1.1 Identification
These policies shall be known as the Universiti Teknikal Malaysia Melaka
Postgraduate Policies and Regulations and hereinafter shall be referred to as
“Regulation” .
1.2 Application
This Regulation shall apply to all postgraduate programmes being offered in
Universiti Teknikal Malaysia Melaka (UTeM) at the postgraduate diploma (where
relevant), Master‟s and Doctoral levels.
1.3 Implementation
This Regulation shall come into effect upon approval by the Senate of the Universiti
Teknikal Malaysia Melaka with immediate effect starting from January 1, 2009.
1.4 Objectives
The main objectives of This Regulation are:
(i) To provide guidelines for faculties for the planning and implementation of
innovative and quality graduate programs at Master‟s and Doctoral levels.
(ii) To provide guidelines and to assist candidates to plan their studies properly
in graduate programs at UTeM.
1.5 Revision
Revision of Postgraduate Policies and Regulations should be made from time to
time if deemed necessary.

In this Regulation, unless otherwise stated:
“Abstract” refers to a passage that must precede all research works and should consist of a
brief statement of the problem, a brief explanation of the methods or procedures used and a
condensed summary of the findings of the study.
“Academic Workload” refers to the number of actual or equivalent credit hours carried by
a student in any given semester.
“Academic Year” means a period consisting of approximately 12 months beginning
usually in July.
“Accredited Institution” refers to an institution recognized by the Senate as one of
adequate academic standard.
“Applicant” means a person who submits an application form along with other relevant
documents to the Centre for Graduate Studies to be considered for admission in UTeM to
pursue a specific programme of study.
“Candidate” refers to a student who has registered and is in the process of preparing or
conducting his/her research work.
“Candidature” means a status of bona fide, registered student.
“CGPA” means Cumulative Grade Points Average.
“Classes” refer to instructional interaction between the academic staff and the student that
includes lectures, tutorials and seminars.
“Compulsory Courses” refer to specific courses that must be passed in order to fulfil the
graduation requirements of a programme.
“Conferment of Degree/Diploma” means the award of the degree/diploma after
endorsement of the Senate and confirmation in the convocation.
“Continuing Student” means a student who is not in his/her first semester of his/her
studies.
“Copyright” means the right to publish or reproduce or permission to publish or reproduce
intellectual material.
“Course” means a defined area for a specific field of study. A unit of a curriculum
comprising several interrelated topics, which is normally offered in a semester with a
specific credit hour load and specified code.

“Credit Count” means the total credit hours used in the calculations of GPA and CGPA.
“Credit Earned” means is the total credit hours obtained for all passed subjects.
“Credit Exemption” means the number of credit hours exempted from the graduation
requirement based on qualifications such as Bachelors and Masters or equivalent. Grades
obtained won‟t be counted in CGPA.
“Credit Hours” means the academic load of a subject measured in units per semester.
Typically, one credit hour is equivalent to one contact hour per week for 14 weeks.
“Credit Transfer” means the number of credit hours credited to students based on the
subjects taken and passed with minimum grade of „(B-)‟ from other recognised institutions.
Grades obtained will be counted in CGPA.
“Deferment” means postponement of enrolment to a later date up to a maximum of one
academic year.
“Department” means an academic unit within a faculty that manages and monitors certain
programmes related to a specified field of knowledge.
“Diploma” means postgraduate diploma.
“Dismissal” refers to dismissal because of poor/unsatisfactory academic progress as
indicated by individual grades in courses, or an unfavourable report of the supervisor.
“Dissertation” refers to the written report on the research work in programmes where both
coursework and research are required for graduation.
“Dropped Subject(s)” means cancellation of registration of subject(s) during a period at
the beginning of each semester.
“Elective Subjects” refer to a specified list of subjects from which a student may choose a
minimum number to form his/her area of specialization and fulfil the graduation
requirements of his/her programme.
“English Placement Test (EPT)” refers to the test administered by the Centre for
Languages and Human Development (PBPI) of the University to determine the English
proficiency level of the applicant.
“Examination Panel (EP)” refers to all internal and external examiners who examine the
content of a Master project or dissertation of a Master or Ph.D candidate where both
coursework and research are the requirements.
“Executive Programme” refers to postgraduate programmes which are conducted for
professionals and executives on modular basis.

“Exemption” refers to waiver from a specific graduation requirement.
“Extending Student” means a student who has exceeded his/her normal registration
period.
“Enrolment” means reporting of a person who is offered admission to the University for
commencing his/her postgraduate studies as a registered student.
“Financial Assistance” means a scholarship or loan given to a student by UTeM or any
other public or private agency to help the student to pursue his/her studies in UTeM.
“Full-time Programme” means a programme in which courses are designed and classes
are scheduled with the assumption that students are pursuing their studies on a full-time
basis and are not maintaining full-time employment concurrently with their studies at
UTeM.
“Faculty Postgraduate Committee (FPGC)” refers to the faculty‟s academic committee,
which comprises of deans and other appointed academic staff and is responsible to make
decisions on academic matters within the faculty, in line with the policies determined by
the Senate.
“Faculty” means a faculty, school, centre or an institute, which may or may not offer a
programme of study.
“GPA” means Grade Point Average.
“Grade” refers to the final assessment of a course, based on the total scores awarded for
assignments, test, etc. and the final examination, expressed in numerical marks and the
equivalent characters.
“Graduation” means discontinuation/cessation of a student‟s registered status/candidacy
after he/she has completed all requirements prescribed in the programme for the award of a
degree/diploma.
“Leave of Absence” (TP) refers to a period of one or two semesters during which a student
has been granted permission to temporarily interrupt/suspend his/her studies.
“Masters Project” refers to the written report produced on the research work leading
towards a master degree program by taught courses.
“Maximum Study Period” is the maximum period within which a student must complete
his/her studies, failing which he may be terminated from the University.
“Medium of Instruction” refers to the language in which the programme or course is
conducted, which includes the language in which lectures are delivered, and assignments
and tests are written.

“Minimum Study Period” is the minimum period within which a student may qualify to
be awarded a degree/diploma.
“New Student” means a student in his/her first (short or regular) semester of studies.
“Offer of Admission” means the decision of the University to grant an applicant the
opportunity to pursue his/her studies in UTeM.
“Oral Examination Panel (OEP)” refers to the highest examining body that assesses the
Masters Project or Dissertation of a postgraduate candidate, conducts viva voce and
determines whether Masters Project or Dissertation should be accepted for the relevant
degree in the Taught Courses and Mixed Mode programs.
“Part-time Programme” means a programme in which courses are designed and classes
are scheduled with the assumption that students are maintaining employment concurrently
with their studies at UTeM.
“Postgraduate Committee (PGC)” refers to the committee of postgraduate studies
comprising of representatives of each faculty and chaired by the Dean of Centre for
Graduate Studies.
“Postgraduate Studies/Programmes” refers to Doctoral, Master‟s and postgraduate
diploma.
“PPS” means the Centre for Graduate Studies
“Pre-registration” refers to advanced course registration for the following semester, which
takes place usually in the 12th
week of the regular semester preceding that semester.
“Prerequisite Subject” refers to specific subject required to be completed prior to register
for relevant postgraduate course.
“Programme” means a prescribed curriculum leading to a postgraduate diploma, Master or
Doctoral level.
“Project Paper” refers to research work or case study as part of the requirement for
Master of Business Administration (MBA).
“Public Access” means access to any individual or organisation, other than the author of
the research work, the supervisor/supervisory committee, the examination committee and
the PPS.
“Reading List” refers to a list of books, articles, topics or other reading material that a
student is required to read as preparation for the comprehensive examination.
“Registration” means official recording of a student‟s name to study in a particular course.

“Registration of Subjects” means registering for subject during a period in the beginning
of each semester.
“Regular Semester” means a semester that consists of 19 weeks of lecture and
examination normally commence in July and December.
“Repeating Subject” refers to a student registering for the same subject in a subsequent
semester and being assessed as if he/she was taking a new subject (possible for both
compulsory and elective subjects).
“Replacing Subject” refers to a student registering for an elective subject as a replacement
9for another elective subject taken earlier to fulfil the minimum number of elective subjects
required for graduation.
“Research Paper” refers to report based on research project at the postgraduate diploma
level and Masters level programmes.
“Research Work” refers to the research activities under which a student carries out under
the guidance of a supervisor and records his/her findings in the form of a thesis,
dissertation or a research paper.
“Semester” means a duration specified by the Senate allocated for lectures, examinations
and similar instructional activities.
“Senate” refers to the Senate of UTeM, the highest authority on academic matters in the
University.
“Short Semester” means a semester that is outside the regular semester that consists of ten
(10) weeks or less of lectures and examination.
“Special Requirement Subject” refers to a subject prescribed on a student for specific
reason, other than the reason for prerequisite subject, and the subject(s) may be taken
concurrently with the programme subjects.
“Student” refers to a person enrolled/registered in UTeM to pursue a specific programme
of postgraduate study.
“Study Period” refers to a period of time within which a student is expected to complete
the programme.
“Subject” refers to a unit of a curriculum comprising several interrelated topics, which is
normally offered in a semester with a specific credit hour load and specific code.
“Supplementary Examination” refers to a final examination of a subject, which the
student takes for the second time. It is graded on the basis of the normal grading system
and included in the CGPA. It constitutes 100% of the grade.

