1 Description of the works

1.1 Executive overview

The operation of the upgraded coal offloading railway yard at the Majuba Power Station, require facilities to accommodate the personnel/equipment involved in the operational requirements. The facilities will comprise of an administration building complex, diesel locomotive workshop and a fuelling facility.

1.2 High Level Scope of Works

The Works include: In General: Investigations, Review of the Employer’s Design, Updating/Designing the Works based on the Employer’s requirements and the provision of all furniture and plant as stated in Clause 3.2 of the Works Information.

1.2.4 6.6k Reticulation

• The Contractor investigates the electrical network associated with the ring and does the load flow and fault studies and submits a study report to the Employer for verification and approval.

• On-site Inspection, review and update the employers design for the building services 6.6kV reticulation: � Reuse the existing 6.6kV panels (CSY board 3, panel 8 and CSY board 4, panel 7) � Check the existing CT’s for compatibility, reuse/supply and install new, � Convert the existing MCC protection into feeder protection on both existing panels, � Confirm feeder protection requirements with the Employer, � Refurbish/Upgrade the existing panels as per the Contractor’s design, � Investigate and implement the Majuba PS switching philosophy for the new 6.6kV building services

network, � Protection settings in conjunction with the Employer

� Supply and install all equipment required for the two feeder protection panels • Design, supply and install two mini subs (315kVA) as per the Employer’s specification • Perform earthing design including earthmat resistivity measurement • Design, supply and install the reticulation system between the existing panels and the new mini subs. • Commissioning and Handover

1.3 Location of the Works

The Works is located at Majuba Eskom Power Station The proposed site for the administration / control tower building is to the west of the existing tippler yard, across the railway line and to the north of the old silo. The diesel locomotive workshop is positioned slightly to the northwest of the administration building at a distance of approximately 340 m. The locality of the buildings is depicted below:

1.4 Employer’s objectives and purpose of the works

The Employer’s objective is to provide all support structures and facilities necessary for the proper functioning of the upgraded coal offloading yard.

This section covers the Employer’s original design considerations however Clause 3.2 (Contractor’s Design) depicts the Employer’s design requirements/parameters, which the Contractor shall implement.

3.1.1 Specifications and Returnables

Refer to Section 0: SUM: Summary of all Sections of the Works and the schedule of applicable specifications and returnables for Section 6 FAC is attached as Annexure B: FAC Schedule of Specifications and Returnables. The “Project Specifications” are for information and or implementation with cognisance of the Eskom specifications/standards where applicable. Specification 240-56227443 (Requirements for Control and Power Cables for Power Station Standards) refers: All cables installed must be of the Flame-retardant reduced halogen emission PVC outer sheath and bedding (emit a mass of not more than 15% halogen (Blue stripe) type in accordance with the relevant clauses therein.

3.1.2 Architectural

(i) Administration Building

Taking into account the generally harsh environment and the remote location, the focus has been on designing a sustainable and low maintenance facility. The emphasis was on providing natural light and ventilation, and select finishes that will stand up to the environment and essentially industrial use, and require minimal maintenance. The structure consists of steel columns and portal frames (for ease and speed of erection) and brick infill panels. The roof is configured in such a way that there is a “spine” of clerestory windows along the centre, the ceilings are sloping towards that, which will allow for natural light and ventilation. This will also create a feeling of spaciousness and minimize the consumption of energy. The building is to achieve the following: • Allow for a staff contingent of 120 ( split into 3 shifts ) (40 per shift)

• Separate ablution and change facilities for both males and females

• Common dining/restroom

• Kitchen and related service/store rooms

• Entrance hall

• 2 offices

• Sick/first aid room

• Wagon repair store

• Relay room

• Yard control room

• Telemeter/train equipment store

• Onsite parking

• Carports

(ii) Diesel Locomotive Workshop

As part of the Upgrading Project of the Majuba Power Station, there is a requirement to provide a facility for the light repair & maintenance of the diesel shunting locomotives that are being introduced, as well as for re-fuelling. The main workshop is a simple steel structure, consisting of portal frames, cladding and a face brick plinth. A separate lean-to roof structure houses all staff and other ancillary service facilities comprising: • Staff ablutions & dining/kitchen

• Office • Stores • Wash slab • Compressor • Electrical rooms • Track slab The workshop has a pit, and platforms on either side, to facilitate access repair and maintenance work on the locomotive. There is also provision for an overhead gantry crane to be able to lift heavy spares / parts. Access to the workshop for • Light Commercial Vehicle to offload and load spares is through the side steel roller shutter door and

ramp driveway from the gravel parking area. • Diesel Loco is through the end steel roller shutter doors over the incoming rail.

3.1.3 Structural

(i) Administration Building

The building main use is office space. The main structure is predominantly a steel portal frame with brickwork infill. Adjacent to the administration building is a control tower which is also a steel frame and a timber roof.

ii) Control Tower

The Control Tower is within the administration building at an elevated position with the following

structural characteristics:

• Control tower is a steel frame with brickwork infill up to level +5.440

• The control room floor comprises of 125mm thick Bond-Lok slab, supported on a structural

steel frame.

• Steel posts then support the ring beam at roof level (+8,075) which will then carry the

timber roof.

• The staircase to access the control room comprises reinforced concrete which ties into the

bond-lok slab.

iii) Diesel Locomotive Workshop

The main structure for the Diesel Locomotive Workshop is a steel portal frame (with brick cladding) to form the skeleton of an industrial workshop area. Main structural elements that were considered are: • An overhead crane to lift heavy machinery/equipment.

• A pit below ground to provide maintenance access.

• A steel platform to provide maintenance access.

• A jacking slab that carries the imbedded rail track.

• A transition slab that carries the imbedded rail track.

• A steel beam on concrete stanchions is provided to support the rail track over the inspection

pit

The rail installation is measured and specified in the perway package.

iv) Locomotive Fuelling Shed

The shed building is a facility where the locomotive is fuelled. The structure simply has to provide a shaded area, with enough clearance to house the locomotive. The minimum vertical clearance of 5m was used. The structure was designed as a portal frame. Steel stanchions are supported by concrete plinths, which rest upon reinforced pad footings that are isolated from the main slab. The main slab of the shed is a 700 thick reinforced concrete track slab carrying the rails. The rail installation is measured and specified in the perway package. Although the structure is completely open on the sides, it was designed on the assumption that it may be closed off at some point in the future, hence making wind loading more critical. The shed is also provided with electricity for lighting and operation of fuel pumps.

v) Car Ports

The car ports structure is a simple structure to provide a shaded parking area for motor vehicles. The design is a simple steel frame supporting IBR roof sheeting and brick cladding. The steel was designed as a minor portal frame. The stanchions are to be built off the surface bed, with local thickenings of the slab provided at the connections. The surface bed has mesh reinforcement, while the thickenings are reinforced with high-yield steel.

3.1.4 Electrification

The Employer has prepared the guideline basic design for the reticulation in the form of a proposed single line diagram. The Contractor uses single line diagram as guide only and does detail designs and submits a full report including but not limited to drawings, calculations and simulations to the Employer for review and acceptance. Refer to Clause 3.2 for the design requirements.

(i) MV (6.6kv Nominal Rated at 11kV) Reticulation and Power Supplies to new Buildings

Power to the new Administration Building and Diesel Locomotive Workshop will be supplied from two new Mini-Substations located in the vicinity of each facility. The Mini-Substations will be fed via a new 6.6kV ring feed from the Coal Stock Yard substation Board 3 (Existing MCC Panel 08) and Board 4 (Existing MCC Panel 07).

