High volumes of traffic redirected fromMontague’s Gift Road to smaller resi-dential roads are frustrating both mo-
torists and residents.A section of the road, just off Klip Road,
has been dug up as part of the repairs aftera sewer pipe collapsed late last month. Butwork on the road has been delayed for morethan three weeks, leaving the road closed offto traffic and forcing motorists to seek alter-native routes to Ottery, Wetton and Park-wood.Thework,which is estimated to cost about
R200 000, commenced on Thursday 21 Au-gust.Mayoral Committee member for Utility
Services Ernest Sonnenberg says the workwas delayed as a result of “undergroundservice constraints”.“The contractor initially appointed to fix
a subsidence on the side of the road did nothave capacity to perform further repairsonce the true scale of the problem becameknown,” Sonnenberg explains.“While the contractor was fixing this sub-
sidence, another hole appeared and, uponfurther investigation, it was discovered thatthe entire pipe needed to be replaced.”The initial contractor did not have the ex-
perience and equipment to complete the job,Sonnenberg adds, and the City of Cape Townhas been forced to follow Supply ChainMan-agement processes to solicit bids.“We had to appoint a contactor with suita-
ble capabilities. Further delayswere also ex-perienced as a result of the presence of highvoltage electricity cables in the vicinity,which requires engagement with the Elec-
tricity ServicesDepartment beforework cancommence.”The costs of the repairs amounts to
R188 000 and forms part of the City’s Waterand Sanitation Department’s operating andcapital budget.Responding to residents’ complaints
about high traffic volumes being redirectedthrough narrow roads, Sonnenberg sayswarning signs have been placed near thesite. A resident who spoke to People’s Postalso pointed out safety concerns.“Weunderstand that this is a critical route
and, as such, we have communicated to the
contractor the importance of completing re-pairs as soon as possible,” Sonnenberg says.The road is expected to be open for use,

Working plan to assist homelessA 56-strong team will be heading to the
streets in abid tohelphomeless peopleturn their lives around.
Council’s Social Development and EarlyChildhoodDevelopmentDirectorate recent-ly held an induction programme for the newfieldworkers and clerks who have been em-ployed through the Expanded PublicWorksProgramme (EPWP) to help implement thedirectorate’s Street People Programme.R2.5m is being spent on the initiative,
council officials confirm.An induction programme was recently
held for 49 fieldworkers and seven clerkswho will be employed by the Street PeopleProgramme until the first quarter of nextyear.The fieldworkers’ main objective will be
to engage with street people with a view toproviding assistance to those who want toget off the streets.
Their tasks will include monitoring thenumber of street people in their respectiveareas; identifying individual needs, includ-ing health issues and their prospects of re-turning home and identifying new arrivalsand using resources available to discouragethem from making a home on the streets.They will also be responsible for facilitat-
ing other services required and transfers toassessment centres.Mayco Member for Social Development
and Early Childhood Development SuzetteLittle says the directorate aims to employadditional field workers during the courseof this financial year, oncemore funding be-comes available.Between April 2013 and June 2014, 116
fieldworkers were employed.Plans are also in place to appoint 24 per-
manent fieldworkers.“The appointment of fieldworkers is cru-
cial in our engagement with street people,”Little says.“They are at the coal face daily and are
able to help effect meaningful change in thelives of those who find themselves on thestreet and who are looking for a way out.The beauty of this initiative is that we arenot only helping people on the street.“We are also addressing unemployment
through the appointment of fieldworkers –thus tackling two very important challeng-es in our city,” Little says.The directorate will continue providing
employment opportunities for street peoplethrough the Expanded Public Works Pro-gramme cleaning project.“We held a workshop earlier this year
where many street people indicated thatthey want to get off the streets, but face sev-eral challenges including unemployment,”she says.

