PED

PED refers to the Pressure Equipment Directive 97/23/EC. A copy of our PED Certificate is attached.

Manufacturers must be audited and certified by a recognized third party organization (Notified Body) in order to supply products under the rules of the Directive. Bristol Metals has chosen HSB Registration Services for these activities. Manufacturers’ NDT Facilities must also be audited and approved by a separate third party organization with home office in the European Community. We chose BINDT for this service. The Notified Body has free access to any and all records/reports relative to PED activities.

PED Certification is somewhat of a hybrid of ASME Code and ISO certification. The audit is of the entire Quality Management System (like ISO) but can be limited to a Product or group of products (unlike ISO and more like ASME)… although (unlike ASME) each item does not require third party Inspection.

The biggest differences in PED product and our standard product are: 1. The “joining process” or Welding Procedure Specification (WPS) must be

qualified by six (6) additional tests than required by ASME Code Section IX. These additional tests are:

Yield, Elongation, Hardness, Charpy Impact, Macro-etch and X-Ray. These additional test results must be documented on the Procedure Qualification Record (PQR), which is the supporting document for the WPS.

2. Welder/Welding Operator Performance Qualification records (WPQ) must be

updated every two years.

3. WPS’s, PQR’s and WPQ’s must be witnessed and approved by the Notified Body.

4. The starting raw material must be purchased from a PED Certified supplier, which all raw material producers are not.

5. NDT processes and personnel must be audited by a Third Party Organization.

6. All applicable documents/records are required to be maintained for 10 years.

We must “plan ahead” for PED orders. We need to know the requirements up front, purchase material as required or use proper raw material from inventory, impose WPS’s at point of manufacture (or require re-qualification if we do not currently have a PED compliant WPS), utilize PED approved welders and welding operators during manufacture, and also note PED Compliance on the product and on the Mill Test Report (MTR).