The Existing MCC Panel 08 and Existing MCC Panel 07 currently supply the existing incline conveyer system which will become redundant as a result of the new Conveyor design as per Section 8 (CON) of this Contract. These panels only become available for refurbishment once the conveyor system has been upgraded. The Contractor shall inspect and design the refurbishment/conversion of the two Panels from MCC to Feeder Panels. The Contractor shall take note of this interface with the Conveyor System Works forming part of this contract.

The MV reticulation will be fed in a ring (normally open) as follows: Panel 08 in the Coal Stock Yard Board 3 will be connected to the 315kVA Mini-Substation number 4 (Diesel Locomotive Workshop/External Lighting/Rail Yard Lighting) which will be connected to the 315kVA Mini-Substation number 3 (Administration Building/Control Room/External lighting) which will be connected to Panel 07 in the Coal Stock Yard Board 4. The Contractor shall design and implement the final switching and protection philosophy for this ring. The ring shall be fed by 95mm2 XLPE cables and 70mm2 bare copper.

(ii) Administration Building and Diesel Locomotive Workshop

Diesel Standby Generator

There is no requirement for standby-power supply for this facility.

Distribution Board

Distribution boards shall comply with the: Coal Fired Power Stations Lighting and Small Power Installation Standard (240-55714363). The incoming breakers on three phase distribution boards shall be rated a minimum fault current level of 10kA. The rest of the breakers/equipment on the distribution board can be rated at 6kA but is dependent on the ruling fault level at that board.

The Contractor shall investigate and determine the ruling fault level on the existing MV ring and calculate the fault level of the new 6.6kV ring up to and including the 400V busbars (at the new mini-substations and the incomers of the distribution boards/kiosks feeding from them) and then design the distribution boards for the Administration Building and Diesel Locomotive Workshop based on the fault levels that are determined. The Contractor may employ cascading and or fault current limiting devices as may be required to minimise the fault levels at the LV distribution boards. The Contractor shall submit all calculations to the Project Manager for acceptance.

All boards will be clearly labelled with legend cards to indicate which equipment is fed from each breaker.

Reticulation

Low voltage cables will be installed from the mini-substations to various distribution boards as well as to certain power points from the distribution boards as per the drawings. The cables in the Diesel Loco Shed shall be supported with heavy and medium duty cable ladders that will be suspended from the underside of the slabs or installed inside ceiling voids as per the relevant drawings. Trunking and tubing and wiring will be used as per the relevant drawings.

The cable route to the HVAC equipment will be determined once the plant room and vertical risers positions have been finalized.

HVAC Power Supplies

The HVAC power supplies up to the power point is included as part of the Works and is depicted on the relevant drawings.

The HVAC sub-contractor will make final connections between the power points and the HVAC equipment.

Earthing Lightning Protection System

An earth mat will be installed at the mini-subs to provide earthing for the main power supply.

The Contractor conducts soil resistivity tests before installation of the earthing and lightning protection design.

Outdoor Lighting

Outdoor lighting will consist of an industrial bulkhead light fitting with an IP65 rating mounted on the external walls of the building at 2500mm above ground level. These lights will be controlled with a photocell that will be mounted on the east side of the building.

Parking lighting will consist of 3.5meter post top light fitting with have 70HPS HPS lamps installed. The light will be fed from mini-sub. Cabling to the mast will be armoured cabling sized to suit the loads of the fittings.

Security Installation

Security installation is not included in this contract however the conduits will be provided for an alarm system that will be installed with the system by others after practical completion.

3.1.5 Mechanical

i) Administration Building and Diesel Locomotive Workshop

HVAC Systems Description

Due to the nature of the buildings and space usages, the buildings will be served by two types of

individually controlled split type inverter units namely:

• Cassette Type Inverter Units

These energy efficient cassette type units shall be used at the Control Room. This type of air conditioning

system consists of individually controlled indoor ceiling cassette unit with a condenser unit located on the

external wall, discharging hot air to the atmosphere. This outdoor condenser unit contains a variable

speed refrigeration compressor which allows the refrigerant volume supplied to the internal units to be

varied in proportion to the heating or cooling load of the space. As soon as the comfort temperature is

reached inside the room, the inverter ensures that the temperature is maintained in lieu of the

conventional air conditioning whereby the system would switch off as soon as the comfort temperature is

reached. Only R410a refrigerant gas will be used in this project.

• Mid Wall Inverter Units

The mid wall inverter units operates on the same principles as the cassette units. The mid wall indoor

units are wall mounted with an auto swing which ensure even distribution of air. Only R410a refrigerant

gas will be used. These energy efficient wall mounted split type units shall be used in offices, common

areas, etc.

• Extraction

The store rooms, kitchens and toilets in the building will be served by mechanical ventilation, where

natural ventilation is not practical, at a rate of 15 air changes per hour minimum, as prescribed in Part O

of the National Building Regulations (SANS 10400) and the Buildings Standards Act (Act 103 of 1977).

The locomotive workshop will be provided with seven (7) Windmaster aluminium tornado turbine roof

ventilators capable of extracting air at 5186 m3/h each, complete with base plate and waterproofing

around the base plate. The whirlybirds are to have a two piece elbow type cylindrical throat that will fit

most inclined roof tops and base plate to ensure water and dust proof attachment to the roof.

• Fresh air supply

Both buildings have openable windows to supply fresh air into the areas.

ii) Wet Services (Plumbing & Drainage)

The internal hot and cold water reticulation will be provided to the sanitary fittings in both buildings.

Fire water reticulation will be installed to the fire hose reels in the buildings.

All hot water requirements will be satisfied with hot water heat pumps.

The necessary pressure for the sanitary fittings is available on the water supply pipeline.

All necessary precaution shall be taken to protect the wet services installations in the buildings from

damage should the fire department boost the water supply under fire conditions, i.e. the installation of a

PRV (pressure relief valve) at the water supply to the building.

The full installation must comply with the requirements of SANS 10400 and SANS 10252 Part 1 & 2.

(iii) Fire Protection Installation

In order to meet the Fire Protection Requirements for the Administration Building and Locomotive

Workshop the following Fixed Fire Protection Systems are provided:

• Hose Reel Reticulation throughout.

• Hand Held Extinguishers throughout the building including the Loco refuelling area.

• Smoke extraction / ventilation systems are not required. The offices will be provided with open

windows equivalent in area to 3% of the floor area being vented.

• Sprinkler and smoke detection systems are not required.

• The full installation must comply with the requirements of SANS 10400 Section T and W.

• Ensure drawings indicate the following: Location of hydrants, location of hose reels, location of

hand held extinguishers. Escape routes should also be indicated to show to the local authority.

3.1.6 Civil Engineering Services

Water Supply

The existing 100 mm diameter potable and fire water supply has a delivery pressure of 600kPa and is located some 20 metres from the new Administration and Yard Control Building such that the water servicing will be limited to a 63 mm diameter domestic connection from the existing supply to the building. This connection will cater for domestic and fire hose reel requirements.

Two fire hydrants are situated within 50 metres of the proposed TFR administration and yard control building new Administration and Yard Control Building and thus available to service this building in the event of a fire. The delivery pressure at this point is 600kPa which is well above the minimum of 350kPa required to operate the fire hydrants.

The supply to the diesel locomotive workshop is via a connection to the existing 100 mm diameter steel water mains near the old mine silo. The supply pipeline will be via a 110 mm diameter uPVC pipe which is able to supply the minimum flow at 20l/s to a new fire hydrant dedicated to service the workshop area. The residual pressure at the connection point under fire flow conditions came out at 4.5 bars in the networks analysis.

