The project of building and installing two new signs at the State Land-ing and Keelers went well and I believe are a nice improvement for the lake. It not only consoli-dates all the smaller signs but also spreads the word about AIS (Aquatic Invasive Spe-cies) when monitors are not present.

I had the mainframe of the signs built by Build-ers Service of Elcho and the AIS portion laminated by Lakeland Signs of Mi-nocqua. Builders Ser-vice helped install the signs with their boom truck and made a much

appreciated donation of $350.00 to the project. Ray Stolarik and Bob Young donated their time and augers to help out. The actual installation was handled by myself and the greatly appreci-ated assistance of Larry Hahn, Ed Erickson and John Beran.

As I mentioned at the summer meeting I be-lieved a large portion of the sign costs would be covered by a grant from the Wisconsin Valley Im-provement Corp. I re-cently received the grant funds and am happy to report that after the grant and the donation from

Builders Service, the to-tal cost to PLPOA for both signs was $121.95. (See Sign Back Page)

At the annual summer meeting it was voted on and passed to increase the annual dues to $25.00 per year starting in 2010.

The annual Summerfeste Picnic was a great suc-cess even though we experienced a rather cool afternoon. Everyone seems to enjoy the fire-works after sundown and I must ask for a few more fireworks donations if we are to continue them. Have a great winter and see you in the Spring!

Minutes PLPOA Annual Meeting - July 18,2009

President Kirby Ament called the meeting to order at 2:00 PM.

Minutes of the April 11, 2009 Spring PLPOA were read by Secretary Bob Mott. A correction was noted in the reading. The vote taken in the spring meeting to raise annual dues from $15.00/year to $25.00/Year beginning in January 2010 was advisory pending approval at the Annual Meeting. The minutes amended as noted were approved. Moved Larry Hahn 2nd Ralph Brzezinski.

Treasurer Joe Altschaefl presented a report on the state of finances. The report was approved as read. Moved Ed Erickson 2nd Karl Kapke

Head Landing Monitor Gary Blumreich gave a report on the landing work and he and his wife, Nancy’s attendance at the Wisconsin Association of Lakes Annual Convention in Green Bay.

Many visitors to Pelican Lake have expressed praise for the landing efforts to protect the lake from AIS. Many of these people are from the Fox Valley and Madison area where they are experiencing declining water quality due to prob-lems with invasive and pollution.

The goal of the landing monitors is to educate people and that process over the years has had a very positive effect statewide. The awareness of the average boater is very high regarding invasive but there are still boaters who have never heard of the problem.

New invasive such as rainbow smelt and the spiny waterflea are only part of 200 invasive brought in through the bilge water of ocean-going ships entering the Great Lakes. Legal enforcement efforts are underway to force these ships to clean the ballast before discharging it into the Great Lakes.

Experimental environments that mimic lakes which are infested have been built to allow various treatments to find the best way to attack invasive without damaging the natural ecosystem.

Gary noted how easily invasive are spread in our mobile society. Zebra mussels have been found in Arizona lakes and were probably carried from the Midwest.

What should we be doing? Most importantly stay informed and up-to-date concerning the threat of invasive. Information is always changing.

Bob Mott who heads the AIS Program reviewed the program for 2009.

All paid workers from 2008 were asked to reapply for landing positions by February 16,2009. Only the Blum-reichs responded.

A job posting was done at UWSP and 1 person was interviewed. Unfortunately, this excellent candidate took another job. It is difficult to find reliable workers.

Ken Phelps was contacted by Kevin Gauthier and informed that Pelican Lake would not receive a 2009 Educa-tion Grant from the State of Wisconsin.

After considerable discussion it was decided that the landings at the state and Keelers would be manned on Fri-days from 3-7, Saturday from 6-6 with a lunch hour, and Sunday from 7-11. The season would be from the first weekend in May through Labor Day weekend. The season will be extended through the end of September with September cover-age at the state landing only.

Sally Miller and Kay Shellestad were recognized for their wonderful volunteer service at the landings. We need more like them.

Lucy Nelson reported on her work with the campground and resorts of Pelican Lake. This is an important area to educated all people who use the lake.

The opening of the County AIS Coordinator Position was discussed. PLPOA members should take every oppor-tunity to express their support for this position to County Board members.

