PIPAR-Annual Report- 2013-14 1 2013-14 PEOPLE’S INSTITUTE FOR PARTICIPATORY ACTION RESEARCH - PIPAR INTRODUCTION : The small but powerful initiative for protection of forest, ensuring rights over land & local natural resources and establishing dignity of women in a tribal pocket i.e. Sorisiapada of Gondia block, later grew into a people’s movement which spread over the entire district and the State. This people’s movement institutionally shaped as People’s Institute for Participatory Action Research (PIPAR) in the year 1981. It started with the belief that any developmental process would be effective and successful to the extent it could raise people’s capacity for self-reliance. Hence its activities are driven with the philosophy that people are the final arbiters of their own development. Accordingly the process involves common-awareness, analysis, mobilization & action-participation of the people. And a key strategy is mutual sharing and utilization of people’s knowledge for a sustainable development. OPERATION - Thrust & Physical: PIPAR at present is intensively involved in the improvement in livelihood standards of 50 Adivasi villages in Kamakshyanagar, Kankadahad and Bhuban blocks of Dhenkanal district. Similarly empowerment of women Panchayati Raj members in particular and capacity building of all potential women leaders in Dhenkanal district is the other major drive. Besides, PIPAR is extending meaningful support to the district forest federations of Dhenkanal and Angul districts and state level federation(s) of PR members. The youth groups are focused under leadership building, in-land fishery and skill building (entrepreneurship) training. PIPAR as a District Training Site for NRHM (National Rural Health Mission) Dhenkanal is continuing capacity building training for the ASHAs of Dhenkanal district. VISION : “An alternative people-centered society based on the human values of Justice, Peace, Solidarity, Equality, Participation and Self-reliance.” MISSION : • Working for protection and promotion of women’s right and dignity. • Promoting socio-economic status & self-reliance of tribals, farmers and weaker sections with collective action & gender participation.

• Ensuring food security through sustainable utilization of local natural resources like land, water, forest and skill etc.

• Facilitating effective participation of people in Local Self Governance system & grass-root democracy through capacity building.

OBJECTIVES : • Educate, assist and establish organization of poor, youth and women to enable

them realise their creative faculty for their socio-economic development. • Raise people’s capacity through organisational activities, common awareness &

self-reliance and exposing them to the realities of their social perpetuation. • Protect and promote human rights especially women’s rights. • Initiate various kinds of people’s activities for protection of forest and environment

and take up related activities with the people as organized groups; • Take up various economic activities by mobilising the locally available resources to

increase the income of the individual and of the community production. • Secure self-reliance and sustainability in achieving secured livelihood through true

participation in and proper implementation of local self-governance system. IMPLEMENTED ACTIVITIES: (Apr, 2013 - Mar, 2014) Implemented activities & the processes followed during the financial year 2013 –2014 are presented below. Project wise activities and progress thereof is placed separately, so that specific achievements and their measurement be visible and necessary strategic amendments/follow-ups can be planned & adopted. INTEGRATED SUSTAINABLE DEVELOPMENT PROGRAM : PIPAR as a partner member of ODAF (Odisha Development Action Forum) has initiated an integrated development approach in 50 tribal villages of Kamakhya Nagar, Kankadahad & Bhuban Blocks of Dhenkanal District with an objective to strengthen people’s organisations (both women & men), arrange sustainable secured livelihood, ensure better community health and mobilise communities to exercise their rights for a dignified living. The communities focused are Juanga, Munda, Sabar tribes and few are Dalits. Among these families 40% do not have homestead land records and 80% of the totals do not have food security for 12 months of a year. Hence considering the whole context, plans have been made by the women & men from the community to address the situation.

