The centre, fondly known as the Scorpio Creche, recently received a R3m revamp fol- lowing months of vandalism. In May, South Peninsula Subcouncil chairperson Felicity Purchase explained there were issues with the previous operator and the centre was closed down. Following the revamp, the City of Cape Town advertised calling for operators to sub- mit business plans. In August, the City advertised a proposal to grant the rights to operate the centre to Foundation for Community Work (FCW), the previous operator. Speaking during the subcouncil meeting last week, Purchase informed councillors a counter-proposal by a group of ECDs in Ocean View had been made. Under local non-profit organisation, Mer- cy Networks, the ECDs have submitted a proposal to the City to manage the new cen- tre. Ward councillor Simon Liell-Cock said he believed the local community should be giv- en a chance to run the centre. Asked for her comments on allowing the FCW to manage the centre, proportional councillor Patricia Francke said: “No, no, no”. In their proposal the four ECDs want to collectively tender for the operating rights under a consortium. Mercy Networks will be contracted to oversee the financial and administrative management of the centre. In addition, the NPO will volunteer their services for the first 12 months and provide the legal framework for the establishment of the centre. In a letter to the City’s Social Development department, Purchase outlines her objec- tions to the rights being granted to FCW. She explains the facility was not managed well and the organisation “ran up considera- ble debt” which the City has had to write off. “There is no indication of them being able to do a better job this time,” she writes. In addition, Purchase says, there has been a threat to boycott the centre if FCW are granted the rights. “The subcouncil is in the process of ad- dressing many of the social problems we have in Ocean View and this facility can go a long way in helping us to do this if run ap- propriately,” she writes further. FCW declined to comment until the City has made its decision. Ocean View Civic Association (OVCA) deputy chairperson Patrick Josephs says they are unable to comment on the issue. He explains they will meet with Ocean View ECDs to discuss their concerns. “We have a meeting scheduled and would like to comment once we have met with them,” he adds. Budget cuts, staff shortages, overcrowd-ing and vandalism have resulted in ahousing dilemma across Cape Town.

During a presentation on the maintenanceof public housing last week, City of CapeTown officials painted a bleak picture of is-sues affecting rental stock across themetropole.

Ronald du Plessis, an official from theCity’s Human Settlements Department, whospoke at the October subcouncil meeting inFish Hoek said the City currently managed44 100 rental units, 11 000 hostel beds and anestimated 41 100 informal backyarders.

He explained the department consisted of204 maintenance staff. Gasps could be heardin the subcouncil chamber when Du Plessissaid this meant for every 216 rental units,there was only one person employed by thedepartment.

According to the presentation, not enoughfunds are given for the maintenance and up-grading of rental stock.

Du Plessis says the problem is further ex-acerbated by high levels of vandalism.

Subcouncil chairperson Felicity Purchaseasked proportional councillor PatriciaFrancke to comment on the current situa-tion in Ocean View.

Francke explained in former years, rentalstock was managed by an Ocean View manwho would do daily checks and repairs.

She said when payments were late or notreceived, he would meet with families to finda solution to ensure all arrears weresquared.

In response, Alida Kotzee, also an officialfrom the human settlements department,said due to staff shortages this was not possi-

ble. She explained for the 2012/2013 financialyear, the City was supposed to receiveR213m from rentals.

Of this amount R66m was written off to as-sist those who receive indigent grants. Andof the remaining R147m only R57m was re-covered.

In the presentation, Kotzee outlined the ef-fects of vandalism, gangsterism and illegaloccupation of rental stock as areas of con-cern.

Councillor Simon Liell-Cock questionedwhat the department was doing about the il-legal spaza shops in rental units.

He explained shop owners did not have the

necessary land use permissions and allegedmany were being used as a front for illicitactivities.

“Why can’t we just close them down?” heasked.

Kotzee responded saying due to a decisionby mayor Patricia de Lille, this was not pos-sible.

She said spaza shops were viewed as asource of income for families and the safetyand security department was banned fromtaking action against shop owners occupy-ing rental stock.

“[De Lille] has put a ban on such action,except in cases where liquor and drugs are

being sold or where firearms are beingkept,” Kotzee added.

