    Aviation Action Plan

    As shown in the map on the facing page, there are a number of aviationfacilities in, or partly servicing, the region. These facilities are importantin servicing both local and regional needs and as such need to bemaintained to support current and future expected traffic.

    Regional airlines currently operate from Moree, Narrabri and Inverell to

    Sydney. The varied business and population distribution throughout theBorder Region is generating increased demand for air travel. However the level of growth in demand provides limited support for additionalservices beyond those currently provided.

    Air is the preferred mode for freight that is time sensitive and the only competition for this market is overnight express road freight services.

    While this is a small market in terms of the overall volume of freightcarried, it is a high value market.

    The region generates frequent demand for unscheduled services for smallnumbers of passengers. The demand for these services is currently metby the range of charter air services operating throughout the region.The future role of aviation in the regions transportation network includes support for these services through the provision of appropriateinfrastructure. The range of charter services could be enhanced throughthe development of a regional air hub.

    Key Air Transport Issues in the Border RegionKey air transport issues in the Border Region include:

    level of services and facilities provided

    maintenance of rural airports the need to revisit the Border Air Strategy due to significant changes

    (increased competition and rationalisation of operators) in theaviation industry since its completion.

    Aviation servicesTowns in the Border Region are not currently well serviced by air passenger services. Additional services may need to be added to routeswhen there is sufficient regular passenger demand to afford the service.

    There is no single location that acts as a regional centre but rather anumber of sub-regional centres. The demand for transportation facilities,including air transport, is spread throughout the region rather thanbeing concentrated in one location. Air service demand is greater in thewestern portion of the region consistent with the increased distancesbetween communities and centres such as Brisbane and Sydney.

    The overall planning policy for airports in the region should recognisethe role that airports play in supporting community life with a longer term goal of ensuring an appropriate network of airports are availableon a 24 hour all-weather basis.

    Warwick Airport runway and facilities have recently been upgraded to astandard that is commensurate with predicted traffic. Navigation servicesat Wee Waa airport do not adequately cater for the level of traffic andmay need to be upgraded commensurate with current and expectedfuture traffic. Stanthorpe Aerodrome needs to be brought up to regionalaerodrome standard to meet its status as a regional aerodrome.

    Maintenance of rural airports Aviation infrastructure in the region provides vital linkages beyondthe region in times of emergency, such as flooding and drought. Theimportance of rural airports to the region and the need to maintain themfor agricultural and emergency purposes should be recognised.

    Border Air Strategy Significant changes in the aviation industry have outdated the Border

    Air Strategy. Consequently, the Border Air Strategy may need to bere-visited at an appropriate time so that it can be used as a planningtool for local and state government as well as industry to improve air services in the region. Queensland Transport has also recently released

    the Queensland Airports and Regulated Air Transport Plan, which willneed to be considered in any review of the Border Air Strategy.

    Strategies for addressing Aviation IssuesTwo strategies have been developed to address aviation issues with inthe Border Region:
