GENERAL NOTES
1. ALL ELEVATIONS ON DRAWINGS ARE BASED ON NAVD 1988, TO CONVERT TO NGVD 1929 ADD 0.98'.
2. ALL CONSTRUCTION SHALL BE WITHIN RIGHT-OF-WAY, EASEMENT AND/ OR TEMPORARY CONSTRUCTION
EASEMENT LIMITS. CONSTRUCTION ACTIVITY, STORAGE, STOCKPILING AND ACCESS SHALL NOT TAKE
PLACE ON PRIVATE PROPERTY UNLESS SUCH ARRANGEMENTS HAVE BEEN MADE BY CONTRACTOR.
3. THE CONTRACTOR SHALL PRESERVE AND PROTECT EXISTING TREES IN THE PROJECT AREA FROM
DAMAGE DUE TO HIS CONSTRUCTION ACTIVITIES TO THE GREATEST EXTENT POSSIBLE. THE
CONTRACTOR SHALL OBTAIN WRITTEN AUTHORIZATION FROM THE OWNER AND/OR THE ENGINEER
PRIOR TO REMOVAL OF ANY TREES GREATER THAN 6-INCHES IN DIAMETER OR OF SUBSTANTIAL
CONCERN.
4. THE CONTRACTOR SHALL NOTIFY THE OWNER, ENGINEER AND AFFECTED PROPERTY OWNERS OF
CONSTRUCTION ACTIVITIES IMPEDING ACCESS OR OPERATIONS PRIOR TO COMMENCING
CONSTRUCTION ACTIVITIES.
5. THE CONTRACTOR SHALL DIG TEST PITS AS NECESSARY AND AS INDICATED ON THE PLANS WELL IN
ADVANCE OF CONSTRUCTION ACTIVITY TO LOCATE EXISTING UTILITIES. THE LOCATIONS AND
ELEVATIONS OF ALL EXISTING PIPES ARE ESTIMATED AND THE CONTRACTOR SHALL DIG THE
NECESSARY TEST PITS TO ACCURATELY DETERMINE THE POSITION OF THE EXISTING PIPES AS
REQUIRED TO COMPLETE CONSTRUCTION OF THE NEW STRUCTURES AND PIPING.
6. ALL SOIL EROSION AND SEDIMENT CONTROL MEASURES MUST BE INSTALLED PRIOR TO COMMENCING
CONSTRUCTION ACTIVITIES. THE REQUIREMENTS DETAILED IN THE STANDARDS FOR SOIL EROSION AND
SEDIMENT CONTROL IN NEW JERSEY SHALL BE STRICTLY COMPLIED WITH. THIS INCLUDES PROVISIONS
FOR MINIMIZING EROSION, INSTALLING AND MAINTAINING SEDIMENT TRAPS AT STORM DRAIN INLETS,
STREET SWEEPING AND PROTECTING STOCKPILED SOIL FROM EROSION. ALL NECESSARY EROSION AND
SEDIMENT CONTROL PRACTICES SHALL BE IN PLACE PRIOR TO COMMENCING EXCAVATION AND SHALL
BE MAINTAINED DURING THE CONSTRUCTION PERIOD AND LEFT IN PLACE UNTIL THE AREA IS
STABILIZED.
7. THE CONTRACTOR SHALL COORDINATE HIS CONSTRUCTION ACTIVITIES WITH THE HOPEWELL
TOWNSHIP POLICE DEPARTMENT WITH REGARD TO ANY ROAD CLOSING AND/OR TRAFFIC DETOURS AND
SHALL COMPLY WITH ALL REQUIREMENTS OF THE TOWNSHIP AND MERCER COUNTY, AS APPROPRIATE.
8. ANY EXISTING UTILITY THAT IS IN CONFLICT WITH THE NEW CONSTRUCTION SHALL BE BROUGHT TO THE
IMMEDIATE ATTENTION OF THE ENGINEER AND SHALL BE RELOCATED AS REQUIRED TO AVOID
CONFLICT. THE CONTRACTOR SHALL COORDINATE THE RELOCATION OF EXISTING GAS AND WATER
MAINS AND SERVICES WITH THE RESPECTIVE UTILITY COMPANIES, PAYMENTS FOR WHICH WILL BE
MADE IN ACCORDANCE WITH THE CONTRACT SPECIFICATIONS.
9. ALL PIPE LENGTHS SHOWN AND INDICATED ON THE DRAWINGS ARE APPROXIMATE. THE CONTRACTOR
SHALL PROVIDE PIPING AS REQUIRED.
10. ALL PROFILES INDICATE APPROXIMATE GROUND ELEVATIONS. ALL RIM AND GRATE ELEVATIONS SHOWN
