These issues were discussed at a general meeting on Tuesday 15 July. The meeting was attended by residents, as well as the local police from Mowbray, Clare- mont and Rondebosch police stations. Claremont cluster commander Colonel Jo- hann Ellmann says service delivery at the police station requires a revamp to ensure that feedback is given to people who have been affected by crime regularly as well as to ensure that police officers and detectives follow up on investigations. “If we find that officers are not following up on cases or giving feedback when they are required to we will act on it immediately and a disciplinary hearing will be held,” he says. Ellmann says one of the reasons why crime is on a high is due to the fact that po- tential suspects are free to roam the streets in any community. “Our hands are tied as we cannot random- ly stop and search people. We need to have probable cause before we can stop someone and search them or look through their be- longings on their person,” he says. Ellmann says many of the crimes take place during the day when residents are at work. “Criminals have the opportunity to ob- serve residents’ behaviour and patterns and once they have that figured out they pounce on the opportunity. Ellmann says during winter nights crimi- nals take advantage of the weather. “They know residents are not likely to come out of their homes when it is raining. This makes it easier for them to break in to cars and to escape into the night. It is there- fore important to be alert at all times,” cau- tions Ellmann. He says police have however picked up that many criminals wear a certain brand of clothing when committing a crime. He has therefore advised their officers to visit the holding cells at the three different police stations and to take note of the sus- pects as some of them may be linked to other crimes,” he says. Ellmann says sometimes the facial fea- tures of a suspect is not enough to identify them, but if the public or residents can de- scribe their clothing, police may find a con- nection. “Sometimes criminals wear the same name brand clothing when commit- ting a crime,” he says Ellmann says this is something unique to that individual. If an officer has this on record it would be easier for them to find a link to the person who may have been in- volved in a similar crime wearing the same clothes. “It is vital that they note everything about the suspects in the cells for future ref- erence,” Ellmann adds. Residents are advised to report suspicious behaviour or people to the police. “If they are not happy with the response they are wel- come to contact or visit the police station and demand to speak to a senior police offic- er who can take the matter forward.” LITTLE BIT OF HEAVEN: Staff members of Chevron were out in full force on Monday at the Heaven’s Nest care home for children in need as part of their week of caring leading up to International Mandela Day tomorrow. Eleanor Bester, the project manager of Heaven’s Nest, says it welcomes the interest of Chevron at the home. “We hope this iniative becomes a longstanding partnership with Chevron and the home. Help get the homeless through winterwith U-Turn’s new winter campaignwhich seeks to “Givemore thanablan-

ket, I want a life change”.The aim of the campaign is to raise sup-

port for those coming off the street.The web-based campaign was officially

launched in the begining of this month.Sam Vos, director of U-Turn, is asking

people to consider sponsoring homelesspeople on their Life Change programme.The programme is a work-based therapy

initiative which allows those coming off thestreet the chance to develop through profes-sional work experience and carefully de-signed rehabilitation sessions.“The fierce Cape winter has come with a

biting wind and buckets of rain and it is atragedy that people are living outside insuch deadly conditions,” says Vos.“The cold softens our hearts towards the

homeless and compels us to do ‘something’to help.”Vos says the easy answer is blankets.

While the shelter of a blanket gives warmthfor the night, whynot givewarmth for a life-time? he asks.“Imagine you were the one that finds

yourself on the street. Regardless of whatbrought you there, wouldn’t you want helpto get off the street [and] not just [be] handeda blanket?” Vos challenges.Although his statement may arouse some

anger Vos feels it too because, he adds, “itwill always be easier, cheaper and feel bet-

ter to just give a blanket and call it [being]good”.“We are saying, don’t stop there, give

something that last a life time. Help peoplemove off the streets [and] not just be warmwhile they are there. This campaign is try-ing to give the community a tangible wayto give something that lasts,” he explains.Vos explains that U-Turn has been work-

ing on a solution to homelessness for 17years.“There are many steps to the process, but

the heart of the change is in the Life Changeprogramme,” he says.This is a six-month to three-year pro-

gramme which offers sheltered employ-ment in one of their social enterprises, theU-Turn Charity Stores.He further says this “real” work experi-

ence in retail is the platform their occupa-tional therapist uses to direct personalgrowth.Participants also receive indepth train-

ing in life skills (like money management,or how to handle conflict), IT skills and one-on-one assistance from the occupationaltherapists for their individual needs.“The cost of running the programme is

high, but we will cover the whole of thiscost, if the sponsorwill cover the take-homestipend (used for food, accommodation andtransport) that is paid to every participant,”Vos says.The stipend is R2100 amonth for one year,

and will act as the salary participants earnwhile receiving real help on the pro-gramme.“Although people join at different points

of the year,” he says, “we aim to enrol eachperson a minimum of six months, but arefinding, much like a college education, thelonger the participant is involved the great-er level of development.”Vos says the support from the public is vi-

tal as they are dealing with people’s lives.“How society handles those in need is so

crucial. It is important that we act in waysthat truly bring about change. We want tooffer people a concrete way of getting in-volved in this change,” he adds.There are three ways to respond to this

campaign.The first step is to signup to become aLife

Change sponsor.If people choose not to sign up they are

asked to consider giving a one-off donationtowards the programme.The third step is to help spread the mes-

sage of how to help the homeless construc-tively to family and friends.There are currently 15 full-time rehabili-

tation positions on the Life Change Pro-gram.Vos says to date there are four members

who are being sponsored.“People are always welcome to visit our

U-Turn Stores and engagewith those peoplewho are on the programme as they find itexciting and encouraging to hear the testi-monies of those making change in theirlives.“But we will use confidentiality when it