“Suspension” refers to a punitive measure in which a student is prohibited from
involvement in academic work in the University for a specified period of time.
“Taught Courses” refers to a mode of study in which a student attends lectures, tutorials,
laboratory work and seminars, and is assessed on the basis of assignments, projects, tests
and examinations.
“Termination” refers to the dismissal of student for other than academic reason as deemed
fit by the Senate.
“Thesis” refers to the written report on an original research work done for a graduation
requirement research (Research Mode).
“Thesis Examiners (TE)” refers to all internal and external examiners who examine the
content of thesis of a Master or Ph.D candidate.
“Thesis Examination Panel (TEP)” refers to the highest examining body that assesses the
research work of a postgraduate candidate, conducts viva voce and determines whether a
research work should be accepted for the intended degree (Masters and Ph.D).
“Transcript” refers to a document issued by the University listing all courses and grades
obtained by the student throughout his/her studies at UTeM.
“Trimester” refers to a three-semester a year that consists of 15 weeks of lecture and
examination plus 2-week break normally commence in March, July and November.
“University Committee for Postgraduate Studies (UCPGS)” is a Senate standing
committee at university level comprising representatives from each faculty to discuss and
deliberate various issues related to postgraduate studies and chaired by the Deputy Vice
Chancellor (Academics and International)
“University” refers to the Universiti Teknikal Malaysia Melaka.
“UTeM” means Universiti Teknikal Malaysia Melaka.
“Visiting Students” refers to persons not enrolled in UTeM as students pursuing a specific
programme of study.
“Viva Voce” refers to an oral examination between student who has submitted his/her
research and the examiners of that research work in which the examiners assess the
research work on the basis of the student‟s defence of his/her research.

3.1 General Admission Requirements
3.1.1 Postgraduate Diploma
3.1.1.1 A relevant Bachelor‟s degree from UTeM or any other accredited
institutions of higher learning; or
3.1.1.2 Any other certificate that is recognised as equivalent to a Bachelor‟s
degree (honours) or other relevant professional qualification and
experience that are recognised by the Senate.
3.1.2 Masters Programme
3.1.2.1 A relevant Bachelor‟s degree (honours) with good grades (minimum
CGPA of 2.50) from UTeM or any other accredited institutions of
higher learning; or
3.1.2.2 Any other certificate that is recognised as equivalent to a Bachelor‟s
degree (honours) or other relevant professional qualification and
experience that are recognised by the Senate.
3.1.2.3 For candidate with Bachelor‟s degree whose CGPA is between 2.00
and 2.49 with relevant work experience in respective fields will be
considered.
3.1.2.4 Those candidates with diploma qualification with minimum work
experience of 10 years in the relevant field of interest.
3.1.3 Doctoral Programme
3.1.3.1 A relevant Master‟s degree with good grades from UTeM or any
other accredited institutions of higher learning; or
3.1.3.2 Any other certificates that are recognised as equivalent to a Master
degree or other relevant professional qualifications and experience
that are recognised by the Senate.
3.1.3.3 A relevant Bachelor‟s degree (honours) with excellent grades or
CGPA of 3.80 and approved by Senate.

3.1.4 Conversion of Programme
3.1.4.1 A registered Master‟s student currently enrolled at UTeM with a
minimum registration of 1 year as recommended by Faculty
Postgraduate Committee (FPGC) and approved by Senate.
3.1.5 English Language Requirements
3.1.5.1 Applicants are required to present the Test of English as a Foreign
Language (TOEFL) or the test administered by the International
English Language Testing Services (IELTS) or UTeM administered
English Placement Test (EPT) with the minimum required score
or above as listed in Table 1, to enrol into the University as a student
for a postgraduate programme.

3.1.5.2 Exemption from 3.1.5 may be given to those who have undertaken
regular programmes of studies and graduated from universities that
use English as the medium of instruction or who has graduated
from UTeM in a programme with English as the medium of
instruction.
3.1.5.3 An offer of admission issued to an applicant who does not satisfy
the conditions stipulated in article 3.1.5 shall remain valid for a
period of two years. Should the applicant fail to attain the required
scores in TOEFL, IELTS or EPT within these two years, the offer of
admission shall be automatically withdrawn.
3.1.6 Additional Admission Requirements
3.1.6.1 If deemed necessary, an applicant may be interviewed and/or
required to sit for an entrance test in order to determine his/her
eligibility for admission to a specific programme.

3.1.6.2 The department or faculty may, with the approval of the University
Committee for Postgraduate Studies (UCPGS), require the applicant
to satisfy additional conditions for admission to a specific
programme.
3.1.6.3 Candidates from overseas are REQUIRED to do Medical Check-Up
at any Health Clinic or Government Hospital.
3.1.7 Application Processing
3.1.7.1 An applicant wishing to enter into a graduate programmes at UTeM
must submit an appropriate, completed application form with all the
required supporting documents to the Centre for Graduate Studies
(PPS) within the period of time stipulated by the PPS for a specific
intake.
3.1.8 Application Procedure and Admission Notification
3.1.8.1 All postgraduate applications shall first be reviewed by the relevant
departments or faculties, whose recommendations shall be forwarded
to PPS for applicant‟s admission.
3.1.8.2 A letter of acceptance and all relevant information will be sent to the
candidate. If the candidate fails, within the specific period, to enrol
for the semester in which he/she was accepted, he/she must inform
the PPS to reactivate the application if entrance at a later time is
desired otherwise the offer will be withdrawn.
3.2 Credit Transfer and Credit Exemption
3.2.1 A student who has completed certain postgraduate courses from UTeM or
other accredited institution may apply to transfer credits earned previously
to his/her current programme if the following conditions are fulfilled:
(i) Subjects sought for transfer are similar and equivalent to the
corresponding courses in the current programme offered at UTeM.
(ii) A minimum „(B-)‟ grade or its equivalent was obtained in the
subjects sought for transfer.
(iii) The student was on a good overall academic standing in his/her
previous candidature.
(iv) The subjects were taken not more than five years before the date of
enrolment in his/her current programme.

(v) Subjects or credits sought for transfer or exemption must only be
credited or exempted once and for all.
3.2.2 A student may apply for exemption from taking a subject required by his/her
programme of study if he/she has relevant knowledge, qualification or
professional experience in the areas covered in the course.
3.2.3 Applications for transfer of credits or exemptions must be accompanied by
the relevant supporting documents such as course description and grading
system. A student may be interviewed or required to sit for a test, if
deemed necessary by the department, in order to determine his/her eligibility
for the transfer of credits or exemptions.
3.2.4 The maximum number of credits that may be transferred and/or exempted
from is 50% of the credit hours of the coursework required for the
graduation in the current programme.
3.2.5 Applications for transfer of credits and exemption of credits are to be made
to the Dean of the faculty latest by the end of the student’s first regular
semester of studies at UTeM.
3.2.6 All application for transfer of credits and exemption of credits shall be
decided by FPGC.
3.3 Enrolment
3.3.1 Time of Enrolment
A student must enrol into the University before the commencement of
classes in his/her first semester of study, within a period specified by PPS.
Failure to enrol within the specified period may result in the withdrawal of
the offer of admission by the University.
3.3.2 Status of Enrolment
3.3.2.1 A student may choose to enrol for either a full-time or a part-time
programme, subject to the availability of the desired type of
programme. Should a student opt for a full time programme, he/she
will not be allowed to enrol into another full time programme
concurrently.
3.3.2.2 A continuing student may apply to change his/her status from full-
time to part-time or vice versa, once in his/her study period, subject
to the approval of UCPGS. However, the study period of his/her new
study status should not exceed the maximum period as stipulated in
Table 2. An extending student is not allowed to change his/her study
status during his/her remaining period of study.

3.3.2.3 A student intending to maintain his/her employment while studying
full-time at UTeM is required to provide evidence that he/she has the
permission of his/her employer to pursue his/her studies on a full-
time basis. Otherwise, he must opt for a part-time programme.
3.3.3 Deferment of Enrolment
3.3.3.1 A student who has been issued an offer of admission to pursue
his/her postgraduate studies at UTeM may apply to defer his/her
enrolment for a maximum of two academic years.
3.3.3.2 The UCPGS shall decide on the applications for deferment of
enrolment. Should the UCPGS reject such an application, the student
shall be required to enrol on the date originally set by PPS. Failure
to do so may result in the withdrawal of the offer of admission.
3.3.3.3 The period of deferment shall not be included in the student‟s
total study period. During such period, a student shall not be entitled
to the use of any University facilities, except consultations relevant
to his/her postgraduate studies at the University.
3.3.4 Students Registering in Other Institutions
3.3.4.1 A UTeM student shall not be allowed to register as a student in any
other institution of higher learning during his/her studies at UTeM,
unless granted permission by the Senate.
3.3.4.2 Any student found to have registered for studies at any other
institution without obtaining approval from the Senate may be
dismissed from the University and denied any fee refunds.