A group of Lotus River residents are de-termined to claim back their streetsthrough the formation of a new street
committee to deter criminal elements.Residents of FirstAvenuehavebanded to-
gether to take a stand against crime in theirstreet and have since been successful withcurbing crime.Committee member Magedien Adams
says the initiative started after they noticeda trend in thefts and burglaries two monthsago.“We are only in our beginning stages as
we only have about 12 residents who active-ly patrol at night,” Adams explains.“However, this number could grow as
they have seen the difference the visibilityhas made.”The group has beenworking on a number
of shifts for nearly two months. They havealso increased their visibility over week-ends. “We found a lot of activity takes placeover weekends – we have placed a specialfocus on patrols from early Friday eveningto early Saturday morning. Since then, wehave seen a notable decrease in incidents,”he says.Adamsconfirms theynoticed, onaverage,
one burglary a week and the perpetratorshave mostly targeted vehicles.In the future, the committee also wants to
reel in the resources of Grassy Park policein an attempt to have an even greater im-pact on combating crime in the area.“We want to get the police involved so we
can have a two-waymodel. Communicationbetween the community and the police willbe easier. We need an open communicationmodel, so that we can bring these criminalsto book and stop them terrorising our com-munities,” Adams adds.A contact database will be set-up for all
residents interested in getting involved inthe street committee.Committee chairpersonNieyaazGamildi-
en is delighted at the successes of the rela-tively small group, to date.“We have a group on WhatsApp, which
connects and updates all residents of thestreet. All information of suspicious activi-ty is shared,” he explains.Gamaldien reiterates they have been able
to keep suspicious-looking characters fromtheir street by just being visible.“Wepatrol betweenBuckRoadand the ca-
nal, and our road is often used as a thor-oughfare.Wesee less of thishappeningnow,because these criminals know of our pres-ence,” he says.Residents of neighbouring streets have al-
so shown interest in joining the committee.“We had residents from Sable Road ap-
proach us, wanting to become a part of thepatrols,” he says.“But I have suggested each road follow
suit. At the end of the daywewill effectivelybe covering larger ground in the Lotus Riv-er area.”Criminal elements have elected to steer
clear of the street since the group’s forma-tion.“We normally stand in the street at ran-
dom times of the night, so they can see we
are there,” Gamaldien explains.“If we notice a suspicious person, we in-
terview them and ask why he or she is inthe area. This approach has proven effec-tive. The 4 Steps Support Group for substanceusers and their families will be celebratingits fourth anniversary on Saturday 4 Octo-ber.
To mark the special occasion, a laughterworkshop will be held.
The session will be facilitated by CapeTown’s laughing lady, Bronwyn Kilroe.
The purpose of the workshop is to encour-age people to use laughter as a method oftreatment to combat many of the ills and thestresses of life without resorting to over-the-counter medications.
The support group has helped a numberof families and substance users using thesimple four step programme.
There are support groups in Westridge,Eastridge, Grassy Park and Athlone.
The meetings are run by a group of dedi-cated volunteers, who give of their time andexperience to the community free of charge.
The vision of the group leader, Dr EllapenRapiti, is to have a support group in everyarea of the country, within walking dis-tance for members.
The programme is very easy to set up; thebig problem is the lack of interest by thecommunity to get involved and the absenceof help from State institutions to help thegroup to achieve its objective, he says.
The free workshop will be held atWestridge High School between 14:30 and17:00.

Joining handsHeritage Day marked a significant momentin the history of Princess Vlei, as the Cityof Cape Town thanked the Princess Vlei Fo-rum for its tenacity in fighting to save thewetland from development.
On Wednesday 24 September MayoralCommittee member for Community Servic-es Belinda Walker and Finance PortfolioCommittee chairperson Ian Iversen visitedthe vlei in celebration of Heritage Day. Thecouncil representatives planted a tree tosymbolise the beginning of a new era forPrincess Vlei.
The tree was blessed by Sheikh Dr Mu-hammad Ridwaan Gallant and BishopChristopher Gregorowski.
Walker assured those in attendance thatthe City will do everything revive PrincessVlei to its original state. “We want to im-prove it in a way that meets the needs of peo-ple across the city – not just the local com-
munity – so that it becomes a busy place,a safe place and a place that people thinkof with pleasure and pride,” Walker said.

