Introduction

• Lack of skills and education is a major impediment which makes theweaker sections to feel less confident in taking up the responsibilities.

• Shortage of finance, fear of risk and lack of functional literacy aresome of the reasons that hold them back.

• Due to lack of education, rural entrepreneurs also suffer from lack ofaptitude and competency and lack of awareness of the facilitiesavailable to them.

Participation in Higher Education

• The process of social and economic empowerment had increasedparticipation of SCs and STs in higher education, which is a passportto better life, social status and economic opportunities.

• The period between the years 2000 and 2015 has witnessed a higherrate of growth of higher education participation rates for all groups,more so for SCs.

• Women from SCs and STs too have benefitted tremendously formthis boom.

• It also means huge induction of first generation SCs and STs into thefold of benefits of higher education and thus into the process of socialempowerment.

Entrepreneurship

Global Entrepreneurship Monitor (GEM) Report 2016-17 findsincrease in rate of ‘ entrepreneurial intention’ to 14.9 % compared to 9% 2015 - 16, ‘fear of failure’ declined from 44 % in 2015 - 16 to 37.5 %in 2016 - 17. GEM Report 2016 - 17 finds that nearly 44 % adults inIndia see ‘good opportunities to start business’ while 44 % perceivehave ‘capabilities to start business’.

Start up India Scheme

• Startup India is a flagship initiative of the Government of India,intended to build a strong ecosystem that is conducive for thegrowth of startup businesses.

• Several programs have been undertaken since the launch of theinitiative on 16th of January, 2016 by Hon’ble Prime Minister, tocontribute to his vision of transforming India into a country of jobcreators instead of job seekers.

• The 19-Point Startup India Action Plan envisages several incubationcentres, easier patent filing, tax exemptions, ease of setting-up ofbusiness, a INR 10,000 Crore corpus fund, and a faster exitmechanism, among others.

Stand up India Scheme

• Hon’ble Prime Minister, Shri. Narendra Modi in his Independence Dayaddress on August 15, 2015 unveiled his game changer campaign"Start-Up India" Stand-Up India to promote entrepreneurship atgrass root level for economic empowerment and job creation.

• The objective of the Stand-Up India scheme is to facilitate bank loansbetween 10 lakh and 1 Crore to at least one Scheduled Caste (SC) orScheduled Tribe (ST) borrower and at least one woman borrowerper bank branch for setting up a greenfield enterprise.

• This enterprise may be in manufacturing, services or the tradingsector.

Start-up Village Entrepreneurship Programme

• Start up Village Entrepreneurship Program is a sub componenet ofDeendayal Antyodaya Yojana – National Rural Livelihoods Mission(DAY-NRLM) of the Ministry of Rural Development.

• SVEP aims to support entrepreneurs in rural areas to set up localenterprises.

• SVEP was announced during budget session of 2014 - 15 to motivaterural youngsters to take self-employment opportunities w/help ofstate-sponsored financial support

Credit Enhancement Guarantee Scheme

• Financial Minister during Union Budget speech (2014 - 15) on July,2014 had announced that a sum of Rs. 200 crore allocated towardscredit enhancement facility for young & start up entrepreneurships

• belonging to Scheduled Castes with an objective to encourageentrepreneurship in lower strata of society resulting in job creationbesides creating condence in Scheduled Castes.

Social Empowerment for Differently Abled

• As per census 2011, number of persons w/Disabilities in India is268.14 lakhs constituting 2.21 % of total population.

• Highest number of people w/disabilities have locomotor (54.37)followed by hearing impairment (50.73) & visual impairment (50.33).

• In India disabled persons are still oppressed, marginalised anddenied from living a reasonable quality of life

• because of society’s stereotypical and prejudiced perception of themas inferior, incapable, inadequate, and a burden on the familyresources and society.

Government Initiatives

Inclusive Education for Disabled at Secondary

Stage (IEDSS)

Scheme supports children w/disabilities aged 14 or above for completing theirsecondary education from class 9 to 12 in Govt. , local body & Govt. aided schools.

Accessible India Campaign

Campaign launched in 2015 for creating universal accessibility for PwDs in builtenvironment, transport, information & communication technology (ICT) ecosystem.

Implementation of Persons w/Disabilities

Act (SIPDA)

Wide ranging scheme, under which nancial assistance given for skill development,creation of barrier free environment, running some institutions in eld & other relatedactivities relating to implementation of Act.

Currently news bulletin w/sign language, Govt. will training 200 persons in signlanguage every year for next ve years. Sign languages introduced in more than 25 % ofprogrammes, starting w/Doordarshan make television more disabled-friendly.

Technology Development Projects

Provide suitable & cost eective aids & appliances through application of technology &increase employment opportunities & integration in society of physically disabled,scheme started during 1990 - 91.

Empowerment through Political Interventions

• Empowerment is defined as the expansion of people’s capabilitiesand choices, freedom from hunger and deprivation; and theopportunity to participate in, or endorse decisions that affect theirlives.

• In a democratic political structure, empowerment entails proper andeffective representation in the institutions of governance, so thatpeople can voice their concerns and participate in decision makingon matters that affect their lives.

• Political representation of marginalised in the institutions ofgovernance will provide them with substantial power to negotiatethe power relations with the privileged sections of society.

Historical Background

• To strengthen democracy, villages had to be strengthened becauseIndia is a country of village panchayats.

73rd Constitutional Amendment

• The 73rd Constitutional Amendment Act came into force on 24thApril 1993.

• It gave constitutional status to PRIs and it became mandatory to allstate governments to implement this act.

• It gave impetus to Panchayati Raj to promote social and economicdevelopment and improvement in living conditions of rural India.

• Creation of Panchayati Raj is perhaps the best transformation indemocratic India to realise the participation of ordinary people inpower sharing.
