GRAVEL ROADS

Today’s Presentation

• Several years ago, the county paved high traffic gravel roads on a fairly regular basis

• This presentation describes how we are planning to renew this procedure

• The program differs from the LID and CAPP processes

• LID and CAPP programs are paid with full or partial funding from adjacent landowners and are used to pave low traffic gravel roads

• The following program is designed as a process for paving high traffic gravel roads with county funds

• Commissioner input is desired

Purpose of the Program

• Certain gravel roads in the county have high traffic counts and high maintenance costs

• Many of our road maintenance service requests come from high traffic gravel roads

• Over time, paving these roads will save tax dollars, improve safety, and reduce complaints

• This program prioritizes which roads should be paved and in what order they should be paved

Process and Criteria

• This process will establish an ongoing list to provide the public with some resolution to the question: “When will my road be paved?”

• Public meetings and surveys will be conducted to assure there is support from a majority of the adjacent residents before proceeding

• All of the roads identified have traffic counts over 400 ADT which is the national standard set by ASHTO to designate very low volume roads

• The list of eligible roads will change over time as traffic increases on roads throughout the county

• A county representative will coordinate and arrange a venue to conduct a public informational meeting

• County staff will provide a formal meeting notification to the property owners adjacent to the proposed paving project

• Notifications will be sent via first-class mail to property owners as they are listed on the County’s assessment records

• The notification will contain a description of the proposed project, the meeting location, the meeting date, and the meeting time

Public Process

• Input from the public will be received (the project will be required to have the support of 70% of the affected property owners)

• Project parameters will be presented

• Possible road improvement considerations will be reviewed

• Information on project costs will be presented

• An anticipated paving schedule will be proposed

Petition Process

• If proponents wish to proceed with the process after the neighborhood informational meeting, a county representative will circulate a petition to property owners immediately adjacent to the paving project

• The petition will contain a description of the proposed project and the cost of construction for which the county will be financially responsible

• Those owners in support of the project will sign the petition

Petition Process (Cont.)

• The petition must have the support of at least seventy percent (70%) of the property owners within the proposed project area

• Each individual lot within the area, as recognized by the County Assessor’s Office, will receive one vote in the petition process

• All owners on the property deed must be in support of the project in order for the property to be considered in support

• County staff will contact those property owners who have signed the petition to verify the vote

County Approval

• Verification of adequate budget resources to proceed with the project will be required prior to approval

• It will be the responsibility of the Douglas County Manager to provide final approval of the project

Final Notification Prior to Construction

• Upon approval of the project, a second notification letter containing the project schedule and additional project information shall be sent to all property owners of record within the proposed area and to the neighborhood association representative (when applicable)
