Chapter – 1 : School Opening & Expansion

1. Initial working: Period 3 months 1. Identification of Anchal (Project) Area

A compact geographical Area with predominant tribal population : 9-10 development blocks.

2. Formation of local samities.

● At anchal Kendra – with eminent businessmen, professionals and social activists.

● At sanch Kendra – with active persons.

● At village level – will respectable & known villagers.

3. Selection and Training of Full-time workers.

● Three tested & dedicated youth at Anchal Level.

● One local youth at sanch (cluster) level.

● 5 days Dakshta varg at Anchal level.

4. Village survey – selecting villages as per criterion.

5. Teachers selection – selecting Teachers as per criterion and finalizing list after motivation test.

6. Primary Training – 5 days initial training by anchal trainers

2. Swavlamban: Through SVO: 1. In each state we have State Voluntary Organizations which are registered bodies.

2. They have a net working of Active members at its H.O. and at Anchal, Sankul & Sanch level.

3. The Anchal, Sankul & Sanch samities are acting as branches of SVO for the purpose of Swavlamban

collection through mass collection.

4. The total collection for Swavlamban is remitted by Anchal, Sankul, Sanch & Gram samities at SVO,

H.O. and as per the amount of total collection, schools are allocated to SVO for funding.

3. Funding: 1. Support organizations (SPO):

▪ Chapters of Friends of Tribals Society (FTS) and Bharat Lok Shiksha Parishad (BLSP) mobilizes

resources which are generally based in big cities.

2. State Voluntary Organizations(SVO):

▪ They do swavlamban collection at mass level through their branches.

3. Ekal Vidyalya Foundation of India (EVFI)

▪ It is chenalising the funds received from various foreign countries mostly donated by domiciled

Indians.

4. All transactions are strictly through Banking system only.

5. ARP – Areas are allocated to National chapters. They are to prepare Plan for number of schools to be

funded by different chapters and SVO’s in their Areas and send it to the centre at Kolkata for

finalization.

6. PRP – Based on the ARP received from different National chapters the centre at Kolkata prepare the

final proposed Resource Plan for a particular year before the beginning of the year. This plan includes

the funding of the schools at Anchal level and funding of the Bhag, Sambhag & Central activities

expenses. This final PRP is sent to all the chapters of FTS, BLSP and the EVFI for arranging the

funding as per this allocation.

5. Management Information System (MIS): 1. Management information system (MIS) is an important tool of management. With the

expansion of number of schools it has become more important that we have reliable

information available on time. After getting vouchers from sanch & sankul at anchal monthly

accounts report (MAR) and monthly works report (MWR) are prepared. These reports are then

sent through Bhag and Sambhag to Chapters. A grand summary of all such reports prepared at

Abhiyan Karyalaya gives us the position of the entire Abhijan on various points at the end of

every month.

2. The compilation systems of these reports have been computerized. With this the possibility of

human errors are eliminated and compilation of many relevant reports are generated, which

helps in making realistic decisions.

3. The software of the data entry was prepared. After certain test the software for MAR was

finalized. Some karyakartas were trained and two senior karyakartas were entrusted with the

job of monitoring data entry of MAR at anchal level.

4. This system of data entry is web-based and the position of each and every anchal can be viewed

centrally. Now efforts are on to integrate the MAR with the Tally software so that no separate

entry of accounting of the expenses booked in MAR is required.

5. Now efforts are on to prepare software for data entry of MWR. In the meantime a proposal was

made for modification of MWR format. As such the work will be taken-up after this

modification.

Part C - Donor

Chapter – 9 : Initial Working

1. Definitions: 1. Type of Donors -

1. New – who has sponsored school for the first time.

2. Old – who is continuing from the previous year.

3. Dropout – who has discontinued this year.

4. Reserve – who does not want any school allotment.

5. Semi-permanent – who has deposited money at a time for five years.

6. Permanent – who has deposited an amount & so that from its intest a school can run for all the time

to come.

2. Organization -

1. Support organization (SPO) which mobilize resources for one school or number of schools from a

donor. This is based in big cities (chapter of FTS or BLSP & EVFI.

2. State Voluntary organization (SVO) – which arrange mass collection for Swavlamban funds

(Shiksha Nidhi) by small donations.

3. Type of Donations -

1. General – small donation from masses.

2. 80G – For which 80G exemption certificate is provided (50% rebate of IncomeTax).

3. 35AC – For which 35AC exemption certificate is provided (100% exemption from income tax.

4. FCRA – Under Foreign contribution Regulation Act from out of Bharat.

2. Area Planning: 1. Planning -

1. Area Resource Plan (ARP) – Three years Master Plan for different Anchals (Project Areas) in the

sambhag allotted to different National chapters.

2. Proposed Resource Plan (PRP) – National chapters prepare yearly Resource Plan for allotted states.

3. Allocation chart state chapters prepare the chart for allotment in consultation with SVO.

4. Budget Plan – Every Anchal prepares its detail annual budget and submit to Abhiyan Karyalaya

which after approval is sent to state chapter for funding.

Allotment is done once a year in India (in April) and twice a year for USA. 1. Policy -

1. Allotment is made in April for Donors who have donated in the previous year.

2. In case of U.S. donors allotment is made twice one in April for the funds received before half year

ending March. School is made in October for which funds are received after March but before

October.

