1. Introduction

1.1 On Indian Railways, tracks are laid and certified for various speed potentials by

various competent levels, including CRS. Similarly, rolling stocks are designed for various speed potentials and sanction of Railway Board is sought by RDSO and Zonal Railways for design condonation to infringement, if any with respect to IRSOD (Indian

Railways Schedule Of Dimensions) and subsequently, for its regular introduction on IR system, approval of Railway Board is sought.

1.2 The above mentioned two issues, i.e. sectional speed for the newly opened section and

speed potential of all types of rolling stocks including passenger carrying trains for regular operation are, so far, processed in terms of instructions contained in Para 1302 of IRPWM (Indian Railways Permanent Way Manual) and IR’s Policy Circular No.

6, dated 23.12.99, 23.11.06 & 09/12.07.10 respectively.

1.3 References have been received from Railways from time to time and also discussed by GMs/PCEs in various fora that while for increasing train speed & length, there is prescribed procedure as mentioned in Para-6 of Policy Circular No. 6; but for

increasing the sectional speed on track, there is no clear procedure specified so far on IR system.

1.4 Moreover, if the train speed is increased to 110 kmph or 120 kmph & beyond and

sectional speed of the particular section is not certified to these speed bands, no ultimate benefit is achieved by Indian Railways. Similarly, if section is having certain speed potential and trains are allowed to run at lesser speeds, the potential of track

with respect to speed remains unutilised.

1.5 It was, therefore, necessary to legislate procedure for certification & sanction of sectional speed at various competent levels, so that real benefit of investments and

increased productivity may be utilised on IR system.

1.6 With this background, it has been considered appropriate to compile all the related instructions and formulate these in the form of the comprehensive document : IR’s

Policy Circular No. 7 on the subject of “Opening Of Sections And Sanction Of Sectional Speed On Indian Railways”.

1.7 Such a document will give clarity and direction for a systematic methodology for

certifying simultaneously the sectional speed (Policy Circular No. 7) as well as speed/ length of trains (Policy Circular No. 6) and such a scenario will result into the optimum productivity to the organization.

1.8 The contents in Policy Circular No. 7 are as per existing norms & instructions being already adopted & practised by Indian Railways and in no way dilute role of CCRS/CRS.

1.9 The procedure mentioned herein is being issued with the approval of Railway Board in

consultation with CCRS for uniform adoption on Indian Railways system.

2. Authority For Certifying Sectional Speed For Track

2.1 Railway Board is the safety controlling authority for the Indian Railways and it is the final

authority for regulating and sanctioning Sectional Speed for tracks as enshrined in various sections of The Railway Act, 1989.

2.2 The responsibility for determining and certifying the maximum permissible sectional speed for various sections has, however, been delegated by Railway Board and

clarifications on this subject have been issued from time to time. These directives in the form of Policy Circular No. 7 are applicable to all sections on Indian Railways and supersede all previous instructions on the subject.

3. Determination And Sanctioning Speed Of New Railway Sections

Sectional speed shall be determined and certified by the concerned Chief Engineer (Construction) in-charge of the project after completion of all the track & signalling

related works and after trial runs of the locomotives by Zonal Railways themselves, recording the running quality parameters through OMS and after satisfying himself with the results.

4. Application For Sanction By Zonal Railways

4.1 Application For Sanction Of Works – Application to the Commissioner of Railway Safety, for sanction for carrying out works affecting the running lines shall be submitted in the

manner specified in Para-1303 of IRPWM.

For the works executed by Other Agencies (e.g. RVNL, KRCL etc.) also, application for sanction shall be submitted to CRS by the concerned Zonal Railway. However, the Track

Certificate, Bridge Certificate and Safety Certificate in terms of Para 1304 & 1305 of IRPWM shall first be signed by the concerned officers of these agencies and then signatures of all the officers of Zonal Railway (as mentioned in the Certificate Formats in

the Annexures) shall be recorded.

4.2 Documents To Accompany Applications shall be as specified in Para-1304 of IRPWM –

(1) Documents to accompany the application are detailed in Form (Annexure 13/1 to

IRPWM) and they shall be complete in every respect.

(2) The officer shall furnish alongwith his application a Track Certificate where applicable, on Form (Annexure 13/2 to IRPWM) signed by Deputy Chief Engineer

(Track) and in his absence by Chief Track Engineer to the effect that the track is suitable for the maximum axle loads stated therein. The certificate shall be countersigned by the Chief Track Engineer/Principal Chief Engineer.

(3) For a major bridge, or when non-standard girders or designs are used, a certificate on Form (Annexure 13/3 to IRPWM) issued by Deputy Chief Engineer (Bridges) to the effect that the bridge or bridges are designed to carry the axle loads proposed

to be run, shall accompany the application. The Bridge Certificate shall be countersigned by the Chief Bridge Engineer/Principal Chief Engineer.

(4) For purpose of Forms (Annexures 13/2 and 13/3 to IRPWM), the Chief Operating

Manager should be consulted in regard to the types of locomotives and rolling stock to be used, their axle loads and speeds. The Rules for Traffic Working obtained from the Operating Department and particulars of Standard of Interlocking &

Block-Signalling Work, if any from the Signal & Telecommunication Department shall accompany the application.

4.3 Submission Of Safety And Other Certificate shall be as specified in Para-1305 of IRPWM –

(1) The Commissioner of Railway Safety, in according his sanction, may or may not propose to inspect the works.

(2) If the Commissioner of Railway Safety decides to inspect the work prior to opening,

he will, after inspection in the company of the officers concerned, communicate in writing his sanction to open the work.

(3) Should the Commissioner of Railway Safety decide not to inspect the work prior to

opening, the Safety Certificate in Form (Annexure 13/5 to IRPWM), together with the certificates referred to therein shall be completed and submitted before the work is opened by the Engineer(s)-in-charge and a telegram despatched to

Commissioner of Railway Safety. Copies of Safety Certificate shall be sent to the Divisional Railway Manager and Chief Engineer and/or Chief Signal & Telecommunication Engineer.

(4) The Safety Certificate for engineering works shall be signed by the Assistant Engineer concerned and countersigned by the Divisional Engineer. If any conditional sanction is given, it shall be specifically certified that the conditions as stipulated are fulfilled. If the signalling/interlocking work is involved, the Safety Certificate

shall also be signed by the officers of Signal & Telecommunication Department.