Almost 40 Lansdowne businesses havebeen hit by robbers in the last threemonths.
This rapid increase in heists has led to therevival of the Lansdowne Business Forum.
The body, comprising 30 business own-ers, recently held their first meeting withpolice to share ideas and turn the crimetide.
Lansdowne police station commanderColonel Jan Alexander chaired the meetingand explained that the revival of the onceactive forum was long overdue.
“Business owners need to know theirneighbours. Most of the crime in the pre-cinct come out of the business sector,” hesays.
Both formal and informal businesses arerepresented on the forum.
An Ottery business owner says regularmeetings will make the joint effort a suc-cess. “Being able to know one another will
make a big difference because we all haveone thing in common. We are all victims ofthese crimes and in standing united we canfind solutions together,” he says.
Proposals of reintroducing police foot pa-trols as well as a mobile police unit werealso discussed.
Alexander confirmed that 39 robberieshave taken place at local businesses withinthe last three months.
“These high stats have me worried,” headmitted.
Other concerns include prostitution,common robberies, vagrancy, begging and“self-appointed” car guards.
But Alexander says he has a plan.“Although I can’t reveal too many details
yet, this forum has a purpose and a role toplay in that plan. More deaths on pay dayTwelve people die on average every pay
day weekend on the province’s roadsalone.
This is according to Donald Grant, pro-vincial minister of transport and publicworks.
Analyses of this year’s fatalities data in-dicates that road deaths on pay day week-ends spike by as much as 23.6% comparedto other weekends.
“While, on average, 3.6 people are killed
every day on Western Cape roads, this ris-es to an average of 6.2 people per day overpay day weekends,” he says.
Last month was the worst weekend re-corded this year, with 26 fatalities over theweekend of 1 August.
The following pay day weekend, whichstarted on 29 August, saw a further 20 peo-ple killed, Grant confirms.
He advises motorists, pedestrians androad users to not become another statistic
by taking the necessary precautions.“Donotmix alcohol and roaduse,”Grant
warns.“Driving or walking on the roads while
intoxicated is a quick way to an earlygrave. Use public transport if you intenddrinking alcohol.”
If you are travelling in a vehicle, alwayswear your seatbelt and never exceed thespeed limit, he continues.
“Exercise extreme cautionwhile driving
on Fridays from 18:00 until midnight, onSaturdays from 06:00 until 10:00, on Satur-days from 18:00 until 04:00 and on Sundaysfrom 15:00 until 21:00.”
Greatermobility and increased access toalcohol are reflected in spikes in the deathrate over pay day weekends, Grant adds.
“While further data analysis is requiredto isolate all of the factors involved, thepublic is warned to please exercise extracaution over this time.”

Call for humane slaughteringWith the annual Islamic celebration ofEid-ul-adha (Eid of Sacrifice) daysaway, guidelines for humane slaugh-tering have been issued.This is according to a statement by
the Cape of Good Hope SPCA, whichalso says the celebration takes placebetween Friday 3 and Monday 6 Octo-ber.The SPCA is calling on those plan-
ning to slaughter sheep or cattle to fol-low these guidelines to ensure the ani-mals do not suffer unnecessarily.According to the Animals Protec-
tion Act (No.71 of 1962):. All animals must be confined in
such a manner that allows them ade-quate space, ventilation, shelter, foodand water;
. No animal should be picked up byits fleece, dragged, chased or prodded;
. Animals should be restrained hu-manely while being transported andwhen being slaughtered;
. No animal should be tied by itslegs with bailing twine and crammedinto the back of car boots or laid ontheir sides on the back of bakkies;
. When due to be slaughtered, ani-mals should be laid on their sides andnot on their backs to avoid distress.Animals should also not be forced tostand or kneel during slaughter;
. Knives used for the slaughtermust also remain extremely sharp sothat the slaughtering remains as hu-mane as possible;
. Only experienced people shouldperform the slaughtering. Inexperi-enced lay persons who attempt to per-form the slaughters often cause horrif-ic trauma and pain to the animal.
The SPCA advises individuals andgroups who are inexperienced, butwant to participate in Qurbani, to con-tact the SPCA inspectorate on(021) 700 4158/59 or after hours on083 326 1604 for referral to such estab-lishments.Anyone whowishes to performQur-
bani at their residential premises areurged to ensure that animals areslaughtered humanely by an experi-enced person and must obtain permis-sion fromtheir localCity ofCapeTownenvironmental health office.The SPCA strongly discourages the
slaughter of cattle in places withoutadequate infrastructure to adequatelyrestrain the animals prior to slaugh-ter.TheMuslimJudicial Council (MJC),
the Halaal Trust and local farm own-ers have once again collectively com-mitted to ensure Eid-ul-adha is heldnot only in accordance with the Mus-lim religion and culture, but also in ac-cordance with the law.“We would like to extend our grati-
tude to the MJC and farm owners fortheir willingness to work together toensure that all animals are treatedwith respect and compassion duringthis time,” says Moyo Ndukwana,SPCA inspectorate manager.SPCA inspectors will be stationed at
Qurbani farms to ensure animals aresacrificed humanely and will encour-age and offer to pre- or post-stun ani-mals to facilitate this.They will also be monitoring the
transportation, handling and housingof the estimated 5 000 animals destinedfor slaughter as part of this festival.