4.1 Fees
4.1.1 A student is required to pay his/her full fees every semester before or
during registration. A student not receiving financial assistance from any
organisation must present the receipt of payment before they are allowed to
register.
4.1.2 A student receiving financial assistance from organisations other than the
University is required to produce before registration, a letter of guarantee
indicating that the organisation has agreed to finance his/her studies at
UTeM.
4.1.3 The amount of fees due to be paid by a student shall be specified by the
University in information materials published periodically. The final
dateline for full payment would be week 12th of the semester.
4.1.4 A student who fails to pay his/her fees may be placed on suspension and the
results of his/her final examination may be withheld until payment has been
made. Any other forms of action may be taken that include late penalty,
barred from attending lectures, sitting for examination or may result in
expulsion.
4.1.5 If a student fails to pay his/her fees for two (2) consecutive semesters
without any reasonable reasons accepted by the University, the status as a
registered student will be VOID automatically and/or the student will be
charged with late penalty.
4.1.6 Those candidates whose status as registered students have been void can
make appeals to the University only once for the return of the student status.
Appeals can be made to the University through Dean of Centre for Graduate
Studies with the support from Dean of faculties.
4.2 Structure of Fees
Tables of the fee structure for different modes of studies, namely, Research and
Taught Courses for local and foreign students are given in Appendix I, II and
III.

5.1 Period of Studies
5.1.1 Depending on the specific programme, the study periods of various
postgraduate programmes shall fall within the following minimum and
maximum duration as shown in Table 2:

5.1.2 A student who has reached maximum study period must apply to UCPGS
upon the recommendation of FPGC for the extension of his/her studies.
5.1.3 In extenuating circumstances, the Senate may, upon the recommendation of
the FPGC and UCPGS, consider a student‟s appeal to extend his/her studies
beyond the maximum study period as stipulated in Article 5.1.1.
5.1.4 In special circumstances, a student may apply for early graduation prior to
the minimum duration of studies as stipulated in Article 5.1.1 if he/she can
show extraordinary progress of his/her research with the recommendation of
FPGC and UCPGS to the Senate for final approval.
5.1.5 A semester in which prerequisite or special requirement subjects constitute
of 6 credit hours or more is excluded from the student‟s total study period.
5.2 Leave of Absence (TP)
5.2.1 A student may apply for leave of absence for a maximum of one academic
year throughout his/her study period.
5.2.2 An application for leave of absence shall be made to the relevant head of
department/supervisor and Deputy Dean / Coordinator (postgraduate
studies) of respective faculties for recommendation and thereafter shall be
submitted to PPS.

5.2.3 A student is required to be on the registered status at the time of application
for leave of absence. A student who wishes to take leave of absence for
personal reason must apply prior to the commencement of the new semester.
5.2.4 Leave of absence will only be granted for the current semester provided:
5.2.4.1 Circumstances are of special nature and are beyond the student‟s
control.
5.2.4.2 Student‟s performance is at least satisfactory in the current
semester‟s courses.
5.2.4.3 Student‟s attendance is 80% and above.
5.2.5 Leave of absence other than for medical/emergency reasons and
University/National interests will be counted as part of student‟s duration
period of studies.
5.2.6 The University shall have the prerogative to decide on applications for leave
of absence.

6.1 Mode of Programme
6.1.1 A student may choose one of the following programme structures, subject to
its availability at the respective departments or faculties:
(i) Taught Courses Mode only
(ii) Mixed Mode (Coursework and Research Mode)
(iii) Research Mode only
6.1.2 Professionals and executives may choose “Executive Programme” which is
tailored for working and experienced person.
6.1.3 Taught Courses focuses on the coursework component of up to 70% while
the research work is only up to 30%. The assessment may include
assignments, research paper, tests, examination and others.
6.1.4 Research Mode concentrates mainly on the research activities as the main
requirement for graduation. The assessment is entirely depending on the
thesis.
6.1.5 Mixed Mode refers to the combination of taught courses and research
activities. The assessment depends upon both the coursework and
dissertation (research work). The component for the coursework is 50%
and the dissertation contributes the other 50%.
6.1.6 The percentage of research work to the total credit hours requirement and
the category of research reports for all the three modes are summarized in
Table 3.

6.2 Change of Programme
6.2.1 A student who has enrolled into the University may apply with valid reasons
for change of programme in the first regular semester of his/her studies.
6.2.2 Should a student apply to change his/her programme of study within a
faculty, the FPGC shall have the prerogative to decide on such an
application subject to Article 6.2.1. PPS must be informed accordingly for
record purposes.
6.2.3 Should a student apply to change his/her programme of study from one
faculty to another, the decision shall be made by the UCPGS upon the
recommendations of the releasing faculty and the FPGC of the accepting
faculty.

7.1 Types of Subject
7.1.1 Programme-Required Subjects
7.1.1.1 Programme-required subjects include core, elective and University
requirement subjects as prescribed in the programme of study and
these subjects are the requirement for graduation.
7.1.1.2 All programme-required subjects carry specific credit hours and are
calculated in the Cumulative Grade Point Average (CGPA).
7.1.1.3 Programme-required subjects shall be graded in accordance with the
grading system prescribed in Article 8.2.
7.1.1.4 Should a student fail a core subject, he/she must repeat it. Should
he/she fail an elective subject, he/she may repeat the subject or
replace it with another elective in the subsequent semester subject to
the availability. Failure in repeating/ replacing the said subject shall
result in the student‟s dismissal from the programme.
7.1.2 Language Proficiency Subjects
7.1.2.1 If deemed necessary by the faculty, a student may register for
language proficiency subjects in order to fulfil specific language
requirements of the programme.
7.1.2.2 Language proficiency subjects do not carry any credit hours and they
are not calculated in the student‟s CGPA, but are included in the
student‟s workload.
7.1.2.3 All candidates from overseas are ENCOURAGED to register for
Bahasa Malaysia during the period of candidature and they must
attain minimum score (HL).
7.1.3 Special Requirement Subjects
7.1.3.1 If deemed necessary by the faculty, a student may be required to
register for special requirement subjects in addition to the graduation
requirements of his/her programme of study.
7.1.3.2 Special requirement subjects do not carry any credit hours and are
not calculated in the student‟s CGPA. However, they are included in
the student‟s workload.

7.1.3.3 Special requirement subjects are assessed on a pass/fail basis, the
passing marks being 50%. A student obtaining less than 50% is
allowed to repeat the subject only once. Should he/she fail the
subject in his/her second attempt, he/she shall be dismissed from the
programme.
7.1.4 Prerequisite Subjects
7.1.4.1 If deemed necessary by the faculty, a student may be required to
register for specific subjects as prerequisites from the relevant
postgraduate subjects.
7.1.4.2 These subjects are included in the student‟s workload but not
calculated in his/her CGPA.
7.1.4.3 A student must pass the prerequisite subjects to be eligible to register
for the specific postgraduate subjects that require those prerequisite
subjects.
7.1.4.4 All prerequisite subjects are assessed on a pass/fail basis, the passing
marks for each course being 50%. A student who fails a prerequisite
subject on his/her first attempt is allowed to repeat the same subject
only once. Should he/she fail the subject on his/her second attempt
as well, he/she shall be dismissed from the programme.
7.1.4.5 A student who has been prescribed prerequisite subjects must
register for these subjects whenever they are offered by the faculty,
subject to Article 7.1.4.4.
7.1.5 Audit Subjects
7.1.5.1 A student may either audit a subject of his/her own choice or may be
recommended by the faculty to audit a specific subject. If he/she
audits a subject of his/her own choice, he/she may do so after the
completion of programme-required subjects.
7.1.5.2 Audited subjects are not calculated in the student‟s CGPA but
included in the student‟s workload.
7.1.5.3 A student auditing a subject is required to fulfil the minimum
attendance requirement of 80%. Failure to do so shall results in the
recording of „FA‟ grade in the student‟s transcript for the subject
audited, however, shall not affect the student‟s CGPA.
7.1.5.4 Foreign students are highly encouraged to audit Bahasa Malaysia
during the period of candidature.

7.2 Registration Policies
7.2.1 Registration of Programme
7.2.1.1 All candidates shall be required to undergo registration of
programme of studies being offered according to the rules and
regulations of the University at a specified date/time.
a) Candidates may apply to defer the registration of programme of
studies not less than one (1) semester and not more than two (2)
semesters pending approval from the University.
b) If a candidate fails to register during the allotted time without
any reason acceptable by the University, the letter of offer will
be VOID or the candidate will be penalized with late
registration.
c) Candidates shall be required to register and pay tuition fees at the
beginning of every semester throughout the period of studies.
7.2.2 Registration of Subjects
7.2.2.1 A student is required to maintain a registered status in every
semester throughout the period of his/her studies.
7.2.2.2 A student shall be REQUIRED to register all subjects to be taken
(including Research Mode) for every semester within the specified
time determined by the University.
7.2.2.3 Registration of subjects other than the specified time will be
considered as late registration and will be charged with late
registration penalty.
7.2.3.4 A continuing student shall be required to register for subjects that
he/she intends to take in the following semester during weeks 13-15
of the current semester. A new student may register for subjects
during the Orientation Week.
7.2.3.5 A student shall not be allowed to register for subjects after a period
of two weeks from the beginning of a regular semester or one week
from the beginning of short semester.
7.2.3.6 Continuing students may register for subjects within a period of two
weeks for a regular semester or one week for short semester subject
to late registration charges.

