I love this quote from Teddy Roosevelt, even though it is a bit pompous, because it is full of his amazing life-force and personal energy, and because it epitomises what public service should be about: high ideals and the sustained drive required to achieve them.

At a far lower level, this is what I have been trying to do as Member of Parliament for Hereford and South Herefordshire. MPs are elected to act as representatives and legislators. They have a double duty, to their constituents and to the nation as a whole, and they must be held doubly accountable.

My own priorities have been the same since 2006, when I first became a candidate for Parliament: to be a strong voice for Herefordshire, and secure fairer central government funding for our county; to protect and enhance our public services; to promote local economic growth, higher wages and better jobs; to support our communities in Hereford, in Ross and in rural areas; to legislate on and debate public matters in the national interest; and above all to be an effective constituency MP.

an independent voice

I promised I would exercise an independent voice, and I have done so. I have not hesitated to press matters with Herefordshire Council where a constituent or community interest was at stake. Similarly with the elected Lords Bill and the vote on bombing Syria. These issues raised profound constitutional and international issues, and I disagreed with the Government at some personal cost.

This Parliamentary Report reflects my belief in the importance of personal accountability. It charts what I have done as MP since 2010, both successes and failures, and it tries to give some insight into the work of an MP, and into the persistence required to do the job well.

BoostiNg HerefordsHire’s ecoNomyWe need growth, and a thriving economy, with good jobs, high employment and decent levels of pay. Only with a successful economy can we support the local public services on which the county relies. At present local economic activity is too low, and so are local wages and incomes. So getting the economy moving must be our top priority.

Since 2010 I have worked alongside Herefordshire Council, Bill Wiggin MP and local partners to:

• WinthenewEnterpriseZone,withthepotential for6,000newjobs.

• Secure£15millioninnewinvestment fromcentralgovernmentforfastbroadband. ThishasbeenmatchedbyHerefordshireCouncil.

• Win£3.5millioninnewmoneytofixpotholes,and lobbyforimprovementstoimprovetheA49road surfaceinHereford,theLeaandotherlocations.

• Atthenationallevel,BillWigginMPandIhave successfullypressedfortheabolitionofthe 10pcidertaxrise;thefreezeinfueldutyand scrappingthebeerdutyescalator,amongmany other things.

• Fortheruraleconomy,alongsideAntheaMacIntyre MEPwehavepushedforrobustmeasuresto tacklebovineTB,supportruralpostoffices, improvetheCommonAgriculturalPolicy,enhance ruralmobiletelephoneservicesandmitigatethe effects of flooding,among other things.

I have also:

• WorkedashiftatlocalbusinessesincludingSaxty’s, theBritishHeartFoundationCharityShop,Wye’s BuysandtheGoldenCrust,tostayintouchwithlife ontheground.

• HeldtwosuccessfulJobsFairsattheShireHallin Hereford.

• Manyofmyotherinitiativesareintendedtosupport thelocaleconomy,suchastheNewUniversityproject describedbelow.

ProtectiNg LocaL HeaLtHcareHealthcare is another hugely important issue in Herefordshire, and has been a key campaigning focus for me. The very first debate I ever called in Parliament in 2010 was on car parking charges at Hereford Hospital. It turned out that the money raised did not go to the Hospital at all, but to private contractors… the inspiration behind my campaign against the Private Finance Initiative, whichhassofarsavedtaxpayers£1.5-£2billion.

Pfi

I did a major investigation into the PFI contract at the Hospital, and concluded that the Hospital was being overcharged by at least £1 million per year, or about 6% of the £16 million annual charge. I persuaded them to hire independent specialists to assess the contract. They discovered that the Hospital was non-compliant in a range of areas including fire safety and ventilation, leading to several million pounds of recovered costs and contract savings.

Hospital

In 2012 it became clear that the Hospital could be at risk of merger or franchising out as part of an internal reorganization within the NHS. I called a public meeting with Bill Wiggin MP to highlight the issue, then launched a website to rally support, while the Hospital looked at strategic options. We were able to persuade NHS chiefs to drop the idea of a merger and continue funding the Hospital, a position I confirmed with the NHS Trust Development Authority in 2014.

As well as this I have:

• Helpedtowinbacktherightfor3,500Herefordians livingontheWelshbordertouseEnglish,not Welsh, hospitals.

• WorkedwithlocalGPstosecurea£2.7million investment from the Prime minister’s challenge Fundfor7dayaweekout-of-hoursservices.

• CampaignedinParliamentagainstillegalalcoholand tobaccosales,andcalledaWestminsterHalldebate ontheissue.

exteNdiNg educatioN aNd oPPortuNityOne way and another, I have been involved in education all my life, and long before I became an MP. In the 1980s I ran an educational charitable project working in Eastern Europe, before and after the fall of the Iron Curtain; I helped to set up one of the first online learning companies; and I taught and did research at University College London for six years.

Since 2010, I have worked to improve education in Herefordshire at every level, visiting lots of local schools and hosting visits to Parliament by many more, and working with the national charity Chess in Schools and Communities to bring chess to two local schools.