(5) Safety Certificate shall be despatched to the Commissioner of Railway Safety expeditiously.

(6) When phase working is involved, separate Safety Certificate shall be issued whenever each phase of work is completed.

(7) In addition to above documents, it shall be ensured by the Chief Engineer

(Construction) in-charge of the project that Sanction Of Staff as per Railway Board’s approved formula & yardstick/norms for all related categories of staff (e.g. currently approved MCNTM formula for Trackman etc.) is available before applying

for opening of section for regular operation of goods/passenger trains. A Certificate to this effect shall be submitted to CRS/Competent Authority alongwith other prescribed documents mentioned above.

5. Recommendation By The Commissioner Of Railway Safety

Under Section-6 of The Railways Act, 1989, the Commissioner of Railway Safety shall

scrutinize all relevant documents received from the Zonal Railway Administration with particular reference to ensuring safety and, if he so desires, he shall inspect the section/ works.

6. Sanction Of Ministry Of Railways For Newly Opened Sections

In terms of The Railways Act, 1989; no Railway shall be opened for the public carriage of passengers until the Central Government has, by order, sanctioned the opening thereof for

that purpose. Accordingly, Railways shall ensure to apply to Railway Board for sanction of the

Central Government after complying with the items of Inspection Report of the Commissioner of Railway Safety in respect of all such projects opened after inspection of CRS.

7. Sanctioning Speed For Trials on Railways

The Commissioner may sanction the temporary opening of new railway lines for public carriage of passengers, subject to such conditions as he may impose during the period of

inspection in the interest of the passenger safety.

8. Reducing The Speed Of Existing Sections And Restoring The Same In Terms Of

The Railways Act, 1989 –

8.1 Rule-25. Power To Close Railway Opened For The Public Carriage Of Passengers –

Where, after the inspection of any Railway, opened and used for the public carriage of passengers or any rolling stock used thereon, the Commissioner is of the opinion that the

use of the Railway or of any rolling stock will be attended with danger to the public using it, the Commissioner shall send a report to the Central Government who may thereupon direct that —

(i) the Railway be closed for the public carriage of passengers; or

(ii) the use of the rolling stock be discontinued; or

(iii) the Railway or the rolling stock may be used for the public carriage of passengers

subject to such conditions as it may consider necessary for the safety of the public.

8.2 Rule-26. Re-Opening Of Closed Railway –

When the Central Government has, under Section 25, directed the closure of a Railway or

the discontinuance of the use of any rolling stock —

(a) the Railway shall not be re-opened for the public carriage of passengers until it has been inspected by the Commissioner and its re-opening is sanctioned in accordance

with the provisions of this Chapter; and

(b) the rolling stock shall not be used until it has been inspected by the Commissioner and its re-use is sanctioned in accordance with the provisions of this Chapter.

9. Increasing The Speed Of Existing Sections By Making Improvements

9.1 Speed potential of the existing sections, already opened by CRS, may be increased after input of resources in track structure with respect to higher rail section, improved

sleepers with increased sleeper density, increase in clean ballast cushion, strengthening of formation, welding of rails, improved turnouts & SEJs alongwith improvement to track geometry at curves, bridge approaches etc. and Signalling as per Para 7.131 of IRSEM, as

specified by the Ministry of Railways from time to time.

After these inputs, running in the section would be checked by engineer-in-charge through OMS, TRC etc. and the justified speed potential for the section of Railway may

be applied for to the competent authority as prescribed in Para-10 hereunder.

9.2 However, the items mentioned in the Check-list at Annexure-6 shall be ensured before applying to the competent authority for increasing the speed of the section.

10. Sanction For Increase In Sectional Speed On Already Opened Railways

Before permitting regular operation of trains at speed ranges mentioned hereunder on already opened sections of BG and MG, the following procedure shall normally be followed,

unless otherwise decided with the concurrence of Chief Commissioner of Railway Safety :

10.1 For Speed Upto 110 Kmph On Broad Gauge

For permitting speed above 105 kmph on Broad Gauge, the track on the route shall be

maintained to standards prescribed in Para 607 of Indian Railways Permanent Way Manual (IRPWM). Also, Standard II R signalling shall be provided and maintained.

However, sanction to the proposal for increasing the sectional speed from the existing

sanctioned speed to the proposed 110 kmph speed potential shall be granted by the Principal Chief Engineer by following all the procedures with documents, as required to be submitted to CRS for opening of section.

10.2 For Speed Above 110 Kmph On Broad Gauge And Upto 75 Kmph On Metre Gauge

For speed beyond 110 kmph and upto 120 kmph on BG and upto 75 kmph on MG, the Zonal Railway shall conduct route proving runs using portable accelerometers mounted on rolling

stock (locomotives and representative rolling stock) at proposed speed of operation for trains by recording vertical and lateral accelerations. If the results obtained satisfy the stipulated criteria as given in Appendix-I to the Revised Policy Circular No. 6, dated

23.11.06; Railway shall approach the CRS for sanctioning sectional speed to the railway section under reference. Also, Standard III R signalling shall be provided and maintained.

In such cases, CRS inspection shall not be mandatory; but all related documents shall be

submitted by the Railway to the CRS for seeking the sanction.

10.3 For Speed Above 120 Kmph On Broad Gauge And Above 75 Kmph On Metre Gauge

For speed above 120 kmph on BG and above 75 kmph on MG, confirmatory Oscillograph

Car runs shall be conducted with instrumented locomotives & representative rolling stock on the entire route at the proposed maximum speed. For these trials, necessary sanction shall be obtained from CRS. Railway shall approach CRS for sanction of proposed sectional

speed in accordance with procedure mentioned in Para-10 of Policy Circular No. 6. Also, Standard III R signalling shall be provided and maintained.

The speed potential for the Railway Section shall be certified with reference to the representative rolling stock. However, for a particular type of rolling stock and the train

formation, specific sanction shall have to be taken separately by the Railways for such rolling stock in terms of Revised Policy Circular No. 6, dated 23.11.06.

11. Role Of Commissioner Of Railway Safety In Opening Of Railway Line For Goods

Traffic -

11.1 The “Railways (Opening For Public Carriage Of Passengers) (Amendment), Rules, 2005” give

the detailed procedure, including the documents to be submitted by the Railway Administration, for the mandatory inspection by the Commissioner of Railway Safety under Sections 6(a) and 22 of The Railways Act, 1989.