Kirby discussed the ongoing expenses of protecting the lake and possible future expenses if AIS problems arise in Pelican Lake. The increase in dues would help to continue to build a “war chest” and cover expenses in case Pelican Lake does not receive a grant in 2010. It was noted that the Towns of Schoepke and Enterprise agreed to increase their funding from $ 1,000.00 per year to $ 1500.00 per year. Thanks to them for this increased funding. A dues in-crease from $ 15.00 to $25.00 was moved by Ralph Brzezinski and 2nd by Ed Erickson. The motion carried.

Membership

It was suggested that neighbors contact neighbors to encourage them to become members of the association. Everyone has a stake in protecting the lake. There are 333 members listed in the association. It was noted that not all of these are paid members. It’s believed that there are 450 homeowners on the lake.

The Raffle was held. Thanks to all who donated and all who collected donations. Paul Schmidt suggested that a big-ger raffle prize like a boat/motor/trailer would raise more money.

Porky Hogue was recognized for his service as a board member. Ed Erickson was elected to fill Porky’s position on the Board of Directors.

Shocking report was presented by Kirby Ament. The walleye numbers of young per mile was low possibly due to a cold spring. There was a good mix of species. There was large number of perch from 2-6 inches noted.

A complete survey will be conducted in 2011.

816 walleyes were speared this spring and 19 muskies.

It was brought to Kirby’s attention through a news article that The Mole Lake tribe had donated $ 100,000.00 to area associations and organizations. Kirby contacted them and asked for money for PLPOA AIS fight. The tribe was re-ceptive to the idea. It is possible that they will give fund in 2010.

One member that Kirby spoke to suggested that the tribe would like a sign of some type erected showing a co-operative effort with the tribe, towns, and association in protecting the lake. The wording and even this request was un-certain.

Much discussion followed concerning this situation both pro and con. May be a start to stocking if needed down the line. May open future dialogue. With increase in dues we don’t need to deal with them. Etc.

Is there a contract? -Not to our knowledge. In favor of approving this association and the sign. For 42 Against 23-(approximate vote numbers)

New signs will be placed at Keelers Landing and the State Landing. Volunteers were requested for 2pm next Satur-day to help install signs.

(Note- Only 1 volunteer showed up) The signs were made in Minoqua and built at Builders in Elcho. They are beautiful and informative.

A grant from the Wisconsin Valley Improvement Corporation will pay 75% of the costs. Kirby arranged this grant.

The 2010 Annual meeting will be July 24.

A grant application for 2010 will be developed with a $ 6,000.00 commitment voted for by the members at the annual meeting.

A suggestion was made that a website should be developed for the Pelican Lake Property Owners Association. Joanne Phelps said she would contact her son to help in the development of this website. The idea was favorably received as a way to get information to members in a timely fashion. This idea will be pursued.

Pelican Lake Women’s Civic Club By Lucy Nelson, Fundraiser Chairperson

The Pelican Lake Women’s Civic Club held their 10th Memorial Weekend Fund-raiser on Sunday, May 24, 2009. We want to THANK all of YOU who helped make this fundraiser another success. Our Beer stand and crafters also helped make this event successful. We hope you plan to join us next year, Sunday, MAY 30, 2010 for our Memorial Week-end Fundraiser.

This year we presented (2) two $750.00 scholarships at the Elcho School Com-mencement Program in May to Ms. Megan Jansen and Ms. Sarah Raith. This is a wonderful honor our club is able to bestow to the qualified students. Our club supports the civic needs of the com-munity.

The Annual Fall Style Show and Lunch-eon was held October 8th at Holiday

Acres in Rhinelander. The diversity of club members and assortment of ensembles makes this an interesting and fun experience. Food, door prizes, and our “Silent Auction”, com-pliment this event. Drawing the name of Jean Roach, who won our $400 Cash Prize, was an exciting finale to the program. Officers elected at the September meeting are:

Full and Part-Time Residents in En-terprise and Schoepke Townships are welcome to join the Pelican Lake Women’s Civic Club. Meetings are held the first Thursday of each month. Contact President Gladys Miller (487-5471) or Treasure Barb Kraetsch (487-5271) and join in the Fun!!!