Councillors also posed tough questionsabout work carried out by contractors ap-pointed by the City.

Liell-Cock questioned whether the depart-ment was keeping a watch on shoddy work.

Francke said she often got called out whencontractors had not completed the work ade-quately and requested the department lookat employing locals to carry out the work in-stead.V What are your thoughts on the maintenance of rent-al stock? Plans for the development of a multi-agency law enforcement facility atMiller’s Point will soon commence.

According to Belinda Walker, MayoralCommittee member for Community Servic-es and Special Projects, they are in the proc-ess of appointing consultants to start plan-ning the facility.However, this, she says, is dependent on

availability of funds.Speaking during the SouthPeninsula Sub-

council meeting last week, chairperson Fe-licity Purchase said there was progress asthe structures had been vacated.The City is now investigating what to do

with this area under the guidance of theDraft Resorts Management and Develop-ment Policy.This policy, Walker explains, will guide

how the City can leverage tourism industryexpertise and investment to increase thetourist value of these resorts and increaseeconomic spin-offs for coastal areas.“It emphasises the importance of respon-

sible tourism practices and provides guid-ance on increasing the social value of resortsthrough providing environmental educa-tion, youth leadership and other develop-mental programmes,” she adds.Asked about the particulars for the new

law enforcement facility, Walker explainsthere is no suitable facility for the City andSANParks’ law enforcement agencies deal-ing with the coast.“Miller’s Point is well located and pro-

vides a good access point for the launchingof craft by the law enforcement agencies.”The facility is set to be located in the area

above the slipway before the road starts toslope.Walker says during the planning phase,

the needs of the different units will be estab-lished in order to inform the planning of thebuilding.

The size and features of the facility havenot yet been established.Walker says the cost of development and

timelinewill be determined during the plan-ning phase.She further adds: “No specific improve-

The City of Cape Town’s Water and Sanitation Department will be completing a newconnection between the existing and the new 300mm diameter water main that is currentlybeing installed as part of the Muizenberg Main Road rehabilitation project (Phase3).

The 300mm diameter water main in Main Road, Muizenberg will therefore be shut offbetween 08:30 and 16:00 on Tuesday 4 November 2014.

This will result in the disruption of the water supply to the area above Muizenberg MainRoad from Atlantic Road to Bailey’s Cottage in Muizenberg. High lying properties along theMain Road between Muizenberg and Clovelly may also experience low pressure during thisshutdown period.

Residents are requested to store sufficient water in clean, sealed containers for their domesticuse during this period.

Residents are also requested to keep their taps closed to prevent water wastage or waterdamage when the water supply is restored.

The City apologises for any inconvenience caused.

Councillors at the South Peninsula Sub-council packed away the heavy agen-das for a few minutes and enjoyed a

light-heartedmoment as the Shark Spotterscrew handed over the Eco InnovationAward.The award was presented to the Shark

Spotters and the City of Cape Town for theshark exclusion net at Fish Hoek Beach.The team filled the subcouncil chamber

last week to hand over the award to chair-person Felicity Purchase.In her talk, coordinator Sarah Titley ex-

plained the trial commenced in March 2013and ran until May 2014.During this time, she said theyhad 130 de-

ployments and the net had helped to deterseveral shark species.Titley said the net also helped to make

bathers feel safer when visiting the beach.She explained the crew had no previous

experience in deploying the net but haddone a great job.Purchase said she was proud to receive

the award and explained how the idea origi-nated in subcouncil.She explained it started with the idea of

using treknets and evolved from there.“This project shows how innovation, de-

sign, brainstorming and good public partic-ipation can respond to these sorts of eventsand so I am rather proud that we managedto come up with an exclusion net cateringspecifically for our beach,” Purchase saidproudly.

A Masiphumelele man died in a firewhich ripped through four dwellingslast week.