For our primary and secondary schools, I have pushed the Government every year for fairer funding. The result has been a major win: an above-inflation settlement and an extra £2.6 million every year for the funding period from 2015-16.

FunKeyMaths

In 2011 I teamed up with local educator Maggie Steel to launch FunKey Maths. FunKey Maths is a highly innovative play-based approach to teaching mathematics to Key Stage 2 children who struggle with it. The programme also trains older children to act as “maths mentors”, further improving their own skills. Over the past three years we have tested it in different settings and different schools. I have funded it from my earnings from journalism and public speaking, but we are now looking to grow the programme across the county, and to recruit new sponsors.

ANewUniversity

We have excellent colleges in Herefordshire. But it has long been my dream to have a full university of our own. I first made the case in 2009, and I have vigorously promoted it since then. To their eternal credit since 2012 a team of local people led by Karen Usher and David Sheppard have started to turn the idea into reality. A University of Herefordshire would create educational opportunity, boost growth and bring more young people to Herefordshire.

Karen and David have done a huge amount of work to specify and design a really exciting proposal for a New University specialising in science, engineering and technology; we have discussed it at the Hay Festival; Herefordshire Council has resolved to make land available for it in the city; and fundraising is well under way. I have tried to help them at every step of the way, recruiting outstanding senior advisers, securing ministerial interest, lobbying the Council, and making the first financial donation.

The result could, to use a horrible cliché, be a real game-changer for the county, boosting economic growth, giving educational opportunity to our young people, bringing in new talent, and helping to solve problems posed by our aging population. It deserves all the support Herefordians can give it.

BuiLdiNg our commuNitiesAsk anyone you like, and they will say that Herefordshire relies on community activities of every description, from coffee mornings to carers for the elderly to village fetes. A good constituency MP can make a major contribution to their community, both directly and indirectly.

On the constituency side, my staff and I have dealt with an estimated 2,884 individual cases since 2010. The range is staggering, including benefits, single farm payments, passports and visas, and flood claims. Some of the more unusual cases include: recovering over £3,000 in bank charges for a constituent; lobbying the Foreign Office on behalf of a constituent held in jail in Afghanistan; getting a profoundly disabled constituent into the care home of her choice; and getting a medical procedure performed for a constituent’s young child, enabling her to walk properly for the first time.

In addition, I have:

• Campaignedtostopamobilephonemastfrombeing erectedinanAreaofOutstandingNaturalBeautyin Ross-on-Wye.

• WithCllrHarryBramerandlocalresidents,ledan emergencyall-agenciesmeetingtotacklethe immediate and long-term effects of flooding in Lea.

• Oneissueofhugelocalpublicconcernhasbeenthe verydifficultsituationatHerefordUnited.Ihave workedcloselywithHerefordUnitedSupporters Trust;lobbiedtheFootballAssociationandthe SouthernLeagueoverthe“fitandproper”testfor thenewowners;pressedHerefordshireCouncilto delayanydecisionovercommercialleasesatEdgar Street;highlightedtheissueinwritingandatthe TreasuryCommitteewithHMRevenueandCustoms; andcalledadebateintheHouseofCommonsonthe futureoflowerleaguefootball.

• Mycampaignshaveregularlyfeaturedlocallyinthe HerefordTimes,RossGazette(and,beforeitclosed, theHerefordJournal)aswellasonBBCHerefordand Worcester,BBCMidlandsToday,SunshineRadioand free radio.

staNdiNg uP for HerefordsHireTo be effective, it is important to make sure Herefordshire’s voice is heard nationally, in Westminster and in Whitehall.

I’ve already given many examples of this. Here are a few more unusual ones:

• IsuccessfullycampaignedfortheOlympicTorch totravelthroughHerefordshire,andtookpartinthe amazingscenesthatfollowedinHerefordandRoss.

• Iraisedthe“forgotten”BattleofMirbatinOmanwith DavidCameronatPrimeMinister’sQuestionsonits 40thanniversary,tosecurealongoverduemeasure ofpublicrecognitionfortheextraordinaryheroismof themenwhofoughtthere.

• ItookHerefordBrewerytotheHouseofCommons, withHerefordBestasguestaleintheStranger’sBar.

Two other campaigns have meant a huge amount to me:

• Fightingtomaintainspecialistproviderstatusand continuityoffundingfortheRoyalNationalCollege, anationalcentreofexcellenceforeducatingblind andpartiallysightedpeople.

• JoiningAlisonSheppardandotherlocalparentsin presentingapetitionof6,000signaturesto10 DowningStreetinApril2013callingforbetter education,andspecificallyapermanentfull-time college,fordisabledadultsinHerefordshire.

On a different note, putting Herefordshire on the map has also involved inviting prominent politicians and leaders from all walks of life to visit the county.

Since 2010 these have included:

iNfLueNciNg tHe NatioNaL ageNdaBeing a good MP is not just about constituency work, vital though that is. Members of Parliament also have a duty to reflect on, debate and if necessary legislate on matters of national importance. This is a duty I take very seriously.

