BACKGROUND
TTC has established the People and Performance Management Trainer Panel to provide
TTC member organisations with ready access to a wide range of training programs that
support people and performance management development needs.
The panel significantly simplifies the process for you to engage training providers as we have
already undertaken a full tender process to establish the panel.
Coverage of the panel
The panel services cover learning and development, plus consulting/advisory services, in the

Job design (public sector)
The panel has been set up to provide maximum flexibility for TTC and member
organisations in accessing the panel and developing/facilitating a wide range of training
programs. All panel providers are contracted by TTC through a standing offer master
agreement. TTC service orders are required to engage panel members for all work
undertaken.
While further formal quotation processes are not required, organisations may choose to
request submissions from a number of panel providers in order to assess the most suitable
course content/provider/facilitator for a particular development need. Fees for larger
programs may also be open to further negotiation with providers. TTC will elaborate
further on this flexibility should you wish to explore the panel.
Services
In addition to accessing and contracting providers from the panel, TTC is able to provide a
range of event management services to support your development programs, including:

access to our on-line booking system

Fees
The following schedule of fees detail a range of service level options. It is important to note
that the fee schedule does not include the workshop facilitation, tailoring and development
of content, venue and catering or printing of manuals. Where applicable, TTC will pass
these additional fees and expenses on ‘at cost’. Indicative costings for these additional fees
and expenses are provided below. For large programs that require an extensive selection
process an additional fee for managing the provider selection process may apply. This will
be determined on a case by case basis.
TTC schedule of fees (fees are GST exclusive)
Contracting Only
$750.00 per program, plus $100.00 per
workshop
This option is suitable for organisations who
want to take advantage of the streamlined
procurement process, but have the capacity
and resources to manage the program
themselves. TTC will assist you to select the
most suitable provider, and will manage the
contract, including processing of invoices,
but you will conduct all the event
management processes.
Includes:

Full program management
$400.00 per workshop
This option is suitable for organisations with
limited capacity or resources to manage the
program. In addition to a streamlined
procurement process, it will save you from
processing registrations, ongoing liaison with
the facilitator and the venue regarding set
up, equipment and catering. You will still
have input into the selection of the provider
and required content, but TTC will manage
the process on your behalf.

Additional fees and expenses to be passed on at cost
Facilitator fees Facilitator fees are generally charged on a daily rate, and range from $1,300 per day to $4,000 per day. Additional
facilitator fees may include time for program
development and travel expenses.
Workbooks/handouts Preparation and printing of workbooks can be arranged,
and may include:
- simple participant handouts - bound workbooks
- preparation of more complex manuals and/or
program folders,
Costs range from $5.00 per participant for smaller
printing jobs, up to $50 per manual containing handouts
from a number of workshops in a series – depending on
format, size and complexity of preparation/printing.
Venue and catering Full day rate for standard venues range from $250 to
$450. Full day catering is typically in the range of $20 to
$55 per person.
The process
General background information on the training providers included on the panel are
provided in the following pages. This is a useful starting point but we recommend you
contact TTC on 6232 7511, or email [email protected] to discuss your particular
requirements.
While every request is a little different, typically we will:
Discuss and clarify your particular development needs
Discuss a range of flexible processes to access the panel, depending on the
complexity of your training need
Provide general background information on the training providers making up the
panel, together with the costs associated with accessing the panel
Assist with an assessment process should you be interested in exploring offerings
from a range of providers
Contract providers
Provide operational support services as required.

