All current, retired and future participants in the Firemen's Annuity and Benet Fund of Chicago (FABF) are impacted or are potentially impacted by legislation enacted over the past few years, the recent Illinois Supreme Court decisions as well as the ongoing legal battle over whether the legislative enactments to retirement plans of various municipal public employees are constitutionally valid. No less than seven legislative enactments have been signed into law in the last ve years that alter state and municipal public employee retirement benets including: increases to employee contributions, increases to healthcare premiums or the elimination of healthcare benets, changes to the method in calculating retirement annuities, increasing the age a member can begin to collect retirement benets, reductions or elimination of post- retirement cost of living increases and changing or eliminating survivor benets of reghters, paramedics and police ofcers hired after January 1, 2011 (Tier II). As previously stated, legislation reducing statutory retirement benets of current public employees and retired annuitants has been challenged in Illinois courts. Two lawsuits involving legislative changes to several State of Illinois retirement systems have been decided by the Illinois Supreme Court in favor of the employees who sued over benet reductions. Even though most of the pension reform legislation being challenged does not specically address the retirement benets of Chicago reghters and paramedics, the litigation over these "reforms" affects all public employees' and retirees' rights as participants in a public employee retirement system. The main question involved is the extent to which the Illinois Constitution’s Pension Protection Clause’s prohibition on the diminishment and impairment of benets will be upheld by the courts. The Illinois Supreme Court has been very clear on those cases in which they have decided. However, there are more cases before Illinois courts challenging pension legislation. Status of PA96-1495, Chicago and Downstate Police and Fire and SB 777 Changes to Current Law In the fall of 2010, the Illinois General Assembly passed and former Governor Quinn signed Public Act 96-1495 into law. This amendment created a second tier for new police ofcers, reghters and paramedics participating in Articles 3, 4, 5 & 6 of the Illinois Pension Code beginning January 01, 2011. There were signicant benet changes to the retirement age, capping the amount of nal average salary and doubling of the years of nal average salary used to calculate a participant’s pension, as well as, changing cost of living increases for all new hires after the effective date. PENSION LEGISLATION AND LITIGATION UPDATEOver the past fi ve years, we have seen many signifi cant developments with respect to the State of Illinois’ & the City of

Chicago’s efforts to solve the decades of underfunding to the retirement systems that provide benefi ts to their retired employees, disabled employees and their employee’s eligible dependents. All current, retired and future participants in the Firemen's Annuity and Benefi t Fund of Chicago (FABF) are impacted or are potentially impacted by legislation enacted over the past few years, the recent Illinois Supreme Court decisions as well as the ongoing legal battle over whether the legislative enactments to retirement plans of various municipal public employees are constitutionally valid. No less than seven legislative enactments have been signed into law in the last fi ve years that alter state and municipal public employee retirement benefi ts including: increases to employee contributions, increases to healthcare premiums or the elimination of healthcare benefi ts, changes to the method in calculating retirement annuities, increasing the age a member can begin to collect retirement benefi ts, reductions or elimination of post-retirement cost of living increases and changing or eliminating survivor benefi ts of fi refi ghters, paramedics and police offi cers hired after January 1, 2011 (Tier II).

As previously stated, legislation reducing statutory retirement benefi ts of current public employees and retired annuitants has been challenged in Illinois courts. Status of PA96-1495, Chicago and Downstate Police and Fire and SB 777 Changes to Current LawIn the fall of 2010, the Illinois General Assembly passed and former Governor Quinn signed Public Act 96-1495 into law.

This amendment created a second tier for new police offi cers, fi refi ghters and paramedics participating in Articles 3, 4, 5 & 6 of the Illinois Pension Code beginning January 01, 2011. There were signifi cant benefi t changes to the retirement age, capping the amount of fi nal average salary and doubling of the years of fi nal average salary used to calculate a participant’s pension, as well as, changing cost of living increases for all new hires after the effective date.

retirement benefi ts, while the Tier II participants pay approximately 60 % of the normal cost of their retirement benefi ts. Another signifi cant aspect of the legislation was the requirement that employer contributions were to be based on the Actuarial Required Contribution (ARC) starting in 2016, to achieve 90% funding over a 25 year amortization period. Prior to the passage of PA 96- 1495 in 2010 and up through 2015, the City has made contributions based primarily on a property tax levy which was a multiple of 2.26 of active employee contributions to the Fire Fund and 2.00 to the Police Fund. Neither property tax multiplier provided adequate funding to meet the pension funds’ future obligations.