AND INDICATED ARE APPROXIMATE AND SHALL BE ADJUSTED AS NECESSARY TO MEET ACTUAL FIELD
CONDITIONS.
11. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ARRANGING A MARK OUT OF ALL UTILITIES PRIOR TO
STARTING WORK OR ORDERING MATERIALS. THE CONTRACTOR SHALL ALSO CONTACT THE NEW
JERSEY ONE CALL PROGRAM (1-800-272-1000) AT LEAST 72 HOURS PRIOR TO EXCAVATION.
12. THE CONTRACTOR SHALL BE RESPONSIBLE FOR LAYING OUT THE NEW STORM SEWER PIPES PRIOR TO
COMMENCING CONSTRUCTION OR PLACING MATERIAL ORDERS. THE CONTRACTOR IS ALERTED THAT
UPON COMPLETION OF LAYOUT, FINAL ADJUSTMENTS IN THE ALIGNMENT, LENGTH AND QUANTITY OF
NEW PIPING AND STRUCTURES WILL BE MADE BY THE OWNER AND/ OR ENGINEER TO BEST SUIT FIELD
CONDITIONS AND TO AVOID EXISTING TREES, UTILITIES AND STRUCTURES AS REQUIRED.
13. THE CONTRACTOR SHALL MINIMIZE DISTURBANCE IN AND AROUND EXISTING UTILITIES AND SHALL
PROTECT EXISTING UTILITIES FROM DAMAGE OR SERVICE INTERRUPTION AS REQUIRED.
14. CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE STATE OF NEW JERSEY CONSTRUCTION SAFETY
ACT, THE HIGH VOLTAGE PROXIMITY ACT AND ALL OTHER LOCAL, STATE AND FEDERAL SAFETY
REGULATIONS.
15. ALL EXISTING SURFACE FEATURES OUTSIDE OF THE LIMIT OF DISTURBANCE (LOD) THAT ARE DAMAGED,
DISTURBED OR REMOVED DURING CONSTRUCTION SHALL BE REPLACED OR RESTORED IN KIND. NO
ADDITIONAL PAYMENT WILL BE MADE FOR SURFACE RESTORATION WORK OUTSIDE THE LOD.
16. PRIOR TO THE START OF CONSTRUCTION, A DETAILED CONSTRUCTION SCHEDULE SHALL BE SUBMITTED
BY THE CONTRACTOR AND APPROVED BY THE ENGINEER.
17. SHEETING MUST BE DESIGNED AND USED IN ACCORDANCE WITH APPLICABLE STANDARDS AND AS
NOTED IN THE SPECIFICATIONS.
18. THE CONTRACTOR SHALL COORDINATE HIS ACTIVITIES WITH THE OWNER AND/OR ENGINEER
CONCERNING STOCKPILING AND STORAGE OF MATERIALS AND EQUIPMENT FOR CONSTRUCTION.
19. THE CONTRACTOR SHALL NOT DISCHARGE SOIL, CONSTRUCTION DEBRIS OR WASTE MATERIALS INTO
THE SEWERS.
20. THE CONTRACTOR SHALL RESTORE DRIVEWAY PAVEMENT, SIDEWALK AND CURBING DISTURBED, IF
ANY, BY HIS CONSTRUCTION ACTIVITIES TO MEET EXISTING CONDITIONS. THE CONTRACTOR SHALL
TAKE STEPS NECESSARY TO PROTECT AND PRESERVE EXISTING IMPROVEMENTS AND MINIMIZE THE
QUANTITY TO BE RESTORED.
21. SURFACE FEATURES, INCLUDING, BUT NOT LIMITED TO, SIDEWALKS, CURB CUTS, DRIVEWAYS, UTILITY
POLES, AND SIGNS, ARE GENERALLY NOT SHOWN ON THE PLANS. THE CONTRACTOR IS RESPONSIBLE
FOR VERIFYING ALL SURFACE FEATURES AS NECESSARY PRIOR TO COMMENCING CONSTRUCTION
ACTIVITIES.
22. UTILITIES SHOWN ARE BASED UPON AVAILABLE INFORMATION, AND ARE SHOWN FOR INFORMATION
ONLY. LOCATIONS AND ELEVATIONS ARE NOT GUARANTEED AS TO ACCURACY. ACTUAL LOCATIONS
MUST BE VERIFIED BY TEST PITS IN THE FIELD BY THE CONTRACTOR.
23. ALL OPEN TRENCHES MUST BE SUITABLY COVERED AT THE END OF THE DAILY CONSTRUCTION ACTIVITY
