Background

The Pengam and Communities Partnership was set up to involve local people, local groups, voluntary organisations, businesses and the police – in short, all those with a stake in their local community – to get involved with regeneration. The survey was carried out with the help of local residents and members of the community partnership in order to identify the following:

• Local problems and issues

• What services are facilities are already available

• What the community needs and

• How community members may want to take part

The findings of the survey will be used to help draw up a Community Action Plan, enabling the Partnership to make funding bids to take regeneration projects forward.

Method

There were two phases of distribution of the questionnaire. The first batch of questionnaires was for the Britannia area only as the partnership wanted to ask some questions relating to plans for a proposed new community centre for the area. Britannia residents received the questionnaire over the summer period of 2006. A cover letter explained that everyone who replied would be entered into a prize draw and that volunteers dropped by to collect completed forms a week or so later.

The Pengam and Fleur-de-Lis version of the questionnaire omitted some of the questions about the proposed Britannia Community Centre. This version was delivered later, in October of 2006 and a pre-paid reply envelope was included for respondents to send their responses back. The questionnaire was delivered accompanied by a flyer to explain why it was being done, to highlight the prize draw as an incentive for completion. See Appendix One for a copy of the covering letter and Appendix Two for the questionnaire.

Overall, community questionnaires were circulated to every household in the Pengam ward (1,622 households). Three hundred and thirty questionnaires were returned, giving a response rate of 20%.

All respondents were entered into a prize draw for £25 worth of Argos vouchers.

Respondent Profile

To ensure that those who completed the questionnaire were a good representation of people living in the Pengam ward, personal details were requested. Questions were asked relating to age, gender, long-term illness, employment status, household composition, ethnicity and levels of Welsh. The information was then compared to the information available from the 2001 Census data.

� Sixty five percent (64%) of respondents were female. This is a greater proportion than would be expected compared to the general population of Pengam (52% female).

� The age profile was fairly evenly spread, however, people aged 18-29 were less represented. There were also higher than expected numbers of people aged 30 and above.

� Nearly four in ten (38%) of respondents said they had a limiting illness or disability, which is much higher than the Census figure of 29%.

NB: Please note that ‘N’ used throughout the report, means the number of participants who responded to a particular question. Also, all of the graphs show percentages of respondents.

For the results of all questions in the questionnaire, please see Appendix Four for the Summary of Responses. The questionnaire gathered responses from people in different areas of Pengam. The graph below shows the proportion of respondents from each area. Nearly half (42%) of responses (n=135) were from people living in Fleur de Lis.

The questionnaire wanted to gather from people whether they would like to stay in the community they live. Respondents were asked how long they have lived in their respective areas and if they moved whether they would like to stay in the area. The table below shows how long respondents had lived in each area, and the percentage of those that would like to stay in the area if they had to move.

Respondents were asked to state why they liked or disliked the area in which they live. The responses given for each area are given below. Britannia Responses If you like living in Britannia, why is this?

• Not a community anymore, all the green areas being built on, becoming a commuting village.

• Not very happy with how the community is becoming especially with the local children’s attitude towards other people (no respect)

Gellihaf responses If you would like to stay in Gellihaf, why is this?

• Family, nice area/scenery

NB. Only 5 respondents lived in the area of Gellihaf and none of them stated they would not like to stay in the area. Fairview Responses If you would like to stay in Fairview, why is this?

• Area is full of ‘sub-cultures’ only 1 step removal from area! Too many people with no work either and the belief that the state owes them a living

• Because its full of crime and heroin

• Because no private front gardens, noisy neighbours, drugs, no privacy, stigma attached to upper Trelyn

• Because of people being moved into this area from other communities

• Because o the increase in crime in the area and the fact that that we are losing all our green area’s due to new development, esp. new housing

• Certain areas are prone to a lot of youngsters drinking underage, and make you wary of where to go, especially at night

• Children over the age of eight are rude, vandals. Very poor public transport

• Did not choose to live in area- was forced to due to work commitment. Now there are too many new housing developments

• Excessive litter all over area- gangs of antisocial youths around the area, not safe to walk out at night pool pavements and paths

• Just don’t like it here

• May well move to partners house

• The huge amounts of litter in the area- bad state of roads and pavements antisocial behaviour youths

• There are too many “council” improvements which are not for the rest of the residents and the area also there is a growing crime rate

• There is nothing here for my children and there is too much congestion on the roads with not enough calming measures

• Want to move out of the area due to partner’s work commitments

Transport

Respondents were asked how often they used public services and how satisfied or unsatisfied they are with the services. The graph below shows that 22% of respondents use the bus service at least once a week and 9% almost everyday, whereas only 4% use the train service once a week and 4% almost everyday. The largest proportion of respondents (24%) had use the train service within the last 6 months or never used. The graph below shows this fully.

The graph below shows how satisfied respondents are with the local public transport. The analysis showed that generally respondents were more satisfied with the train service than the bus. Fourteen percent of bus service users were very satisfied compared to 20% of train service users. Similarly, 31% of bus service users were fairly satisfied compared with 38% of train service users.

Breakdown - preferred location for learning activities

Britannia respondents A large majority of respondents (84%) from Britannia stated that their preferred place of learning would be in the proposed Britannia Community Centre. Pengam respondents Nearly a third (27%) of respondents from Pengam stated that Ystrad Mynach College would be their preferred place of learning, with Fleur de Lis community centre following closely behind (23%). Fleur de Lis respondents Nearly two-thirds of respondents from Fleur de Lis (64%) selected Fleur de Lis community centre as their preferred place of learning. Gellihaf respondents Only one person from Gellihaf responded to this question and they stated that their preferred place of learning would be Fleur de Lis community centre. Fairview respondents Nearly half (46%) of respondents from Fairview stated that Fleur de Lis community centre would be their preferred place of learning, followed closely by Blackwood comprehensive school selected by 39% of respondents. The graph below shows the area breakdown of responses to this question in more detail.