11.2 Railway Board vide their letter no. 62/WDO/ORI/34, dated 11.10.1962 had already

clarified that for opening a new double line, constructed parallel to the existing line, even

if such line is to be opened for goods traffic, sanction of CRS is required and all necessary documents have to be submitted to him by Railway, though his inspection prior

to opening for goods traffic is not obligatory.

11.3 According to Para 1603 of the Indian Railways Code For The Engineering Department, 1999, the responsibility for opening a line to goods traffic and for seeing that everything

is ready for such opening, rests entirely with the Chief Engineer (Const.) / Chief Administrative Officer (Const.). He has to notify the Commissioner of Railway Safety concerned of the date fixed for opening the railway line for goods traffic.

11.4 Though Railway Board’s letter, dated 11.10.1962 and provisions in the Engineering Code, 1999 do not envisage the Statutory Inspection by the CRS before opening of a railway line only for goods traffic, such opening does require sanction of the CRS.

11.5 As per Section 27 of The Railways Act, 1989, for introduction of a new rolling stock on any section of the Railway, the previous sanction of the Central Government shall be obtained for which the Central Government shall obtain a report from the Commissioner

of Railway Safety.

11.6 Also, in accordance with Para 8 of the Policy Circular No. 6, issued by Railway Board vide their letter no. 92/CEDO/SR.40/Pt., dated 23.12.1999; in case a rolling stock is already running on any section(s) of a railway, the sanction for running this rolling stock on other

sections shall be accorded by the CRS on submission of Joint Safety Certificate, Track Certificate and Bridge Certificates by the Railway Administration. As such, on a new line, introduction of any rolling stock would require CRS sanction irrespective of whether it is

passenger rolling stock or goods rolling stock.

11.7 Therefore, even for opening a railway section only for goods traffic, i.e. for starting regular commercial goods services on such a railway section, based on the submission of

documents as required for opening of a Railway line for public carriage of passengers and the Joint Safety Certificate signed by the concerned Principal Head of the Departments, CRS’s sanction is required, though his inspection is not obligatory. However, regular

commercial goods services on only newly constructed single line section can be permitted for a period of one year by the Chief Engineer (Construction) in-charge of the project; but such train operation beyond one year period shall require sanction of the concerned

Commissioner of Railway Safety.

11.8 However, sanction by CRS shall not be delayed in view of the spirit of Para 1601E, according to which “A line under construction should not be left un-remunerative longer

than it is absolutely necessary.”

12. Imposition Of Temporary And Permanent Speed Restrictions By The Zonal

Railway Administration

The above instructions do not apply to temporary and permanent speed restrictions which

the Zonal Railway Administration may consider necessary to impose on either rolling stock or on certain stretches of railway track or on bridges on account of sub-standard conditions or for any other reason.

13. Special Trials And Conditions Of Operation

Sometimes trains have to be run under special conditions which are not encountered in normal operation. Many a times trials may be required to establish the feasibility of such

operation. Such operation and trials would be governed by the stipulations given in Appendix-2 to the Indian Railways Revised Policy Circular No. 6, dated 23.11.06.

14. Maximum Speed For Trials

The maximum speed for different types of trials shall be as under :

(i) Detailed Oscillation Trials : 10% excess to the final maximum permissible speed,

except on curves where it shall be governed by the provisions of Indian Railways Permanent Way Manual.

(ii) Route Proving Runs : Same as the maximum permissible speed for the train.

(iii) For permitting rolling stock at higher speeds, emergency braking distance trials are

important, so as to define the inter signal spacing and provision of additional Distant Signal. Similarly, for heavier & longer trains running at higher speed, especially in 25 KV RE sections, interference to Signalling & Telecom circuits shall be measured to

contain the adverse effect of interference.

(iv) Emergency Braking Distance, Rating and Performance, Coupler Force and Signal Interference Trials : Same as the maximum permissible speed for the train.

(v) The Speeds mentioned above shall have a tolerance of (+)5 kmph and (-)2 kmph.

15. Application To The Commissioner Of Railway Safety

Application to the Commissioner of Railway Safety for sanction/recommendation shall be

sent, as far as possible, at least one month in advance by the Railway Administration in the manner specified in Para-1303 of IRPWM.

16. Custodian Of Records And Certificates On Zonal Railways

All the files related to ‘Opening Of Sections’; ‘Sanction Of Sectional Speed’ and related issues including all concerning Certificates shall be maintained by the office of Chief Bridge Engineer on Zonal Railways. Easy retrieval of information and records on the

subject shall also be ensured by the Railways. Web-based application shall also be evolved for better information system on the subject.

17. Chapter XIII Of Indian Railways Permanent Way Manual {Procedure For Obtaining

Sanction And Carrying Out Works Affecting Safety Of The Running Line And For Opening New Works}

17.1 Para-1301. References To Rules –

(1) The safety of travelling public is governed (ensured) by the rules laid down in :

(a) The Railways Act, 1989 (as amended from time-to-time),

(b) The General Rules of Indian Railways,

(c) The Railways (Opening For Public Carriage Of Passengers) (Amendment), Rules, 2005 (as amended from time-to-time) and

(d) The Indian Railway Schedule of Dimensions.

(2) These rules specify the authority competent to sanction and the procedure for obtaining

sanction for any work which affects a running line, before the work is started or brought into use and before a new section of line is opened for public traffic.

17.2 Para-1302. Works Requiring Sanction Of Commissioner Of Railway Safety And Notice

Therefor –

(1) Under Section 23 of The Railways Act, 1989 (24 of 1989) and Chapter-VI of the “Railways (Opening For Public Carriage Of Passengers) (Amendment), Rules, 2005”, sanction of

Commissioner of Railway Safety is required for execution of any work on the open line, which

will affect running of trains carrying passengers and any temporary arrangement necessary for carrying it out, except in cases of emergency.

(2) For the commencement and opening of the following works, when they are connected with or form part of Railway already opened, the sanction of the Commissioner of Railway Safety shall

be obtained :

(a) Additions, extensions or alternations to running lines.

(b) Alterations to points and crossings in running lines.

(c) New signalling and interlocking installations or alterations to existing installations.

(d) New stations, temporary or permanent.