AND/OR WHEN CONSTRUCTION ACTIVITY IS NOT BEING UNDERTAKEN AT THAT LOCATION, TO MEET ALL
APPLICABLE SAFETY REQUIREMENTS. IF STEEL PLATES ARE USED TO COVER TRENCHES, THE STEEL
PLATES SHALL BE FLUSH WITH THE ADJACENT PAVEMENT AND/OR GRADE AND SUITABLY RESTRAINED.
24. THE CONTRACTOR SHALL ADEQUATELY PROTECT ALL EXISTING PIPELINES, POLES, AND STRUCTURES
DURING THE INSTALLATION OF NEW WORK. THE COST TO PROVIDE THIS PROTECTION SHALL BE BORNE
BY THE CONTRACTOR. ANY DAMAGE TO EXISTING UTILITIES SHALL BE THE SOLE RESPONSIBILITY OF
THE CONTRACTOR, AND ALL COSTS SHALL BE BORNE BY THE CONTRACTOR.
25. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REMOVAL AND DISPOSAL OF ALL EXCESS EXCAVATED
MATERIAL, AS APPLICABLE, TO AN APPROVED OFF-SITE LOCATION AT NO ADDITIONAL COST TO THE
OWNER.
26. THE CONTRACTOR SHALL OBTAIN AN "OPENING PERMIT NOTIFICATION" FROM THE GAS COMPANY IN
ACCORDANCE WITH STATE STATUTE AND SHALL FILE SAID NOTIFICATION WITH THE OWNER PRIOR TO
ANY EXCAVATION.
27. TRAFFIC CONTROL ON MUNICIPAL ROADS SHALL BE UNDER THE JURISDICTION OF THE HOPEWELL
TOWNSHIP POLICE DEPARTMENT. DETOURING OF TRAFFIC SHALL BE KEPT TO A MINIMUM AND SHALL BE
SUBJECT TO PRIOR APPROVAL OF LOCAL OFFICIALS (FIRE, POLICE, ETC.). UNIFORMED OFF DUTY
POLICE TRAFFIC CONTROL OFFICERS SHALL BE PROVIDED AND PAID FOR BY THE CONTRACTOR (REFER
TO THE ALLOWANCE ITEM IN THE SPECIFICATIONS.
28. ALL TRENCHES SHALL BE BACKFILLED WITHOUT DELAY AT THE END OF DAY'S WORK. OPEN TRENCHES
SHALL BE KEPT TO A MINIMUM. OPEN TRENCHES SHALL BE STEEL PLATED. UPON BACKFILLING, THE
CONTRACTOR SHALL BROOM-SWEEP STREETS, USE APPROPRIATE METHODS TO CONTROL DUST, AND
HOSE DOWN THE PAVEMENT TO KEEP SURFACE CLEAN.
29. UNLESS OTHERWISE SPECIFICALLY PERMITTED, NO WORK SHALL BE DONE OUTSIDE OF THE WORK
HOURS SPECIFIED IN THE CONTRACT SPECIFICATIONS. IF IT SHALL BECOME ABSOLUTELY NECESSARY
TO PERFORM WORK AT NIGHT, OR IF REQUIRED BY THE SPECIAL CONDITIONS, THE ENGINEER SHALL BE
INFORMED IN ADVANCE. GOOD LIGHTING AND ALL OTHER NECESSARY FACILITIES FOR PROPER
EXECUTION AND INSPECTION OF THE WORK SHALL BE PROVIDED. THE CONTRACTOR SHALL ALSO
COMPLY WITH ALL STATE AND LOCAL LAWS GOVERNING HOURS DURING WHICH CONSTRUCTION
EQUIPMENT MAY BE OPERATED.
30. THE LOCATION OF THE RIGHT-OF-WAY LINES, PROPERTY LINES, EXISTING PERMANENT EASEMENT
LINES, AND PROPOSED TEMPORARY AND PERMANENT EASEMENT LINES SHOWN ON THE DRAWINGS ARE
APPROXIMATE. THESE LINES ARE ADDED BASED ON BEST AVAILABLE INFORMATION AND THEIR
ACCURACY CANNOT BE GUARANTEED. CONTRACTOR TO CONFIRM ALL PROPERTY LINES, EXISTING
PERMANENT EASEMENT LINES, AND PROPOSED TEMPORARY AND PERMANENT EASEMENT LINES
BEFORE BEGINNING ANY CONSTRUCTION WORK. ALL CONSTRUCTION ACTIVITIES SHALL BE LIMITED TO
WITHIN THE RIGHT-OF WAY, EXISTING PERMANENT EASEMENTS, AND PROPOSED TEMPORARY AND