Your Community The respondents were asked to rate how they feel about the current facilities on offer to them in the area. They also had the opportunity to add any comments about these facilities. The facility that people were most positive about was Pengam Library, which 52% of respondents felt was ‘very good’ or good’. The facility that people were most negative about was children’s facilities, which 57% of respondents rated as ‘poor’ or ‘very poor’. Facilities for young people also received negative ratings with 46% of respondents saying that they were ‘poor’ or ‘very poor’. The responses about each separate facility are given below. People also made a number of other comments about facilities not listed in the questionnaire:

• Bridleways for carriages - most blocked off

• Bus Stop at Capel’s Garage’ going to New Tredegar - I get wet in the rain

• Daytime and evening cafes and restaurants

• Ebenezer Baptist Church - All united for Coffee Tuesday and Sunday services

• People have everything today- they already have too much that is why there is no discipline or order in people’s lives. Cut council taxes and less money wasted.

• Parking at St. David’s football field. People not using car park. St David’s Road is an accident waiting to happen

The survey also asked respondents how often they eat fresh fruit, vegetables and salad. Just over half (56%) of respondents ate salad or fresh vegetables everyday, and nearly two-thirds (63%) of respondents ate fresh fruit everyday. The graph below shows these responses in more detail.

Respondents smoked between 1 and 24 cigarettes per day, with a mean average of 13. Respondents were also asked how many units of alcohol they drank per week, responses ranged from 0 to 50, with a mean average of 8 units. The respondents were also asked to write in any other facilities or activities they would like to see provided in Pengam, Fleur de Lis or Britannia. These responses are given below:

• To see a cleaner environment, a centre with care and properly train to support and look after anyone dropping litter, binge drinking under age, smoking parents, more discipline and someone to make environment clean. Teach young one’s to know they could be part of the community with special activities, let them become part of the community. If they deface anything make them clean up after themselves or summon parents.

• ‘Local community Centre’ open for local children at least twice a week at no charge and run by community police. Table tennis provided.

• Small manned police office during night hours, enough officers to attend local crimes before the criminal concerned disappears. Play area for young children for daytime use only. Picnic areas, as Ystrad is the closest to Fleur.

• Children’s play area with swings, etc. A proper tennis court. A proper bowling green. A better pavilion and facility in Trelyn Park. Youth pitches or youngsters football and & rugby. Better facilities for youths of today.

• A children’s playground- our nearest one is at the Blackwood showground and it’s not easy to walk to.

• A children’s playground. Police presence- particularly 7.30 onwards. Litter pick or bins in street off paper shop & takeaway- not just High St.

sleeping due to the noise of the traffic driving over the huge hump outside the park, this is far too high and causes damage to vehicles. I also feel that parking of cars outside the flat on the junction into the vehicle is very dangerous, when they have parking facilities behind the flats, which are not used. This is an accident waiting to happen.

• I have to go to New Tredegar often but I find it difficult, as do many others since bus stop is moved. Great difficulty with Fairview Hill, before moved was great.

• I have two young children (3&6). There is an appalling lack of park facilities servicing the Pengam area.

• I like walking- nowhere to walk, only on main road. Need a park to sit as well for elderly.

• I live in High Street, Pengam. I am quite satisfied; I wouldn’t want to see it altered.

• I think a youth club would be fantastic for children of all ages. • I work split shifts as a mental health-nursing assistant. I would like to see facilities for

younger children during school holidays but not a lot of cost. I would like to improve my education in nursing but cannot afford to do so and could not pay childcare whilst doing so.

• I would like the local council and councillors to meet with the LOCAL people once every 3 months and LISTEN to what’s going wrong! Act on the info provided and sort things out. I can dream about it for now! The council do not listen, just pay lip service.

• I would like to see a gardening club, cooking club and social meeting for all ages i.e. singers, bingo.

• I would like to see a park for the children in the proximity of St David’s football field.

• In Fleur de Lis I would like to see a sports centre

• It would be nice to have something for the younger children age 2 and 3 years and older up to 11 years as there is nothing really for the infants

Steps & gate into grounds of St David’s church would encourage wedding and funeral people to use this easy way into the church- use of this parking area.

• There needs to be a playground provided for the children, maybe a replacement of the one that used to be in St David’s playing field. Currently we have to travel by car to go to a playground. Those at Tir y Berth and on Fairview are unsuitable – vandalised and full of glass. More bins in the community and improvements on the old colliery site would also be beneficial to the community.

• There should be far more done in Fleur de Lis to pick up litter and clear vigorously with the anti-social yobs who are throwing it down. One Sunday a few months ago the main street was absolutely thick with it. As well as being visually unsightly, it is also a health hazard. If our quality of life in this community is to be improved- this problem must be dealt with.

Appendix Three – Respondent Profile Sex The 2001 census showed that 52% of people living in Pengam were female. By comparison, of those who completed the questionnaire, only 36% were male and 64% female. As shown in the graph below, this highlights that a significantly higher proportion of female respondents completed the questionnaire than would be expected, given the profile of Pengam

Long-standing illness and disability Forty four percent of respondents stated that they had a long-term illness or disability. This high proportion of limiting long-term illness reflects the fact that a higher proportion of older persons completed the questionnaire, as limiting long-term illness tends to be more prevalent with older age groups. The 2001 Census reveals that the percentage of people with a limiting long-term illness is 29%. Therefore the number of respondents surveyed in this questionnaire with a limiting long illness is higher than would be expected given the profile of Pengam. Of the 44% with a limiting long-term illness, 85% stated that it affects their activities.