On May 31, 2015 Senate Bill 777 was passed by both houses in Springfi eld, signifi cantly altering employer contributions to the Chicago Police and Fire retirement systems. In 2015, the Fire Fund is due to receive approximately $106 million dollars in employer related contributions. This number includes $17.7 million in employee contributions related to the Lewis lawsuit. Pursuant to PA96-1495, our Fund was to receive approximately $246 million dollars in 2016. Under Senate Bill 777, if it is signed by the Governor, the Fire Fund will receive $199 million in 2016, $208 million in 2017, $227 million in 2018, $235 million in 2019 and $245 million in 2020. Under Senate Bill 777, the City is projected to be required pay approximately $234 million less over the next 5 years than is currently required under PA96 – 1495. Beginning in 2021 the City will then be required to actuarially fund the Police and Fire Retirement Systems. Additionally, the unfunded liability will be amortized through 2055 under SB 777 as opposed to 2040 as required in PA96 -1495. In SB 777, the city is seeking to acquire a casino from which revenue will be designated to pay the increased pension costs for the police and fi re funds.

There is one benefi t change to Article 6 of the Illinois Pension Code contained in SB 777 with respect to benefi ts included in SB 777. The change was for those retirees who retired after age 50 with 20 years of service whose monthly annuities are below 125% of the federally defi ned poverty level. An examination of the Fund’s records indicates there are no retirees that are below 125% of the Federal Poverty Level (FPL) at this time. The vast majority of our participants receiving an annuity from the Fund that are below 125% of the FPL are widows of Tier I participants whose annuity are fi xed at 50% of a members pension at the time of death and receive no cost of living allowance. The minimum widow’s benefi t has historically been increased on a periodic basis but has not been adjusted since 2004. Currently, there are 407 widows whose monthly benefi t is at or below 125% of the Federal Poverty Level for an individual residing in the State of Illinois.

On May 31, 2015, Senate President John Culloton introduced SB 2142. The bill as introduced changes the eligibility for the 3% simple Automatic Annual Increases (AAI) from January 01, 1955 to January 01, 1970. Many of our members have retired since 2010 that had reached age 55, were born after January 01, 1955 and have not received any AAI. If and when this piece of legislation passes or there are other amendments or technical corrections impacting upon our members' benefi ts, we will endeavor to inform all participants

Other Illinois Public Employee Legislation and Litigation of InterestIn 2012, the state adopted Public Act 97-695 which amended the State Employees Group Insurance Act. Prior to this

change in law, the state provided for retiree health insurance based on an employee’s years of service. The new law increased retiree healthcare premiums for both current and many future retirees. Public employees fi led suit to prevent implementation of this law. On July 03, 2014 the Illinois Supreme Court in a 6-1 decision, ruled that the subsidized health insurance afforded by statute to state employees was protected by the pension protection clause of the Illinois constitution.

In late 2013 the Illinois General Assembly passed Public Act 98-0599 reducing benefi ts to participants in the State Employees Retirement System, State University Retirement System and Teachers Retirement System of Illinois. Employees affected by these statutory benefi t reductions challenged these changes. Defending the law, the Illinois Attorney General argued the State’s police powers and Illinois’ fi nancial “emergency” trumped the “Pension Protection Clause” of the Illinois Constitution. On November 21, 2014, the Circuit Court of Sangamon County rejected the State’s argument, and held that Public Act 98-0599 violates Article XIII, Section 5 of the Illinois Constitution and therefore the Act is “unconstitutional and void in its entirety”. The court further stated, “Illinois courts have consistently held over time that the Illinois Pension Clause's protection against the diminishment and impairment of pension benefi ts is absolute and without exception.” On May 08, 2015, the Illinois Supreme Court in a unanimous opinion upheld the circuit court’s decision and declared Public Act 98-0599 unconstitutional.

On June 12, 2014, Governor Quinn signed SB 98-0641, a plan put forward by the City of Chicago which modifi ed the pension benefi ts of participants in the Municipal Employees Annuity and Benefi t Fund (MEABF) and Laborers Annuity and Benefi t Fund (LABF). The pension legislation was similar to the state pension reform legislation in that it reduced retirement annuities by permanently reducing the automatic annual increases (AAI) from 3% compounded to a non-compounding 3% or one half the consumer price index, whichever is less. Additionally, the legislation also eliminated AAI increases for certain years and increased employee contributions from 8.5% to 11% over fi ve years. The legislation also increased future employer funding. On December 16, 2014 participants of the MEABF & LABF fi led suit against the increased employee contributions and benefi t reductions asserting the changes violate the Pension Protection Clause of the Illinois Constitution. On December

29, 2014 participants in LABF also fi led a lawsuit to prevent implementation of the benefi t reductions and increased employee contributions. Judge Rita Nowak is presiding over both cases.

