    TEAM PURPOSE: The overall aim of the Land Rights and Economic Opportunities (LEO)programme pillar is to create enabling circumstances for millions of rural women and menrights holders to lift out of a life of poverty and inequality by demanding, claiming and securingfrom the state increased access and control over productive land and assets including

    enhanced and equitable economic opportunities and increased access and power in themar!ets" The programme pillar leads and delivers O#fams strategic ob$ective that states%

    1.1 &eople living in poverty will achieve food and income security (as well as greater

    protection of, and control over the natural resources on which they depend'" &eople living in poverty will achieve access to secure paid employment, dignified

    wor!ing conditions, labour rights, and be empowered to participate in and benefit frommar!ets"

    JOB PURPOSE:To act with poor rural smallholders, women and men, as a force for change in addressing thecauses and effects of poverty, suffering and in$ustice, utilising agricultural initiatives to drivelasting change" dditionally, to ensure that O#fams economic opportunities programme in

    &a!istan support the global agricultural initiative and is creatively designed, implemented,monitored and evaluated to deliver best practice and achieve fundamental long term impacton sustainable livelihoods for resource poor smallholders, women and men"The &rogramme *oordinator (EO) would provide support to the &+ (LEO) by ta!ing lead ineffective facilitation to create enabling environment for economic opportunities for the ruralpoor in rural enterprise and agricultural development with high quality standards, in timely andaccountable manner against the agreed vision and targets"mallholder farming is a significant driver of poverty reduction and social and economicinequality and a strong contributor to the nations economic growth, hence, facilitatingsmallholders to realise their social and economic rights is critical to support equality withgrowth, empowerment of people living in poverty, and environmentally sustainable livelihoods"This post holder will be responsible to lead at operational level by enabling smallholderfarmers, women and men, the largest number of labour engaged in the agriculture sector, to%

    i" trengthen their power in the mar!etsii" Empower them to demand their right to services and investment from government

    and private sectoriii" Realise more productive and powerful positions within value chains

    The geographical focus will be in southern &un$ab, northern ind and -alochistan"dditionally, the post holder will e#plore feasibility of lin!ing up with the Economic .usticecampaign particularly in the area of griculture and *limate *hange daptations, that sitsunder another programme pillar (/umanitarian Response and &reparedness, 0isaster Ris!Reduction, *limate *hange)"The position holder will also ensure effective integration of gender equality in the economicopportunities wor!, including support to the &+ (LEO) in facilitating creation of enablingenvironment for poor rural women to reali1e for themselves economic leadership role"

    E)o'om&) O$$o#*'&&"s + LEO P#o(#amm" P&lla#:O#fam recognises the importance of the role of the &rivate ector in helping to lift people outof poverty" s employers, purchasers, suppliers and influential actors their activities areconstantly impacting on those living in poverty" Today private sector shows potential forplaying an increasingly important role in the lives of small2holders in &a!istan" +a$or transitiontowards moderni1ation of the retail industry and related lin!ages to food processing, supplychains and contract management with small farmers poses ris!s, but also brings potentialopportunities for small holders to gain power in mar!ets"O#fams LEO programme in &a!istan see!s to equally enable large numbers of women andmen small holders (/s) from poor rural households to overcome poverty through innovativedirect investments in smallholder agriculture, and to contribute to achieving a significantoverall reduction in rural poverty by lin!ing these positive e#amples to the policies andpractices of the government and the private sector"

    development 5 financial services with the help of private sector7" 4nfluencing engagement of private sector with smallholders through multi2

    sta!eholder dialogue8" 3ormation and capacity development of women and men viable producer

    organisations as a pre2condition to strengthening their negotiating power and having avoice in the mar!ets, to act collectively and develop enterprises, and engage with privatecompanies wor!ing in agriculture sector rural producer organisations will be capacitatedand facilitated in having increased access to productive inputs and technical !now2howboth from state (in2terms of better e#tension services) and private sector

    9" *reating new and innovative mar!et lin!ages between small5marginal farmersand agriculture supply chains (e"g" in wheat, cotton, mangoes, citrus, dates and dairysector) by identifying new mar!ets, technology and partnerships that require businessoriented social entrepreneur approach

    :" -ringing value addition processes in agriculture products closer to smallproducers through promotion of intermediately and user2friendly technologies

    KEY RESPONSIBILITIES:

    To support &+ (LEO) on underta!ing specific research (e"g" on supply chain, private

    sector engagement of small holders, technology applications etc") and policy analysis aswell as on establishing and managing national level partnerships 5 alliances for advocacyon issues concerning small holder agriculture and its lin! with land rights and powerof

    poor in mar!ets Anderta!e mapping of relevant policies (affecting small holders) and their implementation

    status and sta!eholders analysis, and periodic updating of it

    upport &+ on development of position papers on the issue5s identified for the advocacy

    and policy change, based on the evidence mobilised from O#fam and others community2based programming national and local level research studies, O#fams !nowledge fromglobal e#periences and inputs from partners and other !ey sta!eholders in the country, aswell as from O#fams advisors and e#perts at regional and global level

    upport &+ at strategic level, and underta!e directly at operational level, EO related policy

    advocacy wor! including lobbying with government organisations, donors, private sectoretc" as appropriate on the !ey themes under EO

    *onduct and facilitate issue2based networ!ing with civil society actors and organisations
