Executive Summary
This document will be updated monthly to capture performance and trends within Sefton across
Operational, Prevention and Protection Teams. All Managers are expected to contribute with an
honest and constructive review of their team’s performance, the support to address any issues and
most importantly to highlight good practice.

ADF/HFSC Engagement – Crews and prevention staff continue to target the most vulnerable
occupants throughout the district through the use of provided status reports and referrals from
partner agencies. The prevention team receive high risk referrals from the operational crews and in
turn provide the operational crews with appointments following the issue of hospital beds through
a partnership agreement with the local CCG.
ADF’s – Performance is good with the district 9 below is cumulative target for the year, though
Crosby was one over its target for the month with 7, though the monthly performance for the
district remained below target
There were 3 injuries out of 16 ADF’s attended in October; all 3 were reported as slight. Out of the
incidents attended 2 were in a high risk SOA and 7 on Low which reasonably matches the HFSC
activity
Operational crews across Sefton completed 549 HFSC’s during September which was 67 more than
the previous month, 704 in total. The main focus of the engagement was in the Low Risk SOA
totalling 477, 199 in the Medium SOA and 28 in the High SOA, and prevention staff and FSN
completing an additional 153 HFSC’s, this increase was partly due to the efforts conducted on Older
Persons day with additional day staff resources assisting with delivery
Our crews will continue to focus their interventions on the harder to reach occupancies identified
through the status reports regardless of the SOA risk – Right Person - Right Place. Crews will also
continue to target specific areas following attendance at ADF’
Secondary Fires
There were 27 secondary fires over
the month, of which 22 were
deliberate which was mainly related
to refuse and bins, the district target
is 66 for the month of October and
our attendances represent a 66%
reduction.
Across Sefton 152 EIA’s were
completed and crews will continue
to perform EIA’s and prevention
teams will work with partner
agencies to target problem areas.

Non domestic Property Fires – Bootle and Netherton had 1 fire as did Formby, both were recorded
as accidental and involved appliances, all stations were within target apart from Formby whose
target is Zero
Deliberate Non Domestic Properties Fires – Nil in October
Other Property Fires
Target is 13 and we attended 15, Stn 30 was 2 over target with 6 and Formby was 1 over with 2.
These were mainly garden refuse being burnt in the owners garden.
Deliberate vehicle fires
There have been 7 incidents in total for October. Out of the 7 incidents, 4 were in the Crosby area and the other 2 where in the Bootle and 1 in the Southport area. All incidents are observed by the prevention team and acted upon if required through direct engagement with the police.
Deliberate Property fires
There was only 1 deliberate own property fire recorded for October. The incident was 22914 at 33
Norfolk Road, Maghull. House fire, persons reported with IIT and SOCO involvement.
Deliberate Secondary Fires
There were 21 deliberate secondary fires over the month of October which was mainly related to
refuse and bins, the district target is 66 for the month of September and our attendances represent
44 under target.
Across Sefton 152 EIA’s were completed and crews will continue to perform EIA’s and prevention
teams will work with partner agencies to target problem areas. The cumulative target for Sefton is
396 incidents up to the end of October; so far we have attended 263. This represents a 43%
reduction thus far.
RTC’s
Road traffic collisions continue to be above target, analysis of the incidents attended has
highlighted two trends
Senior Road Users
Female drivers in their 20’s
As a result of this analysis, Sefton’s RTC focus will be on these disciplines and this will be highlighted
trough the Brake Road Safety week mid-November where crews are engaging with more senior
road users at sites across Sefton including Formby Town Centre, Various Tesco sites and the ECO
Centre on Southport Esplanade

Sefton HFSC Performance for October 2014
Across the district HFSC performance remains steady, some watch performance is below the
expected level and this is being addressed
33G continue their campaign to target the elderly resident and highlight kitchen fires in their
homes. The 252 HFSC’s generated at Southport and this is from the instigation of hot-spotting
around incidents.
Sefton District will continue to focus its prevention activities around safer cooking in the home.
Data continues to indicate that 75% of all ADF’s occur in the kitchen and 70% of these originate
from food, therefore engagement with occupants will continue to stresses the need for vigilance
whilst cooking. As part of a national campaign crews across the district delivered awareness leaflets
on the importance of ‘Gas Safety’ and the potential dangers in the production of potentially fatal
levels of Carbon Monoxide, particularly in confined spaces with little ventilation, and campaigns will
continue around occupants awareness on the dangers of poor heating with the onset of the colder
months, with electrical safety being a highlight.