As a result of our need based intervention with active participation of the focused communities and convergence with developmental schemes of the Govt. a lot of changes occurred among the focused Adivasi families of 50 program villages in the last decade with regard to their education, health, income and social status of women. With limited resources we have initiated model social empowerment and food security activities but still survival problems like, inadequate food, shelter, health services, basic education, campaigned with deforestation, low family or community asset etc. are very much there. There is a need to transform the existing sustainable means towards realizing social justice and economical upliftment. Details of activities implemented during this reporting year are: EMPOWERMENT : Educational Assistance: Low literacy not only restricts the Adivasis to participate efficiently in developmental process but also contributes to their socio-economical vulnerability. Unfortunately literacy rate among Adivasis in general and Adivasi girls in particular after several steps by the Govt are low. To address this PIPAR earlier has opened Schools in 20 villages but now instead of running schools, PIPAR supported education materials like text books to 60 9th standard students (Boy-34, girl-26) and other materials like note book, pen, pencil, rubber, geometry box etc to 157 students (Boys- 79, Girls- 78) from 1st to 10th standard. This sort of facilitation was productive in ensuring 100% enrolment and participation in final examination and the retention rate is about 98%. To ensure co-operation of parents & teachers and manage the schools smoothly, parents meeting are regularly organized. During this period 1 parents meeting with 140 parents from 49 villages organised and one sport meet also organised with 300 students (Boys-176, Girls-124) from 50 program villages. The sports meet was the only opportunity in the locality to exhibit the talents of Adivasi boys and girls and they were motivated to develop their skills.

Strengthening PRI Training & Meeting/Support: PIPAR as a part of its mission to strengthen “Local Self Governance system, PRIs” with special focus on active participation of women has continued its effort during this reporting year. Primary focus of our intervention was to empower the communities as well as the elected PR representatives so that they understand their role and powers and plan accordingly with the communities to fulfil their real needs. To educate, make aware and sensitise the village women & men as well as the elected PR members on trafficking, liquor, PDS, and patriarchy in PR system, 12 nos of cluster level meeting organised with 200 members. Similarly 2 federation meeting of women PR members at block level organised with 25 members and at the district level 3 district level federation meeting organised with 90 women PR members. Issues discussed at block and district level are mis-utilisation of GKS funds, female foeticide, rest room for women at block office, two child norm, reducing girl child sex ratio and domestic violence against women. Support to People’s Network : To ensure community engagement (both women & men) in all development decisions and program implementations, Community based organisations of women & men have been formed in all the 50 project villages along with 4 Regional committees in 4 clusters and 1 Central committee at the project level has been in operation since long back. These POs/WOs meet regularly to discuss on issues like education, MNREGA, forest, land, health, agriculture, wage and Govt schemes. With the objective to advance the community plans to the appropriate level and make meaningful follow-ups, fellowship to 4 Adivasi leaders is continuing in order to ensure their meaningful time for network activities. SUSTAINABLE LIVILIHOOD: Any capacity building or empowering initiative would be successful when people have food for round the year and surprisingly about the 80% of the families we work with in this project do not have food for 9 months a year. The pressure to collect food not only isolates them from development mainstream but also helps in further accumulating poverty. To break this chain and ensure food and income security, selective land based activities have been planned and implemented with 107 families of 3 villages. Earlier we have been quite successful in this approach. The activities and results achieved during this action-year are:

Agriculture Assistance: Prior to our support intensive land based planning have been made with individual families and basing on the type of land, local skill and marketing potential, these farmers have been supported first to fence their crops and followed with crop & vegetable seeds, seedling and manure to undertake crop with judicious use of available water. Crop wise & family wise monitoring is done to ensure timely action and higher production. During this period 27 families from 3 villages have been supported with seed and manure for crops over 5.27 acres of land, and the support details are arum 2184 kgs, yam 350 kgs, bodi 10.8 kgs, pumpkin 0.9 kgs and cow dung 210.7 qntls and during winter another 27 families supported with seeds like Potato- 1550 kg, garlic- 140 kg and cow dung 129 qntls for cultivation over 3.72 acres of land. Sustainable Agriculture Training: Farmers have been constantly motivated and educated for use of bio-fertilizers, natural pest control, crop preservation, seed processing, seed storage, land and seed treatment and use of appropriate spacing for different crop varieties so that they get maximum benefits from limited resources. In this period 100 farmers (64 men & 36 women) from 50 villages imparted training on crop management. Forest Protection & Conversation: Forest is considered as the living kitchen of Adivasis and PIPAR from its inception has been intensively focusing on forest protection by communities. In the project area 795 no of families from 38 villages protecting 10127 acres of forest and collecting all their fuel wood, house repairing materials, agricultural implements from the forest, collecting NTFP and forest sepsis foods. Village level meetings are regularly organized to ensure smooth protection & management. Income Generation Training (women): Activities under this category are planned for the enhancement of skill, leadership and income of Adivasi women as well as land-less families of our