Smoke alertUp to R35m could be
saved by the City ofCape Town thanks to a
new smoke detection tech-nology system.The method detects illegal
stormwater and sewer cross-connections.Testing was conducted in
various parts of the city andunder different conditions todetermine the system’s effi-cacy last week, council offi-cials say.Mayoral Committee mem-
ber for Utility Services Er-nest Sonnenberg says thesystem is ready for use in de-tecting illegal discharges in-to the sewerage system.“The introduction of the
smoke testing technology is likely to resultin significant savings for ratepayers,” hesays.The system involves pumping smoke into
the local sewerage system to locate inappro-priate stormwarter admissions into the sew-erage system.“Previously it was not possible to detect
or pinpoint where this was taking placewithout canvassing a large number of prop-erties. Now Water and Sanitation officialscan simplywalkdown the street andnote thelocation of these cross-connections based onthe presence of plumes of smoke,” Sonnen-berg says.If unsanctioned connections are found the
property owners will be given a complianceorder to rectify the matter within a stipulat-ed period.Those who do not comply will be fined in
terms of the Wastewater Bylaw.
“Illegal connections are problematic be-cause especially during wet weather excesswater can stretch the capacity of the waste-water conveyance systems.Not only can thisresult in overflows, but the City’s wastewa-ter treatment plants are being forced to proc-ess water that otherwise should not havebeen treated,” Sonnenberg explains.“Limiting the amount of water that is un-
necessarily treated every year will improvethe quality of effluent that enters the envi-ronment. And not only will the environmen-tal benefit be significant, but unpleasantoverflows which could cause health issuesand discomfort will also be limited resultingin significant savings for ratepayers.”Sonnenberg urges residents to cooperate
with officialswho issue notices if contraven-tion exists on their properties.“It is only with your collaboration that
this problem can be effectively tackled.”

Safety boost for local beachesAs the summer season nears,more lifeguards will be coveringthe beaches of the Mother City.The City of Cape Town last
week approved the partnershipbetween council and LifesavingWestern Province to ensure thatlifesaving services will be availa-ble for the upcoming 2014/15 sum-mer season.While the municipality is re-
sponsible for ensuring the safetyof beach users throughout theyear, the peak summer seasonfrom October to February sees anincreased number of seaside visi-tors which requires additionallife guarding resources, councilofficials say in a statement.The City will contribute R3,5 m
toLifesavingWesternProvince to“enable the organisation to fulfil
its obligation of ensuring safetyon the beaches”, says MayoralCommittee member for Commu-nity Services and Special ProjectsBelinda Walker.“Trained and competent life-
guards are one of themost criticalrequirements for safety at ameni-ties.“Lifesaving Western Province
has a pool of well trained and
qualified lifeguards who are ableto deliver an essential service,”she says.This partnership will allow for
a combination of volunteer andpaid accredited lifeguards for the2014/15 season.Walker says for the upcoming
summer period, council’s Safetyand Security directorate willtrain a number of lifeguards to be
qualified as volunteer Law En-forcement officers. They willhave powers to confiscate liquorand arrest offenders who do notobey instructions from life-guards.The intention is that lifeguards
will increasingly be trained aslaw enforcement officers and cer-tified to enforce City bylaws onbeaches.

goalscorer and coach of the tournament. Inthe shield section, Princeton High won theDesmond Riddles Shield after they beatCloetesville High 4-2 on penalties, after reg-ulatory time finished with the scores dead-locked at 0-0.Lansdowne’s Groenvlei High School was
named the tournament’s most promisingteam, while Belgravia High School’s Samo-dien May was elected as the player of thetournament.Groote Schuur High’s Darren Nelson
won the Golden Boot Award for being thetop goal scorer and the school’s coach,Mark Olckers, was named the best coach.The Golden Glove Award was handed to
Gideon Hawes of Mondale High School forhis outstanding performances between thesticks.