The domestic water demand for the workshop is also small compared to the fire requirements, so a 63 mm diameter pipe connection to the building from the new 110 mm diameter supply line will be adequate for both domestic and fire hose reels demand.

Sewerage and Wastewater

o Administration and Yard Control Building

The drainage provided at the Administration and Yard Control Building will cater for the sewage and wastewater generated from the building. The building is situated 100 metres from the existing 160 mm diameter sewer pipe near the old substation building at a level lower than the connection manhole inverts. The effluent will need to be lifted 3 metres to discharge into the existing sewers. To this end the building drainage will discharge by gravity into a pumpstation, which will at intervals pump the sewage through a rising main that discharges into the existing sewer. o Diesel Locomotive Workshop

The diesel locomotive workshop is situated some 380 metres away from the closest sewer connection point and below the inverts of the existing sewer. The existing drawing/design depicts a septic tank and soak-away for the sewage discharge from this building was designed. The septic tank (5.4m3) would require de-sludging once every 10 years for the amount of discharge from this building based on SANS 10400-P.

Further effluent from the workshop will be oil contaminated water. This will be directed to a conservancy tank that can occasionally be emptied as it fills up and the contaminated water disposed at appropriate oil disposal sites. The following parameters were applied in sizing conservancy tank.

- Source of dirty water -weekly 2 Loco-car wash, workshop floor wash and wash area - Amount of waste water - 1500 litres/week - Tank emptying interval - Once every 3 weeks - Conservancy Tank size - 5.0 m3 including a 10% surcharge contingency Provisioning of Diesel Shunt Locomotives The provisioning of the locomotives will include fuelling and topping up with sand. Sanding will be done in the workshop from bags of appropriately stored sand. A fuelling shed has been placed 80m before the

workshop where locomotive fuelling will occur. An above ground fuel storage and pumping station will need to be installed next to the shed. The fuelling facility shall consists of two self-bunding diesel storage tanks, 1x 46 000 litres and 1x 30 000 litres. The installation must include but not limited to a fuel pump station, complete with measuring equipment and appropriate fire protection system for the fuelling facility. The Contractor shall design, supply and install the system.

Parking

The covered parking next to the Administration and Yard Control Building will be lightly trafficked. The pavement structure for the parking is as follows:

• 30mm medium continuously-graded asphalt wearing course • 150mm layer G4 base course • 150mm layer G6 sub-base • 150mm layer rip and compact sub-grade

The parking next to the Diesel Locomotive workshop has a gravel wearing course.

Railyard Fence

The existing railyard is provided with stockproof fence enclosing its entire length along the rail reserve boundary. It is only necessary to provide a new fence similar to the existing stock yard fence (see drawings) where the existing fence needs to be relocated due to encroachment by the new yard works. The encroachments occur on along the eastern side of the yard north of the tippler for the entire length of 1850 metres and some 470 metres on the western side north of the old mine silo due to the rail and road access to the diesel locomotive workshop and stock laydown area.

Rail Storage Area Fence

The rail storage area is going to be enclosed with a 2.0 metre high diamond mesh (75mmx75mmx2.5mm aperture) with 450 mm barbed wire overhang. (See typical drawing)

3.2 Parts of the works which the Contractor is to design

The Employer has provided a design for the Facilities, however the Contractor shall review the Employer’s designs issued with this tender and update the designs where required in line with the provisions and requirements of this clause and shall comply with all relevant Employer’s specifications/standards. The BOQ’s are issued for information only and is not to be used for pricing purposes. The Contractor calculates the quantities based on the works information provided. The Contractor is bound by a combination of performance, functional and equipment specifications defined within the Works Information such that a complete functional system is provided. The Contractor shall obtain all statutory approvals for the Works from the Local Authorities as required. The following permanent and temporary works are to be designed by the Contractor:

3.2.1 General

• Concrete mix. • Formwork • Structural Steel Workshop details • Timber trusses by a design and supply specialist and engineering certification thereof. • All other temporary works to ensure successful completion of the works including but not limited to lateral

support, dealing with water in excavations, traffic accommodation, etc.

3.2.2 Architectural

• Optimise the Administration Building Ground Floor L ayout Design: The Contractor shall update the Employer’s existing Administration Building floor plan layout design in accordance with the various requirements as stated below. The building footprint and structural design must remain as per the Employer’s design.

The Contractor shall employ innovative ways to optimise the space due to locker and other Employer’s requirements that will be specified below.

The Contractor shall manage internal “Facilities” design liaison to ensure all parts of the facilities are updated according to the Contractor’s design.

o The ablution, common/dining area and kitchen shall allow for 40 staff per shift for 3 shifts. o Lockers:

� 120 clean clothes and dirty clothes lockers (double lockers) shall be provided for in the ablution facilities.

� 120 food lockers which shall be of the cubicle type or similar (suitably sized for space optimisation) shall be provided for in the common room area.

o The ablutions shall have benches adjacent to the lockers for seating while dressing. o The common area shall provide for seating for eating for 50 people as per the Employer’s design.

This to cater for the overflow for the Diesel Depot staff. The type of furniture will be specified under the furniture/appliance section below.

o The kitchen shall be suitably sized and space shall be provided for a stove, two microwave ovens, two fridges, two hydro boils, sink facilities and general cupboards and work-tops.

o The meeting room adjacent to the kitchen can be omitted for space optimisation. o The store room adjacent to the kitchen must remain but can be re-sized to accommodate general

kitchen storage requirements. o The toilet and shower quantities facilities are sufficient as per the Employer’s design. o The rest of the areas on the floor plan layout shall be sized as per the Employer’s design. The

Contractor may approach the Employer for any additional amendments required for the optimisation of the floor space.

• Control tower:

o The floor plan layout shall be sized as per the Employer’s design. The Contractor may approach the Employer for any additional amendments required for the optimisation of the floor space.

o Liaise with Section 4 SIG for the sufficiency of the duct details from the relay/power room based on the Employer’s design.

• Diesel Depot floor layout:

o The floor plan layout shall be sized as per the Employer’s design. o The kitchen shall have space allocated for a microwave oven, a fridge, a hydro boil, sink facilities

and general cupboards and work-tops. o Lockers:

� Clean clothes and dirty clothes lockers (double lockers) shall be provided for in the ablution facilities as per the Employer’s design.

� 16 food lockers which shall be of the cubicle type or similar (suitably sized for space optimisation) shall be provided for in the common room area.

o The toilet and shower quantities facilities are sufficient as per the Employer’s design.

• Eskom Interior Design Finishing: o The Contractor shall incorporate the Eskom Interior Specification ESK PB AAQ 3 into all the finishes,

furniture and appliances as may be applicable.

recommendation. o Offices as per the Employer’s design. o Meeting rooms in Control tower: As per the Contractor’s recommendation. o The meeting room adjacent to the kitchen: If it remains as part of the Contractor’s design then

furnish it as per the Employer’s design. o Sick room as per the Contractor’s recommendation. o The open terrace shall not be furnished. o The Wagon Repair and Telemeter/Train Equipment Stores shall have wall mounted work benches

as per the Contractor’s recommendation. The Telemeter/Train Equipment Store will be used to place and charge Telemetry/Train type equipment.

o The Relay Room as per the Employer’s design. o The Control Room as per the Employer’s design.

