The HR officers/personnel are the main partners and forerunners in cascading and implementing government mandates and requirements.

As true business partners, HR practitioners should raise the bar and consider the strategic impacts of gender and development while keeping on and conforming with the

government standards.

Being Practitioners

Nowadays, HR professionals are no longer “administrative support staff”. The days of HR leaders being people persons with soft skills have long passed.

Every development plan or process has to be aligned with the core business strategy – this time, a gender responsive workplace and culture change.

HR Being Practitioners

The PAWD-HRP human resource conference will serve as a venue for us

HR practitioners in the water industry to exchange ideas and best practices. We share inputs and references in executing actions for improvement of our

organizational set-up

Our objective includes updating of recent issuances from the different government agencies governing the

operations of LWDs.

As local water districts, let us work hand in hand in undertaking necessary steps toward implementing

the government mandated HR systems.

Stronger policy directives and intensified advocacy on gender mainstreaming indeed have led to an increased demand for guidelines and

mentoring to assist government agencies in the tasks.

To professionalize the HR of Water Districts, by promoting and practicing the BEST HR practices both beneficial to the Water District and its employees to provide quality service, increase productivity, and ensure high return on investment.

General Thrusts

To institutionalize and standardize the best HR practices in the water districts and in the government sector in the areas of human resources management, specifically on:

- Recruitment, Selection, Hiring and promotion - Training and Career Management and Development - Performance review / target / appraisals - Employee compensation / salary administration - Employee benefits, services and incentives - Motivation as giving of rewards or recognition - Employee health program, discipline, grievances and complaints

The Corporate Seal

The PAWD-HRP logo depicts WD HR practitioners as a wheel that help run the WD. It is reflective of Human Engineering wherein the HRPs are responsible for the design, planning, development, management, and maintenance of human resources of WDs.

The aqua blue half wheel with three masts represent WDs of Luzon, Visayas, and Mindanao. The wheel that connects to the Philippine flag in a vertical position shows that PAWD-HRP is a nationwide association of WD HR practitioners who belong to the government sector.

The recent issuance of Circular No. 2014-001 dated March 18, 2014 of the Commission on Audit provides the Revised Guidelines in the

audit of Gender and Development (GAD) Funds and Activities in government agencies. This, along with the other COA issuances on

disallowance brought together government agencies to crave for further guidance and mentoring with regards to utilization of the

mandated 5% GAD budget.

Our speaker from the Commission on Audit will assist us in this concern and will provide us the details of

such issuances.