(e) The construction (but not the removal) of an ash pit on a running line.

(f) Heavy regrading of running lines involving lowering/raising of track in excess of 500mm.

(g) New bridges including road over and under bridges, foot over bridges, strengthening,

raising, reconstruction or extension of existing bridges, addition or replacement of existing girders including provision of temporary girders.

(h) Provision of new level crossing, shifting of existing level crossing on running lines, demanning and downgrading of level crossing, manning of unmanned level crossings,

upgrading of level crossing involving changes in the method of working or operation (such as interlocking, provision of lifting barriers in place of gates etc.) and closing down of

level crossings.

(i) Permanent diversion (deviation) more than 2 km in length without any station in between

and irrespective of length, when a new station is involved.

Note : Permanent diversions more than 2 km in length, and irrespective of length when a

new station is involved, are to be treated as new lines covered by the provisions of Sections 17 to 19 of The Railways Act, 1989.

(k) Temporary diversion irrespective of length, except those laid for restoration of through communication after accident.

(l) Addition or alterations to the electrical installations of tracks equipped for electrical traction.

(3) Application for any alterations, reconstruction or additions that require the sanction of Commissioner of Railway Safety should ordinarily be made 30 days in advance of the expected

commencement of such work. If for any reason, a sanctioned work is not taken in hand within 12 months from the date of sanction, the Commissioner of Railway Safety should be

approached for renewal of the sanction.

17.3 Para-1303. Application For Sanction Of Works – Application to the Commissioner of Railway

Safety, for sanction for carrying out works affecting the running lines should be submitted in the manner specified in this Para.

17.4 Para-1304. Documents To Accompany Applications –

(1) Documents to accompany the application are detailed in Form (Annexure 13/1 to IRPWM) and

they should be complete in every respect.

(2) The officer should furnish alongwith his application a Track Certificate where applicable, on

Form (Annexure 13/2 to IRPWM) signed by Deputy Chief Engineer (Track) and in his absence by Chief Track Engineer to the effect that the track is suitable for the maximum axle loads

stated therein. The certificate shall be countersigned by the Chief Track Engineer/Principal Chief Engineer.

(3) For a major bridge, or when non standard girders or designs are used, a certificate on Form (Annexure 13/3 to IRPWM) issued by Deputy Chief Engineer (Bridges) to the effect that the

bridge or bridges are designed to carry the axle loads proposed to be run, should accompany the application. The Bridge Certificate shall be countersigned by the Chief Bridge Engineer/

Principal Chief Engineer.

(4) For purpose of Forms (Annexure 13/2 and 13/3 to IRPWM), the Chief Operating Manager

should be consulted in regard to the types of locomotives and rolling stock to be used, their axle loads and speeds. The Rules for Traffic Working obtained from the Operating

Department and Particulars of Electric Block-Signalling Work, if any from the Signal &

Telecommunication Department should accompany the application.

17.5 Para-1305. Submission Of Safety Certificate –

(1) The Commissioner of Railway Safety in according his sanction may or may not propose to inspect the works.

(2) If the Commissioner of Railway Safety decides to inspect the work prior to opening, he will, after inspection in the company of the officers concerned, communicate in writing his sanction

to open the work.

(3) Should the Commissioner of Railway Safety decide not to inspect the work prior to opening,

the Safety Certificate in Form (Annexure 13/5 to IRPWM), together with the certificates referred to therein shall be completed and submitted before the work is opened, by the

Engineer(s)-in-charge and a telegram despatched to Commissioner of Railway Safety. Copies of Safety Certificate should be sent to the Divisional Railway Manager and Chief Engineer and/or

Chief Signal & Telecommunication Engineer.

(4) The Safety Certificate for engineering works should be signed by the Assistant Engineer

concerned and countersigned by the Divisional Engineer. If any conditional sanction is given, it

should be specifically certified that the conditions as stipulated are fulfilled. If the

signalling/interlocking work is involved, the Safety Certificate should be signed jointly by the officers of Signal & Telecommunication department.

(5) Safety Certificate shall be despatched to the Commissioner of Railway Safety expeditiously.

(6) When phase working is involved, separate Safety Certificate should be issued, whenever each

phase of work is completed.

17.6 Para-1306. Deviations From Plans Approved By Commissioner Of Railway Safety –

If any deviations, from the plans approved by the Commissioner of Railway Safety which affect the layout of lines or the arrangement of signals or the working rules, are found

necessary, his prior approval to such deviations should be obtained with reference to his sanction.

17.7 Para-1308. Notification To Railway Officials When Opening Works –

Except as described in (Para 1309 to IRPWM), no new work affecting the running of trains or

the traffic working at stations should be brought into use until staff of all departments have been notified by means of a circular notice issued by the Divisional Safety Officer/Divisional

Operating Manager. Timely intimation of the date of opening of works should be sent to the Divisional Operating Manager / Divisional Safety Officer, wherever any new or revised working

rules are to be brought into operation, to enable him to give the running staff due notice.

17.8 Para-1310. Opening Of New Lines –

Whenever it is proposed to open a new line for traffic or to initiate the use of Electic Motive Power on a line already opened or to commission a line where guage conversion has been done,

rules and procedure contained in the relevant Chapters of the “Railways (Opening For Public Carriage Of Passengers) (Amendment), Rules, 2005” shall be strictly followed.

18. The Railways (Opening For Public Carriage Of Passengers) (Amendment), Rules, 2005

18.1 Chapter-II : Preparation For Opening Of Railways

18.1.1 Para-4. Supply Of Documents To Commissioner –

(1) The General Manager of a Zonal Railway or the Chief Executive of non-Government Railway shall furnish all the relevant documents to the Commissioner while making reference to the

Commissioner for inspection under Rule-3 (Rule-3 : Where the General Manager of a Zonal Railway or the Chief Executive of Non-Government Railway is of the opinion that any railway or

part thereof is required to be opened for public carriage of passengers, he shall refer matter to the commissioner for inspection and report on the safety of that Railway) from the

following list of documents, namely :

(a) Tabulated Details

(b) Index Plan And Section Of Railway

(c) Drawing Of Works

(d) List Of Question And Answer

(e) Certificate

(f) List Of Infringements

(g) Working Orders To Be Enforced At Each Station

(h) Administrative Note Giving The Salient Features Of The Project

(2) The document referred to in Sub-Rule (1) shall indicate the distance from the same fixed

point, in kilometres and decimals upto two digits and fixed point shall already be defined in a note and on the Plan and Section sheet of the work documents.