7.2.3.7 A student who has not registered for subjects (including Research
Mode) for every semester by the end of fourth week of a regular
semester without any reasons acceptable by the University or has not
been granted a leave of absence may be terminated from the
programme or will be charged with penalty for late registration of
subjects.
7.2.3 Re-Registration of Programme of Studies
7.2.3.1 A student of whom his/her status as registered student has been
TERMINATED in accordance to Article 4.1 or Article 7.2 is
allowed to make appeals to the University only once for the return of
the registered student status.
7.2.3.2 Appeals can be made to the University through Dean of Centre for
Graduate Studies with the support from Dean of faculties.
7.2.3.3 If his/her status as registered student has been reinstated, all the
credit hours of the subjects taken will be counted towards the
requirements for graduation. Only the remaining subjects need to
be taken.
7.2.4 Adding and Dropping Subjects
7.2.4.1 A student may add a subject to, or drop a subject from, the portfolio
of subjects that he/she has already registered for.
7.2.4.2 The exercise for add and drop subjects shall be allowed during a
period of two weeks from the beginning of a regular semester or one
week for short semester.
7.2.4.3 Adding and dropping subjects can be done based on the availability
of the subjects being offered for that particular semester. The
faculties may consider offering a subject, depending on the
availability of an instructor if a minimum number of 5 students
petition for the subject.
7.2.4.4 The net number of credit hours of registered subjects after the adding
and dropping exercise must be in compliance with the minimum and
maximum workload of one semester, as stipulated in Article 7.2.6
below.
7.2.5 Withdrawal (TD) from Subjects
7.2.5.1 A student may submit an application to PPS for withdrawal from any
subject that he/she has registered. Such an application must be made
by the twelfth (12th
) week of a regular semester or by the sixth
week (6th
) of a short semester.

7.2.5.2 Withdrawal of subjects, a student must get the recommendation
from his/her academic advisor/supervisor and approval of the
Dean/Deputy Dean/Coordinator (postgraduate studies) of the
respective faculty.
7.2.5.3 The net number of credit hours after the approval must not fall
below the minimum workload as stipulated in Article 7.2.6.
7.2.6 Academic Workload
7.2.6.1 A full-time student is required to register for a minimum of 9 and a
maximum of 18 credit hours or equivalent in a regular semester.
7.2.6.2 A part-time student is required to register for a minimum of 6 and
maximum of 12 credit hours or equivalent in a regular semester.
7.2.6.3 A full-time and part-time student may register for a maximum of 12
credit hours or equivalent in a short semester.
7.2.6.4 A student in his/her/her final semester of programme of studies may
be allowed to register below the minimum number of credit hours as
stipulated in Article 7.2.6.1 and Article 7.2.6.2.
7.2.6.5 Articles 7.2.6.1 to 7.2.6.4 shall not be applicable to students
registering for Research Mode only.
7.2.6.6 The exemption to the requirements of minimum/maximum credit
hours will only be considered on case by case basis depending upon
the approval of FPGC.
7.2.7 Additional Subjects
7.2.7.1 A student who has completed all the subjects required for graduation
with a CGPA of 3.0 and above may audit a maximum of 6 credit
hours of additional subjects.
7.2.7.2 All registered subjects (except those being audited) shall be graded
accordingly, computed in the student‟s CGPA.
7.2.7.3 All subjects registered or audited shall appear in the student‟s
transcript.

7.2.8 Lecture Attendance Requirements
7.2.8.1 A student is required to attend all lectures, tutorials, seminars,
laboratory work, etc. of subjects that he/she has registered for.
Attendance of more than 80% is necessary to qualify a student to
take the final examination.
7.2.8.2 A student attending less than 80% of the combined lectures,
tutorials, seminars and laboratory work will be barred from taking
the final examination of the subject in question and will be awarded
a total mark of zero (0) to the subject which is equivalent to a grade
„E‟ (Fail).
7.2.9 Academic Advisory and Supervision
7.2.9.1 Appointment of Academic Advisors
7.2.9.1.1 A student is assigned an academic advisor by the faculty
once he/she has enrolled into the University.
7.2.9.1.2 The appointment of an academic advisor shall expire
once the student is assigned a supervisor.
7.2.9.1.3 In accordance to Article 10.4.1, an academic advisor of a
student may be appointed as his/her supervisor for the
research work.
7.2.9.2 Functions of Academic Advisors
7.2.9.2.1 An academic advisor shall be responsible to guide and
advice student on all academic matters related to his/her
postgraduate studies prior to the appointment of a
supervisor.
7.2.9.2.2 An academic advisor shall prepare a progress report on
the student‟s academic progress and submit it to the
faculty postgraduate committee at the end of each
semester.
7.2.10 Supervision
7.2.10.1 Candidate may propose his/her preferred Principal
Supervisor for research work initiated by him/her subject to
approval from faculty.

7.2.10.2 If deemed necessary, the Principal Supervisor may propose
a Co-Supervisor for a student with the approval from
faculty.
7.2.10.3 Candidates enrolling in Research Mode will be guided by a
Supervisor/Panel of Supervisors appointed by the
University. The University reserves the right to appoint
and/or to replace the Supervisor/Panel of Supervisors.
7.2.10.4 For Research Mode, the Principal Supervisor also `functions
as academic advisor to the student. The Principal
Supervisor shall prepare a progress report on student‟s
academic performance to the University at the end of each
semester throughout the candidature of program of studies.
7.2.10.5 If deemed necessary, the University may appoint a panel of
supervisors from academics on secondment, transferred or
retired from the University, or qualified individuals from
any other institutions.
7.2.10.6 Candidates enrolling in Taught Courses or Mixed Mode
shall be required to write a report on Masters Project (for
Taught Courses Mode) or Dissertation (for Mixed Mode)
under the guidance of a research supervisor appointed by
the faculty.
7.2.10.7 In certain cases where the Principal Supervisor is unable to
complete his/her supervision due to unforeseen
circumstances, the faculty shall submit application for
Change of Supervisors to the Centre for Graduate Studies
immediately so that the process of student‟s supervision
will be unaffected.
7.3 Requirements for Graduation
7.3.1 The graduation requirements for a postgraduate student may include
satisfactory performance in any one or a combination (as the case may be) of
the following components:
(i) Coursework.
(ii) Industrial attachment, practicum and fieldwork.
(iii) Thesis, Dissertation, Masters Project, Project Paper and research
papers.

7.3.2 Specific requirements in Article 7.3.1 and the number of credit hours
required for graduation may vary from one faculty to another, and may be
changed if deemed necessary.
7.3.3 The Senate shall have the authority to approve graduation requirements for
any programme of study, upon the recommendation of the FPGC. Changes
in the graduation requirements of a programme of study shall be
recommended by the FPGC and approved by the Senate.
7.3.4 For Research Mode only, candidates for Masters shall be REQUIRED to
present at least one research paper at national level. On the other hand,
candidates for Doctoral MUST present at least one research paper at
national level and to publish one research article in journal during period of
study.

8.1 Evaluation of Taught Courses and Mixed Modes
8.1.1 Components of Evaluation
8.1.1.1 The following forms or combination of assessment can be performed
for Taught Courses and Mixed Modes:
(i) Evaluation of coursework components;
(ii) Evaluation of Master Project or Dissertation;
(iii) Oral presentation to defend research work;
(iv) Project Paper and research papers;
(v) Final examination.
8.1.1.2 For subjects that are being assessed based on components of
coursework and final examination, the weight age for coursework
shall not be less than 50% while the weight age for final examination
shall not be more than 50%.
8.2 Grades and Grade Points
8.2.1 The following grading system is employed for the assessment of all
programme-required courses as shown in Table 4:

8.2.2 The minimum grade for passing a subject is „B-‟. Only grade „B-‟ is
redeemable. Candidates shall be allowed to redeem the grade of the same
subject only once during the period of studies. The best grade between the
two will be used for the calculations of GPA and CGPA.
SECTION 8 - ASSESSMENTS AND EVALUATION

8.2.3 Candidates in Mixed Mode may register for the dissertation if the following
conditions are fulfilled.
(i) Candidates have completed all the required coursework and attain
CGPA 3.00 or greater.
(ii) Proposal for dissertation has been approved by FPGC.
(iii) Candidates are within the period of candidature or extended
candidature approved by the University.
8.2.4 Candidates enrolling in Taught Courses Mode (or Mixed Mode) shall be
required to submit a report on Masters Project (or Dissertation) according to
the schedule as determined by faculty. The number of hard copies and soft
copy required shall be decided by faculty.
8.2.5 Masters Project and Dissertation may be written in either English or
Bahasa Malaysia.
8.2.6 For a Masters Project and a Dissertation at Master‟s level, the Examination
Panel (EP) and the Oral Examination Panel (OEP) shall consist of two (2)
academic staff within or outside the faculty not including a research
supervisor appointed by the faculty.
8.2.7 Oral examination to defend the Masters Project or Dissertation at Master‟s
level shall be conducted in front of Oral Examination Panel at respective
faculty.
8.2.8 Oral examination to defend the Dissertation at Doctoral level shall be
conducted in front of OEP at University level chaired by Dean of PPS or
appointed representative of faculty member. The OEP shall be appointed
by the UCPGS comprising of at least one (1) internal examiner, one (1)
external examiner outside University and a research supervisor (if deemed
necessary). The internal and external examiners shall be the Examination
Panel for the dissertation.
8.2.9 Other notations that may appear on the academic transcript or result slip of
each semester are as shown in Table 5.