A relic of Pelican Lake’s past & railroad history was recently saved for present and future generations. The original wooden sign that graced the railroad depot was put up for bid by the estate of longtime resident Bill Richardson. The sign was acquired by Mr. Richardson’s father in 1965. A bidder was intent on moving the sign to Pelican Lake in his state of Minnesota to the dismay of one local couple. After much dis-cussion amongst interested parties, it was decided to bid on the sign and keep it at our Pelican Lake.

The result is the good news that the sign has a new owner and a new home. The Pelican Lake Women’s Civic Club pur-chased the sign from the winning bidder for the price they paid and the Town of Schoepke has agreed to hang the sign in the town hall for public display.

The PLWCC works to support area community organizations. In 2008, $4000.00 was donated to eleven organizations by the PLWCC. Your generosity make a difference in the Pelican Lake Community.

PLOPA Fall Meeting October 10, 2009

The meeting was called to order by President Kirby Ament at 9:05.

Minutes from the July 18 2009 Annual Meeting were read by Secretary. Bob Mott. The minutes were approved as read.

Treasurer Joe Altschaefl gave a report on the current finances of the PLPOA. The current checking account has a balance of $ 8,459.75. PLPOA part of the 2009 AIS Program costs are due along with insur-ance policy premium costs. These will amount to at least $ 4,500.00.In addition the association has three $ 5,000.00 Certificates of Deposit.

Summerfest profit was $ 1,846.19. Firework donations (memorials, etc.) $ 1,419.00 Firework cost to PLPOA $ 1,021.00 ( beyond what was donated)

The treasurer’s report was approved as read.

Wal-Mart Grant

Kirby reported on the possibility to get the grant the association needed to be a 501C3 (charitable) organization or have an updated federal tax number.

Mile Reese felt that the tax number would not be enough. He encouraged the PLPOA to pursue the 501C3 designation which would allow further grant applications and might encourage do-nations to the organization from lake residents who would appreciate the benefits of tax de-ductible donations.

Lori Regni offered to furnish papers from a 501C3 to which she belongs to act as a guide for our organization. She noted that the by-laws must reflect a charitable purpose.

Mike will discuss what is needed for a successful application with his advisors. The PLPOA and Lori will provide needed paperwork.

Landing Signs

Kirby reported on the two new signs that have been placed at The State and Keeler’s Land-ings. A grant from the Wisconsin Valley Improvement Corporation paid for most of the $1400.00 costs. Builders Services of Elcho built the signs, helped install them, and donated $350.00.Thanks go to this generous business.

Boat Parade

There were reports that some participants dropped out of the boat parade due to being bom-barded by water balloons. It was suggested that the warden and/or sheriff’s department be contacted for the 2010 parade.

Buoys

Lucy Nelson asked about the financial report’s cost for buoys since she thought they were do-nated. The costs were for maintaining the buoys. It was noted that DNR Grants are available for buoys. Continued Page 7

Landing Access

Mike Reese asked if landings could be closed to help better control access for AIS pur-poses and to better use money for monitoring the landings. Kirby said that the towns in the past have not wanted to shut down any landings.

AIS Report

Bob Mott gave an update on the 2009 AIS Program. Thanks go to Gary and Nancy Blum-reich for their dedicated work as Pelican Lake’s paid monitors.

The program ran from the first week of May through Labor Day at both the State Landing and Keelers Landing. Paid monitors were present on Fridays from 3-7, Saturdays from 6-6, and Sundays from 7-11. Holiday weekends had extended hours.

The State Landing was monitored until the end of September.

Thanks go to Jean Roach for organizing the volunteers who provided coverage when paid workers were not present. Our primary volunteers were Sally Miller and Kay Shellestad. Their wonderful work is much appreciated. Thanks also goes to Lucy Nelson for her work with the campgrounds and resorts on the lake

Late in the season Nancy intercepted a boat that had weeds on it before it entered the lake. A sample was sent in and it turned out to be Eurasian water milfoil- an invasive. The boater was issued a citation for carrying weeds on his trailer.

Website

Joe reported that the PLPOA will join the local Chamber of Commerce. PLPOA will be able to use the Chamber’s website to provide information about the organization including how to become a member.