(3) The datum adopted shall be MSL as fixed by the Survey of India and all heights shall be mentioned with reference to the datum in metres and decimals upto two digits.

18.1.2 Para-5. Contents Of Documents To Be Supplied –

The documents referred to in Rule-4 shall contain the details as specified below :

(1) Tabulated details which shall consist of important characteristics of the railway or a portion of railway to be opened for public carriage of passengers and in particular include -

(a) Curve abstract as specified in Form I

(b) Gradient abstract as specified in Form II

(c) Bridge abstract as specified in Form III

(d) Important bridges - particulars of waterway and construction as specified in Form IV

(e) Ballast and permanent way as specified in Form V

(f) Station and station sites as specified in Form VI

(g) Station accommodation as specified in Form VII

(h) Station machinery as specified in Form VIII

(i) Level crossing abstract as specified in Form IX

(j) Brief particular of tractions installations as specified in Form X

(k) Power supply installation abstract as specified in Form XI

(l) Traction maintenance depot abstract as specified in Form XII

(m) Restricted over head equipment clearance abstract as specified in Form XIII

(n) Electrical crossing over railway track abstract as specified in Form XIV

(2) Index Plan and Section Sheet shall be prepared as laid down in Para 443 to 451 of Engg Code -

(a) Completion drawings of bridges, with drawing showing each type of girders used and

giving the loading standard for which each is designed, and (if called for by the Commissioner), details of the calculations of their strength

(a) Certificate in Form XVI containing the comments on the following matters, namely :

(iii) number of engines on one span

(iv) brake and communications

(v) accommodation in coach to cater, for different categories of passengers

(vi) system of working

(vii) electric traction equipment

(viii) types of rolling stock proposed alongwith list of restrictions

(5) List of infringements of maximum and minimum dimensions shall be prepared in Form XVII and

shall show the gauge of the Railway and items infringing and shall contain full explanation for infringement and the reference to the authority under which the infringement is permitted or

allowed.

(6) Working orders to be enforced at each station on the Railway to be opened shall be prepared

in accordance with the rules provided in Chapter V of The General Rules and shall specify any special condition that are required to be met with.

(7) Where it involves introduction of electric traction on the railway line, the working orders shall include traction working rules.

(8) Where sanction is required for initiation of electric tractions on a line already opened for passenger traffic, the documents specified in items (j), (k), (l), (m) & (n) of Sub-Rule (1), item

(d) of Sub-Rule (2) and item (a) (vii) of Sub-Rule (4) of Rule 5 shall be forwarded to the Commissioner. (Ref : Para 7 of Corrigendum issued on 16.02.2005)

18.2 Chapter-VI: Sanction To Open Railway For Public Carriage Of Passengers

18.2.1 Para-21. Sanctioning Of Opening Of Railway -

(1) The Central Government may, after considering the Inspection Report of the Commissioner,

modify or cancel the sanction given under Rule 22(1) subject to such conditions, alterations or relaxations as may be considered necessary.

(2) While confirming the opening of any railway, the Central Government shall give due consideration to the suggestions or conditions subject to which the Commissioner has opened

the railway.

(3) Where the Commissioner has not recommended the opening of any railway, or has proposed to

cancel the sanction already given, the Central Government shall confirm or modify the recommendation of Commissioner as necessary and shall direct the Railway Administration

concerned to remove the defects or shortcomings reported by the Commissioner.

(4) Where the defects or shortcomings are such that they cannot be removed unless the Railway

or a portion thereof is dismantled, then the Central Government shall order the closing of the Railway forthwith for the public carriage of the passengers.

(5) A Railway line, which is closed for the public carriage of passengers under Section 25, shall not be reopened unless it is duly inspected by the Commissioner in accordance with the provisions

of Chapter IV of these Rules and the Commissioner recommends the reopening of such Railway line.

(6) The actual date of opening of a new Railway line or a section or portion of such line for passenger traffic shall be notified by the concerned General Manager, after consulting the

Central Government, by notification in the Official Gazette and in the local news papers of the areas through which the railway line passes.

Explanation - In this Chapter, new lines of railway shall include –

(a) extensions of existing railways, new double, triple or other running lines laid alongside

existing lines and conversion from one gauge to another;

(b) the initiation of electric traction on the existing line.

18.2.2 Para-22. Temporary Opening Of Railways By Commissioner -

(1) The Commissioner may sanction the temporary opening of new railway lines for public carriage of passengers, subject to such conditions as he may impose during the period of inspection in

the interest of the passengers.

18.2.3 Para-23. Sanction To Use Locomotive Engines And Rolling Stock On New Lines -

(1) The Commissioner may sanction the use of locomotive engines, rolling stock or any other motive power under Section 27 which is already running on any Zonal Railway or any Division or Section

of any Non-Government Railway or on any new lines in accordance with the provisions of the Indian Railways (Open Lines) General Rules (Amendment), 2010 or orders on the subject issued

by the Central Government from time to time.

Before according sanction under Sub-section (1), the Commissioner shall ascertain that the

application as per Indian Railways (Open Lines) General Rules (Amendment), 2010 by the concerned Railway Administration which operates the railway line, has been previously

sanctioned and notified in the Official Gazette.

18.3 Chapter-III : Duties Of The General Manager

18.3.1 Para-5. Deviation From Or Infringement Of Standard Codes And Manuals Of Practice To

Be Notified

(1) The General Manager shall ensure that the Railway proposed to be opened is operationally fit in every respect before inspection.

(2) The General Manager shall, while making the reference under Rule 3, bring to the notice of the Commissioner any deviation in design, material and construction of the works, rolling stocks or

appliances of the Railway, instances in which Maximum and Minimum Dimensions have not been observed or the bridges, tunnels are not capable of carrying the prescribed or standard load

without exceeding the stress specified in the Indian Railways Standard Codes and Manuals of Practice.

18.3.2 Para-7. General Manager To Make Special Arrangements –

(1) The General Manager shall make such arrangements as are necessary to facilitate the

inspection by the Commissioner, of the Railway, which is to be opened.

(2) The General Manager shall be responsible to make such special arrangements as the Commissioner may require for inspection and testing of bridges and tunnels on the Railway,

which is to be opened.