8.2.10 Incomplete Grade (TS)
8.2.10.1 A temporary “TS” grade shall be awarded to a student if he/she is
unable to complete part of subject requirements due to unavoidable
circumstances but has the potential to pass the course.
8.2.10.2 The “TS” grade may be awarded to a student upon the
recommendation of the lecturer/supervisor with the approval from
the faculty.
8.2.10.3 The student and lecturer/supervisor shall agree on a period for
student to complete the remaining requirements of the subject. A
student must then complete the remaining subject requirements
within the first four weeks of the subsequent semester.
8.2.10.4 All complete grades must be submitted to PPS within the first five
weeks of the subsequent semester.
8.2.10.5 The number of “TS” grades for any student in one semester shall
not exceed two (2), unless it is recommended by the faculty and
approved by the UCPGS.
8.2.11 In-Progress Grades (MM, TM, GG)
8.2.11.1 The “MM” grade may be awarded for subjects that require
independent research work or any similar in nature in which work
may continue beyond one semester.

8.2.11.2 A student preparing his/her research work is awarded the “MM”
grade only if the report submitted by his/her supervisor indicates
satisfactory progress in research work.
8.2.11.3 Should the supervisor reports unsatisfactory progress in research
work, the student may be awarded the “TM” grade and may be
dismissed from the programme upon recommendation of FPGC
and approval from UCPGS.
8.2.11.4 Should the supervisor reports failure in research work, the student
shall be awarded the “GG” grade and will be dismissed from the
programme.
8.2.12 Calculations of the Grade Point Average (GPA) and Cumulative Grade
point Average (CGPA)
8.2.12.1 Only programme-required subjects are calculated in the GPA and
CGPA.
8.2.12.2 The GPA for each semester is calculated by summing the
product of the grade points and credit hours for each subject and
then dividing the result by the sum of total credit hours of the
semester.
8.2.12.3 To calculate the CGPA, the product of the grade points and
credit hours for each subject taken in the current and all
previous semesters is summed up. The result is then divided by
the total number of credit hours taken in the current and all
previous semesters.
8.2.13 Policies of Coursework Evaluation
8.2.13.1 The status of student based on CGPA may be described below
and is shown in Table 6.

8.2.13.2 A student must attain a minimum CGPA of 3.00 in order to be
eligible for graduation.
8.2.13.3 The minimum CGPA that would allow a student to remain in the
programme is 2.70. Should a student‟s CGPA fall below the 2.70
point, he/she shall be dismissed from the programme.
8.2.13.4 If a student obtains probation status in two (2) consecutive
regular semesters, he/she will be dismissed from the programme.
8.2.13.5 A student‟s status (KB, KS or KG) in the programme shall be
determined only upon completion of the first 9 credit hours in the
programme. Article 8.2.13.1, therefore, shall not be applicable if
the student has accumulated less than 9 credit hours.
8.2.13.6 Calculations of GPA and CGPA for Taught Courses and Mixed
Modes shall be based on academic performance of each semester
independently including short semester.
(i) Taught Courses Mode will use CGPA for subjects and
Masters Project.
(ii) Mixed Mode will use CGPA for subjects and grade for
Dissertation.
(iii) Research Mode will use pass/fail for Thesis and grade for
two University Requirement subjects.
8.2.13.7 If a student fails to obtain a minimum „B-‟ grade in all the
required subjects, he/she must repeat those subjects.
8.2.13.8 If a student fails to obtain a minimum „B-‟ grade in an elective
subject, he/she shall repeat or replace it with another elective
subject as soon as possible when the subject is offered.
8.2.13.9 If a student intends to repeat the elective subject in which he/she
fails to obtain a minimum „B-‟ grade, he/she must repeat the
same subject in which the best grade will be utilized to compute
GPA and CGPA.
8.2.13.10 However, if replacing it with another elective subject, the new
subject will not replace the grade of the old subject.
8.2.13.11 A student whose CGPA is less than 3.00 but more than 2.70 and
has completed all the coursework requirements for graduation
may take additional subjects to improve the CGPA within the
maximum period of candidature.

8.2.13.12 A student who has been dismissed for any of the reasons stated
in Article 8.2.13 is not eligible to apply for readmission.

8.3 Examination Results
8.3.1 Appeals for Re-evaluation of Examination Results
8.3.1.1 A student is entitled to appeal for a re-evaluation of his/her
examination answer sheets if he/she has a genuine reason that the
grade awarded to him/her for that subject does not reflect his/her
performance in the final examination.
8.3.1.2 Such an appeal shall be applicable only for the final examination.
Any change in the grade would be based on changes made in
marks obtained in the final examination only.
8.3.1.3 Marks (and grades) of a student shall be revised unconditionally if
the required revision of marks (and grades) is found to be the result
of calculation error made at the faculty or PPS.
8.3.2 Withholding Final Examination Results
8.3.2.1 Result of the examination shall be announced to students once
endorsed by the Senate University.
8.3.2.2 Result of the examination of a student may be withheld, in whole or
in part, in the following circumstances:
(i) If a student is in debt to the University (excluding
approved study loans made out to the student by the
University).
(ii) If a student has in any way breached the disciplinary code
as specified in the University‟s Disciplinary Act.
(iii) Non-payment of the tuition fee. This does not apply,
however, to UTeM sponsored students.
8.4 Minimum Credit Hours for Requirements of Graduation
8.4.1 Candidates must pass all the required subjects for the registered programme.
8.4.2 The minimum credit hours for the requirements of graduation of Masters and
Doctoral programs are listed in Table 7.

9.1 Industrial Attachment
9.1.1 In certain special programmes, students may be required by the faculty to
undergo industrial attachment in order to be exposed to the professional
environment. This requirement may be fulfilled within or outside the
University, depending on the availability of vacancies and the relevance of
the available position to the student‟s area of specialization.
9.1.2 The faculty shall assign the student to a specific organization for industrial
attachment, or, alternatively, the student may apply to carry out the
industrial attachment in the organization of his/her own choice. Such an
application shall be made to the faculty accompanied by a written consent
from an authorised official of the proposed organisation.
9.1.3 The faculty may require a report from a student at the end of his/her
industrial attachment at the organisation. The faculty may also request the
student‟s supervisor in the organisation to submit a report of the student‟s
performance during the industrial attachment. Based on these reports, the
faculty shall award the student a „Pass (HL)‟ or „Fail (HG)‟ grade.

10.1 Research Proposal
10.1.1 A student pursuing a programme that requires research works must
prepare a research proposal that would provide the outline of the research
works, the research methodology and major references.
10.1.2 A full-time Master student pursuing a programme by Research Mode is
required to submit the research proposal latest by the end of first regular
semester of his/her studies. A part-time Master student by research must
submit the research proposal latest by the end of second regular semester
of his/her studies.
10.1.3 A full-time Master student pursuing a programme by Mixed Mode is
required to submit for the title of dissertation latest by the end of second
regular semester of his/her studies. A part-time Master student by Mixed
Mode must submit the title of dissertation latest by the end of third regular
semester of his/her studies. However, this term depends on the
recommendation of the faculty.
10.1.4 A full-time Ph.D student must submit the research proposal latest by the end
of second regular semester of his/her studies. A part-time Ph.D student
must submit the research proposal latest by the end of fourth regular
semester of his/her studies.
10.1.5 The research proposal shall carry no credit hours and shall not be included
in the student‟s workload. The research proposal must be approved by the
FPGC before the student is allowed to proceed with his/her research.
10.1.6 The title of dissertation for research work in Mixed Mode must be approved
by the FPGC before the student is allowed to proceed with his/her
dissertation.
10.1.7 A student may register for his/her thesis/dissertation/Master project only if
the following conditions have been fulfilled:
(i) The CGPA is 3.00 or above
(ii) The research proposal has been approved by the FPGC
(iii) A research/project supervisor has been assigned by FPGC
(iv) He/she has fulfilled all the necessary language requirements
(v) He/she is within the maximum period of studies, or the
approved extended period of studies.
SECTION 10 - RESEARCH