In the early hours of Wednesday 23 Octo-ber, frantic residents called People’s Postand said they saw Zimkaycase Ndabeni’shome go up in flames.“There is a fire, a man is dead,” reported

resident Mlamli Mbombo.Speaking later that next morning Mbom-

bo explained the fire broke out in SectionD of the area known as the Masiphumelelewetlands.“We don’t know how it started, but no-

body else was hurt,” he said.According to a report from the City of

Cape Town’s Disaster Risk ManagementServices the fire was reported just aftermidnight.Spokesperson Wilfred Solomons-Johan-

nes says four emergency vehicles were dis-patched from the Fish Hoek, Simon’s Townand Lakeside fire stations to the incident.“Upon arrival the emergency services

found four shacks alight. The fire destroyedthe entire contents consisting of beds, bed-ding and personal items with an estimated

value of R28 000,” he says.Solomons-Johannes says they suspect the

deceased man was either asleep or trappedwhen the fire broke out.“It is suspected that the fire was caused

by an open flame left unattended which ig-nited the bedding,” he explains.Solomons-Johannes says the man suf-

fered severe burns and the remains werecertified and handed to Ocean View police.Eight people were displaced by the fire

and men could be seen carrying the burntitems and clearing the area.The report also states the fire did not oc-

cur in the area which was recently re-blocked.However, it happened in the roadway

leading to this section.“Teams were deployed to provide food

parcels, clothing, blankets, vanity packs,mattresses and buildingmaterial to the firevictims,” Solomons-Johannes adds.

Crime and grime at the Glencairn quar-ry will soon be a thing of the past.

This follows a plan by the City ofCape Town to have several derelict build-ings demolished.

Speaking during the South PeninsulaSubcouncil meeting last week, district engi-neer for the City, Brendon Fortuin, said inresponse to questions posed by councillorsthat they had received approval for the dem-olition.

City Mayoral Committee member forTransport Brett Herron says this was ob-tained on Monday 22 September but no deci-sion has been made about when the demoli-tion will take place.

Herron gave a comprehensive overviewof the history of the quarry which firstopened in 1898. In 1901, James CunninghamGraham arrived there to install machinery.

“The stone from the quarry was used forthe extensive road construction which tookplace in Cape Town at the time. The Divi-sional Council operated the quarry until1914, at which point there was a gap in oper-ation until 1918,” he says.

The quarry was reopened by Strong andMoore who re-equipped the workings andoperated until 1978. The quarry was closedin 1978 due to environmental concerns andwas later leased to the False Bay ShootingRange.

Throughout the year, residents raisedconcerns about the occupation of the quar-ry buildings by squatters.

In March, Fish Hoek Community PoliceForum (CPF) chairperson Tony Bullockwrote a letter to subcouncil saying thebuildings are “frequented by street people

and drug addicts and is a filthy mess”.Herron says in addition to numerous

complaints about street people and anti-so-cial behaviour, the compromised structuralintegrity of the infrastructure could causephysical harm to the public and motorists.

“The steepness and instability of the sur-rounding slope could aggravate this. Weproposed the demolition of the infrastruc-ture with the objective of improving thesafety of the road users and those residingin close proximity to the quarry,” he ex-plains.

For the demolition, Herron says thebuildings are derelict and vacant.

“The concrete crushing plant hopper, ma-chine bases and some rooms are all that re-main of the old quarry. The remainingstructures are in a very poor condition dueto years of rain, the slope and neglect,” hesays.

As part of the demolition application, anindependent heritage study was conductedand found the buildings had no heritage sig-nificance.

Herron says the City plans to demolishthe top structures of the buildings but notthe foundations. The cost of the demolitionhas yet to be determined.

Herron further explains the demolitionmethods used would not require any blast-ing and would most likely include the useof excavators.

“Health and safety regulations will havea strong influence on the procedures to befollowed on site and risk assessments of theproposed demolition will be done and ap-proved prior to commencement of anywork.”V Share your concerns about the quarry. These ‘hot shots’are all fired upFire and rescue services are gearing up

for summer, when temperatures andstrong winds promote the spread of

blazes.Last summer, firefighters attended to

over 5 000 structural and vegetation fires.

The City of Cape Town has 900 profession-al firefighters who can be called upon formajor incidents.

Of these, a minimum of 240 are on dutyper shift and available on a 24-hour basisat the 30 fire stations across the city.

These numbers will be bolstered by 120seasonal firefighters who form part of theso-called “hot shot” crews, used primarilyto fight vegetation fires.

Over 400 hopefuls were put through theirpaces in recent months.

