The U.S. Environmental Protection Agency (EPA) has completed the second five-year review of cleanup actions undertaken at the Pemaco Superfund Site in Maywood, California. This is the final five-year review process before lead regulatory oversight of the Pemaco Superfund Site is transferred to the California Department of Toxic Substances Control (DTSC) in August 2018.

STAY INFORMED What is a Five-year Review? The purpose of a five-year review is to determine if remedies at a Superfund Site are protective of human health and the environment. If any issues that affect protectiveness are found during the five-year review, recommendations are made to address them. The report addresses three major questions:• Is the remedy functioning as intended?• Are the exposure assumptions, toxicity data, cleanup levels, and remedial action objectives

(RAOs) used at the time of remedy selection still valid?• Has any other information surfaced that could affect the protectiveness of the remedy?

Site HistoryThe Pemaco Superfund Site is located in Maywood, California in east Los Angeles County. The Site is currently within the boundaries of Maywood Riverfront Park which is bordered by the Los Angeles River to the east and by residential sections of the City of Maywood to the south and west, as shown in the Figure on pages 6 and 7.

The Pemaco Site was formerly used as a chemical mixing facility that operated from the 1950s until 1991 when operations ended. The Site was placed on the National Priorities List (NPL) in January of 1999 to address contaminants that include chlorinated solvents and other volatile organic compounds (VOCs). Cleanup work began the summer of 2005 and resulted in the majority of the former Pemaco property being incorporated into Maywood Riverfront Park by the fall of 2006. The cleanup work continues to the present day with the operation of the groundwater and vapor treatment plant.

Site Chronology1993 – 1998: Preliminary Inspection/Site Assessment: EPA conducts removal and investigation activities at the abandoned Pemaco chemical blending facility.

1999: National Priorities List (NPL) Listing: Pemaco placed on NPL and identified as needing a long-term cleanup plan.

2000 – 2004: Remedial Investigation and Feasibility Study: EPA investigates the nature and extent of contamination and identifies alternatives for addressing Site contamination.

2004: Proposed Plan: cleanup alternatives are presented to the public for community review and comments.

2005: Record of Decision (ROD): The cleanup actions selected by EPA are summarized in the ROD.

2006: Remedial Design/ Remedial Action: The specific design of the selected cleanup remedy is approved and implementation & construction begins.

2006: Maywood Riverfront Park opens: Following initial cleanup actions, the majority of the former Pemaco property was converted into public park land.

2007: Groundwater and vapor treatment systems complete and operational.

2007/2008: Electrical Resistive Heating (ERH) treatment is completed: this portion of the remedy successfully removed contaminants from the source area.

2008 – Present: Operation & Maintenance Monitoring: Operation of the groundwater and vapor treatment plant and semiannual groundwater sampling.

2010: First Five-Year Review is completed.

2015: Second Five-Year Review is completed.

2018: Planned: Operation & Maintenance transferred from EPA to DTSC.

¿Qué es una Revisión de Cinco Años? El propósito de una FYR es determinar si la rehabilitación efectuada en un Sitio Superfund protege la salud humana y el medio ambiente. Historia del SitioEl Sitio Superfund Pemaco se encuentra ubicado en Maywood, California al este del Condado de Los Ángeles. El Sitio está actualmente dentro de los límites del Parque Riverfront de Maywood, el cual está delimitado por el Río de Los Ángeles al este y por secciones residenciales de la Cuidad de Maywood al sur y oeste, como se muestra en la imagen de las páginas 6 y 7.

El Sitio Pemaco fue utilizado antiguamente como una instalación de mezclado de sustancias químicas que operó desde la década de 1950 hasta 1991cuando las operaciones terminaron. What are the Results of the Five-Year Review? The technical assessment of the Pemaco cleanup remedy indicates that the Pemaco Site is safe, well maintained, and protective of human health and the environment. The remedial action objectives used at the time of remedy selection are still valid. However, issues were identified that could affect the future protectiveness of the remedies, and recommendations were presented to address them:

How was the Five-Year Review Conducted?The U.S. Army Corps of Engineers (USACE) conducted the second five-year review activities and prepared the Second Five-Year Review Report for the Pemaco Superfund Site. USACE was selected to provide an unbiased assessment of the Site, which included:

Document and Data Review: Key documents were reviewed to obtain relevant information that could be used to evaluate the performance and protectiveness of the remedies implemented at the site.

Site Inspection: A site inspection was conducted on December 2, 2014 to provide information about the status of the site and to visually confirm and document the condition of the treatment plant, wells, and equipment.

Interviews: Interviews were conducted with the Operations & Maintenance contractor and with representatives from the regulatory agencies.

Community Involvement: A public notice was mailed to the City of Maywood residents in October 2014 to request public participation in the five-year review process. No comments were received from the community regarding the Pemaco Site.

¿Cómo se llevó a cabo la Revisión de Cinco Años?El Cuerpo de Ingenieros de la Armada de los Estados Unidos (USACE, por sus siglas en inglés) llevó a cabo las actividades de la segunda FYR y elaboró el Reporte de la Segunda Revisión de Cinco Años para el Sitio Superfund Pemaco. Follow-up Actions and UpdatesEPA is currently working to address the issues and recommendations included in the second five-year review:

Winter 2015 – The Hydrogeologic Investigation of MW-01-80 Area was conducted in late 2015 to evaluate increasing contaminant concentrations and determine the extent of contamination (Recommendation #2 and #3). Temporary borings were installed in six locations to collect groundwater samples, eleven groundwater wells were installed and sampled, and 33 soil samples were collected. Sampling results indicate an off-site contaminant source located to the northwest of Pemaco.

Summer 2016 – Additional monitoring wells are planned for installation to evaluate vertical contaminant movement and confirm no impacts to downgradient municipal wells (Recommendation #3).

Ongoing – New wells will be incorporated into the groundwater monitoring program, which includes sampling of wells twice each year. EPA will incorporate the data into a regional investigation of groundwater contamination in the 710 highway corridor area that will include the off-site source northwest of Pemaco.

2017-2018 – EPA has initiated plans to cap and revegetate the former ERH area and work with the City of Maywood to incorporate the area into the Maywood Riverfront Park (Recommendation #4).