18.3.3 Para-8. Supply Of Information To Commissioner - The General Manager shall supply all the

information and give all the assistance in his power to the Commissioner and supply or provide all instruments and apparatus required for making measurements, testing of bridges and electrical

and other installations.

18.3.4 Para-9. Dismantling Of Any Work On Request By Commissioner –

(1) The General Manager shall, on receipt of a request made by the Commissioner, make arrangements to dismantle any structure on the Railway to be opened, with a view to make

complete examination of the details or workmanship of the structure, as quickly and completely as possible.

(2) The Commissioner, while requesting the dismantling of the structure, shall be responsible to see that such dismantling does not affect the utility or strength of the structure, unless total

dismantling is necessary for its proper inspection.

18.3.5 Para-10. General Manager To Accompany Commissioner At Inspection –

(1) The General Manager shall accompany the Commissioner throughout the inspection.

(2) If, for any unavoidable reason it is not possible for the General Manager to accompany the

Commissioner, then, an officer not below the rank of Under Secretary to the Government of

India authorised by general or special order of the Central Government issued under Section

28, shall accompany the Commissioner and shall be present during the entire period of inspection.

(3) During the inspection of each portion or Division of the Railway, the engineer or officer who is or was in immediate charge of that portion or Division of the Railway during its construction,

may also be present.

(4) An officer not below the rank of Assistant Engineer shall be made responsible for making

arrangements for testing bridges on the railway line.

18.4 Chapter-IV : Duties Of The Commissioner

18.4.1 Para-11. Commissioner To Make Full And Complete Examination –

(1) On receiving a reference under Rule 3 from the General Manager of any Railway for inspection

of a Railway to be opened for public carriage of passengers, the Commissioner shall, with a view

to determine whether it is fit to be so opened, enquire into all matters which appear to him relevant for the safety of public carriage of passengers and goods, on that Railway.

(2) The Commissioner shall satisfy himself that -

(a) the Indian Railways (Open Lines) General Rules (Amendment), 2010 have been applied to

the Railway or portion of a Railway proposed to be opened;

(b) the maximum and minimum dimensions have been observed;

(c) the works, structures, rolling stocks and appliances belonging to, or working on, the Railway are designed properly or constructed in such manner so as to guard the system

against accident and failure.

18.4.2 Para-12. Provisions For Handling Traffic At Stations – The Commissioner shall satisfy himself

that at every station on a Railway proposed to be opened –

(a) adequate provisions have been made for handling of traffic of passengers and goods; and

(b) arrangements have been made for easy access by road.

18.4.3 Para-13. Accommodation Works - Where the accommodation works made under Section 16 are

to be inspected, the Commissioner shall ensure that such works are sufficient and suitable for the purpose for which they are provided or constructed.

18.4.4 Para-14. Inspection Of Light Railways - The Commissioner shall, while inspecting any light Railway to be opened for public carriage of passengers, take into consideration –

(a) speed limits which are specified with reference to narrow gauge of the line and the kind of traffic proposed to be handled;

(b) standard of convenience of the passengers keeping in view the condition in which the light Railway shall be operated and shall lay down the speed limits to be observed and the kind

of traffic the light Railway may be allowed to handle.

18.4.5 Para-15. List Of Questions And Answers –

(1) The Commissioner shall take into consideration the answers provided by the General Manager to the questions listed in the list of questions and answers submitted in relation to them under

Sub-Rule (4) of Rule 5 and satisfy himself that the points enumerated therein have been duly observed by the concerned Railway Administration.

(2) The Commissioner may, if he considers it necessary, modify the requirements specified in

answers in accordance with the circumstances of each case.

18.4.6 Para-16. Inspection Of Railway Bridges –

(1) The Commissioner shall satisfy himself that the railway bridges and other elevated structures on the Railway proposed to be opened for public carriage of passengers are designed and

constructed as to the loads specification specified in the IRS Bridge Rules, 2008 and that the loads specification and stress limits are not exceeded.

(2) The Commissioner shall be responsible to see that under no circumstances the stresses specified in the Standard Codes of Practice for Bridges are exceeded, unless the Central

Government, by general or special order, specify different stresses or loads specification, for the reasons recorded therein, in a specific case.

(3) Where the Commissioner is satisfied that first class standards are not required in the cases such as temporary bridges, Railway worked at low speed or with small axle loads, he may

recommend departure from the IRS Bridge Rules, 2008 and the Standard Codes of Practice on such conditions as he may deem fit, provided that the Commissioner shall forward with his

report the calculations showing that the opening of such bridges, Railways or axle loads will not be dangerous to the public carriage of passengers and the railway servants.

(4) Where any particular bridge is not upto the standards mentioned in Sub-Rules (1) to (3), the Commissioner shall submit the design of the bridge alongwith the standard of loading to the

Central Government alongwith his recommendations as to whether the bridge may be brought in use and if so, under what conditions.

18.4.7 Para-17. Procedure For Inspection Of Bridges –

(1) The Commissioner shall examine at least one bridge of each different pattern or type and

satisfy himself about the adequacy with reference to safety of :

(a) the general design of the bridge;

(b) designs of different parts or portions of the bridge;

(c) the construction and erection of the whole structure of the bridge;

(d) girder spans and their bedding at all four supports; and

(e) type and design of bearings in regard to pre-stressed bridges.

(2) Where the Commissioner feels that it is necessary for the purpose of inspection and to see whether any riveting has been properly and efficiently executed, he may order the cutting out any rivets and may also order the dismantling of any part of the structure of the bridge for

more detailed examination.

(3) If the Commissioner considers it necessary, in addition to the certificate of a Bridge Engineer

employed for the purpose, he can call for the Load Deflection Test under the loads for which the bridge is designed and where this is not possible under the heaviest loads available.

(4) (a) When making Card Deflection Test, the test cards are to be placed at right angles to the centre line of the track, in order to record oscillation and the recording pencil point should be as fine as possible.

(b) When central deflection is measured, allowance shall be made for the deflection, if any, of the abutments.

(5) In order to record the static deflection, the test shall be carried out at dead slow speed and at the maximum permissible speed of the section and the speed shall be carefully measured by

stopwatch or by some automatic means.

(6) The actual deflection cards shall be submitted to the Commissioner together with a statement

of deflections and oscillations in Form XVIII.