There are just eight more days forsouthern suburbs residents to havetheir say on a new project by the Pas-

senger Rail Agency of SouthAfrica (Prasa).Plans to improve the management of

trains has seen Prasa apply to the nationalDepartment of Environmental Affairs toerect signalling masts in rail servitudes at21 stations across Cape Town.According to the background document

by environmental consultants Envirow-orks the masts are aimed at managingtrains and traffic on railway lines.Three masts are proposed for the south-

ern suburbs. According to the report, theywill be situated at Claremont, Wittebomeand Heathfield train stations. They are setto be 30m high.However, the two proposed masts in St

James and Clovelly stations are set to be15m tall.In addition, antennas will be attached to

these masts.According to the report therewill be addi-

tional equipment which will be housed bycontainers.“Electricity supply and access roads to

the different sites already exist. The struc-ture will cover a total area of about 80m²and will be enclosed by a palisade fencewith a height of 2.4m,” the report reads.For these proposed masts an environ-

mental basic assessment process is re-

quired under the National EnvironmentalManagement Act (Nema).“The main objective of a basic assess-

ment is to ascertain the impacts of a pro-posed development on the affected environ-ment and to establish if identified impactscan be effectively mitigated or reduced,” itcontinues.Residents are now required to register as

an interested and affected party to be keptup to date with the project information.Under Nema, Prasa has also applied for

an exemption from publishing notices, thefinal decision and appeal details in newspa-pers.Wittebome resident and commuter Jean-

ette Stoffels says she found a pamphlet inher letter box notifying her of the plans formasts.She says notifications and information

have beenmade available atWittebome sta-tion but says she is not keen on the propos-al.“There is no information about the ef-

fects on people and the environment. Wehave no idea of how this will improve thetrain service and we need more informa-tion,” she says.Stoffels saysmany residents will register

as affected parties to source more informa-tion.Prasa and Metrorail were unable to an-

other has received calls from a unknownman claiming to know her “deceased” do-mestic worker.In the most recent incident Shirley Al-

dum, manager of Rondebosch CommunityImprovementDistrict says a resident calledher onSaturday 12 July to report that amantried to con her out of her money afterclaiming that her domestic worker died.Aldumsays the resident told theman that

she did not believe him and put down thephone. He immediately called her back andbecame aggressive trying to convince herthat it was a real call.“I suggested to her that she does not en-

gage in any conversation with him, shouldhe call her again,” she says.She further advised the woman to appeal

to her domestic worker not to give any per-sonal details to anyone and to request theircontact details to return the call.Aldum says this is a cruel scam that is

pulling on peoples’ heart strings. “It can beextremely traumatic for a family to heartheir domestic worker has died in a horri-ble accident, only for them to appear atwork the next day,” she says.She advises residentwith domesticwork-

ers to ensure they have all their details andthose of their next- of-kin.“Theywill thenknow if someone is trying

to con them if they receive a call to informthem they need to make a financial contri-

bution to their domestic worker’s funeral,”Aldum says.Warrant officer Lyndon Sisam, spokes-

person for Rondebosch police advised resi-dents to get to know as much as possibleabout their domestic workers’ next-of-kinand request contact numbers.He adds some con artists pretend to be

government officials, SARS representa-tives, retail store and bank representatives.During another incident which occurred

on Sunday 6 July at 08:00 an unknown per-son called a resident claiming they needmoney to inform the family back home ofthe domestic worker’s death and to arrangefor a funeral.Sisam says the caller informed (the resi-

dent) to deposit R3500 at a national chain-store. The distraught complainant deposit-ed the funds, but on Monday 7 July the do-mestic worker reported for work as usualand was totally oblivious about the caller.

“When confronted with such a scam weadvise the employer to confirm the deathwith a family member or request a deathcertificate as proof,” Sisam adds.Jonathan Hobday, chairperson of the

Mowbray Community Policing Forum,says this is an old scam.“The scam catches people off guard and

they sympathise with the caller and give into the scam,” he says, adding people are gul-lible and fall for it.“My advice iswhen you receive a call like

that brush it off, but make sure to checkwith your domestic worker that she is aliveandwell. It could be true that your domesticworker may have been seriously hurt ormayhavedied, butdonot fall for this scam.”

attention of South AfricanBaseball Union scouts whenhis heavy hitting guided theWestern Province under-15side to victory at the inter-pro-vincial tournament earlierthis year.The Plumstead High School

pupil is relishing his chance toswing at the pitching of someof the most talented players in the world.“I feel very privileged to represent SA,

but I also feel a lot of pressure because weare the first junior team to participate atthis tournament. Now we have to set an ex-ample for everyone,” he says.“We are currently ranked 31st in the

world and we would like to improve onthat.”Conradie has been a member of Thistle

Baseball Club since the age of seven.He first got involved after seeing the club

in action at its fields and was instantlyhooked when his bat’s barrel first connect-ed with the baseball.The 15-year-old started achieving soon af-

ter joining Thistle, with his first majorachievement being his inclusion in theWestern Province under-12B team in 2009.He was selected for the WP under-14A last

year and his stand-out per-formances for the Provinceunder-15 side this year led tonational selection.Last season the young pow-

er-hitter stepped up to This-tle’s first team to play in thePromotional League and hehas adjusted to the higherstandards with ease.Thistle president Garth

van Eeden says the young-ster’s desire to learn is whatsets him apart from otherplayers.“Brady is (on ahigher level

than other players in) his agegroup. There is a lot of roomfor improvement, but hishumbleness makes him bet-

ter than the rest,” Van Eeden says.“He takes the game in his stride and he

listens to the advice he is given. That’s themost important thing – to always stay hum-ble and want to learn. In my opinion he isone of the top two or three players in theSA team.“He is one of the players who stands out.