• Furniture/Appliances Diesel Depot:

o 1 x Fridges in the kitchen. o 1 x Microwave ovens. o 1 x Hydro boils. o Dining room seating and tables for 6 staff of the aluminium type and as per the Contractor’s

recommendation. o Sinks, Cupboards and work-tops as per the Contractor’s recommendation. o Lockers (clean/dirty clothes and food) as specified above. o Benches in the ablutions as per the Contractor’s recommendation. o Office similar to the Employer’s design in the Administration Building.

3.2.4 Fire Protection

The Contractor shall review and optimise the Employer’s fire protection design. The full installation shall comply with the requirements of SANS 10400 Section T and W. Ensure drawings indicate the following: Location of hydrants, location of hose reels, and location of hand held extinguishers. Escape routes should also be indicated to show to the local authority.

3.2.5 Overhead Crane for the Diesel Depot

The Contractor shall design, supply, install, commission and test a 20 ton overhead crane to fit onto the Diesel Loco Shed crane rail as per the Employer’s design complete with down shop leads special power points and all associated controls in compliance with international/national standards. The Contractor checks/validates the Employer’s design of the crane support structure.

3.2.6 Compressor for the Diesel Depot

The Contractor shall design, supply and install, commission and test a suitably sized compressor for the Diesel Loco Shed complete with power points and all associated controls in compliance with international/national standards.

3.2.7 Fuel Storage and Dispensing:

The Contractor shall design, supply and install above the ground fuel storage tanks and dispensing equipment in compliance with international/national standards adjacent to the Fuel Shed including but not limited to: • Hard standing area and drainage for the system. • Two self-bunding diesel storage tanks each with a capacity of 30 000 litres and 46 000 litres

respectively. • Fuel pump station complete with a metering system. • Appropriate fire protection system. • Earthing and bonding and lightning protection.

3.2.8 Water Supplies

The Contractor shall review and update the Employer’s design for the tie-in to the existing water lines. Refer to clause 3.1.8 above and the relevant drawings.

3.2.9 Sewage Pump Station at the Admin Building

The Contractor shall review and update the Employer’s design for the connection to the existing sewage system as well as the new sewage pump station in accordance with the requirements. • Sewer Pump station:

3.2.10 Sewer System to Replace the Septic Tank at t he Diesel Locomotive Shed

The Contractor shall design, supply and install a sewer system complete with pump station and a sewer line from the Diesel Depot to tie-in to the existing sewer line to replace the Employer’s current design of a septic tank with soak away at the Diesel Locomotive Shed. The Contractor shall use the Employer’s services “servitude” for the sewer line.

3.2.11 HVAC Systems

The Contractor shall update the Employer’s HVAC layout designs to suit the updated Contractor’s Facilities design as per the Employer’s requirements in Clause 3.2. The Contractor shall review and optimise the Employer’s fresh air and ventilation design.

All electrical installations in buildings and associated works comply with SANS0142. The Contractor performs the detailed design of the MV and LV switchgear applications i.e. power circuits, control circuits, protection and interfacing and submits to the Employer for review and acceptance. The Contractor shall compile and submit cable schedules complete with sizes and lengths to the Employer for acceptance. Protection relays shall conform to Eskom standard 240-56227589 (List of approved electronic devices to be used on Eskom Power Stations) • Drawing Standards:

o The Contractor shall take note of the DB single line drawing standards and implement it. (0.90/3928 Sht. 1 to 4)

o The Contractor shall take note of and implement the cabling standards and labelling as per 240-56227443: Requirements for Control and Power Cables for Power Stations Standard

o The Contractor shall take note of and implement the coding and labelling standard (KKS) as per ENG/GEN/04: Standard Coding/Labelling for Majuba.

o The Contractor shall implement the standards on all as-built or design drawings as may be applicable.

• Earthing and Lightning Protection:

o The Employer has provided concept earthing and lightning layouts for the buildings. o These layouts are not based on any site measurements and or designs. o The Contractor shall conduct site investigations/earth resistivity tests. o The Contractor shall do a design for earthing and lightning in accordance with the relevant Eskom

standards/specifications and SANS 10313 for: � The Administration Building � The Diesel Locomotive Shed � The Fuelling Facility Shed and System if required. � The new Mini-Substations

• MV (6.6kV nominal and rated at 11kV) Reticulation a nd Fault levels:

o The Contractor shall investigate and determine the ruling fault level on the existing MV ring and calculate the fault level of the new 6.6kV ring up to and including the 400V busbars (at the new mini-substations and the incomers of the distribution boards/kiosks feeding from them)

o The Employer’s design/parameters is depicted on drawings: � 0.66/2910 sht. 12: For information Existing Panels to be re-used and new ring with mini-subs � 0.66/98063 sht. 1: This drawing depicts:

protection scheme on both the existing panels in accordance with the 4PA1000 scheme as depicted on drawing 0.52/30483.

� Supply and installation of all additional equipment for the proper functionality of the two feeder panels

� Refurbish/Upgrade the existing panels as per the Contractor’s design as accepted by the Employer.

� Investigate and implement the Majuba PS switching philosophy for the new 6.6kV building services network,

� Protection settings for review and acceptance by the Employer. � The Contractor shall provide a drawing depicting the ring with all protection and switching

philosophies as designed by the Contractor. � Commissioning and Handover is the responsibility of the Contractor. The Contractor submits

documents to the Employer as per the Vendor Document Submittal Schedule (VDSS) for the MV equipment.

o Note: The existing 6.6kV board is old and does not conform to the latest Eskom standards. The Contractor shall take cognisance of this and take all due precautionary measures during the implementation and commissioning of the existing panels from MCC to feeder panels.

• Mini-Substations:

o The Contractor shall ignore the mini-sub block diagrams as depicted on drawings 0.66/98060 sht 3 (mini-sub 3) and sht 4 (mini-sub 4) under Section 4 (YL).

o The Contractor shall provide new block diagrams based on the mini-substation design by the Contractor according to the Employer’s standards/specifications/parameters.

o The mini-substations shall be designed in terms of: Medium Voltage Miniature Substations for Systems with Nominal Voltages of 11kV and 22kV Standard (240-56062752) however the mini-substations shall be wound at 6.6kV/400V but all other ratings shall be 11kV.

o The Contractor shall provide the settings for the transformer protection relay for 6.6kV. Appendix A of standard 240-56062752 shall be updated and provided to the Employer for acceptance.

o The Mini-substation shall be: � Type B (with RMU) � Rated at 315kVA. � Designed by an approved Eskom supplier � Inland use.

o Mini-substation no. 3 (Admin Building) LV Feeders:

� Incomer as per the Standard � Feeder: 400 Amp Three phase and neutral supply to the Administration Building � Feeder: Sewer Pump System: Interface with the sewer pump specification/supplier to provide

the correct phase and rating. � There are no external building related lights fed from this mini-sub. The external lights are fed

from the Main DB (MDB) in the Admin Building. The Contractor may move the circuit as is from the Main DB and put it into the mini-sub LV compartment. (Photocell/ Contactor/Overriding Switch and separate feeding breakers) The Contractor shall do calculations to ensure the correct component ratings are used.

� Feeder Yard Lights (Section 4 (YL): Photocell/Contactor/Overriding Switch and separate feeding breakers for the Yard lights The Contractor shall do calculations to ensure the correct component ratings are used.

� There are no external building related lights fed from this mini-sub. The external lights are fed from the Workshop DB (DB WS) in the Diesel Shed. The Contractor may move the circuit as is from the Workshop DB and put it into the mini-sub LV compartment. (Photocell/ Contactor/Overriding Switch and separate feeding breakers) The Contractor shall do calculations to ensure the correct component ratings are used.

� The Contractor shall take note of the mini-substation no. 4 block diagram 0.66/98060 sht. 4 in Section 4 (YL) of this contract. The Contractor shall update this drawing according to the Contractor’s design.