program area. During this period 12 landless families have been supported with 4 nos of sheep each in order to enhance their income and food security. Necessary animal rearing skills will be provided to the families. Women development committees have been formed and active in all the 50 villages, adolescent girls have also formed Kishori Mandals in 5 villages and a total of 91 women Self-help groups (SHGs) have been formed, capacitated and made involved in production, marketing and other developmental interventions of the village. During this period 60 women SHG members from 30 SHGs of 18 villages imparted training on group management, record keeping and managerial skills. COMMUNITY HEALTH: Health is matter of concern among the Adivasis and Dalits as poverty, lack of information, food shortage, poor education, insufficient health infrastructure etc are basically responsible for their poor health condition. Senior citizens, mother and childen are the most victims of the situation. Secondly the herbal medicines those were used earlier are no more available as the forest patches get degraded. With this background, our intervention with regard to health was to develop community health situation through creating intensive awareness on causes of various diseases, use of herbal medicines and build trust on modern health services and with special focus on mother, chidren and adolescent girls so that they understand the cause of illness and take appropriate measures. Specific activities implemented during this period were: Health Awareness Training: The women in the Adivasi community hardly get any opportunity to learn about child care. Similarly the adolescent girls have no scope to learn about their body, body care, reproductive health care, effects of early marriage etc. with this backdrop our society expects them to be good mother and citizen. To address such a challenging issue, we have continuously organized training for the women and adolescent girls on health & reproductive health care. In this period 50 and 50 girls from 50 program villages have imparted training on health and reproductive health care.

First-aid Kit: Normally rural people ignore minor injuries, burns and health problems those some of them in future turn to major health hazards. As the health centre and medicine shops are far from the villages the general tendency develops to ignore minor health problems. To address these problems first-aid kits with common medicines were provided in 3 villages. During this period first-aid materials were provided along with support to 3 village health workers to look after the kits and 315 persons have benefited from the kits. Kitchen Garden: To promote community health, address cases of malnutrition and develop the habit of consumption of green vegetables, the practice of kitchen garden has been introduced within our community health initiatives. During this period vegetable seeds of 6 varieties have been given to 139 families of 3 villages and all of them have cultivated systematically as per the inputs given during meetings organised with the families earlier. ADVOCACY : Issue Based Documentation & Publication: To encourage the CBOs through highlighting successful community interventions and at the same time providing them development & policy related information in our program area, a half-yearly bulletin named ‘Gaon Khabar’ is regularly published and distributed. During this period 200 copies of 1 issue has been circulated among the members of 50 villages with special focus on PRI, MGNREGA, FRA, Legal-aid, agriculture, health, Govt schemes and other regular features. Issue based meeting: 4 nos of Regional committees (RC) having both women and men members from 50 villages and 1 central committee with members from these 4 (RC) have been in action to discuss on their developmental and rights related issues. As such 4 nos of regional and 1 no of central meetings organized. These meetings reflected on construction of village road, electrification, drinking water, FRA matters, crop damage