On February 19th, Judge Nowak decided to defer proceedings on these cases until the Illinois Supreme Court decided the State of Illinois pension reform case originally heard before the Circuit Court of Sangamon County. Subsequent to the Illinois Supreme Court’s decision on May 08, 2015, declaring PA 98-0599 unconstitutional, the plaintiffs in the cases involving the MEABF and LABF requested to proceed directly to summary judgment on the constitutionality of SB 98-0641. Briefi ng is expected to be completed on July 2 and oral argument is scheduled for July 9 at 10:30 before Judge Novak. According to Fund Counsel, the Court’s decision is likely to be framed as whether the reduced automatic annual increases (AAI) and increased employee contributions required by SB 98-0641 amount to a diminishment or impairment of benefi ts in violation of the Pension Protection Clause in Article XIII, Section 5 of the Illinois Constitution, when balanced against the substantially increased employer funding PA98-0641 provides. The Court’s decision may be infl uenced by (1) the fact that both MEABF and LABF are projected by many to be insolvent in the next several years and PA 98-0641 ensures funding so that the pension funds do not go insolvent and (2) the fact that SB-98-0641 was a result of negotiations between the City and 28 of the 31 unions representing City employees in those two funds.

In another case closely being monitored by Fund counsel, staff and trustees involves the Chicago Transit Authority (“CTA”). Plaintiffs in that case are current and retired employees of the CTA who fi led suit in 2011. The suit challenges the constitutionality of PA 95-708. PA 95-708 amended the Pension Code to (1) require employee benefi ts be fully funded by the CTA and (2) reduced the healthcare coverage available to retirees. The plaintiffs allege, among other things, that the reduction in retiree healthcare benefi ts was unconstitutional.

The Circuit Court dismissed the action. The appellate court essentially took no position on the constitutional issue. However, the appellate court reversed dismissal of the constitutional claim and remanded it for consideration in light of the Supreme Court’s ruling in Kanerva v. Weems, which invalidated the reduction of statutory healthcare benefi ts for current state employees and retirees. The Illinois Supreme Court decided Kanerva on July 3, 2014, holding that the state’s reduction in healthcare subsidies was unconstitutional. The Illinois Supreme Court heard oral arguments in the Matthews case on May 8, 2015 and is likely to rule in the next couple of months.

We will continue to monitor developments and endeavor to update our participants on the status of pension reform litigation, as well as any proposed legislation potentially impacting the rights and benefi ts of active and retired members of the FABF and their benefi ciaries.

RETIREE HEALTHCARE UPDATERetiree healthcare for fi refi ghters and paramedics has undergone tremendous change with the expiration of the Korshak

Settlement Agreement on June 30, 2013. While we have seen extensions of some coverage, the city’s current phase out of the program has our members paying higher rates and has also been a cause for confusion for among many annuitants.

Participants of the FABF should take note that the decision of the Illinois Supreme Court in Kanerva v. Weems, which involved State of Illinois retiree's healthcare premiums does not affect changes made to the retiree healthcare plan of eligible City of Chicago and Chicago Fire Department retirees.

However, a lawsuit has been fi led by a class of annuitants in Underwood v. City of Chicago over the city’s decision to discontinue retiree healthcare. Four Chicago pension plans, including the FABF, were also named by plaintiffs in the lawsuit. Judge Holderman remanded the lawsuit for further argument in the State of Illinois court system. Further information on the status of this lawsuit which could potentially impact our participants will be forthcoming.

Chicago Firefi ghter’s Union Local 2 Retiree Committee has evaluated the changes in the retiree healthcare plan and assessed options for those members not receiving healthcare pursuant to the contractual provision for free healthcare to those retiring after age 55 until reaching age 65 or Medicare eligibility. The Retiree Committee has determined, in its opinion, that the subsidy provided for by statute in the current plan, makes the City’s current plan most economical for participants as a whole. There may be opportunities however, given federal government subsidies under the Affordable Care Act where some participants would benefi t from participating in the ACA health insurance exchange. The Fund is precluded by the Korshak Settlement Agreement from negotiating or representing retirees in matters related to retiree healthcare benefi ts. All members are encouraged to reach out to Local 2 if they have any questions.