Item (i) shall not be applicable to students pursuing programme by Research
Mode.
10.1.8 If deemed necessary, a student pursuing a programme with English as a
medium of instruction may be required to attain a minimum score of 70% in
the EPT before being allowed to register for his/her research.
10.2 Research Submission
10.2.1 A Ph.D candidate is required to prepare and submit a research work that
constitutes an original contribution to the field of research.
10.2.2 A Ph.D Thesis/Dissertation shall not exceed 100,000 words. A Master
thesis/dissertation shall not exceed 50,000 words. A Master Project shall not
exceed 25,000 words. Total number of words only accounts for the main
text and does not include footnotes, exhibits, figures, tables, graphs,
appendices, bibliographies, etc.
10.2.3 A research report can be written in English or Bahasa Malaysia. All research
reports, regardless of the language in which they have been written must be
preceded by an abstract in both English and Bahasa Malaysia.
10.2.4 A student shall not submit a research report for which a degree has already
been conferred to any other institution. However, he/she shall not be
precluded from incorporating any part of such works provided that the part
of the work that has been incorporated is clearly indicated. A student may,
in addition, submit such other published works as he/she desires provided it
has not already been submitted for a degree in any institution of higher
learning.
10.2.5 All research reports submitted shall be accompanied by a signed declaration
of copyright and affirmation of fair use of unpublished research as specified
in the “Guidelines For Preparation of Thesis, Report of Master Project
and Dissertation” issued by PPS.
10.2.6 In the course of writing the research report, students are required to refer to
the “Guide Dissertation” and to follow the specific rules and regulations
that might be issued by Senate.
10.3 Publication of Research Works
10.3.1 A student may, with the approval of his/her supervisor, publish papers on
his/her research work during the course of his/her studies provided that in all
such papers, due reference is made to the University, and it is expressly
indicated that the research work has not yet been approved by the University
authorities as being in fulfilment of the postgraduate degree requirements.

10.3.2 A student may produce for his/her postgraduate programme the findings of
research works conducted prior to his/her admission to UTeM or as part of
his/her job requirements, provided that the research work is related to the
approved area of his/her studies and is the result of his/her own efforts.
10.3.3 A student who wishes to delay public access to his/her research findings
may apply to maintain a temporary confidentiality of his/her research. The
maximum period for which public access may be denied is three years
from the date of conferment of degree.
10.3.4 With the University‟s permission, a student may publish the approved
research work in partial or in full with the condition that he/she expressly
states that the work was submitted to the University in the fulfilment of
his/her conferment of degree requirement.
10.3.5 The University and the author of the research shall join copyright holders of
the research report submitted to the University, regardless of whether the
research report has been approved for the award of the degree or not.
10.4 Submission of a Master Thesis
The following procedures shall be observed in sequence for the submission and
approval of a Master thesis:
10.4.1 A student intending to submit his/her thesis shall notify the Dean of faculty
and PPS at least three (3) months before the intended date of submission.
The FPGC shall recommend to UCPGS the appointment of examiners for
the thesis upon such notification.
10.4.2 The thesis examiners will be appointed by UCPGS within one (1) month
after submission of notice.
10.4.3 Once the thesis is deemed to be ready for submission by the Principal
Supervisor, he/she shall certify that it is of acceptable standard in content
quality and presentation style.
10.4.4 A student is required to submit the thesis before or during the final semester
of the maximum period of candidature. Submission of thesis shall be done
in the semester he/she registers.
10.4.5 A student shall submit to PPS five (5) copies of the thesis in temporary
binding for examination purposes. PPS shall send a copy of the thesis to
each examiner.

10.4.6 The student shall have to defend his/her thesis in a viva-voce in front of the
Thesis Examination Panel (TEP).
10.4.7 Based on the thesis, each examiner shall be required to prepare a report
indicating areas in the thesis that need revision (if any) and submit it to
PPS not later than one (1) month after he/she receives the thesis from
PPS. The report shall also place the research into one of the following
categories:
(i) Pass
(ii) Pass with minor revision
(iii) Pass with major revision
(iv) Resubmission
(v) Failure
10.4.8 In the event of a discrepancy in evaluation between the examiners, the
Thesis Examination Panel (TEP) shall have the prerogative to determine
the specific category under which the thesis should fall. In case of dispute,
TEP will refer to UCPGS for final decision.
10.4.9 Should the research falls under category (i) “Pass”, (ii) “Pass with minor
revision” or (iii) “Pass with major revision” of Article 10.4.7, the
following procedures shall be observed in sequence:
10.4.9.1 The candidate shall defend his/her thesis in a viva voce
conducted by PPS in front of TEP.
10.4.9.2 The TEP shall prepare a report indicating areas where the thesis
needs revisions (if any).
10.4.9.3 Should the thesis falls under category (ii) “Pass with minor
revision” of Article 10.4.7, the TEP shall appoint the internal
examiner to certify the revisions made by student after being
verified by the Principal Supervisor and determine a period which
shall not exceed six (6) months, within which the student must
submit the revised thesis.
10.4.9.4 Should the thesis fall under category (iii) “Pass with major
revision” of Article 10.4.7, the TEP shall appoint the internal
examiner to certify the revisions made by student after being
verified by the Principal Supervisor and determine a period which
shall not exceed one (1) year, within which the student must
submit the revised thesis. The external examiner may be required
to verify the revisions made.

10.4.10 Should the thesis fall under category (iv) “Resubmission”, the student is
required to re-do the thesis and re-submit it to PPS for the re-evaluation
process by both examiners. The student has to defend his/her thesis in a
vice-voce conducted by PPS in front of TEP.
10.4.11 The TEP shall prepare a report indicating areas where the
thesis/dissertation needs further revisions and corrections (if necessary),
determine the period for corrections/revisions required and the
examiner(s) to certify the corrections/revisions made by student after
being verified by the Principal Supervisor.
10.4.12 Should the thesis fall under category (v) “ Failure” of Article 10.4.7, the
candidate would be deemed to have made unsatisfactory progress in the
preparation of his/her research work, and hence, shall be dismissed from
the programme.
10.4.13 Once the student has made all revisions in accordance with the examiners‟
reports, the Principal Supervisor shall verify that the thesis is of acceptable
standard in content quality and presentation style.
10.4.14 One copy of the thesis shall be submitted to the PPS to be checked for
conformity to the format as stipulated in the “Guidelines For
Preparation of Thesis, Report of Master Project and Dissertation”.
10.4.15 The examiner must certify that the student has made the necessary
corrections according to the recommendation of TEP before being
endorsed by Chairman of FPGC
10.4.16 The student shall submit to PPS five (5) copies of the thesis in permanent
hardcover binding and one electronic copy saved in an appropriate storage
device/medium.
10.4.17 PPS shall retain one hardcover copy of the thesis, forward one hardcover
copy to the faculty and the principal supervisor and send one hardcover as
well as the electronic copy to the library. The student shall keep one
hardcover copy.
10.4.18 PPS shall table the result awarded for the thesis as recommended by TE
and TEP to UCPGS for approval and finally to the Senate for endorsement
prior to informing the student.
10.5 Submission of a Ph.D Research
The following procedures shall be observed in sequence for the submission and
approval of a Ph.D research works (Thesis/Dissertation):

10.5.1 A candidate intending to submit his/her thesis/dissertation shall notify the
Dean of faculty and PPS at least three (3) months before the intended date
of submission. The FPGC shall recommend to UCPGS the appointment of
examiners for the thesis/dissertation upon such notification. The
thesis/dissertation examiners will be appointed by UCPGS within one (1)
month after submission of notice.
10.5.2 Once the thesis/dissertation is deemed ready for submission by the Principal
Supervisor, he/she shall certify that it is of acceptable standard in content
quality and presentation style.
10.5.3 A student is required to submit the thesis/dissertation before or during the
final semester of the maximum period of candidature. Submission of thesis
shall be done in the semester he/she registers.
10.5.4 The candidate shall be required to submit the thesis/dissertation in
temporary binding to PPS five (5) copies for examination purposes. PPS
shall send one copy of the thesis/dissertation to each of the appointed
examiner.
10.5.5 Each examiner shall be required to prepare a report on the thesis/dissertation
and submit it to the Dean of PPS within a maximum period of three (3)
months from the date they receive the thesis/dissertation. The report shall
indicate areas in the thesis/dissertation that need revision (if any) and the
evaluation of the research according to the following categories:
(i) Pass
(ii) Pass with minor revision
(iii) Pass with major revision
(iv) Resubmission
(v) Thesis/dissertation is unsatisfactory and recommended for a
lower award
(vi) Failure
10.5.6 In the event of a discrepancy in evaluation between the examiners, the
Thesis Examination Panel (TEP) shall have the prerogative to determine the

dispute, TEP will refer to UCPGS for final decision.
10.5.7 Should the research fall under category (i) “Pass”, (ii) “Pass with minor

10.5.7.1 The candidate shall defend his/her thesis/dissertation in a viva voce
conducted by PPS in front of TEP.
10.5.7.2 The TEP shall prepare a report indicating areas where the
thesis/dissertation needs revisions (if any).