by elephant and social welfare schemes for the village. 4 meetings at the state level organized where our staffs and network members participated and discussed matters related to Adivasi policy, water initiatives and strengthening the district and state network. TRAINING AND CAMPAIGN ON WOMEN RIGHTS: PIPAR as a member of NAWO (National Alliance on Women) Odisha chapter has implemented the following activities in the direction of empowering community women in order to understand and assert their rights in development programs as well as protest any kind of violence against them and lead a dignified life in the society. The details being done with support from NAWO are presented below. Meeting/Training/Worksop – Violence Against Women: The DRC (District Resource Centre) of PIPAR is the first of its kind in the state which is continuously working for the rights and development issues of women. Although the situation during 20 years back and at present has changed significantly, many Acts, rules, policies and schemes have come favouring women but despite intensive awareness, stringent rules and judicial activism, the woos of women are not reducing rather increasing. To address violation of women rights and violence against issues, WRC has undertaken intensive awareness and capacity building activities along with legal and social counselling activities with the victimised women during this period. This has been done with the moral and financial support of NAWO, BBSR (National Alliance of Women). Engaging Youth to Address Violence: Youths are considered as the future citizen of the nation and to sensitise these vibrant groups on violence against women and built them as a social catalyst towards protection of women rights, workshop with college students organised in 2 colleges with 250 students participating meaningfully. As most of our college syllabus deals with academic knowledge, these students no where get opportunity to learn these important life teachings. District level Campaign on Trafficking: Dhenkanal is the second highest district in the state having low female sex ratio and at the same time trafficking of girls and women are also in rise in the district. Poor families are targeted by the traders and trafficking is mainly taking place giving assurance of

good employment or arranging marriage at a better place. Before the issue become wide spread, WRC earlier has undertaken awareness campaigns and during this period a district level campaign organised in order to sensitise the public on the issue as well as pressurise the police and administration to act strictly punishing the culprits. Around 100 members including PR members, students, SHG members and community representatives joined the campaign at Dhenkanal. Awareness Meeting on Property Rights: One of the major causes of women’s distressed status in society and home is that they never inherit any property. At home the property goes from father to son and at in-laws house the property goes from father-in-law’s to husband’s control. Hence a women does not have a house or land of her. Now the rule has been changed and in every property document putting the name women has become compulsory. To inform and educate the PRI members and community at the grass-root, panchayat level awareness meeting organised in 7 GPs of two blocks. 150 members participated in the meeting and all the members were provided with useful leaflets to spread the message among all members at their level. Capacity Building of PRI members: The 73rd Constitutional Amendment guaranteed 50% participation of women in the PRIs but many reasons contributed to continue the domination of male in the system. After continuous capacity building of women PR members by various NGOs and the Govt too, now women are contesting as independent candidates in panchayat elections. Our purpose of organising the training was not only to educate them on their role, responsibility and power but at the same time, being women to look after the violation of women rights and violence against women cases at their locality and take appropriate action to reduce and address such cases. 3 nos of workshops organised covering 3 blocks of Dhenkanal district with 135 PR members.

Advocacy for Implementation of Criminal Law: Considering the growing violence against women, many amendments and new acts are being formulated in order to protect the human rights of women and create no scope for the escape of the culprits. But there is very less scope for the women at bottom level, social activist, media persons, journalists, lawyers at the middle level to know exactly the law. Similarly administration also continues their traditional way of functioning. Hence to make a deeper analysis of the criminal law and create a pressure group to strictly implement the criminal law in case of violence against women- a district level workshop was organised with 45 participants from various corners of society relating to law and women rights. Counselling: Besides the capacity building and awareness activities on women rights, social, moral and legal supports have also been extended to 55 families registered with various types of atrocity cases at the district grievance cell. 13 cases have been amicably settled, cases of widows, mass rape, physically challenged women have been addressed and necessary support of Legal Front also been taken. As part of DIC (District Inspection Committee), working women hostels, girl students’ residential places have been regularly visited and necessary measures for improvement of their safety and site have been informed to Dist. Collector. Similarly fact findings, campaign on emerging issues have also been done relating to cases registered at the grievance cell. STRENGTHENING ELECTED WOMEN’S LEADERHIP IN PRIs: Since the devolution of powers to PRIs and 50% reservation for women in 3 tiers of PRIs enabled a lot of potential women leaders to participate as well as become a part of the self-governance process but ignorance of power & functions, lack of role clarity, non-cooperation of the system and above all the patriarchal attitude of the society created in-numerable obstacles before the elected women representatives (EWR) in their way to function. To build leadership, capacitate them and ensure a collective of the EWR in the district and address all the issues effectively, The Hunger Project (THP) assisted PIPAR