2. Choise of state -

1. Every effort will be made to accommodate, but it is not promised.

2. In case of inability head office will communicate with the donor for second choice.

3. Change of village -

1. Due to local constraints, some-timers village of school has to be shifted in mid of the term.

2. Allotted donor will immediately be informed, we solicit donors co-operation.

4. Balance schools -

1. Allotment balance – when donation is received but schools are not available for allotment.

2. School balance – when schools are opened but donations are not available for funding.

4. Codification: 1. Type – There are three types of number assigned to a donor:

1. Serial Number – It is only for accounting purpose valid for that accounting year and is not conveyed

to the donor.

2. Sponsor Number – It is for permanent registration valid forever. It is reference number for all

correspondence and works as under ID and password for webpage.

3. Code Number – It is for follow-up contact working, it may change if contact equations change. It is

used for all organization purposes and used for sorting different categories of working teams.

2. Structure -

1. In Bharat SPO has chapters in most of big cities and there are SVO in each state. The most active

co-ordinator of the state is termed as Regional Co-ordinator (RCO). The selection is generally either

President or Secretary of that chapter.

2. In U.S.A – There is only one SPO and no SVO. Every region has one Incharge, who is designated

1. Introduction Meet: 1. Objective – General awareness about the movement and search for new donors and co-ordinators.

1. The following three categories of donors are clubbed together to make one group to be contacted by

local co-ordinator (LOC):

1. Old(Active) donor – who is continuing his donation.

Gramothan Yojna

1. In the first phase Ekal Abhiyan has established Ekal vidyalyas in more than 42000 villages and we

have planned to establish such vidyalyas in 1 lac villages which we shall be achieving very shortly.

2. In the second phase we have taken-up the scheme of Gram vikash i.e. economic development of the

village community. For this purpose we have taken various steps as detailed hereafter.

3. We have appointed Gram Vikash Pramukh in each Anchal to attend to the following activities:

1. To motivate every cultivator to establish Vermi Compost beds for organic manure.

2. To train cultivators for preparing natural manure (Jivamrit & Bijamrit) with cow dung and cow

urine within 72 hours. This is so cheap and so effective that this system has been termed as Zero

Cost Natural Farming.

3. We are now persuading and helping the farmers to establish nutritional garden (poshan vatika) in

their house/farm. The details of this has been given hereafter.

4. W have established Gramothan India Foundation with head office as Chennai to explore ways and

means for rural development. This foundation is in the primary stage but there are imence possibility

of taking-up various projects under this foundation including production and marketing for rural

development.

5. We have taken-up project of establishing Gramothan Resource Centres (GRC) in different states of

our country. Our main aim is to make Village Community Economically Self-reliant and create our

villages as Centre of Economic Activity. Our target groups are Farmers, Youth and Women. We will

motivate and educate them to adopt Eco-Friendly Life, Train Farmers on Organic farming and high

value crops, Provide Livelihood training to Youth and Women, Desi-Cow husbandry and related

activities. So far following GRC have been established:

1. Karanjo, Dist. West Singhbhum, Jharkhand.

2. Bhalumbona, Dist. Malda, West Bengal.

3. Jarangloi, Dist. Sundergarh, Orissa.

4. Kumbakonam, Dist. Thanjavur, Tamilnadu.

5. Wada, Dist. Thane, Maharashtra.

6. Nemisaranya, Dist. Lucknow, Uttar Pradesh.

7. Mirzapur, Dist. Mirzapur, Uttar Pradesh.

Two more centres are in the process and will be completed within one year and in the

meantime we shall take-up such centres in other state also.

6. Details of facilities at each GRC centre:

1. Land ranging from 10 to 25 Acres.

2. Agriculture demonstration farm with Zero cost organic manure from cow dung and cow urine

(Bijamrit & Jivamrit) prepared within 72 hours.

3. Gosala for the purpose of Zero cost organic manure.

4. Farmers training centre for Zero cost farming with Dormetary.

5. Deep Bore well for irrigation.

6. Vocational training centre.

7. Medical centre for villagers.

8. Generator and electric installation.

9. Guest house & Karyakarta Aawas.

10. Medical Van or Ambulence & Motor cycle.

The above are the minimum facilities provided/to be provided at each centre. There are many

other facilities at some of the centres.

7. Details of various activities at these centres for economic development of rural community.

1. Zero cost natural farming of different crops for demonstration and training of farmers.

2. Nursery – 20000 to 50000 saplings of different plants for sale to government centres and for

free distribution among farmers.

3. Vocational training for tailoring, carpentary, computer, mechanical & electrical repairs, food

processing and other vocations of local importance.

4. Establishment of nutritional garden (Poshan Vatika) at farmers’ land with 5 to 10 fruit trees like

mango, guave Lemon, Papaya, Amla, Jackfruits etc. and cultivation of various vegetables. This

is very important programme to solve the nutritional problem in villages.

5. Plantation of fruit trees – In every GRC various types of fruit trees numbering from 700 to 1200

and some commercial trees have been planted to make the centres self-sufficient in due course.

6. Medical centre with Medical Van or Ambulence with a doctor – 3 to 4 health and eye check-up

camps are organized every year.

7. Gosala with 4 to 5 desi cows at every centre for organic manure with cow dung and urine.

8. Rain water harvesting pond at each centre.

9. Vermi Compost beds – This manure is sold to government nurseries.

10. Cultural centre with temples of Hanuman, Shiva, Ram Darbar etc.

8. The centyral office for control and guidance of these GRC centres has been established at

Ranchi, Jharkhand with proper facilities for exercising the control.