Dear Brothers & Sisters:

This article will provide you with the Fund’s investment results for the year ended 2014. Your Fund gained 3.94% during the past year. Gains in our U.S. stock portfolio were 8.0%, while our international stock portfolio declined 3.7%. Our private equity allocations ended the year up 10.3%. We had meaningful gains of 6.7% in our fi xed income portfolio, which exceeded their performance benchmark of 6%.

We have used the table below to illustrate what your Fund has earned over the past 25 years.

This table is impressive and illustrates the magic of compounding returns as it applies to our Fund. A 25 year investment period may seem like a long investment period but as Trustees, we have to consider a time frame for our investments of closer to 60 years since we must consider a newly employed member, his or her years as an active and retired member and possibly his or her widow.

In 2009 the equity markets began to rebound from the recession of 2008-09 and the Firemen’s Fund has been no exception. Gains earned by the Fund over the past six years have averaged 13.8% per year. When these same six year returns are compounded, your Fund is up 117%. Six years of strong performance without a correction is truly rare (not that we are predicting a correction!) There is still much uncertainty in the world with Europe struggling to recover, Asia and the emerging market economies slowing down and continued unrest in the Middle East.

On a positive note, we are looking forward to an infusion of funds starting in 2016 due to an increase in employer contributions based on an Illinois law which was passed in 2010 to restore solvency to our Fund. Unfortunately, in the past, the City has inferred that it would like to amend this law to delay and/or “ramp up” contributions which would again endanger our funding levels.

REMEMBERING WALTER CARLSON

It is with my heartfelt sorrow that I must report the passing of former Elected Annuitant Trustee, Walter Carlson who died on May 21, 2015. “Wally” took pleasure in serving our members in his position on the Board from 2005 to 2015, resigning only last month. A 48 year member of Local 2, Walter was also union trustee from 1975 -1982. He was also on the fi rst Local 2 contract negotiating team in 1980, fi rst arbitration team in 1981, fi rst Chief Steward in 1983 and Director of Contract Enforcement from 1993 to 2005.

Walter was truly a dedicated family man. His love and service to all the men and women of the Chicago Fire Department is rivaled by few and exceeded by none. The trustees and staff of the Firemen’s Annuity and Benefi t Fund of Chicago, the staff at Local 2 and the countless people who Walter fought for lost a great friend.

DON'T EVEN THINK ABOUT COMPLAINING - PATRICK J. O'MALLEY

On October 16, 2014, a dedicated, hardworking, gracious friend and son of a fi refi ghter died after many years of a debilitating battle with diabetes. Pat O'Malley worked at City Hall and was an assistant to several of the City Clerks that served on the Retirement Board as Ex-Offi cio Trustees. He attended each of the Fund’s monthly Board Meetings since October 1996.

Not once during the years of his struggle with this disease did I ever hear him complain. He lost toes and began using a cane. He lost his foot and had to get a prosthesis only to have to get new ones each time they had to take more of his leg. He sincerely apologized for being a nuisance when he had to start using a wheelchair after they took the second leg. He would not let you help him in or out of his chair… “I can manage” he would say.

Pat was especially proud of Pat Jr. who played on the St. Rita High School State Football Championship team, and was a loving husband to Mary, whose nursing career was put into overtime for the last few years. Pat was also a fi xture at every fund raising event on the South Side. He was always more concerned about everyone else’s needs.

Pat loved to joke that he had his own room in the ICU at Little Company of May hospital on 95th Street. Many of our paramedics knew him and Mary on a fi rst name basis and would fi nd a way to get him re-routed to Little Company on every call. Somehow he always bounced back and left everybody wondering how.

The last time I saw Pat was last August. Mary was wheeling him down Central Ave. on his way to help sell raffl e tickets for our Widows and Orphans fund raiser at the 5th District softball tournament at Mt. Greenwood Park. He was in a great mood, glad to be out of the house on a sunny Saturday afternoon, to contribute in any way he could.

So, do yourself a favor… go out of your way to be a sincere friend, a great neighbor, or just a helping hand. Pat’s life proved that such an attitude and love for those around you will carry you through the toughest times imaginable.