Who we are
The Australian Institute of Management is the largest provider of management training and the
largest professional management association in Australia. AIM’s overall purpose is to drive
management and leadership excellence for government, business and individuals.
AIM Victoria & Tasmania is also a Registered Training Organisation (RTO) in the Vocational
Education & Training (VET) sector and has Higher Education accreditation. The AIM offer also
includes short courses, qualifications, workshops, events and access to a wealth of knowledge
through our bookshop and library as well as customised learning solutions. Our offer is outcome
focused and based on more than seventy years’ experience in providing quality learning solutions.
What we do
AIM has a diverse range of clients with which it partners to develop and provide learning and development solutions. This includes state and local government, statutory authorities and
government related organisations. Examples include:
Department of Education Tas (Oct to Dec 2012) – Collaborated with Dept to design and
deliver 3 workshops for Corporate Services Division.
City of Melbourne (2008 – current) - AIM partner with the City of Melbourne to deliver
their Calendar of 30 Learning and Development programs each year.
Melbourne Water (2010 – current) - AIM works closely with Melbourne Water to provide
development programs in house and via AIM’s public short course program.
Department of Sustainability & Environment – DSE - AIM partnered with DSE to tailor and contextualise a series of programs including: Selection and Interviewing, Growing your
Management & Leadership Capabilities, Performance Management.
Australian Red Cross Blood Service – ARCBS (2007 – current) - AIM have worked
extensively with ARCBS to design, develop and deliver a two tier leadership program
(nationally across the organisation).

Our approach
Working to Meet Client Specific Needs and Flexibility
AIM will implement a Project Management approach that is premised on AIM’s consultancy model.
It is a highly consultative approach where the needs of the client are paramount. It is constructed as
four steps or phases around the central client business drivers, mission, core values and strategic
imperatives. This means that TTC’s performance frameworks and People Directions Initiatives are
the central focus of the model and AIM’s contracted consultative services are solely directed to the
achievement of TTC’s objectives.
Step 1 – Understanding Your Needs
The Client Project Manager and facilitator will consult with relevant stakeholders to
determine specific project requirements including appropriate workshops, anticipated outcomes, organisational documents including performance frameworks and People
Directions Initiatives.
All material gathered will remain confidential and will not be disclosed to any other organisation without the prior consent of TTC.
Step 2 – Design & Development
Content will align with the Tasmanian State Service performance management framework
and any other specific requirements as determined through TNA discussions with the TTC
and/or member organisations.
Where required, the facilitator will customise the program, including any support materials
such as work books, exercises, session plans, and assessments.
Blended learning solutions, self-directed learning, one-on-one coaching and face-to-face workshops are considered in the design and construct of programs.
Step 3 – Delivery
Where appropriate, pre-work activities will be incorporated. These may be organisational
specific case studies, self-assessments and/or on-line simulations.
AIM selects facilitators on subject knowledge, personal engagement style, dedication to helping others learn and professional ethics.
Through IDRIA, AIM is able to bring life to learning through engaging, intelligent and cost
effective scenario-based learning solutions that result in immediate learning outcomes using
the latest technology.
Learning checks will be made regularly throughout the session.
Participants will identify learning points which they can apply back at work.
Support provided to ensure all participants are able to complete their assessments.

Step 4 – Program Evaluation
AIM will work with TTC and their stakeholders around evaluation to assess their immediate reaction to the course.
Throughout the program delivery, meetings will be scheduled with all key stakeholders to ensure desired program outcomes are being achieved.

AIM Tas prides itself on the extensive group of consultants and facilitators that deliver solutions and
consultative outcomes for our clients. This group of specialist consultants are selected by meeting
our high standards required to consistently deliver a proven level of expertise, in many and varied
industries, along with “real business backgrounds and knowledge”.
We can highly recommend dynamic, practical and qualified facilitators, who have experience in
facilitating groups and have relevant industry experience. At the same time, they will be energetic
and inspirational role models to the participants and will partner with departments to share
information, contextualise content or assist in delivery and resources for the guest speaker.

over her 37-year career as a member of the Tasmanian government senior executive service from
1999 – 2011, holding various State Director positions.
Name: Ian Hamilton Based in: Hobart, Tasmania
Ian has an extensive background in Learning & Development and Human Resource Management,
and has worked in both the private and public sector in a variety of industries including Defence,
financial services, energy, media FMCG and hospitality.
Ian has led the Learning & Development functions in two of Tasmania’s largest organisations and
has also consulted to a wide range of state and national organisations.
Name: Lynne Hayward Based in: Melbourne, Victoria
Lynne’s areas of expertise and specialisation include performance management and leadership. An energetic facilitator who specialises in tailoring programs to the individual needs of each client.