31. PRIOR TO BEGINNING WORK, THE CONTRACTOR SHALL NOTIFY HOPEWELL TOWNSHIP WATER AND
SEWER AUTHORITY.
32. ALL WORK SHALL BE IN CONFORMANCE WITH OSHA CONFINED SPACE REGULATIONS.
33. FILTER BAGS AND HAY BALE FILTERS SHALL BE INSTALLED AS NECESSARY TO PREVENT SILT
TRANSPORTATION FROM TRENCH DEWATERING OPERATIONS TO ALL AREAS. ALL DISCHARGE OF
WATER FROM DEWATERING OPERATIONS SHALL BE MADE TO EXISTING STORM DRAINAGE FACILITIES
THROUGH FILTRATION DEVICES.
34. EXCAVATIONS SHALL BE SHEETED AND BRACED AS NECESSARY TO COMPLY WITH ALL APPLICABLE
LABOR REGULATIONS AND TO PROTECT EXISTING UTILITIES. REFER TO SPECIFICATIONS FOR FURTHER
DETAIL.
35. BUILDING SERVICE CONNECTIONS SHALL NOT BE OUT OF SERVICE FOR PROLONGED PERIODS OF TIME
DURING CONSTRUCTION, ESPECIALLY OVERNIGHT. THE CONTRACTOR SHALL BE RESPONSIBLE FOR
ANY BACKUPS THAT MAY OCCUR DUE TO HIS OPERATIONS.
36. THE CONTRACTOR SHALL BE REQUIRED TO VISIT THE SITE OF WORK PRIOR TO PREPARING HIS BID IN
ORDER TO COMPLETELY FAMILIARIZE HIMSELF WITH THE DIFFICULTIES RELATED TO THE PROJECT.
37. THE CONTRACTOR SHALL PROVIDE FOR DEWATERING THE CONSTRUCTION SITE AS REQUIRED TO
PROPERLY CONSTRUCT ALL STRUCTURES IN THE DRY. THE CONTRACTOR SHALL FURNISH, INSTALL,
AND MAINTAIN SAFE AND ADEQUATE TEMPORARY RELIEF MEASURES AGAINST HYDROSTATIC UPLIFT
DUE TO A HIGH WATER LEVEL, IF ENCOUNTERED, FOR THE DURATION OF THE WORK UNTIL THE
NECESSARY CONSTRUCTION IS COMPLETED.
38. CERTAIN UNFORESEEN CONDITIONS SHOULD BE EXPECTED TO OCCUR AND SUCH CONDITIONS WILL
REQUIRE CLOSE INTERACTION BETWEEN THE OWNER, ENGINEER, AND CONTRACTOR IN ORDER TO
RESOLVE PROBLEMS. EVERY EFFORT IS TO BE MADE TO RESOLVE SUCH PROBLEMS IN A TIMELY
MANNER CONSISTENT WITH GOOD ENGINEERING AND CONSTRUCTION PRACTICE AND ECONOMIES OF
BOTH TIME AND MONEY TO THE SATISFACTION OF ALL PARTIES CONCERNED.
39. IT IS THE INTENT OF THE CONTRACT DRAWINGS TO PROVIDE DETAILED GUIDANCE AS TO WHAT MUST BE
CONSTRUCTED. HOWEVER, THE METHOD OF CONSTRUCTION IS THE RESPONSIBILITY OF THE
CONTRACTOR. PRIOR TO BIDDING, THE CONTRACTOR IS ADVISED TO REVIEW THE CONTRACT
DRAWINGS SO TO ASSURE HIMSELF TO THE COMPLETENESS AND COORDINATION OF THE WORK TO BE
BUILT.
40. THE CONTRACTOR IS FULLY RESPONSIBLE FOR SITE SAFETY AND SECURITY.

