What are the various charges on my Rate and Valuation Notice?

The Fair Go Rate System (FGRS) has capped rate increases for Victorian Councils at 2.5%.  Council consulted with its community and was granted a rate cap variation.  Moorabool Shire Council’s general rates are capped at 3.5% for the 2016/2017 financial year.

The waste charge pays for kerbside waste collection, recycling, waste disposal and State Government landfill levy – a charge the council must pay when depositing waste at landfill.  Waste charges are not subject to the rates cap.

All Fire Services Property Levy money collected by council’s is passed onto the State Government to fund fire agencies.  This charge is set by the State Government and is not subject to the rates cap.

Your bill may be more or less than you expected because the rate cap applies to the overall rate revenue collected by council and your individual property.  The rate cap does not apply to waste charges, the fire services property levy or property revaluations.

Capital Improved Value mean?

Capital Improved Value if I was to sell the property?

When and how do I lodge a Valuation Objection?

If yes, there is no need to lodge a valuation objection. If no, you can contact Council to lodge a valuation objection.

The Capital Improved Value incorporates site and all improvements. Site is the land value only and should not be added to the Capital Improved Value.

Every two years Council are required to undertake a revaluation of properties within the Municipality. With the issue of the 2016/17 Rate and Valuation Notice the 2016 Revaluation has been applied.

Must be lodged within 60 days from when Council initially issued the Annual Rate and Valuation Notices.Contact Council for the prescribed form.

Whose Responsibility is it?

Local Government Rates and Charges are the responsibility of the titled owner.

If a titled owner wants the occupant to pay the rates they need to make sure that they do or any escalation will be to the registered owner.

If an occupant of a property is paying rates and charges, the titled owner must provide a copy of the notes to the occupant as they may be entitled to object to the property valuation.

Penalties for late payment

Penalty interest will be incurred on any accounts not paid in accordance with the required rate payment due dates. Interest will accrue at 9.5% per annum.

Any ratepayer who has an outstanding balance after the required payment dates and does not enter into a suitable payment arrangement with Council may be referred to Council’s debt collection agency, of which all costs are likely to be charged back to the total debt levied on the property rate account.

Is my inability to pay short term or long term?

Can I manage a weekly, fortnightly or monthly arrangement until my situation improves?

Contact Council and organise a suitable arrangement now before the account increases or is referred to the Collection Agency.

Rate cap frequently asked questions

Q. Why isn’t my rate bill 3.5% more than last year?A. The 3.5% rate cap applies to the average of all rateable properties in your municipality and does not include waste charges or the

fire services property levy, both of which collect revenue for the State Government.

Q. Has the council increased the market value of my property to get more rates revenue from me?A. Your council does not receive extra money if your property valuation increases. Some ratepayers will pay less than the 3.5% cap and

others will pay more, but the overall general rates collected by the council won’t exceed the rate cap.