Developing Potential Australia (DPA) has been a supplier of training services to The Training Consortium (TTC) for over 15 years. DPA was established in Tasmania in 1996 and delivers
corporate training services throughout Australia. We have a proven track record in successfully

2. Customisation - Depending on requirements to further customise the training, DPA may:
Incorporate vision, values, customer service charter, legal and ethical requirements,

templates, references to systems, policy and processes.
Customise case studies, activities and role plays based on specific workplace situations.
Include electronic copies of resources for access on the client’s intranet.
Provide materials in advance of training delivery.
3. Training delivery - Depending on organisational training requirements, the training delivery may
include:
Participants complete a pre-workshop activity in preparation for the workshop.
Practical face to face workshop for 16-20 participants to learn the techniques through discussion, presentation, workbook resources, media and formative activities. Then apply
their learning to activities. Participants provide specific examples from the workplace and
apply learned techniques to these scenarios. This will empower them to implement what
they have learnt immediately in the workplace.
To encourage further development after the workshop, we provide the participants with
access to online resources and tips to help them learn on-the-job and seek feedback from
their manager and peers.
Post workshop evaluation by the participants on the delivery and content of the program and self-
assessment on the progress and their goals.

DPA workshops are delivered in a supportive and open environment using dynamic, engaging and
professional trainers. To deliver our ‘hands on’ style of workshops, our trainers are required to

Name: Mary Duckett BA MBA Based in: Sydney, New South Wales
Mary Duckett has over 20 years’ experience as a company director, workplace leader, management consultant operating across Australia and New Zealand, and leadership coach specialising in group
coaching. She has a BA from the University of NSW, a Master of Business Administration from
Macquarie University, and has completed requirements for a Graduate Certificate in Business
Coaching from the University of Wollongong. Mary has extensive experience in designing, conducting and evaluating capacity building programs for public sector leaders and managers, in
small and large group settings. This includes programs on:

She has co-facilitated public training programs on coaching and conducted workshops on change
management in the public sector in Australia, New Zealand, Canada and Singapore. She is
nationally recognised for her leadership and facilitation of tailored in-house programs for public sector agencies.
Mary tailors workshops to the needs of each individual as well as the group as a whole. Programs
are designed to give participants practical tools, designed for a public sector context. Sessions are

Bryan O’Connor has over 20 years’ experience as a company director, workplace leader,
management consultant operating across Australia and New Zealand, and leadership coach to
public sector CEOs, senior executives and managers. He has a Master of Business Administration from Macquarie University and a Master of Business Law from the University of Sydney Law
School. In addition to his two masters degrees he has completed requirements for a Graduate

BDO IOP has over 25 years of experience working with public sector organisations across the
three tiers of government. In this time we have seen the operating environment become ever more
challenging and hence we feel that our unique blend of skills and experience can provide the

We can assist you in the following areas;
Manager and Leadership Development - Using the considerable research base within organisational
psychology, we design and deliver training and development programs of varying lengths to staff and managers. Our aim is to equip participants with tools and techniques they can learn today and
apply tomorrow. For the most part our programs are specifically designed for clients and their
unique needs and circumstances using tried and proven tools and techniques.
It should be noted that we have facilitated the delivery of the Public Sector Management program