IMMEDIATELY AFTER INITIAL SITE DISTURBANCE, WHETHER IDENTIFIED ON THE CERTIFIED PLAN OR NOT. THE WIDTH SHALL SPAN THE FULL WIDTH OF EGRESS, AND LENGTH

9. A SUB-BASE COURSE WILL BE APPLIED IMMEDIATELY FOLLOWING ROUGH GRADING AND INSTALLATION OF IMPROVEMENTS IN ORDER TO STABILIZE STREETS, ROADS,
DRIVEWAYS AND PARKING AREAS. IN AREAS WHERE NO UTILITIES ARE PRESENT, THE SUB-BASE SHALL BE INSTALLED WITHIN 15 DAYS OF PRELIMINARY GRADING, PROVIDED

10. ANY DISTURBED AREAS THAT WILL BE LEFT EXPOSED MORE THAN 14 DAYS AND NOT SUBJECT TO CONSTRUCTION ACTIVITY WILL IMMEDIATELY RECEIVE TEMPORARY
STABILIZATION. IF THE SEASON PREVENTS ESTABLISHMENT OF A TEMPORARY VEGETATIVE COVER, OR IF THE AREA IS NOT TOPSOILED, THEN THE DISTURBED AREAS WILL BE

11. ANY STEEP SLOPES (I.E. SLOPES GREATER THAN 3:1) RECEIVING PIPELINE OR UTILITY INSTALLATION WILL BE BACKFILLED AND STABILIZED DAILY, AS THE INSTALLATION
PROCEEDS.
12. PERMANENT VEGETATION SHALL BE SEEDED OR SODDED ON ALL EXPOSED AREAS WITHIN TEN (10) DAYS AFTER FINAL GRADING AND TOPSOILING. ALL AGRONOMIC
REQUIREMENTS CONTAINED WITHIN THE STANDARDS AND ON THE CERTIFIED PLAN SHALL BE EMPLOYED. MULCH WITH BINDER, IN ACCORDANCE WITH THE STANDARDS, SHALL

