Year Critical Event

1964 30 fishermen/workers of the Del Rosario Fishing Vessel and their families were allowed to occupy the owner’s property in Coloong, Valenzuela.

1970 -1990s

The residents saw the physical transformation of an area once a dry rice field to an area perennially submerged in water.

2013 The news reached DRCHOA that the Del Rosario Fishing Company sold the property they occupy to the Belga Family.

2013 DRCHOA officers sought the help of the LGU and NGOs to improve the community. Start of savings mobilization among its members with the assistance of Homeless People’s Federation.Preparation of technical plans with the assistance of CAN &TAAMPEI to improve the community.

2014 DRCHOA directly purchased the property from the landowner through its savings and a financial assistance from the ACCA - Community Development Fund of ValPONet & FDUP.

Project Description

Definition of Terms

▪A rainwater catchment – a simple way of collecting and storing rain in plastic containers.

▪Solar-powered clean water system - a technology of Ateneo Innovation Center (AIC) that turns harvested rain into clean and potable water. Harvested rainwater will pass through a series of filters that will remove sediments, unwanted color and odor. Finally through the ultraviolet light, powered by the Solar Panel, will disinfect the water and make it safe for drinking. The 50-W Solar Panel placed on top of the roof will ensure the system will continue to function even if there is power disruption.

Process of Project Selection

1. Conduct of hazard mapping with a technical NGO and community profiling using KOBO application.

2. Conduct of community profile validation, discussion meetings to process data gathered.

3. Attendance & participation in trainings conducted by the Consortium & VC DRMM Office.▪ “natukoy ang madalas na pag baha sanhi ng patuloy na pag-

ulan na nag likha ng mabilis na pag taas ng tubig, dahil doonnahinto ang supply ng maiinom na tubig sa amingcommunity”.

▪ “dahil sa tagal ng pag hupa ng baha naisip ng ibang pamilyana naninirahan sa aming komunidad na magsalok ng tubigulan upang magamit sa pang araw-araw at pati na rinmagamit na maiinom.”

Learnings from Project Implementation

Contributions of DRCHOA

▪Selection of skilled laborers for the RWC installation was care of DRCHOA.

▪Counterpart of DRCHOA was the cost of labor for the project.

▪Creation of a Project Management Committee for for the care and maintenance of the Rain Water Catchment

Training & technical assistance on the installation & maintenance of Rain Water Catchment with AteneoInnovation Center

Project Gains of DRCHOA

▪Source of accessible potable water for the community residents in times of disasters such as high flood waters & Maynilad rotation schedules

▪Source of filtered water from Maynilad in times of off-season (summer & dry season)

▪Source of Maynilad water for household use

▪Source of income for DRCHOA & for the “volunteer”

Learnings of DRCHOA & its partners

Importance of:

▪A Rain Water Catchment facility at the household or community level as a source of potable water in times of disasters or a source of water for household use.

▪Participation in identification & analysis of community situation

▪“Bayanihan” or collective action of members in the planning and implementation of identified solutions: community infrastructure projects.

Challenges for Stakeholders

▪The Philippines is highly vulnerable to the impacts of climate change to include sea level rise, increased frequency of extreme weather events, rising temperatures & extreme rainfall.

▪Philippines: part of world’s most cyclone-prone region.; 7 – 9 landfalls out of 19-20 cyclones. (USAID – Climatelinks)

Challenges for Stakeholders

▪How are we equipping our partner vulnerable communities on disaster preparedness in terms of capacity-building activities; access to simple and user-friendly technologies, and linkage with the LGU on DRRM concerns?
