All Saints’ Church is situated in the village of Terling, Essex [population 650] It is part of the Witham and Villages Team Ministry and the Pilgrim Rivers Ministry and Mission Unit in the Witham Deanery of the Diocese of Chelmsford. The correspondence address is The Rectory, New Road, Terling CM3 2PN.
Aims and Purposes All Saints PCC has the responsibility of co-operating with the incumbent in promoting, in the ecclesiastical parish, the whole mission of the church. The PCC is also responsible for the maintenance of the fabric of the church.
Parochial Church Council Membership Members of the PCC are elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules. Church Attendance There are 37 members on the Church Electoral Roll of which 4 are not resident in the Parish. A copy of the Electoral Roll Certificate is displayed in the church porch. The usual Sunday attendance count was 18 but this increases at festivals and on Remembrance Sunday when, along with the Christingle Service, on behalf of the Children’s Society, the collection is sent to extra parochial charities.
Review of the Year
In November the Rev Graham Dowling left the Parish to take a post at St John’s Church, Goole, in the Diocese of Sheffield. We send our best wishes to Graham and Josie for their future and thanks for their work in the parish. We are now in an Interregnum. The monthly pattern of services is as follows: 1st Sunday 10.30am Family Service 1st Tuesday 2.30pm Tea Service 2nd Sunday 9.30am Holy Communion 3rd Sunday 10.30am Holy Communion 4th Sunday 9.30am Holy Communion Fifth Sundays are Group Communion Services when we join with members of the other churches in the Witham and Villages Team. On Maundy Thursday we met for a simple meal with Communion at Faulkbourne Village Hall. During the year there were two baptisms, six marriage services and four funerals held in church. The Church is always open during the day. We know that it is visited by people from the village who are not regular worshipers as well as visitors to the village. Our local Nursery, Hillside Playcare, and young families come to play in the Children’s Corner. Two U3A Groups visited the church during the year. The church’s largest work with children takes place on Monday afternoons through Explorers, an after-school club that meets at the school and follows a pattern of prayers, Bible stories and craft work. A craft afternoon was held in the church in the summer holidays. Stacey Holden organised a Children’s Christmas Craft morning in aid of ‘Winston’s Wish’ charity. A member of the church community takes a weekly assembly at the school. Terling Church of England Primary School held a service in the church at the end of each term. In March Bishop Stephen Cottrell, Bishop of Chelmsford, visited the school. We have an energetic team of bell ringers and a Mothers’ Union Group. The Craft Club and Historic Terling Group meet monthly in the church. The Historic Terling Group organised two events in church to celebrate the completion of the work on the spire. Our monthly Parish Magazine keeps parishioners informed of matters affecting our church and community. We would like to thank Heather Cutler, the Editor, Sue Gore, who organises the distribution, and all the distributers. Heather Cutler organised an Afternoon Tea, held in church, to thank them for their work.

Church Fabric We continue to work to maintain and improve the church buildings and to carry out the recommendations indicated in the Quinquennial Report. We have completed the repairs to the spire and almost all the items listed in the last Quinquennial inspection. Outstanding works from the last Quinquennial Report are:
Safeguarding The PCC take Safeguarding of Children and Vulnerable Adults very seriously. We have implemented the policy issued by the Diocese of Chelmsford and we have a Safeguarding Officer on the PCC.
Tree Warden’s Report In the past year there have been no specific reports of tree problems within our church properties and apart from natural developments such as the rare and occasional aged dead branch there has been no reports of specific situations to raise concern. As a result of the extensive work that has been done on the All Saints spire, Terling, certain applications were made to Braintree District Council to accommodate the construction activities adjacent to significant trees. The applications were approved and the complex spire work was completed without the problems that the adjacent trees could have caused. Special care must be taken with all trees growing within the Terling Conservation Area as they are subject to stringent legal protection. If in doubt please don't hesitate to contact me (Tree Warden) or go direct to Braintree District Council to ensure that no legal infringement takes place. This applies to ALL trees growing within the Terling conservation area with a trunk diameter of 75mm (3 inches) or greater, measured approximately five feet from the ground. Anyone who notices any problems with trees, within the area we are concerned with, should report the matter so that the correct remedial action can be promptly taken, also, just a reminder that we should all remain vigilant where self-seeded sycamore seedlings are concerned and remove them wherever possible as they can cause much damage and long-term problems to adjacent structures and buildings. Thank you to everyone who helps the church We would like to thank everyone who contributes to the life and work of the church; our Organists, The Bell Ringers, those who clean, arrange flowers, garden, maintain the building and the members of the Events Committee who have organised many functions during the year including a Fête,a Bazaar and a Harvest Lunch. Other members of the congregation have hosted events for church funds. All these events and other generous contributions are always welcome, as the church fabric needs continual upkeep and repair. Financial Review It may help to provide a brief description of the type of funds that can be used by the PCC to manage the funds it receives. Unrestricted Funds All PCCs have a general-purpose income fund, normally called the General Fund, which they use to pay all the everyday expenses (heating, light, etc). This fund is “unrestricted” because the monies have been given to the Church on the understanding that it will be used at the discretion of the PCC for furthering the mission and ministry of the Church, and for the day to day running of the Church. Designated Funds These are unrestricted funds that the PCC has earmarked for a particular purpose. Restricted Funds The PCC also receives money which has been given for a particular purpose and the money can be spent only for that purpose. Endowment Funds These are long term trusts for the Parish. The Tithe Chancel fund exists to help maintain the Chancel, and the endowment left by Fred Thurgood to aid members of the Parish. Legacy Funds These are legacy funds left to the Church for specific purposes. The PCC does not have any Legacy Funds. Gift Aid Donating through Gift Aid we can claim an extra 25p from the Government for every £1 donated. Gift Aid does not cost the donor any additional money. Gift Aid can be claimed only on cash donations. If you are contemplating buying something for the church, please contact the Treasurer (Colin Cutler) to discuss how Gift Aid may be applied to your gift. During the 2019 Financial Year we were able to claim £2,947 from the Government. The PCC wish to take this opportunity to thank all those who helped us claim this considerable amount of money. Gift Aid Small Donations Scheme (GASDS) This scheme allows charities to claim 25p for every £1 up to a limit of £30 for each individual donation when a Gift Aid envelope or declaration is not available. For example, money donated in the church donation box now has GASD applied. In 2019 we were able to claim £778 under the GASDS scheme. Spire Fund (Restricted Fund) The Spire Fund (also known at the Belfry Fund) was established to help pay for the repairs to the Tower and Spire. This fund has been used to complete the repairs on the spire and there remains a small amount of money in the fund to pay for projected ongoing repairs to the spire and for a plaque to recognise the contributions from the Heritage Lottery Fund and the AllChurches Trust Reserve Fund (Designated Fund) It is PCC policy to try and maintain a balance of unrestricted funds which equates to at least three months unrestricted payments. This is equivalent to £3,000. It is held to smooth out fluctuations in cash flow and to meet emergencies.