10.5.7.3 Should the thesis/dissertation fall under category (ii) “Pass with
minor revision”, the TEP shall appoint the internal examiner to
certify the revisions made by the student after being verified by the
Principal Supervisor and determine a period which shall not
exceed six (6) months, within which the candidate must submit the
revised thesis/dissertation.
10.5.7.4 Should the thesis/dissertation fall under category (iii) “Pass with
major revision”, the TEP shall appoint both the internal and
external examiners to certify the revisions made by the candidate
after being verified by the Principal Supervisor and determine a
period which shall not exceed one (1) year, within which the
student must submit the revised thesis/dissertation.
10.5.7.5 The candidate shall make revisions, corrections or amendments in
the research in accordance to the report of TEP.
10.5.7.6 Once the candidate has made all the necessary revisions in
accordance to the TEP‟s report, the Principal Supervisor shall
verify the thesis/dissertation is of acceptable standard and ready for
final submission.
10.5.7.7 One copy of the thesis/dissertation shall be submitted to the PPS to
be checked for conformity to the format as stipulated in the
“Guidelines for Preparation of Thesis, Report of Master
Project and Dissertation”.
10.5.7.8 The examiner(s) must certify that the student has made the
necessary corrections according to the recommendations of TEP
before being endorsed by Chairman of FPGC.
10.5.8 Should the thesis/dissertation fall under category (iv) “Resubmission” of
Article 10.5.5, the following procedures shall be observed in sequence:
10.5.8.1 The Examination Panel (EP) shall instruct supervisor(s) for the
candidate to re-do the thesis/dissertation and to re-submit it to PPS
for the re-evaluation process by both examiners.
10.5.8.2 The EP shall determine the period not exceeding 12 months
within which the candidate must re-submit the revised
thesis/dissertation. The candidate shall be required to defend
his/her thesis/dissertation in viva voce conducted by PPS in front
of TEP.
10.5.8.3 The TEP shall prepare a report indicating areas where the
thesis/dissertation needs further revisions and corrections (if

necessary), determine the period for corrections/revisions required
and the examiner(s) to certify the corrections/revisions made by
student after being verified by the Principal Supervisor.
10.5.9 Should the thesis/dissertation fall under category (v) “Thesis/dissertation
is unsatisfactory and recommended for a lower award” of Article
10.5.5, the EP may recommend the thesis/dissertation of the research work
for a lower award as deemed appropriate. UCPGS will recommend to the
Senate for endorsement of appropriate degree to be awarded.
10.5.10 Should the thesis fall under category (vi) “Failure” of Article 10.5.5, the
candidate would be deemed to have made unsatisfactory progress in the
preparation of his/her research work, and hence, shall be dismissed from
the programme. In case of the dissertation, EP reserves the right to advice
student to repeat the research work.
10.5.11 Once all steps have been taken according to Article 10.5, the
candidate shall be required to submit to PPS five (5) copies of his/her
thesis/dissertation in permanent hardcover binding and one electronic copy
saved in appropriate storage device/medium.
10.5.12 PPS shall retain one hardcover copy of the thesis/dissertation, forward
one hardcover copy each to the faculty and the Principal Supervisor and
send one hardcover as well as the electronic copy to the library. The
student shall keep one copy of hardcover.
10.5.13 PPS shall table the result awarded for the thesis/dissertation as
recommended by Thesis Examiners and TEP to UCPGS for approval and
finally to the Senate for endorsement prior to informing the student.
10.6 Supervision of Research
10.6.1 Appointment of Supervisor/Supervisory Panel
10.6.1.1 The faculty shall recommend the appointment of a
Supervisor/Supervisory panel for Masters and Ph.D students. The
appointment of supervisor(s) for a full-time Master student shall be
latest by the first semester; and for a full-time Ph.D student latest
by the second semester of his/her studies from within the faculty.
10.6.1.2 The faculty shall recommend the appointment of supervisor(s) for
a part-time Master student latest by the second semester; and for a
part-time Ph.D student latest by the third semester of his/her
studies from within the faculty. Alternatively, a student may apply
for the appointment of a specific supervisor of his/her own choice
from the faculty.

10.6.1.3 If deemed necessary, the faculty may recommend or the student
may apply for the appointment of a co-supervisor whose
knowledge is essential for the research works.
10.6.1.4 If deemed necessary, the faculty may recommend or the student
may apply for the appointment of a field supervisor or associate
supervisor whose knowledge is essential for the research works.
Such an appointment shall be made only for a student who is
conducting research works outside UTeM. The field supervisor
shall be a staff member of the organisation where the student is
carrying out his/her research.
10.6.1.5 An application made by a student for the appointment of
supervisor, co-supervisor or field supervisor shall be submitted to
PPS and must be accompanied by a written of consent from the
proposed supervisor, co-supervisor or field supervisor.
10.6.1.6 In certain circumstances, a student may apply with genuine reasons
to change an existing supervisor, co-supervisor or field supervisor,
subject to Article 10.6.1.1 through Article 10.6.1.5. Such an
application shall be made not later than six (6) months for
Masters and twelve (12) months for Ph.D, after the appointment of
the first supervisor.
10.6.1.7 The FPGC shall have the prerogative to determine the criteria for
the appointment of a supervisor/supervisory panel and shall decide
on the appointment of all supervisor/supervisory panel upon
recommendations from the relevant faculty.
10.6.1.8 PPS must be informed accordingly of any changes pertaining to
Articles 10.6.1.3 through Article 10.6.1.7.
10.6.2 Responsibilities of Supervisor / Supervisory Panel
10.6.2.1 To assume responsibility for directing and guiding the students‟
research programmes.
10.6.2.2 To assist the student to prepare his/her study plan based on the
background and the present progress and performance.
10.6.2.3 To identify any weakness and to evaluate the student progress and
performance in major and minor/supporting areas with
consultation of the assessment panel (if necessary).
10.6.2.4 To advise students to audit or attend subjects relevant to the field
of research and conduct relevant background reading and literature
survey/review.

10.6.2.5 To advise students on scholarly activities such as seminar,
workshop, paper writing and presentation, conferences, and
preparation of academic discussions.
10.6.2.6 To supervise and guide students in the process of proposing and
preparing their research works, indicating areas in the research that
need amendments, corrections and revisions, and suggests to them
the necessary changes needed to improve the quality of the
research works.
10.6.2.7 To ensure that the students have access to the required resources and
tools needed to proceed with the research works.
10.6.2.8 To ensure the regular contact of the students, overseeing the
successful completion of the study plans within a time frame, and
submitting the progress report to PPS.
10.6.2.9 The supervisor/supervisory panel for a Master and for a Ph.D
student shall submit the report every end of semester throughout
the period of candidature.
10.6.2.10 Once the student has completed the research work, the supervisor
shall be required to certify that it is of acceptable standard in
content quality and presentation style and that it is ready for
submission.

11.1 Thesis Examination Panel (TEP)
11.1.1 Members of the TEP shall be as follows:
(i) Dean of PPS (or any professor in the related fields as
representative appointed by Dean of PPS) as Chairman
(ii) All appointed examiners
(iii) PPS as Secretariat
11.1.2 The attendance of all appointed examiners in the viva voce is compulsory
unless otherwise agreed by the Chairman of the TEP.
11.1.3 The functions of TEP shall be as follows:
11.1.3.1 The TEP shall function as the highest examining body for Masters
and Doctoral thesis and shall determine whether the thesis is of
acceptable standard or not.
11.1.3.2 The TEP shall conduct the viva voce and/or public seminar of
Masters and Doctoral candidates.
11.1.3.3 The TEP shall prepare a report containing the assessment of the
TEP members and indicating areas in the thesis that need revisions
or corrections.
11.1.3.4 TEP shall propose the result to PPS to be forwarded to the
UCPGS for approval and to be endorsed by Senate.
11.2 Examiners of Thesis
11.2.1 Appointment of Examiners for Masters Thesis
11.2.1.1 Examiners shall be appointed for each student from the relevant
faculty or field of studies. If deemed necessary, additional
examiners from within or outside the faculty may be appointed
based on their fields of expertise.
11.2.1.2 Thesis examiners are made up of at least one (1) external examiner
from outside University and one (1) internal examiner shall be
appointed for the examination of a Master thesis.
11.2.1.3 In cases where the candidate is a faculty member of the University,
thesis examiners shall consist of two (2) internal examiners in
addition to an external examiner.
SECTION 11-EXAMINATION PANEL

11.2.1.4 The appointment of all examiners for Masters Thesis shall be
recommended by FPGC, approved by PPS and endorsed by
UCPGS.
11.2.2 Appointment of Examiners for Ph.D Thesis
11.2.2.1 A Ph.D thesis shall have a minimum of two (2) examiners, at least
one of whom must be an external examiner while the other shall be
the internal examiner. If deemed necessary, two (2) external
examiners will be appointed by the University.
11.2.2.2 An internal examiner shall be appointed from the relevant faculty,
whereas an external examiner shall be an individual from outside
University with adequate qualification and experience in the field of
interest.
11.2.2.3 Notwithstanding Article 11.2.2.1, a faculty member of the
University pursuing his/her Ph.D programme shall be assigned two
(2) internal examiners in addition to an external examiner.
11.2.2.4 The appointment of all examiners for Ph.D candidates shall be
recommended by the FPGC, approved by PPS and endorsed by
UCPGS.
11.2.3 Responsibilities of Examiners
11.2.3.1 Examiners shall be required to examine and evaluate the thesis.
11.2.3.2 Examiners shall be required to prepare reports indicating areas in
the thesis that need corrections or revisions to improve its quality.
11.2.3.3 Examiners shall be required to recommend the evaluation category
as stipulated in Article 10.2 and Article 10.3.
11.3 Faculty Postgraduate Committee (FPGC)
11.3.1 Members of the Faculty Postgraduate Committee are as follows;
i Dean as Chairman
ii Deputy Deans
iii Relevant Heads of Departments
iv. Any other academic staff deemed necessary and appointed by the Faculty.
v. Senior Assistant Registrar as Secretariat