Applicants needed a Grade 10 certificate,police clearance, and were required to com-plete numeracy and literacy tests as well asa physical trial which required them to run2.4km in 11 minutes, carry two 20kg drumsfor a distance of 100m and do 30 push-upsand sit-ups in less than a minute each.

The first batch of seasonal firefighterswill be on duty from Saturday 1 Novemberand the second batch from Monday 1 De-cember.

Their contracts will run until the end ofApril 2015.

In addition, 19 reservist firefighters havenearly completed their first course and willbe ready for deployment in December.

Meanwhile, council appeals to the publicto report any fires to its public emergencycommunication centre on 107 from a land-line or (021) 480 7700 from a cellphone.

SRA: ‘Row over cabins’The article “‘New row hits SRA” (People’sPost, 7 October) refers.I visited the St James cabins.The photos show a section of the floor of

one of themany cabins – some ofwhich [con-tain] human faeces used for bonfires.Thehole in the scorched floor haswidened

in the last three weeks, indicating repeatedmisuse. Are more damages required beforethe cabins suit council’s definition of van-dalised facilities?We do not believe council has played open

cardswith the residents andwith theSpecialRatings Area (SRA): it has surreptitiously –and irresponsibly – left the beaches, poolsand harbour without security guards on thevery day the SRA “took office” and simulta-neously with the annual escalation of mu-nicipal rates.We doubt whether the SRA pavement-

strolling security officers will constitute ef-

fective replacements for the security guardsdedicated to the above three vulnerablepoints, deployed by council over the last sev-eral years.All promises of additional or better servic-

sets of the City and have been a part of theSt James Beach experience for many years.The damage to the cabins has been reportedto the relevant department who will attendto the repairs in terms of their list of priori-ties. The value of all City assets exceed bil-lions of rands, and the allocation of fundingfor repairing damages and allocating securi-

ty services takes these values and risks intoaccount when determining the priority list.The cabins and beaches are City matters

and only the City deals with them.The existing 31 SRAs are created at the

wish of the community to provide a higherlevel of municipal services in their area asincluded in their approved business plan.None of the 31 business plans include thetaking over of any municipal services thatmay be reduced or terminated (for City busi-ness reasons).The SRA business plan drives its budget

and therefore its expenditure. Any insinua-tion that an SRAwould be created to replacea City service is not supported by the legalframework determining the roles and re-sponsibilities of the City and the SRA.The only improved services the 31 SRAs

promised for 2014/15 are those included intheir 2014/15 business plan and budget.

Find solution to taxi troublesSome food for thought for taxi drivers in Si-mon’s Town: please realise not every singlepedestrian is wanting a taxi.Realise that if someone needs your servic-

es they will wave you down. Please can thetraffic department or Law Enforcementstart doing more blitzes in the area.The roads are too narrow for taxis to just

stop wherever and whenever they want;there are also toomany taxis in the townandas a result theyare vying for business and hooting and

harassing anybody they see walking downthe road.I understand they are providing a service

as public transport is limited, everyone de-serves to make a living and it is a constitu-tional right. But it ismy constitutional rightnot to be harassed when having a quiet lei-surely walk to a shop or going aboutmy ownbusiness. Regretfully we bought a housenext toMain Road.Many years ago the townwas very peacefulbut that is not the case anymore due to an-

ti-social unnecessary taxi hooting. There is

one particular taxi that has a conductor onboardwhohangsdangerously out of thewin-dow and whistles and shouts – a practicethat starts in the morning until the eveningand becomes extremely annoying, every 20minutes daily.[Here are] a couple of suggestions to pave

the way forward. Limit the number of taxisin theareaandre-route someof them,maybeinstitute a bylaw whereby taxis are only al-lowed to stop and pick up passengers in des-ignated places like at bus stops or create taxipick-up/drop-off zones. If possible increaseMetro Police and Law Enforcement pres-ence in the area. Start fining driverswhoarecaught hooting, harassing and making ex-cessive vehicle noise and stopping as tocause danger to other motorists.Hopefully there can be a resolution to the

problem. If it continues I suggest you revertto a few years ago where taxis from outsidethe area were not allowed to operate and weonly had the services of a local taxi compa-ny.ANONYMOUS