Parish News (Designated Fund) The Parish News continues to be very popular with both the community and advertisers. In 2019 the Parish News generated a profit of £1,091 which made a vital contribution to the church funds. We would like to thank Heather Cutler for her tireless work as advertising manager, editor and publisher; Sue and Derek Gore for masterminding the magazine distribution and subscription collection. We are also very grateful to Sarah McNamara and Sue Page for their work as proof checkers; Angus MacWillson for his artwork on the magazine covers; Sarah Philips and Sarah McNamara as first reserve editors; all our news and article contributors and all those who distribute the magazine and, of course, our readers and advertisers. Fabric Fund (Designated Fund) This designated fund has been created to help pay for maintenance of the Church building. Repairs are usually expensive and the PCC plans to build this fund to reduce the need for emergency fund raising efforts in the future. At the end of 2019 this fund stood at £11,696 and the PCC will continue to add to it as funding permits. Electrical Improvements Fund (Restricted Fund) The fund was established following personal donations towards improving the number and location of electrical sockets in the kitchen area. In 2019 we used some of the funds to increase the number of sockets in the kitchen area. The PCC are also considering a reorganisation of the area to make it more convenient and safer when catering for church and social functions. At the end of 2019 the fund stood at £733. Window Cleaning Fund (Restricted Fund) The fund was established following personal donations towards the specialist cleaning required for the church windows. £200 of the funds were used to clean the large window behind the altar. The rest of the windows will be cleaned in the spring. At the end of 2019 the fund stood at £573. Clergy House Fund (Designated Fund) The three PCCs of Faulkbourne, Fairstead and Terling have responsibility to decorate a number of rooms in the Rectory from time to time. At the end of 2019 the fund stood at £400. Organ Fund (Restricted Fund) The church pipe organ is in good condition, but like all musical instruments it will require maintenance at some point and this fund has been established by personal donation to ensure we have some funds to hand. At the end of 2019 this fund stood at £1,857. Flower Fund (Restricted Fund) We are very grateful to the Flower Team for all their hard work creating and maintain the magnificent displays in the church. We know that they all spend their own money on the flowers, for which we are very grateful. There is a Flower Fund to help with these costs and at the end of 2019 the fund stood at £184. The Thurgood Fund (Endowment Fund) A bequest was made by Fred Thurgood to be used by the Churchwardens of All Saints’ Church to be used for the good of the parishioners. Typically, this fund is used to help with the cost of transport for hospital visits by parishioners. At the end of 2019 the fund stood at £3,929.

Parish Share The Parish Share paid by the parish to dioceses contributes to the costs of clergy stipends across the diocese and, from 1998, pension contributions. The 2019 Parish Share for was set at £21,012, up from £13,330 in 2018. Thanks to many generous contributions and considerable hard work by the fund raisers, we were able to pay £13,000 (62%). The 2020 Terling Parish Share is set at £21,585. The Rectory Now that Rev Graham and Josie have departed, the PCC will be responsible for the electricity bill, maintenance of the garden and twice weekly inspections until a new resident is in place. We have requested that the Diocese rent out the property as soon as possible.

Independent Examiner’s Report
Independent Examiner’s Report to the members/trustees of All Saints’ Church Terling, Parochial Church Council.
I report on the accounts for the year ended 31 December 2019, which are set out on pages 9 to 14 of the Annual Report and Financial Statement for the year ended 31st December 2019 Respective responsibilities of the Trustees and the Independent Examiner
The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an Independent examination is needed. It is my responsibility to
• Examine the accounts under section 145 of the 2011 Act; • Follow procedures laid down in the general directions given by the Charity Commissioners
section 145(5)(b) of the 2011 Act; and • State whether particular matters have come to my attention.
Basis of Independent Examiner’s Statement.
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the management committee concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in a full audit, and consequently I do not express an audit opinion on the accounts. In connection with my examination, no matter has come to my attention: (1) which gives me reasonable cause to believe that in any material respect the requirements
• to keep accounting records in accordance with s.130 of the 2011 Act; or • to prepare accounts, which accord with these accounting records have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