I would like to introduce myself as the newest elected member of the FABF board. My name is Tim McPhillips, I’m a fi refi ghter assigned to Engine 47. I was elected in October of 2014 to a three year term taking effect in December 2014. When I ran for this position I spent a considerable amount of time emphasizing investment strategy and illustrating why our pension plan is good public policy. As I have worked with my fellow Trustees another issue facing the Fund has caught my attention; the issue of independence. I believe the Firemen’s Annuity and Benefi t Fund, our Fund, should remain independent of any other funds; in its structure, design and function. I say this because often times the current administration champions the word “effi ciency”. In the corporate world, attempts at driving effi ciency present themselves through consolidating operations. I am concerned this City Administration, projecting itself as cost effective and effi cient, will attempt to consolidate the City’s pension systems. I am adamantly opposed to merging with another city pension fund in order to squeeze out unfounded savings through the FABF.

The public comments by a fellow trustee concerning City pension funds engaging in local investing and utilizing economies of scale to reduce investment fees are also concerning to me. I believe this trustee’s intentions are good, but the issue most concerning is the execution of such a policy. My read on this ex-offi cio trustee is that he is smart, an honest broker, who isn’t rash, and has a sense of independence and purpose. We both have a fi duciary obligation to the FABF, and these stated policy views need to be executed through the lense of all the Trustee’s singular fi duciary obligation to the FABF. I can appreciate Trustees needing to balance fi duciary obligations on multiple boards and look forward to working with my fellow Trustees to maintain the distinct fi duciary obligation that will be afforded the FABF.

The pension board has taken up the issue of examining the feasibility of minimizing investment fees by partnering with other City pension funds to achieve volume discounts. There have also been discussions within the public policy arena of moving pension funds, in general, into passively managed indexed funds to lower costs. As a Trustee, I am not opposed to further examining this train of thought, but it really seems to distract from the more serious issue of funding. Proper adequate funding enables the City to continue with a pension plan that is good for all the stakeholders; employees, the administration and taxpayers. Our pension fund is good public policy for the City as a whole. It stabilizes the neighborhoods, maintains a solid middle class and provides a better benefi t than putting funds into the social security system.

There have been some major developments on the funding issue recently. In May 2015, Senate Bill 777 (SB-777) was passed by both chambers of the State Legislature. SB-777, if enacted, would signifi cantly change the funding methodology enacted in 2010 by Public Act 96-1495 (PA96-1495). PA96-1495 required a straight 25 year amortization of the plan’s unfunded liabilities so the Fund is 90% funded by 2040. The new SB-777 essentially pushes the 90% funding requirement out an additional 15 years to 2055 and allows for even less funding the fi rst fi ve years. The proposed legislation takes the approach of more funding later rather than sooner. Currently our Fund has a 22% funding ratio; the FABF has approximately $1 billion in assets to cover $4 billion in liabilities. SB-777 essentially replaces the current law, PA96-1495, which has been on the books for over fi ve years but has yet to provide any actual funding.

SB-777 reduces the stream of required funding that would get us to 90% in 25 years to a smaller annual stream that would get us 90% funded in 40 years. There are a few ways to look at this new proposed legislation. I’ve heard members put a positive spin on it by pointing out that the 5 year ramp up payments beginning in calendar year 2016 represent an immediate cash funding infusion of approximately $500 million over those 5 years. That is signifi cantly greater than the existing multiplier method. I’ve also heard from members that look at the negative side, asking why legislators even bother passing laws if they aren’t going to be followed. These members seem to feel the current law, PA96-1495, was a clear mandate from the State to the City; providing a roadmap on how to get the funding crisis under control on a more immediate time frame.

I think the reality is that the City never intended to abide by the more aggressive funding requirements of PA96-1495. Their focus was always more on how to change it. I can understand why; the required payments relative to the City’s overall budget are not inconsequential to the City’s fi nances. But it is frustrating to know that the City had over 5 years to get the City’s fi nances in order since PA96-1495 became law. Financial inattentiveness is what contributed to the current state of the funding crisis; continued disregard is not the solution. There is a real difference between talking about the funding crisis and actually putting pen to paper with substantial reasonable legislation. As a FABF trustee who has a fi duciary responsibility to the Fund I am very supportive of the existing language of PA96-1495. In my opinion,

SB-777 as it currently stands, transfers the funding risk from the City’s balance sheet onto our Fund’s. It is a very concerning development and I believe it should be re-written to better address this reallocation of risk. In particular I would like to see the language rewritten that addresses my ability, as a Trustee, to seek redress if the City does not abide by this new legislation.

