The Dyer Anti-Lynching Bill was first introduced to United States Congress in
1918 by Republican Congressman Leonidas C. Dyer of Missouri. The bill was
passed by the United States House of Representatives in 1922.

Roosevelt was also concerned about a provision of the Costigan-Wagner bill that called for the punishment of sheriffs who failed to protect their prisoners from lynch mobs. He believed political support of the white voters in the South would be lost by approving the bill and lose the 1936 presidential election.

B. Tobin.

(Sherman) body is to be buried.