My work on the Treasury Committee since 2010 has covered a huge range of issues including UK economic policy; the Budget; monetary policy and the Bank of England; reform of the PFI; regulation and supervision of the banking sector; and the Eurozone crisis. Among other things, I cross-examined Bob Diamond of Barclays and the Revd Paul Flowers of the Co-operative Bank.

As a member of the 10 Downing Street Policy Board from April-September 2013, I developed the Board’s first policy template and promoted policies to improve town and city centres, lower business rates and reform alcohol licensing. But I left after I was unable to support the Government on the proposed bombing of Syria.

I have run several major campaigns in Parliament since my election in 2010. These include:

• ReformofthePrivateFinanceInitiative(PFI).I extendedmycampaigntoreformtheHereford HospitalPFIintoanationalcampaignsupportedby more than 80 mPs across all parties. the government estimatesthishassofarsavedtaxpayers£1.5-£2 billion.

• Supportforco-ops,mutualsandemployeeownership, asChairoftheAll-PartyParliamentaryGroupon EmployeeOwnership.

• OppositiontotheBilltocreateanelectedHouseof Lords.TheHouseofLordsistoolargeandneeds reform.ButthisBillwouldhavegravelyundermined theBritishConstitution.Itwaswithdrawnin July2012.

In recognition of my role in defeating the elected Lords Bill, I was awarded spectator Parliamentarian of the year 2012, TheHouseBackbencheroftheyear2012, and Rebeloftheyear2013.

I have also written extensively about matters of public importance in the national press, including in The Guardian, The Telegraph, The Mail on Sunday, The Sunday Times, and The Financial Times. I have appeared regularly on TV and radio, including sparring with both Jeremy Paxman and John Humphrys.

WHATIHAVENOT(yET)BEENABLETODOAs with anyone in a position of authority, a proper assessment of an MP’s time in office should also include what they have failed to do, or only partially achieved. As you might imagine, this is a source of enormous frustration, but also a strong motivation to press on and get the job done.

There have been many such frustrations for me. Here are a few key ones:

• Ilaunchedmycampaigntosecuretop-uppayments for pensioners at special metals Wiggin in 2007. Oversevenyearswehavelobbiedthecompany, petitioned the government, appealed to ministers (andtwicetothePensionsOmbudsman).Butthose affectedhavenotreceivedanyincreaseintheir pensionssince1997,thecompanystillrefuseseven toacknowledgetheissue,anditcannotbelegally compelledtopayup.

• ThanksinparttomyBroadbandSummitinJuly2010, wewononeofthefirstfourfastbroadbandpilotsin theUK.Butimplementationhasbeenheavilydelayed bystateaidrules,procurementsnafus,competing claimsonOpenreachandthesheerdifficultyposed byHerefordshire’swidelydispersedpopulation.

• Again,withmysupporttheCouncilwononeofthe firstEnterpriseZones,inlate2011.Butitwasvery slowgoing,atleastuntillastyear.Nowatlastitis reallystartingtogeneratenewinvestment,whichis highlyencouraging.

• Ihaveworkedlongandhard,butsofar unsuccessfully,toprotectHerefordshire6thForm Collegefromthedisproportionateeffectsoffunding reductions;thisisworkinprogress.

But most importantly, I am still a long way from succeeding in the central task I have set myself as an MP:

• TogetHerefordshireafairershareofannualfunding fromcentralgovernment.Itisdifficultatthebest oftimestopullthisoff,sinceitinvolvesdetailed argumentswithministersandcivilservantsin everykeyarea:health,education,localgovernment, policing, the fire service etc. and it has proven doublydifficultatatimeofausterity,whenbudgets havebeensharplyreducedforlocalgovernment,and frozenatbestelsewhere.

aBout Jesse Jesse Norman is the Member of Parliament for Hereford and South Herefordshire, and a member of the Treasury Select Committee. He is married with three children.

He was educated at Oxford University (BA) and at University College London (MPhil, PhD). Among other things he ran an educational project giving away medical textbooks in Communist Eastern Europe, was a director at BZW (part of Barclays), and researched and taught philosophy at UCL. He serves on the boards of the Roundhouse and the Hay Festival, and is a Senior Fellow at Policy Exchange and a member of Council at NIESR, the National Institute for Economic and Social Research, as well as supporting numerous charitable and philanthropic organisations in Herefordshire.

Jesse’s books and pamphlets include the achievement of MichaelOakeshott(ed.),AfterEuclid,CompassionateConservatism,TheBigSociety,and EdmundBurke:Politician,Philosopher,Prophet(2013) which was listed for the Samuel Johnson Prize, Political Book Awards and the George Orwell Prize. He writes a column for the Hereford Times, a blog for the Telegraph, and regularly in the national press.

In 2013 he was asked to join the Policy Board at 10 Downing Street, but left after the vote on Syria. He was awarded Spectator Parliamentarian of the Year 2012, The House Backbencher of the Year 2012, and Rebel of the Year 2013.