(7) The deflection of the girder shall be worked out theoretically and shall be shown in Column 12 of Form XVIII to enable a comparison being made with the observed deflection.

(8) In addition to the Card Deflection Test, the Commissioner may, at his discretion, require Stress Recorder Test to be carried out on any plate or open web girders of clear spans exceeding 30 metres.

(9) (a) Stress Recorder Test shall be carried out with a stress recorder of approved type.

(b) Tests loads and speeds shall be as specified for Card Deflection Tests.

(c) Tests shall be taken, on the chords or flanges at mid span and on such web and floor members as the Commissioner shall specify.

(d) If a sufficient number of instruments are available, these tests shall be made simultaneously.

(10) The stress recorder diagrams together with calculations showing how the maximum stress under the design load with full impact (including dead load stresses) is deduced from the measured stress shall be submitted to the Commissioner who shall, before sanctioning the

opening of the bridge, satisfy himself that the stresses in the girders will not exceed those specified in the IRS Steel Bridge Code, 2003.

(11) If the Commissioner is satisfied that the girder has been properly designed for the work it is intended to perform, then, the open web and plate girders are not required to be tested.

(12) New plate girders of standard designs need not be tested, if those girders were inspected at the time of their manufacture by the Research Designs and Standards Organisation or any other inspecting agency and a certificate of satisfactory erection including the seating of the

bearings and field riveting has been given.

(13) The Commissioner may decide that the second hand plate girders are not required to be

tested, if he is satisfied that -

(i) the girder is strong enough for the work it is intended to perform; and

(ii) the responsible officer of the concerned Railway has certified that the condition of the material and workmanship are such that the use of the girder for the specified loading

shall not involve stresses in excess of those permitted in the IRS Steel Bridge Code, 2003, provided that this Sub-Rule shall not apply to welded girders.

(14) The Commissioner may have tests of any number of spans made and may have a span tested any number of times and at any speeds as he considers desirable, upto the maximum permissible speed of the Section.

(15) Card Deflection Test shall be carried out for each welded girder including second hand girders, and results of such tests, together with the cards, shall be supplied to the Commissioner.

(16) The Commissioner shall examine as many welded girders as possible and shall also have Card Deflection Test of any welded girder carried out in his presence.

(17) The Commissioner shall be supplied with a certificate from the engineer (not below the Junior Administrative Grade) responsible for design and construction of the bridge to the effect that

welds have been designed in accordance with the IRS Code For Mild Steel Bridges Carrying

Rail, 1972 and executed to the satisfaction of the said engineer.

(18) If radiographic examination of the welds is specified in the drawing or procedure sheet or is required to be done in accordance with the provisions of the IRS Code for Mild Steel Bridges

Carrying Rail, 1972, the results of such examination shall be annexed to the certificate.

19. Route Classification {As Per Indian Railways Permanent Way Manual}

19.1 Para 202- Classification Of Lines :

(1) Broad Gauge – The BG lines have been classified into six Groups ‘A’ to ‘E’ on the basis of future maximum permissible speeds as under -

Group ‘A’ - Speeds upto 160kmph

Group ‘B’ - Speeds upto 130 kmph.

Group ‘C’ - Suburban sections of Mumbai, Delhi, Chennai and Kolkata.

Group ‘D’ Spl. - Speeds upto 110kmph and annual traffic density is 20 GMT or more.

Group ‘D’ - Speeds upto 110kmph & annual traffic density is less than 20 GMT.

Group ‘E’ – All other sections and branches lines with speed upto 100 kmph.

(2) Metre Gauge – The MG lines have been classified into three categories based on the speed potential and traffic density in the section as under -

(a) ‘Q’ routes – The ‘Q’ routes consist of the routes where the maximum permissible

speed will be more than 75 kmph. The traffic density is generally more than 2.5 GMT.

(b) ‘R’ routes – These routes will have a speed potential of 75 kmph and the traffic density is more than 1.5 GMT. ‘R’ routes are further classified into three categories

as follows depending upon the volume of traffic carried :

(i) R-1 : when the traffic density is more than 5 GMT

(ii) R-2 : when traffic density is between 2.5 & 5 GMT

(iii) R-3 : when traffic density is between 1.5 & 2.5 GMT

(c) ‘S’ Routes – These will be the routes where the speed potential is less than 75 kmph and the traffic density is less than 1.5 GMT.

20.2 Para-1603. Responsibility Of The Construction Engineer - The responsibility for opening a

line to goods traffic and for seeing that everything is ready for such opening rests entirely with the Chief Engineer (Construction) or the Senior Engineering Administrative Officer,

under whose administrative control the railway line under construction is vested. It is his duty to see that all stations are adequately equipped and staffed for working of the goods traffic

efficiently and cheaply. He shall notify the Commissioner of Railway Safety concerned of the date fixed for opening the line for goods traffic.

21. Indian Railways General Rules {Chapter 5 - Control and Working of Stations}

21.1 Para-5.06 Station Working Rules

(1) In addition to the General Rules for Indian Railways (Open Line) 1976 and Subsidiary Rules of a Railway, each station shall be provided with Station Working Rules applicable to the station,

issued under special instructions.

(2) A copy of the Station Working Rules or relevant extracts thereof shall be kept at cabins and

level crossings concerned.

22. The Railways Act, 1989 (24 of 1989) : CHAPTER V : Opening Of Railways

22.1 Rule-21. Sanction Of The Central Government To The Opening Of Railway -

No Railway shall be opened for the public carriage of passengers until the Central Government

has, by order, sanctioned the opening thereof for that purpose.

22.2 Rule-22. Formalities To Be Complied With Before Giving Sanction To The Opening Of A

Railway -

(1) The Central Government shall, before giving its sanction to the opening of a railway under

Section 21, obtain a report from the Commissioner that —

(a) he has made a careful inspection of the railway and the rolling stock that may be used

thereon;

(b) the moving and fixed dimensions as laid down by the Central Government have not been

infringed;

(c) the structure of lines of rails, strength of bridges, general structural character of the

works and the size of, and maximum gross load upon, the axles of any rolling stock, comply with the requirements laid down by the Central Government; and

(d) in his opinion, the railway can be opened for the public carriage of passengers without any danger to the public using it.

