatives in the field of immigration and citizenship policies.

In addition, scholars mobilized in this project make a major contribution to the expanding literature on multinational

democracies.” (Alain-G. Gagnon, Université du Québec à Montréal, Canada)

“The book a product of focused, sustained collaboration examines immigration in multi-level states and does so through

the distinct but related lenses of governance and political parties. A diverse group of scholars bring multiple methods to

bear on a range of cases, including Belgium, Canada, Italy, Spain, the UK and the Netherlands. The result is an edited

volume that coheres well and brings a much-needed multilevel perspective to what is indeed 'one of the most contested

issues in advanced democracies'” (Sheila Croucher, Ethnic and Racial Studies, 2015)