The language in the original PA96-1945 allowed me, as a FABF Trustee, to petition the State Comptroller to intercept grant money the State owed the City if the City did not abide by the funding mandate of PA96-1495. The monies identifi ed in PA96-1495 that FABF Trustees are able to intercept are woefully inadequate to address a payment shortfall by the City. The proposed legislation only puts the City’s grant money at risk, it does not include the City’s portion of State Income Tax or Motor Fuel Tax. Because these dollar amounts are much larger, I would feel more comfortable if the legislation was re-written to include these revenue streams afforded the City by the State. Auxiliary legislation in the form of House Bill 3484 (HB-3484) addresses this issue, allowing pension fund boards across the State to intercept all funds owed by the State to a municipality; including Chicago. HB-3484 is critical because it forces municipalities that have underfunded their pension plans to forfeit substantial revenue streams owed to it by the State. It is my understanding the City lobbied legislative leaders to modify the original language in HB-3484 to exclude the City from the more stringent intercept language other municipalities in the state have to follow. Considering these recent events it is diffi cult to conclude the City is negotiating in good faith. The promise of funding from a yet to be established casino does not mitigate the FABF funding risk. As an Active Elected Trustee I do not feel the Fund’s membership benefi ted in any way from these legislative changes and that is why I oppose them. ENDE, MENZER, WALSH & QUINN WIDOWS AND ORPHANS FUND ANTHONY R. MARTIN

The Ende, Menzer, Walsh & Quinn Retiree's, Widow's and Children’s Assistance Fund continues to provide fi nancial assistance to the neediest widows and orphans of the Chicago Fire Department. In 2014, the EMWQ Fund made an annual gift to our neediest widows receiving less than $1,500 a month and every orphaned benefi ciary of the pension fund. In total $675,000 was distributed representing an increase of nearly $72,000 from 2013. We were also able to make distributions of $5,000 to all minor children of fi refi ghters and paramedics who died while an active member of the department.

The gifts remain possible largely through the continued generosity of the active and retired members of the Chicago Fire Department, particularly those who continue to donate through payroll and retirement check deductions. We are extremely appreciative of the generosity of many in the community committed to helping the neediest families of our deceased brothers and sisters of the CFD. On behalf of the widows and children we are deeply grateful for your continued support.

There are many to thank for their assistance and signifi cant support for our widows and orphaned children. I would like to mention just a few: CFFU Local 2, particularly the Executive Board, the Public Relations Committee and the Stewards; the Chicago Blackhawk Alumni Association; BMO Harris Bank; CME Group; Saint Xavier University; WGN Radio and TV; Old Style Beer; North Side Fire Brigade; Guinness Beer/Diageo; the City's Comptroller's Offi ce and so many more. I would also like to thank the FABF Board and employees; the EMWQ Fund Board; and the many volunteers who we count on for their time and talent.

I also would like to remember Salvatore "Sal" Ferrara II who passed away in late November 2014. As CEO of Ferrara Candy Company, Sal was an incredibly generous supporter of the EMWQ Fund. He will be greatly missed and may he rest in peace.

Over the years, I have been committed to ensuring that we never forget the service and sacrifi ce of Chicago’s fi refi ghters and paramedics. The tremendous response our charity has had over the years demonstrates how much all of us value the legacy of many great men and women who have served on this great fi re department. There are over 1030 active members and 325 retired, disabled and widowed members who currently contribute through their payroll and pension checks. I would like invite everyone who has not enrolled in payroll or retirement check deduction to participate. I know we can do even better. Our 563 widows living on less than $1,500 a month need your help. The children that our brothers and sisters have left behind appreciate your generosity and are all grateful that we remember them and the service of our brothers and sisters who have passed away.It is impossible to individually name all those who have made our annual distribution possible as hard as we try. Mitch Ludwig E-83, Steve Bezazin Ret. E-89 and members of the Northside Fire Brigade raised $15,800 dollars from their Old Style Chili Cook-Off last year for the neediest widows and orphans of our deceased members. Guest judges included Mark Konkol from DNA Info, Chicago City Clerk Susana Mendoza and Chicago Fire Department Deputy Chief Mark Nielson. The panel was rounded out with celebrity judges David Eigenberg, Joe Minoso, and Yuri Sardarov from NBC’s hit show, Chicago Fire. As you can tell from the photo, those that attended and participated had a great time.