13. AT THE TIME WHEN THE SITE PREPARATION FOR PERMANENT VEGETATIVE STABILIZATION IS GOING TO BE ACCOMPLISHED, ANY SOIL THAT WILL NOT PROVIDE A SUITABLE
ENVIRONMENT TO SUPPORT ADEQUATE VEGETATIVE GROUND COVER, SHALL BE REMOVED OR TREATED IN SUCH A WAY THAT WILL PERMANENTLY ADJUST THE SOIL
CONDITIONS AND RENDER IT SUITABLE FOR VEGETATIVE GROUND COVER. IF THE REMOVAL OR TREATMENT OF THE SOIL WILL NOT PROVIDE SUITABLE CONDITIONS, THEN
NON-VEGETATIVE MEANS OF PERMANENT GROUND STABILIZATION WILL HAVE TO BE EMPLOYED.
14. DURING THE COURSE OF CONSTRUCTION, SOIL COMPACTION MAY OCCUR WITHIN HAUL ROUTES, STAGING AREAS AND OTHER PROJECT AREAS. IN ACCORDANCE WITH THE
STANDARD FOR TOPSOILING, COMPACTED SURFACES SHOULD BE SCARIFIED 6" TO 12" IMMEDIATELY PRIOR TO TOPSOIL APPLICATION. THIS WILL HELP ENSURE A GOOD BOND
BETWEEN THE TOPSOIL AND SUBSOIL. THIS PRACTICE IS PERMISSIBLE ONLY WHERE THERE IS NO DANGER TO UNDERGROUND UTILITIES (CABLES, IRRIGATION SYSTEMS, ETC.).
15. PRIOR TO SEEDING, TOPSOIL SHALL BE WORKED TO PREPARE A PROPER SEEDBED. THIS SHALL INCLUDE RAKING OF THE TOPSOIL AND REMOVAL OF DEBRIS AND STONES,

16. IN ACCORDANCE WITH THE STANDARD FOR MANAGEMENT OF HIGH ACID PRODUCING SOILS, ANY SOIL HAVING A PH OF 4 OR LESS OR CONTAINING IRON SULFIDES SHALL BE
BURIED WITH LIMESTONE IN ACCORDANCE WITH THE STANDARD AND BE COVERED WITH A MINIMUM OF 12” OF SOIL HAVING A PH OF 5 OR MORE PRIOR TO TOPSOIL APPLICATION
AND SEEDBED PREPARATION. IF THE AREA IS TO RECEIVE TREE OR SHRUB PLANTINGS, OR IS LOCATED ON A SLOPE, THEN THE AREA SHALL BE COVERED WITH A MINIMUM OF 24"
OF SOIL HAVING A PH OF 5 OR MORE.
17. MULCHING TO THE STANDARDS IS REQUIRED FOR OBTAINING A CONDITIONAL REPORT OF COMPLIANCE. CONDITIONAL ROC’S ARE ONLY ISSUED WHEN THE SEASON PROHIBITS
SEEDING. PERMANENT STABILIZATION MUST THEN BE COMPLETED DURING THE OPTIMUM SEEDING SEASON IMMEDIATELY FOLLOWING THE CONDITIONAL ROC, OR THE
COMPLETION OF WORK IN A GIVEN AREA.
18. HYDROSEEDING IS A TWO-STEP PROCESS. THE FIRST STEP INCLUDES SEED, FERTILIZER, LIME, ETC., ALONG WITH MINIMAL AMOUNTS OF MULCH TO PROMOTE CONSISTENCY,
GOOD SEED-TO-SOIL CONTACT, AND GIVE A VISUAL INDICATION OF COVERAGE. UPON COMPLETION OF THE SEEDING OPERATION, HYDROMULCH SHOULD BE APPLIED AT A
MINIMUM RATE OF 1500 LBS. PER ACRE IN SECOND STEP. THE USE OF HYDRO-MULCH, AS OPPOSED TO STRAW, IS LIMITED TO OPTIMUM SEEDING DATES AS LISTED IN THE
STANDARDS. THE USE OF HYDROMULCH ON SLOPED AREAS IS DISCOURAGED.
19. THE CONTRACTOR IS RESPONSIBLE FOR KEEPING ALL ADJACENT ROADS CLEAN DURING LIFE OF THE CONSTRUCTION PROJECT. ALL SEDIMENT WASHED, DROPPED, TRACKED OR
SPILLED ONTO PAVED SURFACES SHALL BE IMMEDIATELY REMOVED.
20. THE DEVELOPER SHALL BE RESPONSIBLE FOR REMEDIATING ANY EROSION OR SEDIMENT PROBLEMS THAT ARISE AS A RESULT OF ONGOING CONSTRUCTION, AND FOR
EMPLOYING ADDITIONAL EROSION AND SEDIMENT CONTROL MEASURES AT THE REQUEST OF THE MERCER COUNTY SOIL CONSERVATION DISTRICT.
21. CONDUIT OUTLET PROTECTION MUST BE INSTALLED AT ALL REQUIRED OUTFALLS PRIOR TO THE DRAINAGE SYSTEM BECOMING OPERATIONAL.
22. ALL DETENTION / RETENTION BASINS MUST BE FULLY CONSTRUCTED (INCLUSIVE OF ALL STRUCTURAL COMPONENTS AND LINERS) AND PERMANENTLY STABILIZED PRIOR TO
PAVING OR PRIOR TO THE ADDITION OF ANY IMPERVIOUS SURFACES. PERMANENT STABILIZATION INCLUDES, BUT MAY NOT BE LIMITED TO: TOPSOIL, SEED, STRAW MULCH AND

