BOARDMEMBERS PRESENT: Chair Stephanie Garretson-Blume, Vice-Chair John Peachey, Boardmembers George Duncan, Lynn Batchelder (6:01 p.m.), and David Couch BOARDMEMBERS NOT PRESENT: Boardmember Jacob Hall (Michelle Chatterton resigned from the board May 1, 2017) STAFF MEMBERS PRESENT: Parks and Recreation Director Sarah Harris and Administrative Clerk Cindy Huff APPROVAL OF THE AGENDA Board Action: A motion was made by Mr. Couch, second by Chair Garretson-Blume, to approve the agenda. The motion passed 4-0. CONSIDERATION OF MINUTES Board Action: A motion was made by Mr. Couch, second by Mr. Duncan, to approve the minutes of April 10, 2017, as presented. The motion passed 5-0. CONSIDERATIONS AND REQUESTS Presentation: Van Lierop Park Master Plan Design Update Parks and Recreation Director Sarah Harris introduced MIG|SvR Consultant Brice Maryman, who introduced two conceptual designs, Puyallup Polders and Daffodil Hills. He touched on the public comment survey results, how they were used to define the concepts, and identified efforts to incorporate the area history. Mr. Maryman discussed the concept behind each of the two designs, illustrated the layout of both parks concepts and outlined the different amenities selected for each concept. There was considerable discussion regarding multiple aspects of both designs. Each boardmember voiced their likes/dislikes of each concept. PUBLIC COMMENT Ms. Ruth Perkins identified a need for a running track and asked the board to consider some space within the new park for runners. A poll of the board revealed a preference for Daffodil Hills over Puyallup Polders by 4-1 (Duncan). One resident in the audience voiced a preference for Daffodil Hills as the more kid-friendly option.

Woodbine Cemetery Regulations and Policies Ms. Harris reviewed several proposed changes to the Woodbine Cemetery Regulations and Policies relating to artificial flowers and personal memorials left on gravesites. She shared some visual examples to justify the request and pointed out that that most of the regulations remain unchanged. The changes are intended to clarify some issues and assist staff with grounds maintenance. Board Action: A motion was made by Chair Garretson-Blume, second by Ms. Batchelder, to approve the proposed changes to the Cemetery Regulations and Policies. The motion passed 5-0. STAFF REPORTS Ms. Harris pointed out that Mr. Maryman will present the two options to the City Council; however, council was interested in the board’s thoughts. Vice-Chair Peachey asked about placing a plaque along the trail to commemorate Bob Kastama and Dixie Gatchell’s service to the community. Ms. Harris outlined the proper procedure for this type of request, noting that they must come from a citizen or the city council. She requested Mr. Peachey to put his request in writing and that she would help guide him through the process. Ms. Harris advised the board that the Veterans’ Park playground equipment should be installed in the near future. ADJOURNED: 7:26 p.m.

The twodraft plans "Daffodil Hills" and "Puyallup Polders" were discussed and the preferred direction from Council was the"Puyallup Polders" design.

Puyallup Activity Center

Senior Services ReportJuly 2017

Pinochle GameThe Puyallup Activity Center offers Pinochle playing every Monday, Wednesday and Friday from 12:30 PM to 4:00 PM. Playing Pinochle is a great way for older adults to spend the afternoon with their friends and the game is an excellent means for large group socialization. The Pinochle Program has experienced a steady increase in attendance and has grown from sixtables to nine tables of players in recent times, which also transpires to be the full capacity of the room.

Medicare SHIBA Consulting SessionsMedicare SHIBA consulting sessions occur at the Activity Center on the second Thursday of each month. SHIBA “Statewide Health Insurance Advisors” is a free service provided by the Insurance Commissioner’s Office. Trained volunteers offer advice on issues ranging from health coverage options to understanding a bill from your doctor.

Quilting BeeQuilt making occurs at the Puyallup Activity Center every Friday from 9:30 AM to 11:00 AM. The class is suitable for all levels of quilters and the program provides an opportunity for participants to learn the craft from several award-winning quilters.