to undertake women empowerment program which was implemented in Dhenkanal Sadar and Kamakshyanagar blocks of Dhenkanal district. Federation of EWRs named “Alibha Federation” has already been formed and the present focus is to strengthen the federation to fulfil its mission and sensitise the communities to meaningfully participate in PRIs. The details of activities carried out during the calendar year are: Cluster Federation Meeting: Both the working blocks have been devided into 10 clusters for maximum participation of EWRs and smooth implementatioon of planned activities. During this period 30 nos of cluster level federation meetings were organised with 298 women PR members. Identified issues during the meeting were PDS, GKS, domestic violence, remuneration of PRI members, and trafficking, non co-operation of block officials. The cluster federation decided to inform the bank for monitoring GKS fund withdrawal, similarly it was finalised to collect detailed data on PDS for further action and the members submitted a memorandum for issues at block level. The last 3 cluster federation meetings focused on OBR (One Billion Rising) mostly to encouraging women to speak against violence on women. Block Federation Meeting: Like the cluster federations, two federations have also been formed at both the block level in order to address the identified issues at block level. During this period 2 nos of Block federation meeting organised with 44 members discussing issues like irregular & sub-standard food in ICDS centres, mis-behave to ICDS workers, non-utilisation of games materials at ICDS, irregularity in GKS fund use, trafficking, non-availability of wash room for women in GP and block office, corruption in social welfare schemes, PDS & mid-day meals etc. The members prioritised the issues for specific intervention and a detailed action plan with specific responsibility was given to each member to work on the issues at their respective localities. Besides the normal meeting, 2 nos of special block federation meeting organised to give a memorandum to the State PR minister on the 10 demands made by the EWRs.

Block Federation Executive Meeting: 2 nos of meeting of the executive committee members of block federation organised with 45 EWRs discussing the non-response of the legislatures on the demad on Food security, Two child norm and schemes for the single women. It was decided to organise a state level agitation on these issues and to make this process successful necessary cooperation of other EWRs would be necessary. Hence the federation decided to contact other district members on these issues. Issue Based Workshop: A two-days issue based workshop was being orgaised with 31 EWRs from two blocks in order to discuss in depth the status on Food security, ICDS functioning and violence against women in the working areas. The workshop intended to bring clarity among the members on these issues, its prevalence in the district and the action required at all levels to address these. Federation Management Workshop: A 3-days Federation management workshop was organised with Alibha Federation members of Kamakshyanagar & Sadar block. Total 36 EWRs participated in this workshop with the objective to get clarity on effective management of the federation, clarity on its rules/regulations, strategies for lobby advocacy, understanding on collective action and making the federation strong & effective. 4 nos of core issues those focused during the workshop were ICDS/Anganwadi, Food Security, Domestic Violence & Two child Norm. Using various workshop methodologies, the members prepared a list of actions and procedures to be undertaken for each issue.

District Level Convention: A district level convention of EWRs representing the Alibha Federation from Kamakshya nagar & Sadar blocks was organised with 78 members in order to share the successful stories of members those can boost the morale of other members and at the same time to strengthen the solidarity among the EWRs at the district level. EWRs from all the 10 clusters of both blocks shared their experience in addressing issues of harassment, liquor, non-cooperation from block officials and with commitment & confidence the members have succeeded the situations. GPRC (Gender Panchayat Resource Centre): GPRC have been opened in 10 GPs, 5 nos in Sadar Block and 5 nos in Kamakshya nagar and these centers are managed by the Alibha federation members. The purpose of GPRC is to provide useful information on rule, role and responsibilities at the PRIs, useful information on Govt development as well as welfare schemes, forms of various schemes and RTI form also. The members in GPRC while distributing forms also explain the procedures for applying it so that the poor people and women are no more harassed. While opening the GPRCs the local communities are also invited so that large numbers of people get the benefit of the GPRC. During cyclone Phailine the GPRC members in collaboration with district administration undertook evacuation to safety places and provide necessary assistance to the affected families. Similarly prior to the organising Palli sabha & Gram sabha at GP level, an Odia film “Ama Gaon Hoiba Suna) was shown in 7 clusters and the film highlighted the role of communities in developing their villages through participation in PRIs.