• Distribution Boards:

o Distribution boards shall comply with the: Coal Fired Power Stations Lighting and Small Power Installation Standard (240-55714363). The incoming breakers on three phase distribution boards shall be rated a minimum fault current level of 10kA. The rest of the breakers/equipment on the distribution board can be rated at 6kA but is dependent on the ruling fault level at that board.

o The Contractor shall use the fault levels as per his design and design the distribution boards for the Administration Building and Diesel Locomotive Workshop accordingly. The Contractor’s design shall ensure that the fault levels at the LV distribution boards are limited.

o The Contractor shall submit all calculations and the DB designs to the Employer for acceptance. o The Contractor shall update the Employer’s DB designs to suit the updated Contractor’s Facilities

design as per the Employer’s requirements in Clause 3.2. o The Contractor shall effect all changes to DB’s as required or suggested under the mini-substation

LV sections above.

• Electrical Lighting and Power Layout: o The Contractor shall update the Employer’s lighting and power layout designs to suit the updated

Contractor’s Facilities design as per the Employer’s requirements in Clause 3.2. o The stove position as per the Architects part in the Administration Building shall be provided with a

stove power point. The stove will be provided by others. • Fuelling Shed/Facility:

o The Diesel Locomotive Fuel Shed electrical layout drawings depict an electrical distribution kiosk with a single line diagram which is fed from mini-substation No.4.

o Drawing 0.66/98397 depicts single line layout for the kiosk. This must be updated to include for: � Photocell/Contactor/Overriding Switch and separate feeding breakers for the shed lights. The

Contractor shall do calculations to ensure the correct component ratings are used. � The Contractor shall liaise with the fuelling facility designer for the correct feeding arrangements,

power point requirements and ratings. � The Contractor shall liaise with the fuelling facility designer for any additional requirements such

as additional area lighting. • Reticulation operational conditions

� MV cabling to be installed have reduced halogen emission PVC outer sheath and bedding (Blue traced sheath – clause 3.2.10 of 240-56227443), be steel wire armoured, XLPE insulated, stranded copper.

� Multi core cables are manufactured with individual screening of copper tape over each core. � Cable is rated 6.35/11kV and manufactured to SANS 1339 as well as SANS 1411 (1, 2, 4, 6 and

7) � Cores are colour coded to the respective phase to which it is connected. The use of standard

core ‘heat shrinkable’ insulation sleeving may be used over the outer termination tubing. � Where LV cabling are to be installed, flame-retardant reduced halogen emission PVC outer

sheath and bedding stranded copper with PVC insulation and steel wire armouring is installed. � All LV cabling are of the PVC type manufactured to produce low smoke and have a fire retardant

3.3 Procedure for submission and acceptance of Contractor’s design

The Contractor will submit his designs for approval as per clause 3.3 of Section 0: SUM: Summary of all Sections of the Works.

4 Procurement

4.1 Tests and inspections before delivery

Notwithstanding the requirements below, the Contractor shall advise the Employer of any factory acceptance testing of plant and materials required for the Works at least two weeks ahead of such an event. The Employer shall arrange for the required Employer’s representatives to be present to witness the factory acceptance tests. Type Tests

o Type and routine tests shall be conducted on the MV, Major electrical and mechanical plant as per relevant specifications and as per the Contractor’s advice.

Factory Acceptance Tests (FAT)

o The Contractor shall be responsible to facilitate all factory acceptance tests to be conducted by the manufacturers of MV and Major electrical and mechanical plant at their premises before such equipment may leave their premises.

o At the completion of the factory acceptance tests, the Employer shall either sign the test sheets (supplied by the Contractor) as having witnessed the satisfactory completion thereof, or hand to the Contractor a list of defects requiring rectification.

o Upon rectification of defects, the Contractor shall arrange for the Employer to certify satisfactory completion of factory acceptance tests for the switchgear and control equipment.

o Acceptance by the Employer of satisfactory completion of factory acceptance tests in no way relieves the Contractor of his obligation to rectify defects, which may have been overlooked or become evident at a later stage.

5 Construction

Refer to Section 0: SUM: Summary of all Sections of the Works.

5.1 Commissioning

Certificate of Compliance and Related Requirements:

o The Contractor shall provide a Certificate of Compliance in accordance with SANS 10142-1 for the total installation.

o The Contractor shall provide a report on all final earth resistivity readings and provide a report on corrective actions as may be required.

o The Contractor submits documents to the Employer as per Vendor Document Submittal Schedule (VDSS) for the MV equipment.

Site Acceptance Testing (SAT) of MV and Major Elect rical and Mechanical Plant:

o The Contractor shall submit a detailed list of on-site tests of all plant for verification and acceptance by the Employer at least six weeks before tests are due to commence.

o The Contractor shall be responsible for carrying out on-site tests of all MV and Major Electrical and Mechanical plant supplied and installed in terms of the Works Information.

o Site acceptance tests shall be conducted on all items of MV and Major electrical plant and circuitry and protection devices/schemes to prove the proper functioning and installation thereof.

o The Contractor’s installation staff shall be present during the testing and setting of the protection relays and equipment to rectify any faults found.

o Site acceptance tests shall be conducted on the overhead crane as a complete and fully functional unit including all electrical, mechanical, limit and load tests as may be required in accordance with the relevant international and national standards.

o Site acceptance tests shall be conducted on the compressor as a complete and fully functional unit as may be required in accordance with the relevant international and national standards.

o The Employer shall provide a list of all representatives that need to be present to witness the on-site tests.

o The on-site tests and subsequent commissioning will not commence until all construction work has been completed. Construction staff, material and equipment shall be removed from site prior to the commencement of testing. Testing and commissioning of the plant will not be allowed to take place in a construction site environment.

o The Employer shall arrange for the required Employer’s representatives to be present to witness the on-site tests.

o At the completion of the on-site tests the Employer and any dedicated representatives, shall either sign the test sheets (supplied by the Contractor) as having witnessed the satisfactory completion thereof, or hand to the Contractor a list of defects requiring rectification.

o Upon rectification of defects, the Contractor shall arrange for the Employer to certify satisfactory completion of on-site tests.

o Acceptance by Employer of satisfactory completion of on-site tests in no way relieves the Contractor of his obligation to rectify defects, which may have been overlooked or become evident at a later stage.

Commissioning of MV and Major Electrical and Mechan ical Plant:

o The Contractor shall be responsible for carrying out on-site tests and commissioning of all plant supplied and installed in terms of the Works Information.

o Commissioning will include the energising of plant. The Contractor must prove the satisfactory operation of all equipment under live conditions.

o On completion of commissioning, the Contractor will hand the plant over to the Supervisor in terms of the relevant instructions.

o The contractor shall provide training on all substation equipment installed (for planned maintenance and general operation), as part of the operational readiness and take-over of equipment.

5.2 Performance tests after Completion

The Contractor shall take the as built lighting levels and provide a report to the Employer. Corrective actions shall be provided if the as built lighting levels deviate from the design lighting levels. The Contractor shall conduct final crane travel, limit and load tests and provide a report to the Employer.

6 Plant and Materials standards and workmanship

The Contractor shall not execute any work on live/operational plant without a sanctioned Permit to Work (PTW) for the relevant works in accordance with the Generation Plant Safety Regulations (PSR) (36-681) and Operating Regulations for High Voltage Systems (ORHVS) (32-846). The Contractor shall present evidence of at least one authorised Responsible Person (RP) that shall be appointed for the duration of the Contract unless otherwise stated in writing.