INSTALLED. TEMPORARY SOIL RIDING SURFACES ARE PROHIBITED.

25. ALL SWALES OR CHANNELS THAT WILL RECEIVE RUNOFF FROM PAVED SURFACES MUST BE PERMANENTLY STABILIZED PRIOR TO THE INSTALLATION OF PAVEMENT. IF THE
SEASON PROHIBITS THE ESTABLISHMENT OF PERMANENT STABILIZATION, THE SWALES OR CHANNELS MAY BE TEMPORARILY STABILIZED IN ACCORDANCE WITH THE

26. NJSA 4:24-39 ET SEQ. REQUIRES THAT NO CERTIFICATE OF OCCUPANCY OR TEMPORARY CERTIFICATE OF
OCCUPANCY BE ISSUED BY THE MUNICIPALITY BEFORE THE PROVISIONS OF THE CERTIFIED SOIL EROSION AND

1. CONTRACTOR TO STORE ANY PESTICIDES, FERTILIZERS, FUELS, LUBRICANTS, PETROLEUM PRODUCTS, ANTI-FREEZE, PAINTS AND PAINT THINNERS, CLEANING

AND SANITARY WASTES. CONSTRUCTION SITES SHALL HAVE ONE OR MORE DESIGNATED WASTE COLLECTION AREAS ONSITE AND AN ADEQUATE NUMBER OF
CONTAINERS FOR WASTE. STAGED WASTE CONTAINERS SHALL BE MAINTAINED SO AS TO PREVENT WASTE MATERIALS FROM OVERFLOWING, LEAKING, OR
BLOWING OUT OF THE CONTAINER. SPILLS, LEAKS, AND OVERFLOWS, WHICH DO OCCUR, SHALL BE CLEANED UP IMMEDIATELY.
3. RESPONSIBILITIES OF PERMITTEE OR OWNER REPRESENTATIVE:
a. THE PERMITTEE OR CLIENT REPRESENTED SHALL CONDUCT AND DOCUMENT WEEKLY INSPECTIONS REPORTS OF THE AREAS OF INDUSTRIAL ACTIVITY OR
SMALL CONSTRUCTION ACTIVITIES TO IDENTIFY AREAS CONTRIBUTING TO THE STORMWATER DISCHARGE AUTHORIZED BY THIS PERMIT AND EVALUATE
WHETHER THE REGULATED ACTIVITIES, IDENTIFIED UNDER THE 5G3 CONSTRUCTION ACTIVITY STORMWATER NARRATIVE REQUIREMENTS E.1, IS BEING
PROPERLY IMPLEMENTED AND MAINTAINED, OR WHETHER ADDITIONAL MEASURES ARE NEEDED FOR THE REGULATED ACTIVITY.
b. IN THE EVENT THAT THE INDUSTRIAL ACTIVITIES OR SMALL CONSTRUCTION ACTIVITIES ON-SITE ARE CEASED OR ARE ANTICIPATED TO CEASE FOR A PERIOD
OF SIX (6) MONTHS OR GREATER THE PERMITTEE MAY SEEK A SUSPENSION OF THE ROUTINE INSPECTION REQUIREMENT OF THE PERMIT OR REDUCTION IN
FREQUENCY TO MONTHLY WITH THE WRITTEN APPROVAL OF THE SOIL CONSERVATION DISTRICT OFFICE OVERSEEING THE PROJECT ON A FORM PROVIDED

