• Monitor command readiness – Act as the Command’s advocate!• Set CMS/ID each month based on:

– Number of rollers in the 9-month window– Valid pending vacancies in the fleet– Manning Control Authority (MCA) priorities

• Coordinate Manning actions with the MCAs and TYCOMs• Manage TPP&H assignments (LIMDU, pregnancies)• Manage the Navy Manning Plan (NMP)• Provide additional requisitions (ADREQs) when appropriate• Authorize Paygrade Substitutions, with MCA concurrence• Answers Enlisted Manning Inquiry Reports (EMIRs, PERSMARs)

Career Management System/ Interactive Detailing (CMS/ID)

• Provides transparency in the detailing process• Displays AVAILABLE prioritized requisitions• Collects Sailor preferences and job applications• Informs Sailors of assignment considerations, incentives, and decisions• Enables gaining commands to rank applicants and communicate command

information• Recent changes:

– Application window adjusted to 9-7 months from PRD– Red Zone Requisitions changed to highest priority requirements

Ideal application period for personnel who require OBLISERV. Applications should be submitted 12 monthsprior to PRD to allow maximum number of looks prior to Detailing Window.

Overseas Contingency Support Assignments (OSA)

• “IAMM with backfill”…combines the best of GSA / IAMM– Entitlements at ECRC / NMPS– Command sponsorship / ownership– ECRC capacity

• Replacing enlisted GSA assignments in OCT 10

• Based on Sailors indicating a preference for an OCO assignment.

• Sailors will remain assigned to their current command during the OSA assignment (their PRD will be adjusted), but they will not be counted against the command’s manning.

• A requisition will be generated for their relief at their original PRD, if manning support it.

• Sailors will return to their command upon tour completion (or if they fall out during the process) for further assignment.

• CAUTIONS:

– Sailors requesting to match their PRD to their EAOS are assumed to be separating at the EAOS.

– Declaration of intent to separate is very close to being an irrevocable request (as is submission of fleet reserve requests)

– Failure to negotiate orders in a timely manner may result in your PTS quota being revoked.

• Gates: CMS/ID rejects applications based on policy violation. This forces the communication between the Sailor, the Detailer, and the command for special circumstances

Professional Apprentice Career Track (PACT)

• GENDETS have been replaced with A/E/S-PACT Sailors

• Guaranteed ‘A’ school at 24 months• PRD is, therefore, typically set at 24 months

• Require proactive command engagement

• Can request designation via rating exams• Early designation (via rating exam) does not change their PRD and could

adversely affect a command’s manning profile