Media Interaction Meeting: To highlight struggles and difficulties faced by he EWRs in their day to day function and to achieve the support of media in strengthening the advocacy for fulfilling the demands of the elected women representatives, a district level media interaction meeting was organised at Dhenkanal with 35 participants including 8 media representatives. Media reporters asked many questions on the objective and functioning of the Alibha federation and assured with appreciation to accompany their struggle and requested to call them at any point for any assistance. In continuation of the process another Media interface meeting was also organised with 28 EWRs and 5 media persons. Orientation to ASHAs: As the district Dhenkanal stands second in the state on lowest female sex ratio, it has become a great concern for all those working on women issues. PIPAR being the serious on the issue has left no occasion/opportunity to sensitise the people. PIPAR being the district training site for ASHA training of NHM (National Health Mission), utilised the opportunity in orienting 92 ASHAs on the declining female sex ratio and the ASHA’s alone can achieve a lot in this context as they are the first person to notice and report a pregnancy. The participants expressed the social and medical contexts in sex related abortions and PIPAR assured them to extend all possible help at any point of time. Participation in State Meetings: 50 EWRs of Alibha federation participated in district and state level campaign on Anti-Liquor on the occasion of Gandhi Jayanti. One Naib-Sarapanch and 1 ward member participated in the National Sarojini Naidu Award distribution at New Delhi.

Highlighting Some Achievements :

? 3 nos of Domestice Violence cases were resolved by Kalyani Behera and Rekha

Sethy.

? Sale/use of liquor in Kankaahad market is totally stopped.

? 35 eligible families availed the food security thru special palli sabha lead by

Shanti Behera & other ewrs.

? The interference of block ALIBHA federation solved the long pending bills &

estimate of MGNREGS work of Kantapal GP now in progress.

? EWRs are now capable of interacting with district administration.

? Two nos of 10 point demand from both the block level ALIBHA federation is

given to panchayatraj minister marking copy to Chief minister & BDO of both the

blocks.

? Signature in blank register stopped. CAMPAIGN ON VIOLENCE AGAINST WOMEN (VAW) Educating the community as well as create intensive awareness on violence against women and mobilising all the stake holders at the community to react immediately against such incidence, a well structured and planned campaign was organised in 2 blocks of Dhenkanal district (Sadar & Kamakshyanagar). A well decorated mobile van with display of posters around it and songs on the theme of VAW played by sound system, moved hundreds of villages of both the blocks. During the journey students, village women and men, SHGs, EWRs and women groups were invited to listen the songs and look at the posters. Useful leaflet and booklets were also distributed in all the villages. Besides general campaign, street meetings were also organised at important points to give the message on VAW. After a 6 days campaign, a concluding convention was organised at district HQ with 45 EWRs and federation members. Around 5000 persons signed our register during the campaign while 6000 families were distributed with leaflets and posters.

. Lealet, poster, booklets were distributed, public meeting, audio visual shows were also organised. A sensitisation program was done with 100 high school students of Ranja High School. As a whole the community response to the campaign was overwhelming. CAPACITY BUILDING OF ASHAs (NRHM): PIPAR as a DTS (District Training Site) by the NHM (National Health Mission, Dhenkanal) has continued the training to ASHAs on Module 6 & 7 in Dhenkanal district. During this year Round 1 and Round-II for the ASHAs on module 6 & 7 completed for the blocks allotted to PIPAR. As per the planning made by NHM Dhenkanal, PIPAR has been assigned to conduct training for the ASHAs of HIndol, Odapada and Sadar blocks. In the Round-1 training, a total of 368 ASHA undergone training in 12 batches and in Round-II, 380 ASHAs participated through 12 batches. All the trainings batches are 5 days of duration with complete residential. Two nos of Trainers conducted each batch as selected and assigned by the NHM Dhenkanal. Besides the Module 6 & 7 training, one more training organised for 32 ASHA SAATHI for 5 days. The role of the ASHA SAATHI is to assist 40-50 ASHAs of their locality in monitoring and documenting their work. DISTRICT LEVEL PC PNDT PROGRAM: Considering the deteriorating sex ratio in Dhenkanal district which stands 2nd worst in the state, PIPAR in collaboration with DHH/NHM, Dhenkanal organised a one-day multi stake-holder interaction on PC-PNDT at Nursing training collexxge station road Dhenkanal. 126 participants including NGO activists, ASHA workers, nursing students, elected women PR members, SHG members and media people attended and put their voices on the issue. Legal and social experts from state PC-PNDT cell, lawyers and senior social activists and health authorities thru their deliberation presented the root causes and the cooperation required from all stake-holders to address the issue. COMMUNITY FOREST PROTECTION: The movement that PIPAR started to protect forest by communities in un-divided Dhenkanal district spread to entire 2 districts and more than 1600 villages came forward