11.3.2 The functions of the Faculty Postgraduate Committee (FPGC) are as
follows:
11.3.2.1 Approves the appointment of supervisors for Masters and Ph.D
students upon recommendation from relevant department.
11.3.2.2 Recommends the appointment of examiners for Masters students
and forward to PPS accordingly.
11.3.2.3 Recommends the appointment of examiners for Doctoral thesis and
dissertation works to the UCPGS through PPS for approval.
11.3.2.4 Monitors all research works conducted by both the supervisors and
the students to confer with the requirements set by the faculty for
content quality and presentation.
11.3.2.5 Proposes any amendment to postgraduate policies to the UCPGS
through PPS.
11.3.2.6 Discusses any other matters relevant regarding postgraduate
studies.
11.3.2.7 Selects and approves of postgraduate students.
11.4 Postgraduate Committee (PGC)
11.4.1 Members of the Postgraduate Committee shall consist of the followings:
(i) Dean of PPS as Chairman
(ii) Deputy Deans (Research and Graduate Studies) of respective faculty
(iii) Deputy Dean of PPS (if any)
(iv) Programmes Coordinators from PPS
11.4.2 The functions of PGC shall be as follows:
11.4.2.1 Coordinates all academic matters regarding postgraduate students
such as admission, registration, monitoring and examination of
graduate programmes.
11.4.2.2 Formulates the methods and procedures in monitoring the
implementation of the graduate programmes with the assistance of
FPGC.
11.4.2.3 Collects data and statistics relevant to the graduate programmes.

11.4.2.4 Plans and proposes all matters related to the development of
postgraduate programmes to University Committee for
Postgraduate Studies.
11.5 University Committee for Postgraduate Studies (UCPGS)
11.5.1 The UCPGS shall consist of the following members as appointed by the
Senate:
(i) Deputy Vice Chancellor (Academics & International) as
Chairman
(ii) Dean of the PPS as Secretariat
(iii) Three (3) Senate Members named by the Senate
(iv) Two (2) academic members named by the Senate
11.5.2 The functions of the UCPGS shall be as follows:
11.5.2.1 Decides upon applications for admission into postgraduate
programmes through Postgraduate Committee (PGC) upon
recommendations from the respective faculties.
11.5.2.2 Approves the appointments of internal and external examiners for
Masters and Doctoral thesis/dissertation (Ph.D only).
11.5.2.3 Deliberates and decides upon various appeals from postgraduate
students.
11.5.2.4 Co-ordinates and monitors postgraduate programmes of studies
such as registration and examination with the assistance of the
PGC.
11.5.2.5 Deliberates upon any amendment to postgraduate policies
proposed by the PGC.
11.5.2.6 Discusses any other matters relevant to postgraduate studies and
reports the progress of Postgraduate studies to the Senate.
11.5.2.7 Proposes the conferment of the Degree to the Senate.

12.1 Conferment of Degree
12.1.1 Students may be conferred a Postgraduate diploma, Masters degree or a
Doctoral, as the case may be, if the following conditions have been fulfilled:
12.1.1.1 If he/she has fulfilled all requirements stipulated in the

12.1.1.2 If the conferment of said degree upon him/her has been endorsed by
the Senate.
12.1.1.3 If he/she has cleared all dues owed to the University (excluding
approved financial loans made out to students by the University).
12.1.1.4. University has the right to award a lower degree to the candidate
who fails to meet the minimum requirements for the conferment of
the degree programme he/she registered for. Examples would be a
Postgraduate Diploma in place of Master degree or a Master
degree in place of Ph.D.
12.2 Termination of Candidature
12.2.1 The candidature of a student shall be terminated if he/she withdraws from
the University.
12.2.2 The candidature of a student may be terminated upon the recommendation
of both the FPGC and UCPGS and approval of the Senate, if his/her general
performance is found to be unsatisfactory.
12.2.3 The candidature of a student may be terminated if he/she is found to have
breached the disciplinary code as stipulated in the University Disciplinary
Act.
12.3 Visiting Students
12.3.1 Non-UTeM students may apply to register or audit specific subjects at
UTeM.
12.3.2 Applications must be made to PPS at least one month before the beginning
of the semester in which they wish to commence their studies at UTeM.
12.3.3 The approval of such applications is the prerogative of Dean of the
respective faculties and Dean of PPS.

12.3.4 All registered subjects shall be graded accordingly and a transcript of the
subjects taken shall be issued by PPS.

13.1 Preamble
Candidates who commit academic offences and misconducts can be taken
disciplinary actions against them according to the rules and regulations as enforced
and applied by the University.
13.1.1 Types of Offences and Misconducts
Candidates will be penalized for committing any of the offences and
misconducts as follows:
a) Plagiarizing, using the ideas or information without permission from or
acknowledgement to the original author.
b) Giving, receiving or withholding any information related to the
examination questions before the examination of the particular subject
begins.
c) Referring to or using any prohibited references inside or outside the
examination hall during the examination.
d) Communicating with other candidates during the examination in any
ways.
e) Giving or accepting any prohibited assistances during the examination.
f) Taking, moving, hiding, damaging or destroying any properties related
to the preparation or completion of research tasks or examination.
13.1.2 Penalty
Any candidate found to commit any of academic offences and misconducts,
after trial and convicted, the Senate can take disciplinary action either from
any one or the combination of the following forms of penalties:
a) Giving zero mark (0) only to the final examination of the said subject.
b) Giving zero mark (0) to the overall examination result of the said
subject.
c) Suspending candidate from program of studies for an appropriate period
as determined by the Senate.
d) Invalidating the entire examination results of the semester.
e) Dismissal of candidate from program of studies.

13.2 Publications and Copyrights
13.2.1 Candidates can publish their research papers with the permission from the
supervisor(s) based on the research works throughout the period
studies.(With condition that references are being made to the University and
clearly stated that the research work is yet to be approved by the University
requirements of conferment).
13.2.2 Candidates are not allowed to submit any research work that has been
conferred the relevant degree by the University or other institutions.
Nevertheless, candidates are permitted to combine any part(s) of the
research works provided that it is stated clearly.
13.2.3 Candidates are permitted to present the research findings before their
enrolment to the University or parts of their work requirements with
condition that the research work is related to the field of studies and the
findings are based on their own efforts. Nonetheless, candidates are still
bounded to the requirement of minimum period of study.
13.2.4 Candidates can request for the confidentiality of their research works. The
maximum period is three years from the date of conferment.
13.2.5 The University and researcher will both hold the copyright of the research
work submitted to the University regardless of whether the research has
been accepted for conferment or not.
13.2.6 All research works submitted must be attached with a signed copyright
declaration as outlined in “Guidelines For Preparation of Thesis,
Report of Master Project and Dissertation” published by PPS.
13.3 Intellectual Property
13.3.1 Intellectual Property Under Malaysian Laws includes the following items:
i) Patent
ii) Copyright
iii) Trade Mark
iv) Industrial Designs
v) Layout-Designs of Integrated Circuits
vi) Geographical Indication
vii) Plant Breeder Right
viii) Confidential Information
ix) Trade Secrets

13.3.2 The University shall claim or assert any worldwide right, interest, title or
any IP created, generated or exploited by the students, in certain
circumstances as follows:
i) The creation, generation or exploitation of the IP in the course of
employment and jobs relation with the university.
ii) The IP creates, generates or exploits by a team established by the
university and the students is only one of a member in the created
team.
iii) The IP creation, generation or exploitation is used or supported by
the university‟s employees, materials, facilities, funds or any kind of
resources provided and obtained by or through the university.
iv) The IP creation, generation or exploitation has resulted, due to the
use of pre-existing or current IP owned by the University.
13.3.3 Where the University owns IP created from activities involving students,
the University will ensure that such ownership does not interfere with the
assessment of the student‟s academic performance or grant of award. The
University reserves the right to place such restrictions or rules on the
disclosure, dissemination or other dealings with respect to any word
containing such IP for such period as may be appropriate for the purposes
of IP protection.
13.4 Amendment
13.4.1 The Senate reserves the right to amend or overrule any articles stipulated in
the Postgraduate Policies and Regulations from time to time as deemed
necessary. All rules and implementations shall be observed.
13.4.2 The Senate reserves the right to withdraw admission to the University if
candidates are found to furnish with false information during the
submission of applications.
13.4.3 Any appeal from candidates regarding the Postgraduate Policies and
Regulations can be forwarded to the Centre for Graduate Studies through
respective faculties. PPS will then refer the appeal to the Senate for
approval.