6.1 Architectural works

6.1.1 Building Works

The construction of architectural building works will comprise:

• Building earthworks per Civil Engineer’s specifications • Building concrete and steel structural elements per Structural Engineer’s specifications • Masonry and metal cladding to the building structure • Waterproofing and roof coverings • Carpentry and joinery • Ceilings, partitions and access flooring • Floor coverings • Metalwork

6.1.2 Project Specifications:

The standard specifications for the buildings work shall be based on the South African National Standards as specified in the MODEL PREAMBLES FOR TRADES FOR TRADES 2008 as published by THE ASSOCIATION OF SOUTH AFRICAN QUANTITY SURVEYORS.

Status

The Project Specifications forms an integral part of the contract and supplements the Standard Specifications.

Project Specifications contain variations, amendments and additions to the Model Preambles For Trades 2008 and, if applicable, the Particular Specifications.

In the event of any discrepancy between a part or parts of the Model Preambles For Trades and the Project Specification, the Project Specification shall take precedence. In the event of a discrepancy between the specifications, (including the Project Specifications) and the drawings and / or the Bill of Quantities, the discrepancy shall be resolved by the Project Manager before the execution of the work under the relevant item.

6.1.3 Amendments to the Model Preambles For Trades:

The following variations and additions to the Model Preambles for Trades apply to this Contract: Insert the words “project documents” in lieu of “Bill of Quantities” wherever it appears

• Finishes Finishes must comply to Eskom’s Interior Specification document Ref. policy ESK PB AAQ3 – Revision 2 and comprise of:

Administration Building

Floor finish is porcelain tiles, except for carpets in offices and epoxy screed to store rooms, vinyl sheet to control room, toilet, power & server room epoxy screed to relay & battery room.

Wall finishes are plaster & washable paint internally, except ceramic tiles in ablutions & kitchen.

Externally the building is clad in face brick.

Diesel Locomotive Workshop

Floor finish is power floated concrete, except for porcelain tiles in dining/kitchen and ablutions

Wall finishes are face brick in workshop, plaster & paint elsewhere, and for ceramic tiles in kitchen / ablutions

Externally the building is clad in face brick in the lower lift and completed with iron sheeting towards the roof level.

6.2 Civil engineering and structural works

The Contractor shall note that the interface levels between this Section 6 (FAC) Diesel and Fuel shed and Section 1 (PWAY) the Perway rail level is stated on drawings 66.97957 (Diesel Shed) and 66.97972 (Fuel Shed).

6.2.1 Building Civil and Structural Works

The construction of building civil works will comprise:

• Site clearance and setting out of building platform footprints Site clearance will comprise the removal and grubbing of all vegetation from the works footprint. Setting out of the building platform extents will be in terms of the co-ordinates indicated on the earthworks drawings.

• Construction of building platform layerworks using suitable insitu material in a cut to fill process and compaction. Platform earthworks construction will entail topsoil removal to full depth determined on site, cut and fill operation using suitable (G7 or better quality) insitu or imported material compacted in 150 mm layers to 93% Modified AASHTO density.

• Importing additional suitable materials to make up the final 300 layer of the platform. The final 300 mm building earthworks platform layer shall be constructed in imported G7 or better quality material in 150 mm layers compacted to 95% Modified AASHTO density to earthworks levels indicated on the drawings.

• Disposing surplus or unsuitable materials All excess or unsuitable materials are to be disposed at an authorised site located by the contractor unless otherwise directed by the Project Manager.

• Setting out and excavating for foundations and backfill Contractor sets out the foundation in terms of co-ordinates and dimensions provided on the drawings to line and level. Backfill is placed and compacted to match surrounding earthworks density (93% or 95 % Modified AASHTO) after the foundation and substructure concrete has been cast and gained sufficient strength to take the backfill pressures. Any exposed mudrock foundation excavation to be covered with a blinding layer of concrete as soon as possible (during the course of a day shift) to protect it from exposure to wetting and drying cycles

If a stockpile of weathered mudrock is generated from foundation or bulk earthworks excavations, then this coarse granular material can be broken down by a grid roller and used in the lower layers of compacted fill as required. The fill must be covered with subsequent stable earthwork layers to prevent degradation.

• Assembling reinforcement steel and casting concrete footings and slabs Contractor casts blinding concrete as required, supplies reinforcement as detailed on the drawings and equipment, plant and labour to assemble the concrete reinforcing steel, request necessary quality inspection from the Project Manager and then casts the concrete structural elements including all imbedded elements. Contractor makes and tests concrete cubes to confirm specified strength achievement. The Contractor shall note the following: Foundations o Concrete Strength 30MPa o Bearing capacity= 250kPa to 300 kPa as per the recommendations of the geotechnical

investigation (GeoZone Ref :14-1042R03 Date 05/11/2014) o Foundation sizes as detailed on drawings o Founding conditions to be checked and verified by the geotechnical engineer o Strip footings are provided to support the external brickwork. Footing size is indicated on the

drawings o Internal brickwork will be supported as follows:

- Single skin- can be build off the surface bed - Double Skin- requires a thickened surface bed detail or footing as indicated on the drawings

Surface Bed o Concrete Strength 30MPa o 150mm Thick Surface Bed with Mesh reinforcement Ref 193, placed 40mm from the top of

the surface bed. o Saw cut joints are introduced to limit shrinkage cracks and induce pattern cracking. Final

floor finishes to follow these joints. o Sealing of isolations and saw cut joints must be done as per architect’s drawing detail.

• Curing of concrete structural elements. Contractor protects and cures concrete structural elements for minimum periods and methods stated in the Project Specifications.

• Fabricating, supply and erect structural steelwork. Contractor prepares shop drawings and obtains approval form the Project Manager, fabricates, transports to site and provides all plant, equipment and labour to erect and paint the structural steelwork as specified on the drawings. Contractor uses timber trusses designed and supplied by a specialist, complete with Engineering certificates over the control tower room at the administration block and lean on structures at the diesel locomotive workshop. Shop drawings, including all timber to steel connection details, to be submitted to the Project Manager for acceptance prior to construction.

6.2.2 Civil Services

The construction of civil services will comprise: • Site clearance and setting out of water and sewer pipeline route

Site clearance will comprise the removal and grubbing of all vegetation from a 3 metre wide ground strip centred on the pipeline route set out in terms of the co-ordinates indicated on the services drawings.

• Trenching for the pipelines Contractor trenches to width, line and level indicated on the drawings for the pipelines.

• Supply, lay, backfill and testing of the pipelines Contractor supplies the specified pipelines, lays them on selected bedding material, compacts selected backfill material and tests laid pipe as specified. Contractor installs all fittings and specials on the pipelines as detailed on the drawings.

• Construction of manholes, valve chambers and hydrants Contractor installs manhole and valve chambers in terms of the drawings.

• Design, supply and installation of complete sewage pump station and associated electrical connections Contractor designs and supplies submersible pumps complete with connections for the sewage pump station to meet requirements listed in Section 3.1 and maintenance and operating manuals. Outline details of the pump station are indicated on the sewer drawings in Annexure A.

• Sewer System to Replace the Septic Tank at the Diesel Locomotive Shed The Contractor designs and supplies and install a sewer system complete with pump station and a sewer line from the Diesel Depot to tie-in to the existing sewer line to replace the Employer’s current design of a septic tank with soak away at the Diesel Locomotive Shed.

The Contractor shall use the Employer’s services “servitude” for the sewer line.

Contractor sets out, excavates for foundations, supplies and assembles reinforcement, shutters, places and cures concrete, connects incoming and exit pipework, places compacted backfill and builds access manhole to details on the drawings.