4. CONSTRUCTION SITE WASTES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

FOLLOWING ARE EXAMPLES OF MATERIALS THAT MAY BE FOUND IN CONSTRUCTION AND DEMOLITION WASTE: TREATED AND UNTREATED WOOD SCRAP; TREE
PARTS, TREE STUMPS AND BRUSH; CONCRETE, ASPHALT, BRICKS, BLOCKS AND OTHER MASONRY; PLASTER AND WALLBOARD; ROOFING MATERIALS;
CORRUGATED CARDBOARD AND MISCELLANEOUS PAPER; FERROUS AND NON-FERROUS METAL; NON-ASBESTOS BUILDING INSULATION; PLASTIC SCRAP; DIRT;
CARPETS AND PADDING; GLASS (WINDOW AND DOOR); AND OTHER MISCELLANEOUS MATERIALS; BUT SHALL NOT INCLUDE OTHER SOLID WASTE TYPES."

iv.SANITARY SEWAGE AND SEPTAGE.
v. CONTAMINATED SOILS ENCOUNTERED OR DISCOVERED DURING EARTHMOVING ACTIVITIES OR DURING THE CLEANUP OF A LEAK OR DISCHARGE OF A

NOTES:
INSTALL EROSION CONTROL BLANKET ON ALL SLOPES 3H:1V OR STEEPER AND WITHIN 50 FEET OF SURFACE WATERS.
SEED AND SOIL AMENDMENTS SHALL BE APPLIED ACCORDING TO THE RATES IN THE PLAN DRAWINGS PRIOR TO INSTALLING
THE BLANKET.
PROVIDE ANCHOR TRENCH AT TOE OF SLOPE IN SIMILAR FASHION AS AT TOP OF SLOPE.
SLOPE SURFACE SHALL BE FREE OF ROCKS, CLODS, STICKS, AND GRASS.
BLANKET SHALL HAVE GOOD CONTINUOUS CONTACT WITH UNDERLYING SOIL THROUGHOUT ENTIRE LENGTH. LAY BLANKET
LOOSELY AND STAKE OR STAPLE TO MAINTAIN DIRECT CONTACT WITH SOIL. DO NOT STRETCH BLANKET.
THE BLANKET SHALL BE STAPLED IN ACCORDANCE WITH THE MANUFACTURER'S RECOMMENDATIONS.
BLANKETED AREAS SHALL BE INSPECTED WEEKLY AND AFTER EACH RUNOFF EVENT UNTIL PERENNIAL VEGETATION IS
ESTABLISHED TO A MINIMUM UNIFORM 70% COVERAGE THROUGHOUT THE BLANKETED AREA. DAMAGED OR DISPLACED
BLANKETS SHALL BE RESTORED OR REPLACED WITHIN 4 CALENDAR DAYS.

EROSION CONTROL BLANKET IS A TRIPPING HAZARD WHEN USED IN HOOVED ANIMAL PASTURES AND IS NOT COMPATIBLE
WITH MOST CROP LAND MANAGEMENT. IN SUCH CASES, HAY, STRAW, OR HYDRAULICALLY-APPLIED MULCH SHOULD BE
APPLIED UNLESS THE LAND IS PLOWED AND REPLANTED FOR CROP GROWTH WITHIN 4 DAYS. MULCH IN ANIMAL PASTURES
SHOULD BE LIMITED TO HAY OR STRAW.