to protect their forests and two strong federations came in 2 districts. The idea that if forest depletes the communities will face the worst not the Govt., worked excellently and now Dhenkanal and Angul districts are the first in Asia having largest number of communities involved in forest protection. PIPAR as the founding organization of these federations continues its support to strengthen people’s effort and ensure peaceful protection. Although PIPAR does not have any specific project to support the forest federation activities, but both Angul and Dhenkanal district federation members are regularly contacted, necessary information and guidance is provided and federation members at their own level addressing issues at their locality and participating in all state level events. STRENGTHENING LOCAL SELF GOVERNANCE (PRIS): PIPAR is the first organisation in the state which immediately after the 73rd Amendment of the Constitution on devolution of powers to PRIs, published and circulated the amendment in Odia in the entire state and continuously there after mobilised and organised the elected PR representatives to understand the law and participate effectively in the process. To ensure maximum devolution of power to PRIs and build the capacity of the elected PR members in the state, PIPAR took the initiative to form a collective of the functional PR members in the state and the OSPP (Odisha State Panchayat Parishad) was formed in the state. OSPP also got affiliated with AIPP (All India Panchayat Parishad) and the collective made several demands towards real devolution of power. As a result of continuous advocacy, the state govt transferred 29 points of power of 12 subjects immediately and the process continued thereafter. PIPAR being a part of its mission to strengthen Local Self Governance is working restlessly on PESA, Capacity building of Elected (Women) PR representatives and the Director of PIPAR is working as an advisor to the State Panchayat Parishad. INTEGRATED RURAL FISHERY TRAINING CENTER (IRFTC): The irony of industrial development is that when it promises industrial production and creation of employment opportunities, in the other side, it creates irreparable injuries to the nature and human being in the form of displacement, pollution of land, water, air and destruction of environment. About 400 villages living at embankment of river Brahmani and earning their bread through fishing in the river or using the water for crops are occupationally displaced caused by heavy water pollution. Realizing the fact, PIPAR started a model fishery training centre where the youths and women groups are regularly trained on in-land pisci-culture and the trainees are linked with district fishery department to establish their own fishery units.

INFRASTRUCTURES OF PIPAR: PIPAR has all the basic infrastructures to conduct its various activities and trainings smoothly. Some of the major assets and infrastructures those have been used at the moment are:

? Main office at District Headquarters, Field Offices – 3 numbers, Liaison office at Sate Headquarters.

? Fishery Training-cum-Demo Unit- (a) Fishery & Composite land farming, (b) Herbal Gardening, Vermiculture)

? Training Centre- 3 nos a) in head quarter at Dhenkanal, sitting capacity 100 and 1-dormitory and 3 double bed rooms, b) Fishery training center at Sundarpada with sitting capacity for 200 and 6 nos of double-bed rooms, c) Kamakshyanagar (Raibol) with sitting capacity of 75 and 2 guest rooms. All rooms are attached toilet and all training units are arranged with 24 hrs water and electric supply.

? Library & Reading-room (attached to main office) Communication:

nos. CONCLUSION: As the socio-economical, cultural and political context is changing constantly, it is more important for an organization and its human resources to be prepared to accept such challenges with appropriate skill and approach. PIPAR has been trying consistently to retrospect its own strategies, approaches and methodologies while building perspectives to go ahead with new ideas & understandings. In all the situations, PIPAR has always remained with the most marginalized section of the society. It was possible with the support of the local communities, dedicated staffs & volunteers, well wishers, Board members and the generous support of the resource agencies like, EED, THP, IRDWSI, NAWO, SIRD, Govt. of Orissa, Govt. of India & ODAF.