(2) If the Commissioner is of the opinion that the railway cannot be opened without any danger to the public using it, he shall, in his report, state the grounds therefor, as also the requirements

which, in his opinion, are to be complied with before sanction is given by the Central Government.

(3) The Central Government, after considering the report of the Commissioner, may sanction the opening of a Railway under Section 21 as such or subject to such conditions as may be

considered necessary by it for the safety of the public.

22.3 Rule-23. Sections 21 And 22 To Apply To The Opening Of Certain Works -

The provisions of Sections 21 and 22 shall apply to the opening of the following works, if they form part of, or are directly connected with, a Railway used for the public carriage of

passengers and have been constructed subsequent to the giving of a report by the

Commissioner under Section 22, namely :

(a) opening of additional lines of railway and deviation lines;

(b) opening of stations, junctions and level crossings;

(c) re-modelling of yards and re-building of bridges;

(d) introduction of electric traction; and

(e) any alteration or reconstruction materially affecting the structural character of any

work to which the provisions of Sections 21 and 22 apply or are extended by this Section.

22.4 Rule-25. Power To Close Railway Opened For The Public Carriage Of Passengers –

Where, after the inspection of any Railway opened and used for the public carriage of passengers or any rolling stock used thereon, the Commissioner is of the opinion that the use

of the Railway or of any rolling stock will be attended with danger to the public using it, the Commissioner shall send a report to the Central Government who may thereupon direct that —

(i) the Railway be closed for the public carriage of passengers; or

(iii) the use of the rolling stock be discontinued; or

(iii) the Railway or the rolling stock may be used for the public carriage of passengers subject to such conditions as it may consider necessary for the safety of the public.

22.5 Rule-26. Re-Opening Of Closed Railway –

When the Central Government has, under Section 25, directed the closure of a Railway or the

discontinuance of the use of any rolling stock —

(a) the Railway shall not be re-opened for the public carriage of passengers until it has been

inspected by the Commissioner and its re-opening is sanctioned in accordance with the provisions of this Chapter; and

(b) the rolling stock shall not be used until it has been inspected by the Commissioner and its re-use is sanctioned in accordance with the provisions of this Chapter.

22.6 Rule-28. Delegation Of Powers –

The Central Government may, by notification, direct that any of its powers or functions under

this Chapter, except Section 29, or the rules made thereunder shall, in relation to such matters and subject to such conditions, if any, as may be specified in the notification, be

exercised or discharged also by a Commissioner.

22.7 Rule-29. Power To Make Rules In Respect Of Matters In This Chapter -

(1) The Central Government may, by notification, make rules to carry out the purposes of this Chapter.

(2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely :

(a) the duties of a Railway Administration and the Commissioner in regard to the opening of a Railway for the public carriage of passengers;

(b) the arrangements to be made for and the formalities to be complied with before opening

a Railway for the public carriage of passengers;

(c) for regulating the mode in which, and the speed at which rolling stock used on Railways is

to be moved or propelled; and

(d) the cases in which and the extent to which the procedure provided in this Chapter may be

dispensed with.

22.8 Rule-198. General Power To Make Rules –

Without prejudice to any power to make rules contained elsewhere in this Act, the Central Government may make rules generally to carry out the purposes of this Act.

22.9 Rule-199. Rules To Be Laid Before Parliament –

Every rule made under this Act shall be laid, as soon as may be after it is made, before each House of Parliament, while it is in Session, for a total period of thirty days which may be

comprised in one Session or in two or more successive Sessions, and if, before the expiry of the Session immediately following the Session or the successive Sessions aforesaid, both

Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no

effect, as the case may be; so, however, that any such modification or annulment shall be without prejudice to the validity of anything Previously done under that rule.

23. RDSO’s C & M 1, Volume-1 Report {Increase Of Speed On Delhi – Howrah Route : Feasibility

Study}

(A) Track Tolerances For High Speed Track

(B) Design Criteria For Curves For High Speed Track

23.1 In October 1967, Railway Board issued orders that a feasibility study should be conducted on increase of speed on Delhi-Howrah route (Reference : D.O. letter no. 67/WSC/TK/5, dated 16.010.67 from Member Engineering to Director General/RDSO) (Annexure I - Page 18).

23.2 This report is in two Volumes :

Volume I - deals with the question of limiting values in track defects for track over which higher speed operation is to be permitted and also discusses the suitability of

existing curves for higher speed operation and permissibility of higher cant deficiency for the operation of WDM4 locomotives and ICF all coil coaching stock

at a maximum speed of 120kmph.

Volume II - deals with performance of the WDM4 locomotives and the ICF all coil type bogie,

on Delhi–Howrah section; particularly as assured by oscillation trials on 5 test sections on this route.

23.3 Para-12 : Recommendations

Para-12.1 On the basis of the data discussed above, it is recommended that the following

limits are prescribed for the guidance of the Engineering officials in deciding on the suitability, of the standard of maintenance of the track, for general

operation of the WDM4 locomotive and the ICF all coil coaching stock at a sanctioned speed of 120 kmph and at test speeds upto 136 kmph.

(i) Alignment defects* (versine measured on a chord of 7.5 metres)

(a) On straight track – 5mm; values of 10mm could be tolerated at a few

isolated spots.

(b) On curves + 5 mm over the average versine. Values upto + 7 mm could be

tolerated at a few isolated spots.

Total change of versine from chord to chord should not exceed 10 mm.

(ii) Cross Level Defects : No special tolerance limits. As regards cross levels, the track should be maintained, to standards generally superior to that at present

available on main line track on which unrestricted speeds are permitted.

(iii) Twist **

(a) On straight and curve track, other than on transitions – 2 mm/metre, except that at isolated locations this may go up to 2.1 mm per metre.

(iv) *** Unevenness rail joint depressions – 6mm in general and 10mm for isolated

locations.

(v) Gauge Variations – No special specifications. The maximum limits for tight and

slack, gauge should be as indicated in the Indian Railway Way and Works Manual.

Para-12.2 It is recommended that for curves, on track which is maintained to the

tolerances indicated above for higher speed operation, a cant deficiency upto 100mm may be permitted. On such track, a speed of 120 kmph may be permitted

for general operation of WDM4 locomotives and ICF all coil coaching stock, provided the cant gradient does not exceed 1 in 720 and the rate of change of

cant and cant deficiency does not exceed 55 mm/sec.