• Construction of stock proof fencing to the yard and diamond mesh fencing to the rail stock storage area. Contractor to construct the stock proof and diamond mesh fencing in positions and detail shown on the drawings. The vertical profile of the fencing to follow the natural terrain of the fencing route.

• Construction of parking and carports The Contractor constructs roadworks for the parking at the administration and locomotive workshop as detailed on the drawings. This entails setting out and excavating and shaping the roadbed level. Make up levels in selected insitu or imported material fill. Construct pavement layer work comprising: o 30mm medium continuously-graded asphalt wearing course o 150mm layer G4 base course compacted to 98% Modified AASHTO Density o 150mm layer G6 sub-base compacted to 95% Modified AASHTO Density o 150mm layer rip and compact sub-grade to 93% Modified AASHTO Density The parking next to the Diesel Locomotive workshop has a gravel wearing course. Contractor to construct steel carport structures in the parking areas as detailed on the architectural and structural engineering drawings. The carport stanchions are to be built off the surface bed, with local thickenings of the slab provided at the connections for the carports at the locomotive workshop. The surface bed has mesh reinforcement, while the thickenings are reinforced with high-yield steel. The carports at the administration block are founded on concrete pad footings built into the pavement structure. The floor finish to these carports is the asphalt surfacing provided to the rest of the parking. Contractor to demarcate parking bays with painted lane markings as shown on the architectural layouts.

• Site Drainage

Contractor shapes the area around the building structure to allow surface drainage towards natural slopes away from the buildings. An existing earth open drain situated west of the administration building is diverted away from the building as indicated on the drawings.

Detailed civil and structural drawings applicable to the Contract are attached as Annexure A.

6.2.3 Project Specifications:

Status

The Project Specifications forms an integral part of the contract and supplements the Standard Specifications.

Project Specifications contain variations, amendments and additions to the Standardized Specifications and, if applicable, the Particular Specifications.

In the event of any discrepancy between a part or parts of the Standardized or Particular Specifications and the Project Specification, the Project Specification shall take precedence. In the event of a discrepancy between the specifications, (including the Project Specifications) and the drawings and / or the Bill of Quantities, the discrepancy shall be resolved by the Project Manager before the execution of the work under the relevant item.

The project specifications applicable to this contract are attached as Annexure D.

6.3 Electrical: MV & LV Reticulation

The Contractor shall not execute any work on live/operational plant without a sanctioned Permit to Work (PTW) for the relevant works in accordance with the Generation Plant Safety Regulations (PSR) (36-681) and Operating Regulations for High Voltage Systems (ORHVS) (32-846). The Contractor shall present evidence of at least one authorised Responsible Person (RP) that shall be appointed for the duration of the Contract unless otherwise stated in writing.

6.3.1 MV Reticulation

The Contractor shall construct an MV reticulation as shown on drawing No. 0.66/98063 • Permit to Work, inspect, design, supply and install all equipment required for the refurbishment/

upgrade of the two existing MCC panels’ conversion to feeder panels. (MCC protection converted to Feeder protection)

• Engage with Section 8 (CON) of this contract to establish when Panel 08 (Stock Yard Board 3) and Panel 07 (Stock Yard Board 4) are available to commence with the refurbishment.

• All other MV reticulation works including the cabling into the Substation can commence and be completed before the two panels are released for the refurbishment.

• Hand excavate cable trench from Tippler control room along the route shown on drawing. Care must be taken as there could be many other services that might be along the proposed trench route. Sleeve pipes have been proposed where the trench crosses roads and rail lines. Sleeve pipes at new roads and rail crossings shall be provided by Section 1: Perway of this contract. At all other existing services crossings the sleeve pipes shall be installed by this Section (6 FAC) of the contract.

• Supply, lay and connect 3Core 95mm2 XLPE cable + 70mm2 earth wire in the trench from the Substation to Mini-Substation 3 taking care not to damage the cable when going around bends. Appropriate cable joints must be supplied as required.

• Supply, lay and connect 3Core 95mm2 XLPE cable + 70mm2 earth wire in the trench from the Substation to Mini-Substation 4 taking care not to damage the cable when going around bends. Appropriate cable joints must be supplied as required

• Supply, lay and connect 3Core 95mm2 XLPE cable + 70mm2 earth wire in the trench from the Mini-Substation 4 to Mini-Substation 3 taking care not to damage the cable when going around bends. Appropriate cable joints must be supplied as required

• Supply and install 2 x 315kVA Mini-Substations complete with plinths and pipe entries as per the Contractor’s design.

• Labelling.

6.3.2 Administration Building

The Contractor shall connect the power to the Administration building from Mini-substation 3 as shown on relevant electrical drawings. The Contractor shall supply and complete the installation as per the relevant drawings.

6.3.3 Diesel Locomotive Workshop

The Contractor shall connect power to the Workshop building as shown on the relevant electrical drawings. Mini-Substation No.4 will also supply power to the yard lights on the line to the Workshop as indicated on

drawing 0.66/98063. The Yard Lighting connection shall be done by Section 4 (YL) of this contract. The Contractor shall supply and complete the installation as per the relevant drawings.

6.3.4 Fuelling Shed

Refer to clause 3.2. The drawings depict a DBSH at the Diesel Locomotive Workshop from where the Shed lights and power points for the pumps must be fed. The drawing (0.66/98397) also depicts an electrical distribution kiosk with a single line diagram. DBSH must be omitted and the electrical distribution kiosk must be connected directly from mini-substation No.4. .

6.4 Electrical Works

6.4.1 General

This works covers the supply, installation, testing and commissioning of the installation as detailed in this Works Information and on accompanying drawings and specifications. The Electrical Contractor shall provide all materials, equipment, labour and services necessary for the complete and efficient operation of the Electrical Installation in accordance with the intent of the specification. The work shall be carried out in accordance with the Occupational Health and Safety Act 85 (1993) as amended, SANS 10142-1, Municipal By-Laws and Regulations and/or requirements of the Supply Authorities.

6.4.2 Scope

The scope of work covers the entire electrical installation as described herein that includes, but is not limited to the following:

• Supply and install suitably sized low voltage cabling from the electrical kiosk to the building • Supply and install the internal electrical cable reticulation system • Supply and install a suitably sized Uninterruptible Power Supply • Supply and install distribution boards • Supply and install lighting and power • Supply and install telephone conduit/trunking/channel including draw-wires • Supply and install data including conduit/trunking and draw-wires • Supply and install fire detection conduit/trunking including draw-wires • Supply and install of outdoor lighting • Supply and install Earthing and Lightning Protection • Supply and install of cabling and power supplies to HVAC equipment

6.4.3 Luminaires

• General

All the luminaires have been indicated in the bills of quantities and their price should cover the supply and delivery to site of all luminaires including lamps which are described as accurately as possible in the schedule of luminaires. Tenderers shall allow in the main price for taking delivery, checking, offloading, storing, assembling, installing, testing and connecting of all luminaires.

• Provide luminaires lighting equipment, components and lamps for all lighting outlets.

• Type of luminaires shall be as indicated alphanumerically on drawings herein specified.

• Locations of luminaires on Electrical Drawings are diagrammatic. Verify location and spacing with Architectural Reflected Ceiling Plans and other reference data before installation. Co-ordinate space conditions with other trades before installation of fittings. Pendant mount, as approved, surface type fittings where required to meet space conditions for variance from drawings and specifications.