Purple Loosestrife

Purple loosestrife, an invasive weed, was reported along Cty B. Members are reminded that this weed, while pretty, spreads aggressively, and crowds out native plants.

Stocking

Comments were made about the very poor walleye fishing this year.

A complete game fish survey is scheduled in 2011. The musky part of the survey will last two years.

Kirby said that If there is a specific problem noted on a certain lake related to fish num-bers, the DNR will address that problem – possibly with stocking.

Currently there are thought to be 2.8 reproducing walleyes per acre. That number has re-mained steady historically. This is a bit below the state average of 3-4.5 but still is re-garded as an adequately reproducing lake.

2009 AIS Program - Pelican Lake By Bob Mott, AIS Director

Limited Hours

Since there was no state grant in 2009, landing hours were limited to the following:

Friday 3-7 4 hours

Saturday 6-12 and 1-6 11 hours

Sunday 7-11 4 hours Total 19 hours per landing

Season

Opening of fishing the first weekend in May through Labor Day at both the State Landing and Keelers. Then coverage continued at the State Landing through the end of September. Only volunteers covered Keelers at times during September.

Holiday Weekends were covered with extended hours. Usually 12-7 on Friday, 6-12 and 1-6 on Saturday and Sunday, and then the morning of the last day of the holiday.

Workers

Primary:- Gary and Nancy Blumreich. Excellent workers who are very devoted to protecting the lake.

Part time: Kasi Blumerich, Ben Olkowski, and Clare Ramuta

Volunteer Director

Jean Roach did a wonderful job assigning volunteers to cover lunch hours and times when the paid workers were gone. Our most dedicated volunteers were Kay Shellstad and Sally Miller.

Lucy Nelson contacted the campgrounds and resorts on the lake throughout the summer and solicited their help in contacting their clients so they were aware of the AIS concern.

Costs:

Workers were paid $ 9.50 and $ 10.00( worker who entered statistics)

$ 7,129.00 for the season

Workers turned in weekly time sheets with hours worked and comments regarding any concerns or events that stood out. This allowed me to keep a running total of dollars spent as well as getting a feel for what was happening at the landings.

Workers were paid once a month through the Town of Schoepke.Thanks goes to Town Clerk Dick Dvorak for his help in the 2009 season.

Thanks also go to the Town of Enterprise and the Town of Schoepke for committing $ 1,500.00 each to sup-port the Ais Program on Pelican Lake. The PLPOA will pay cots over this $ 3,000.00.

Invasives

No invasive specimens were found in Pelican Lake this season. A boat carrying suspected Eurasian Milfoil was stopped at Keelers Landing in September. That has not been confirmed.

Many of us can remember sitting on a dock on a crystal clear summer night, the water as flat as glass, the inky black surface mirroring the sky, the great white Milky Way, a falling star tracing a path across the heavens.

Unfortunately, this precious part of our heritage, the outdoors with only the light of the moon and stars, is fading away. “Dusk to dawn” lights obscure our view of constellations, meteor showers, planets, and the landscape lit by the moon. Many children now see the wonders of the night sky only in pictures or at planetariums. The fading away of the night sky is an issue not only in cities, but also in the countryside and in developing waterfront communities.

As a 24-hour society concerned with safety, utility and security, the United States wastes as much as one billion dollars a year on lighting that provides neither safety nor security, but simply lights the night sky and creates an adverse effect on nocturnal creatures and migrating birds. But it doesn’t have to be this way. Most glare and sky glow is unnecessary. Shoreland Lighting: A Special Concern

The rising cost of waterfront property in Wisconsin provides ample evidence of the importance of the shoreland environment to the people that live along it. During the daytime this envi-ronment is heavily used for recreation. Artificial lighting allows us to engage in nighttime ac-tivities that would be impossible or unsafe under normal nighttime conditions. Whether it’s boating, fishing or simply sitting on the porch to read, our enjoyment of the night is enhanced by the use of artificial light. At the same time, our rivers and lakes at night provide a quiet open dark space that give us privacy and an opportunity to enjoy the heavens. Balancing the ability to see at night with the desire to preserve the beauty of the night is the goal of sensi-ble shoreland lighting.
