    The United States Institute o Peace hasopened the Academy or InternationalCon lict Management and Peacebuilding.The goals o the Academy are to

    strengthen the knowledge and skillso con lict management practitionersthrough education and training courses,develop materials to prepare pro ession-als to work in con lict zones,build the capacity o other institutions to

    educate and train about con lict preven-tion and resolution, andcreate a community o con lict manage-ment pro essionals across specializations,institutions and national borders.The Academys curriculum encompasses

    core courses on con lict prevention, man-agement and resolution, as well as skill-based and sectoral courses. The courses aredesigned to complement existing academicand pro essional programs in international

These coursesill a major gap in the availability o trainingopportunities or a range o U.S. and non-American pro essionals rom the o icialand nongovernmental communities inter-ested in best practices related to the manage-ment and resolution o violent con lict, saysChester A.     Setting up a range o coursework orparticipants physically present in Washing-ton or via distance learning, the Academy will cover the con lict management water-ront rom analysis to acilitation and romprevention to post-con lict peacebuilding.

    Working in this environment, we havelearned that the con lict managers toolkitmust include many thingsnegotiation,institution building, capacity building, thedevelopment and transmission o norms,the arts o reconciliation and communica-tion across divided societies, says PamelaAall, vice president or Domestic Programs,Education and Training Center. Unlike theCold War period, these political tools are

    widely di used and distributed throughoutour society and the international commu-nity in NGOs and regional organizations aswell as the U.S. and the UN. These evolvingchallenges require improved preparation

    or international pro essionals working insuch environments.Around the world, intractable con licts

    continue to resist peacemaking e orts o the UN, the U.S. and others. In the MiddleEast, Israelis and Palestinians have strug-gled or years to reach a negotiated settle-ment with only modest results. In partso Eurasia, secessionist struggles, powerstruggles, border disputes and guerrilla in-surgencies ebb and low but show ew signso receding entirely. The con licts in Kash-mir and the Philippines continue to lare

    up despite concerted e orts to engage intalks. In many parts o sub-Saharan A rica,including Sudan, northern Uganda, theDemocratic Republic o Congo and Soma-lia, intense intrastate con licts exact a hightoll on their own populations and threatento low into neighboring countries.

    In addition, U.S.-led interventions inIraq and A ghanistan have underscored theinite uses o military power and the im-portance o identi ying other instrumentsto restore political order. Military powerto be e ectivemust be applied in a politi-cal context.

    To address root causes o instabilityrather than simply its resultsa numbero governments and other organizationsare taking on the tasks o con lict preven-tion, peacebuilding and post-con lict op-erations. National and international leadershave also come to recognize that todaysglobal security challenges are intertwinedwith humanitarian concerns, and that hardmilitary and economic power must be in-tegrated with so t power to achieve peaceand security. Intervention has become in-creasingly long-term, multi-dimensionaland complex.

    The Academy will be a space or thislearning, providing a place where thecontribution, strengths and weaknesseso all o the tools o con lict responsemilitary, political, official and nonofficial,American and internationalcan beexplored, examined and made accessibleto current and uture practitioners.

    How it works

    The Academy currently o ers a number ocourses held at the Institutes headquartein Washington. These are generally 40-hou

    courses, held either intensively during onweek or in shorter evening sessions oversix to twelve week period.

    The courses o ered through USIPs education and training center include a mix otheory and practice, with a heavy emphason applied exercises, including case studisimulations, and practical and small grouexercises. They take a two- old approach teaching. They are largely elicitive in nture, meant to draw out and utilize eacparticipants pro essional experience. Thclasses also have a prescriptive compone

    new concepts and analytical tools are itroduced, with the aim or each student tidenti y and articulate how these ideas cabe directly applied to his or her work. Aessential aspect o the courses will be ditance education. In time, all courses wihave an online component to reach muchbroader domestic and overseas audiences

    Academic credit may be o ered or somcourses through partnerships with degreegranting organizations. In addition, the Institute will give a certi icate o achievemein con lict management or each courseStudents who complete our o the coursewill receive a credential in con lict managment. Students who complete eight courseand complete a capstone exercise or subma thesis will receive a diploma in con limanagement.

    Academy students are trained to become skilled conflict management practitioners through theory and practice, group exercises, case studies and simulations.

    Diyala Province Proves a Model orS ccessLying northeast o Baghdad and stretchingtoward Iran in the East and Kurdistan tothe North, Diyala Province was once thebreadbasket o Iraq. But a seemingly never-ending series o con licts le t the provincebattered and tense: Sunni resistance andstri e between Sunni and Shia militias, theight against al-Qaida, and tension betweenIraqi and Kurdistan Regional orces.