Targeted Training and Development – A key skill of BDO is designing training and development
programs to address specific client needs. These can range from conflict management and negotiation training through to team development. These programs can range from half day
sessions through to multi-day workshops. All use multi-method approaches to training based on the
principles of adult learning.
Organisation Research - We undertake empirical and qualitative research for organisations typically
in areas such as staff surveys (Royal Flying Doctor Service NSW, Tas, Vic), customer surveys
(Premier and Cabinet SA) and stakeholder research (Newmont Gold Mining, WA). Our aim in this
domain is to gather valid and reliable data and information that clients can use to inform their
decision making and planning.
Individual Development - A core function of our business is the conduct of psychological testing to
determine the “right person” for a role, whether that be a new position or internal promotion. This can be done via individual testing or the use of assessment centres. More recently we are using this
information from this testing as well as 360° reviews for individual development and coaching.
Clients who have benefited from this service include Dept of Environment and Natural Resources, National Pharmacies and St Peters College.
Our approach
BDO adopts a consultative approach in working with clients in order to understand their needs,
their circumstances and the desired outcomes. Wherever possible we prefer to gather data and
information to understand the presenting circumstances. On this basis we then design an
intervention focusing on the core or root cause issue, working in collaboration with the client to
bring about a lasting solution…that we guarantee.

Run to Work Pty Ltd is a Hobart-based organisational consulting, capability development,
performance improvement and coaching practice. We have worked for many years with
individuals and teams at all levels, in large and small organisations, in various sectors and industries, to grow, practice and embed their skills to bring all of themselves to their work, to be high
performing and achieve their full potential.
What we do
The practice specialises in:
a) Equipping people to develop, practice, enhance the skills required to create and sustain an
empowered, human-centred team and organisation culture where individuals and teams are innovative, high performing, continuously improving, highly engaged, change oriented,
healthy & resilient, have excellent relationships; to surface & resolve hidden blockers to
high performance.
b) Developing technical management skills to assist operational managers with financial, risk, and project management.

45 years’ experience in leading, managing, engaging, motivating, challenging, rewarding people (all govt levels & priv. sector); more recently, in equipping others to lead in this way.
Expertise in engaging staff early on and throughout change projects, so they have ownership
of the new way, are committed to exceeding expectations; in leading & supporting staff
through change.
Strengths in facilitating & equipping people in how to develop safe, trust-based work
environments and relationships; to be empowered to create & maintain excellent collaboration; to have all the conversations they need to have to feel safe, valued, respected
and professionally fulfilled; to prevent and address uncivil behaviours (such as bullying).
10+ years’ experience in executive, workplace, career, behavioural and team coaching to achieve high performance, talent and career fulfilment.

Chartered Accountant with 15 years’ experience in public practice and industry.
Extensive experience within the public sector on major projects advising on risk, project management, performance improvement, and financial management.
Over 10 years of training and development experience including facilitation and training and
materials development with a focus on adult learning principles and practical application.

Ros Cardinal, the Owner and Principal Consultant of Shaping Change, has been working in training
and development for over a decade. In a previous role as Organisational Development Manager for Aurora Energy she was responsible for the development of Organisational Development strategy
and implementation for the business. Ros also represented the Government Business Enterprises
on the Executive of the TTC, and provided input into training strategy and direction for the TTC
and member organisations.

Sprout Labs is an award-winning business that helps organisations transform the way they learn and perform. We work with the 70:20:10 learning framework to drive organisational change and help
individuals to develop their expertise. We specialise in working with federal and state government
agencies and departments.
What we do
Design, development and implementation of innovative learning strategies.
Sprout Labs can advise and assist TTC and/or member organisations in the design, development
and implementation of 70:20:10 learning strategies. Our focus is on improving performance through
the use of technology in innovative ways that are relevant to the workplace.
Developing learning solutions
Our development capabilities include:
designing learning strategies and blueprints
developing media-rich, engaging learning resources such as videos, podcasts, interactive
flowcharts, and interactive decision-making tools
mobile learning, to cater for workplaces without easy access to desktop computers, enabling
easy access to learning anywhere

Implementing learning solutions

Our learning/resource design and development approach is based on the ADDIE model: analysis,
design, development, implementation and evaluation. We place strong emphasis on the analysis
stage and focus on measuring business outcomes, learner needs and context.

During the development phase of a project we take an iterative approach, with early prototyping,