Report ran from LearnPro to identify completed modules, completion is good with one member of
the crew at Southport still requires removing from the system
Watch absences will continue to be monitored and all efforts will be made to ensure those
currently absent will be removed from the appropriate systems as to provide an accurate
completion figure
Operational Preparedness
Alert to Mobile
Alert to mobile times have over the past month or so seen an improvement, but October has seen a
drop from 5.9% fails data for September to 13.6%. Interrogation of the fails data points to Green
Days as the most prominent trend, district SM’s will address with stations to raise performance.
The SM’s will investigate whether the introduction of the Move Off procedure and the incident at
Southport has contributed to the increase in delay.
LPI 137 Appliance Attendance Times
M31P1 was the only 10 minute plus within their own area. Wm Clynch was mobilised to a sheltered
accommodation fire in Waterloo with M10P1 whilst performing Prevention and Protection duties
on district at 18:51hrs, due to an MDT failure the appliance registered as taking 14:23 (19:05hrs) to
attend, but actually sent an informative from the incident at 19:03hrs and had already released
M10P1 from the incident prior to their attendance at 19:02hrs - inc number 023206-10102014

Appliance Activity 8 Day Reports The scrutiny for the appliance availability shows an improvement in the recording using the correct MDT buttons. The MDT has still proven to have had glitches which affect the figures reliability. Scrutiny The instances showing concern have been addressed with the relevant WM’s:- SM’s have periodically quality assured the daily logs and addressed issues such as lack of details in the logs. This will continue to be monitored and individuals managed to improve any lack of detail.
Station Preparedness
Issues raised during the reports were on BA face mask covers, Petty Cash Reconciliation, shower
mats and generator fuel levels.
SM Clarke found that Cofley only fill up generators after 50% and therefore the SM Monthly Preparedness
Audit score had to be altered to include this update from November.

Attended an information day at Hugh Baird College, Bootle to give advice on our services on 2/10/14
Crucial crew event every day from 6/10/14 – 10/10/14 to engage with youngsters on key safety

3 motorbike incidents that had been set alight. SMBC got one of the bikes removed (incident 024981) and Police were involved with the other two incidents (incidents 022524 and 022262)
Two vehicle fire were electrical faults (incidents 024068 and 023967)
Two cars set alight on driveways (incidents 023227 and 022725) Target hardening completed on both properties and police involved
One vehicle fire outside library, Liverpool Avenue, Ainsdale (incident 022998) Fuel spillage on hot engine
One deliberate fire in resident’s car park in Third Avenue, Crosby. Door knock in area and teams advised that Car did not belong to any of the local residents, HFSC carried out on elderly resident’s property.
Deliberate secondary fire in Southport town centre which Graham Morgan has been involved with. He has liaised with Graham Parry from SMBC and has asked if cleansing department can clear away any rubbish. PCSO Tony Williams advised and they will patrol area.
Wheelie bins being set alight at 10 Bower Grove, Seaforth. Graham has liaised with Dave Dolan SMBC and he has removed the bins. He has also spoken to occupier and advised to store the new bins at the rear yard of the flats
Wheelie bin issues at Litherland Town Hall. Graham will be visiting the site today and advising that they secure the bins inside the building/rear yard.

Section 6 – Equality and Diversity
The beginning of October was Older Persons Day, this saw all MFRS staff from all disciplines engage
with over 65’s throughout Sefton. During ageing safely week, Crews from Bootle & Netherton
attended Queen Elizabeth Court in Litherland to speak with the elderly residents living there.
Prevention Advocates also visited a number of elderly occupiers that have been referred in for
being high risk and also spoke to members of the community about looking after the elderly
members of our community at an event at Hugh Baird College.
Section 7 – Community Safety Events during October
During October crews and the Prevention team completed activities around Older Persons Week and then turned their focus toward the run up to the Bonfire period, in addition community engagement will focused on advising occupants to test their smoke alarms when changing their clocks
Crews from Formby took part in delivering road safety advice to 16-17 year olds at Altcar Training
Camp in Hightown, this engagement was part of the Mega Drive event in partnership with Sefton
council and Merseyside police
Upcoming Activity
The theme for November is Electrical Safety and Candle
Safety, crews and the prevention team will deliver the
awareness message associated with these themes and
distribute leaflets throughout Sefton reinforcing this
message
November also hosts Brake Road Safety week and varuos engagement activities will take place to deliver the
road safety message to various groupd across the district, this focus will mainly be aimed at the over 65 age
demographic which is responsible for the majority of incidents within Sefton