    Diyala Province remains a precariousplace but there are signs o hope, in part be-cause o USIP e orts on the ground there.

    On May 4, 2009, the Provincial Councilo Diyala Province, supported by a jointUSIP-State Department Team, issued aDiyala Declaration that outlined a visionor the province, which has been devas-tated by war, terrorism and drought or thepast six years. Patricia Thomson, ormerexecutive vice president o USIP, currently serves in Iraq as Governance Team leader,and worked with the Institute experts inachieving this success.

    The declaration is a living documentsubject to revision and re inement by theProvincial Council members a ter consul-tation with citizens o the province.

    This ramework re lects USIPs impactin helping to create sustainable mecha-nisms and models in the ield.

    In other Iraq news, our team recently received a letter that reminded everyoneo the impact USIPs on-the-ground e -orts have on individuals. The letter camerom William H. Zemp, a Senior Fellow inthe State Departments Bureau o Political-Military A airs. I wanted to take a mo-ment and say thank you, Mr. Zemp wrote.I was the battalion commander thatworked with you in Mahmoudiya Iraq20072008. Your initiatives helped save thelives o my guys and gave us other alterna-tives in nonviolent con lict resolution. Youmade a big di erence in Mahmoudiya.

    Sophia Sanchez from Misso ri,Erin Morbeck from Arkansas, andSean Ray from Mississippi are thethree national winners of the20082009 National Peace Essay Contest.

    They won $10,000, $5,000, and $2,500in college scholarships. Each state winneris awarded a $1,000 scholarship. Over the

    years, more than 1,300 state winners haveparticipated in the Washington AwardsProgram. Many of these students have goneon to study foreign policy issues in collegeor pursued careers in international affairs.

    Each year, the Institutes staff organizesan exciting program for the state winnersduring their week in Washington, D.C.Activities include

    a challenging three-day simulation;meetings with knowledgeable speak-ers such as distinguished oreign policy scholars, practitioners, public o icials in

    Congress and oreign diplomats;visits to historic national memorials andmuseums; andan awards banquet to announce nationalwinners and honor state winners.The contest promotes discussions about

    challenging international issues o today among students, teachers, parents and youth leaders. The contest also improvesand strengthens students critical thinking,research and writing skills.

    2010-2011 Contest Topic: TheEffectiveness of Nonviolent CivicAction

    Each year, the Institutes Board o Direc-tors chooses a topic rom among many o the most critical international issues o today. Crimes against humanity, naturalresources, nuclear proli eration and youthin con lict are some examples o issues thathave been highlighted in the past.

    The 201011 contest gives students anopportunity to examine the role o citizensin bringing about change using nonviolentmethods. Students are asked to conduct re-

    search and orm their own ideas on condi-tions under which nonviolent civic actionswill most likely achieve justice, end con-lict or lead to positive political and socialchange.

    Students may participate in the essay contest on their own or as part o a class.

    Educators who are passionate aboutthese issues and dedicated to challeng-ing students to think globally can makethe contest a part o their curriculum or

    encourage students to write essays out-side o their class work. A study guide onthe essay contest topic is available online(www.usip.org/npec/sg10.pd ).

    This year more than 1,000 students submitted entries to the National Peace Essay Contest while thousands moreparticipated in related writing and classroom exercises in high schools around the country.

    On their final night in Washington, they were treated to a celebration and awards ceremony in Georgetown, whereCNN reporter Wolf Blitzer gave the opening remarks.

    This years National Peace Essay Contest winners spent a day on Capitol Hill, where they were given the opportunity tomeet with congressional representatives and staffers from their home states.

    U.S. Secretary of State Hillary Clinton addressed USIP on October 21, as part of the Institutes annual Dean AchesonLecture. Secretary Clinton discussed the challenges of countering proliferation.

    In remarks ocused on nuclear nonpro-li eration and timed to coincide with the

    Institutes 25th anniversary, Secretary o State Hillary Clinton delivered the 2009Dean Acheson lecture. In addressing theUnited States Institute o Peace, Secretary o State Clinton talked about the importantwork we are doing in the area o non pro-li eration, including the recent report is-sued by the Congressional Commission onthe Strategic Posture o the United States,chaired by ormer Secretary o De enseWilliam J. Perry with James R. Schlesingeras vice chairman. The report examinedkey issues related to national security, arms

    control and nuclear techonology. Here aresome excerpts:At the close o World War II, Acheson

    was serving as under secretary o state.Secretary o War Henry Stimson was thecountrys leading advocate or nucleararms control. But Stimson had a tough op-ponent in then Secretary o State James F.Byrnes, who wanted to leverage the UnitedStates nuclear advantage to the maximumextent possible. Acheson looked beyondthe con ines o his bureaucracy and joinedwith the secretary o war in avor o armscontrol. He recognized that the world wasat a crossroads. And he saw that the UnitedStates had an obligation and an interestin working with other nations to curb thespread o the most dangerous weapons inhistory.