5th Avenue TheatreOn Thursday, July 27, the Puyallup Activity Center’s trip program wrapped up the last of seven performances with the 5th Avenue Theatre. The season ticket holder viewed many award winning shows such as The Pajama Game, The Secret Garden, Fun Home and Romy & Michelle’s High School Reunion to name a few. They also saw the award winning show, The Little Mermaid, which was the highlight of the season; and was not one to disappoint. One special bonus show that was included in the seven show series was, Murder for Two, which was held at the ACT Theatre. Prior to each theatrical performance, the group enjoyed a lovely lunch at a preselected restaurant located in South Center. The season ticket holders were once a group of strangers who have now become good friends and are looking forward to signing up for the 2018-2019 season.

Walking Trip: Manchester State Park

On July 25th, the Puyallup Activity Center’s Walking Group (the Puyallup Pacers) visited for the first time Manchester State Park. This history-filled park was not one to disappoint. The excursion started out with a beautiful scenic drive to the lovely Kitsap Peninsula where our group ended up near Port Orchard. This special park is a former military and maritime buff known for the largest brick structure that was once a torpedo warehouse. During the walk, there

were many opportunities to take pictures that capture the history that this park is known for...Not only is this a lovely park, but the park is full of hiking trails and 3,400 feet of saltwater shoreline.

Parks & Recreation Report – July 2017

Pioneer Park Pavilion

Summer is wedding season at the Pioneer Park Pavilion! The Pavilion hosted nine lovely weddings and receptions in July. The Pavilion has become so popular that our weekend summer dates start filling up over a year in advance. We are so fortunate to have such a beautiful facility here in Puyallup! Other events in July included the NW Big Brass Bash Tuba Concert, a Memorial Service, the NW Motorsports Summer employee event, and the Sumner and Bonney Lake High Schools Joint 10-year reunion.

The Puyallup Concerts in the Park series is drawing huge crowds to the downtown area and Pioneer Park, as is the Saturday Farmers Market, Kiwanis Kids Spray Park, Puyallup Public Library and kids play area. Puyallup is hoppin’ in the summertime!

Concerts in the Park

We are halfway through the Summer Concerts in the Park Series and the reviews have been great! The Kiwanis Kids Noon Tunes series was highlighted by the extremely popular artist Tim Noah who brought in the largest crowd in recent memory to a Noon Tunes show with an estimated 1100 people watching the show. The Family Series has had perennial favorites The Coats delight the crowd with a capella and Darren Motamedy’s smooth jazz saxophone. The biggest surprise was the 80’s cover band Nite Wave who had the entire park dancing! There is still plenty of music as the Concerts in the Park continue into August. Grab your lawn chairs and join us!

Mid-Summer Carnival

In the middle of summer, there can sometimes be a lull with kids getting bored and parents not knowing what else to do. That’s where the Mid-Summer Carnival saves the day! Over 300 kids came to Pioneer Park and played over a dozen different activities, won prizes, and generally had a great afternoon. A huge thank you to the counselors in training of our Camp Yougottawanna Day Camp who ran a majority of the games and to realtor Christi Davis who ran her own game booth. The Mid-Summer Carnival happens every year so mark your calendars and remember there is always something going on in Puyallup parks!

Outdoor Cinema Series

Bradley Lake Park turned into a theater on two Fridays in July as we showed Despicable Me and Elf for the Flashback Friday Outdoor Cinema Series. A couple hundred people brought their dinners, a blanket and some chairs, and enjoyed a movie under the stars. The series continues with two more movies in August as we’ll be showing the original Beauty and the Beast and Little Giants.

Summer Softball

Games for the adult summer softball league started Sunday July 16. There are 6 leagues that play games on Sundays-Wednesdays. Regular season games are scheduled until the end of August and playoffs are scheduled until mid-September.

Summer Day CampDay camp started June 26, runs for 10 weeks and ends September 1. We have already had a great time going bowling, to the Point Defiance Zoo & Aquarium, Pioneer farms, the Puyallup Fish hatchery, Dash Point State Park and Bradley Lake. Upcoming field trips include: Henry Moses Aquatic Center, Tacoma Rainiers game, Wildwood park, Bullwinkle’s Family Fun Center and Skate Tiffany’s. Each week is full with 100 campers registered to participate.

Rainier Woods Dog Park

Rainier Woods dog park opened for use on Friday, August 4th. The dog park is located at 2610 Cherokee Blvd. The dog park is approximately 1 acre in size. Additional improvement will be added in the near future to include a small shelter, benches and dog park amenities.