• Refer to Architectural Finish Schedules and Details for ceiling construction and furnish accessories to suit. Luminaire catalogue numbers do not necessarily denote specific mounting accessories for type of ceilings in which fittings may be installed.

• Where plaster ceilings occur, supply plaster frames for setting under work of other Contract. Direct settings and be responsible for correct location, make sure the bottom of frame is flush with finished ceiling, forming screed edge for finished plaster. Luminaires and supports shall have channel cross-section of approved gauge, and shall support fixture by means of not less than two bolts each. Submit sample if directed.

• Lighting in Machine Room, Duct Voids, Roof Voids, Mechanical Equipment Room and Fan Rooms is diagrammatic, indicating type quantity and general circuiting of luminaires. Modify locations, mounting and where necessary, type to suit conditions as approved or directed.

• Install all rows of luminaires accurately on straight lines unless otherwise indicated on drawings.

• For weatherproof and vapour-tight installation, painted finishes of fittings and accessories shall be weatherproof enamel or galvanised and bonderized epoxy. Hangers shall be galvanised conduit with chemically resistant, weatherproof baked enamel finish.

• Luminaires shall be designed to provide sufficient ventilation of the lamps and ballasts. Outdoor luminaires with vent holes shall have wire mesh screens in the vent holes and preferably filter breathers to prevent ingress of dust and dirt.

• Provide approved support for each luminaire outlet.

• Pendant-mounted luminaires shall be supported by framework of ceiling or form inserts in slab.

• For each wall bracket type luminaire provide flanged metal stem attached to outlet box, with threaded end suitable for holding luminaire. Flanged part of luminaire stud shall be of broad base type and secured to outlet box at not less than three points.

• Lampholders shall hold lamps securely against normal vibration and maintenance handling. Provide silver plated contracts in lampholders for the following type of lamps:

o Edison- base incandescent lamps. o Lamps in all outdoor luminaires. o Quartz iodine lamps.

Reflector cones, baffles, aperture plates, diffusers and decorative elements of luminaires shall not be installed until completion of plastering, ceiling tile work, painting and the area has been cleaned.

• Blemished, damaged or unsatisfactory luminaires shall be replaced in a manner satisfactory to the Architect.

• Provide labour and materials if necessary for final aiming of all adjustable luminaires under the Architect's supervision. Aiming shall take place immediately before building is handed over to the Employer, after regular working hours where required.

• In adjustable luminaires, indicate aiming and locking devices.

• Kitchen and other General Areas

These areas will be provided with general purpose socket outlets. • Socket outlets installation

General socket outlets will be wall mounted in passage ways and other general areas for cleaning purposes. Unless otherwise specified, these socket outlets will be installed at 300mm A.F.F.L. Isolator points will be installed for air-conditioning points, fresh air fans, hand dryers and heat pump for the geyser. Isolators for geyser, stoves and other equipment will be installed at a distance of no more than 3meters from the equipment. All socket outlets and isolators will be wired with 4mm² insulated wires and 2,5mm² BCEW drawn in 20mmø conduit built into walls and partitioning. The following socket outlets will be provided:

o For normal general use – 3 round pin type colour White (on earth leakage) o For dedicated use – 2 round pin and shaved earthpin type colour Black (on earth leakage)

6.4.5 Lighting Installation

• Office Area

The office area with have a 1200mm surface mounted fitting with prismatic diffuser. • Ground Level

The passage and other general area will consist of 1200mm fluorescent light fitting with, T5 energy efficient lamp and prismatic diffuser to prevent coal dust ingress. Switches with be position in accessible locations with a 2 way switching system installed in the passages. The office area with have a 600x1200mm surface mounted fitting with low brightness diffuser. The toilet area will have a bulkhead lights with PL Lamps. Each toilet area will have a light

• Workshop Area

The triple volume area of the workshop will be lit with a 4 Lamp, 54watt T-Bay that will be fixed to the underside of a P2000 trunking. The light will be switched at ground floor level.

• Outdoor Lighting

Outdoor lighting will consist of an industrial bulkhead light fitting with an IP65 rating mounted on the external walls of the building at 2500mm above ground level. These lights will be controlled with a photocell that will be mounted on the east side of the building.

6.4.6 Cabling

Low voltage cables will be installed from the mini-substations to various distribution boards as well as to certain power points from the distribution boards as per the drawings. The cables in the Diesel Loco Shed shall be supported with heavy and medium duty cable ladders that will be suspended from the underside of the slabs or installed inside ceiling voids as per the relevant drawings. Trunking and tubing and wiring will be used as per the relevant drawings. The cable route to the HVAC equipment will be determined once the plant room and vertical risers positions have been finalized. The Contractor shall compile and submit cable schedules complete with sizes and lengths to the Employer for acceptance.

6.5 Mechanical Works

6.5.1 General

The contract, as detailed in these specification documents and the accompanying drawings, comprises the supply, transport and delivery to site, offloading, hoisting, installation, testing, setting into operation, leaving in complete working order, guarantee and the maintenance of the entire air conditioning system. The contractor shall provide all labour together with appropriate tools, materials, equipment and anything that he will need to do the relevant tasks. All builders work shall be excluded in the contract unless specifically included. The HVAC contractor shall liaise with other trades during construction for coordination and works affecting the completion particularly the electrical, plumbing and builders work as stated on the HVAC drawings. The time frame on the project is very limited and this should always be the priority to complete the works on time. The works shall also include the supply and installation of firefighting equipment comprising hose reel reticulation and hand held extinguishers as scheduled and depicted on the drawing Nos 0.66/98450 and 0.66/98451, and building wet services detailed in drawing Nos 0.66/98376, 0.66/98377, 0.66/98378 and 0.66/98379 in Annexure A. The work shall be carried out in accordance with the Occupational Health and Safety Act 85 (1993) as amended, SANS 10142, Municipal By-Laws and Regulations and/or requirements of the Supply Authorities.

6.5.2 Building Descriptions and Services Installati on

The air conditioning systems will be installed at Admin Control Tower and Diesel locomotive workshop at the Majuba Power Station Railyard. The air conditioning systems to the building shall be of the splits unit type. Samsung units have been specified on the drawings. Equivalent units shall be approved by the Project Manager if different suppliers units are to be installed. Refrigeration pipes (liquid and gas) shall be run neatly and supported on walls and trusses between the indoor units and the outdoor units. Where the pipes runs underground, they shall be installed in PVC water proved sleeves to the outdoor units to achieve reasonable engineering practices. The plumber shall supply the 20mm condensate collection points within the vicinity of the indoor units and the HVAC contractor shall do the final connection to the units. The Electrical installation for the air conditioning systems shall comply fully with SANS 10142. Fresh air will be supplied mechanically into the diesel locomotive workshop office, dining and the kitchen areas. No fresh air is allowed to other individual offices due to sufficient windows which can be opened and closed all the time. It is however required that all windows and doors shall remain closed for best performance.

The administration building comprises mainly offices, dining, store area’s and small other rooms as shown on the drawings. The indoor split units will be linked to the one outdoor unit by refrigerant pipes and electrical cables for controls. The locomotive workshop comprises a double volume workshop area, offices, dining, store area’s and small other rooms as shown on the project drawings.

6.5.3 Technical Particulars of Major HVAC Equipment

The location of the following equipment is depicted on Drawings Nos 0.66/98374 Rev 0 and 0.66/98385 Rev 0 listed in Annexure A. The drawings are sufficient for general layout and requirements. The HVAC contractor shall produce the shop drawings and the as-built drawings. All information requested / indicated below must be filled in by the tenderer. Failure to provide this information and non-compliance to design parameters may disqualify the tenderer.