    Today, we ind ourselves at yet anothercrossroads. . . . We now ace a di erent kindo threat, a threat that is more di use andperhaps even more dangerous. The rangeand intensity o current nuclear proli era-tion challenges is alarming.

    The nuclear threat cannot be checked by us acting alone. Whether we seek to pre-vent the smuggling o dangerous nuclearmaterials, establish a new internationalramework or civil nuclear energy coop-eration, increase the IAEAs budget or per-suade governments with nuclear weaponsambitions to abandon their quest, we canonly achieve our goals through coopera-tion with others.

    Clinging to nuclear weapons in excess o our security needs does not make the United

    States sa er. And the nuclear status quo isneither desirable nor sustainable. It givesother countries the motivation or the excuseto pursue their own nuclear options.

    The right way to reduce our ex-cess nuclear orces is in parallel withRussia. . . . But we must do more than reducethe numbers. . . . We believe now is the timeor a looka resh look at the views on therole o the U.S. nuclear weapons arsenal.

    For almost two decades, and over oursuccessive administrations, the UnitedStates has observed a moratorium on nu-clear testing. . . . A test ban treaty that hasentered into orce will allow the UnitedStates and others to challenge states en-gaged in suspicious testing activities. . . .

    And make no mistake, other statesrightor wronglyview American rati ication the CTBT as a sign o our commitment tthe nonproli eration consensus.

    Just as Acheson did in his time, we mumeet this challenge by acting boldly, wisehope ully and in concert with other nations. And once again, i we do so, Amercan leadership will ensure our security anthe peace o uture generations.

    The nuclear threat cannot be checked by us acting alone. Whether we

    seek to prevent the smuggling of dangerous nuclear materials, establish anew international framework for civil nuclear energy cooperation, increasethe IAEAs budget or persuade governments with nuclear weapons ambi-tions to abandon their quest, we can only achieve our goals through coop-eration with others.

    Haiti

    JR Senior Fellow Robert Bob Maguire(200810) came to USIP to analyze pastinternational policy toward Haiti. Events

    quickly thrust him into a more active pol-icy consulting role as Haiti endured devas-tating tropical storms and the e ects o theglobal inancial crisis, which sparked riotsover rising ood costs in the deeply impov-erished and unstable country. Maguire ad-dressed the Haiti Donors Con erence inApril 2009. He became an invited membero the kitchen cabinet o the U.S. secre-tary o states chie o sta and the pointperson or the current review o all U.S.government Haiti policies and programs.The senior ellow traveled to Haiti, where

    he presented his research in Creole.

    Despite continuing insecurity in Mind-anao, the HOPE International Develop-ment Agency, a USIP grantee, has madesteady progress in its e ort to develop 52model peace communities through thedelivery o trainings in leadership, gover-nance and value ormation. Among myriadplanned activities, the grantee recently con-vened a peace orum that eatured intercul-tural dialogue among Muslim, Lumad andChristian participants.

    Civil resistance, an increasingly salient

    but inadequately understood eature o international politics, is the ocus o a new USIP- unded study co-edited by Pro es-sor Timothy Garton Ash and Pro essor SirAdam Roberts.Civil Resistance & Power Politics: The Experience of Non-violent Ac-tion from Gandhi to the Present (Ox ordUniversity Press, 2009) documents andanalyzes 19 cases o nonviolent resistance.Based on research conducted by academicexperts on the particular cases and a con-erence at Ox ord University, the initiativeengaged participants in those nonviolentcampaigns, journalists and writers whohad reported on them and o icials whohad been involved in responding to them.The volume draws important lessons aboutthe use o organized nonviolence as an in-strument o social and political change, therole o external actors and the relationshipbetween violence and nonviolence. It alsosheds new light on the complex relation-ship between civil resistance and the vari-ous dimensions o power.

    In recognition o the important contri-butions to the intellectual and policy com-munities in Britain, the project director, SirAdam, was recently elected president o theBritish Academy.

    concrete exterior faade. Scaffolding has been erectedin the Great Hall to allow for installation of the glassroof and south glass curtain wall.

    The roof is scheduled to be completed by early 2010.Work for the remainder of 2009 includes continuationof the faade and roof as well as mechanical, electricaland plumbing systems. We have had many guests visitingthe building, including legendary jazz musician HerbieHancock.
