Covenants Committee Volunteers Needed!

The Covenants Committee recently lost one member and urgently needs a volunteer to fill the vacancy. The Cov-enants Committee advises and assists the Board of Directors in monitoring and enforcing compliance with the provisions of the Condominium Instruments and the Book Of Resolutions. In addition, the Covenants Committee performs the functions which include but are not limited to: receiving, reviewing, and approving applications for alterations, changes and additions to units or common elements (subject to appeal to the Board of Directors). The Covenants Committee meets monthly on the second Tuesday at 7 p.m.

Dear Cathy Condo: I live in an end unit. The closet in the bedroom has two exterior walls and has developed mildew on those sides. Do you have advice on how to remove the mildew from the plaster? Is there a way to prevent mildew?Thanks,Dealing with Dampness

Dear DD: Your first step should be to call the front office and ask for a work order for a free maintenance inspection (703-998-6315, or sign in to the website and submit a work order online at www.parkfairfax.info). Maintenance staff may be able to pinpoint the source of the moisture causing the problem and advise you how to proceed. As for prevention, proper ventilation can help. You can: keep the door slightly ajar; replace a closet door with one that has louvers at the bottom to increase air circulation; keep a light on in the closet to keep the area drier; or use a dehumidifier. To remove mildew: remove everything from the closet; then spray the area with a solution of water and white distilled vinegar, let set, and then scrub with baking soda (the baking soda also helps to elimi-nate any odor).Hope this helps,Cathy

Third Year of Water Exercise Successful!

New friends are being made while twenty-one women exercise in the Coryell Lane pool's very tepid water during July and August. Not all are retirees! A couple of ladies who are both expecting their first babies in October have taken advantage of the water to get a good workout and free advice from the many grandmothers in the group. Due to popular demand, two groups were formed this summer. The sessions are held at 9:00 before the sun is too high in the sky. The cost covers the extra time for the lifeguards. Men are allowed but none have signed up for 2013! Do they need their own group? Anyone interested in starting and leading one next year? Watch for the announcement in the Spring.

Alexandria Bus Fare Increase

DASH fares increased by ten cents as of June 30 (cash fares are now $1.60). DASH will maintain the paper DASH Pass along with the electronic SmarTrip DASH Pass that was implement-ed last year, as a result of feedback from residents and users. A discount is available for July, August and September electronic DASH passes--$35. Find more details about other changes at:

Book Group: Glorious Food! The group does have good snacks, and for August we'll be reading about food as well. Bee Wilson's book Consider the Fork: A History of How We Cook and Eat describes the history of devices humans have used to prepare and consume food: mashers, scrapers, mortars, pestles, andirons, bastables, spits, scales, egg-beaters, even ice cream makers. Along the way, it reflects on where technology comes from and how it shapes our lives. The group will meet in the Party Room (3360 Gunston Road) on August 20 at 7 p.m. Newcomers are welcome. The rest of the year is still "unbooked"; please send or bring your suggestions.

Bike Inspection and Control

A bike inspection was conducted during the first two weeks of June and all bikes without current permits (June 2013-May 2014) or that were improperly stored (not in racks) or were in unrideable condition were tagged. The tag gives a 30-day deadline for compliance.

Owners of the non-compliant bikes received phone calls asking them to renew their bike decals. A second inspection occurred during the second week of July and owners were again notified by phone.

During the last week of August any bikes found in violation will be removed to a secure location in the Parkfairfax maintenance yard for a period of not less than 60 days. There is a $70 fee to retrieve an impounded bike and bikes may only be re-trieved during Association working hours. Those bikes which are not claimed will be given to a charitable organization in October.

Cool Jazz Takes Sting Out of Summer Heat

Parkfairfaxians of all kinds enjoyed our July 20 concert with the Capital Jazz Band. Whether sprawled on the lawn, on a lounge chair at the pool or in an Adirondack chair on a unit’s pa-tio, two-legged’s and four-legged’s enjoyed music from Josh, John, Mark and Nick. It was a very mellow evening and a great opportu-nity to quietly chat with neighbors while comparing favorite brews or wines. Our last summer concert is August 17 with the Victor Provost Quartet; Victor’s a steel drum virtuoso (classical, jazz, pop) and is accompanied by talented side-men on guitar, bass, key-board. See you then!

Fall 2013 Bagged Mulch Subscription Service

New Mulch Delivery Program Begins. The initial enrollment period for the new subscription bagged mulch delivery program will begin on September 16 and close on September 30. If you want bagged mulch delivered to your address to use on your limited or common element gardens, you must enroll at that time. Subscriptions will be accepted during that time for delivery in early October. A form will appear in the September Forum for this purpose.

How to Enroll: Each bag delivered to your address costs $4.00. To enroll decide the total number of bags you want (only one order per resident) and fill out the form. Orders can be turned in at the front desk in the Administrative Office with a check made payable to Parkfairfax Condominium. Once the enrollment pe-riod is closed staff will take no further orders until spring 2014.

Delivery: Staff will put together a delivery schedule by neighbor-hood to reduce the number of trips made. You will receive your full order at one time (no subsequent deliveries) at the same time as other addresses near yours. An attempt will be made to com-plete all fall deliveries by no later than October 18.

The decision to require payment for delivered mulch is in keeping with Board efforts to control operating cost increases throughout all maintenance/landscaping efforts. This Program may save Park-fairfax Condominium Association as much as $9,000.00 annually.

Kayak and Canoe Storage Available

There are two canoe/kayak storage racks at the maintenance yard that residents may use for a fee of $10 per month. Registration forms and Canoe/Kayak decals are available at the Management Office.

BOARD SCHEDULES AUGUST STRATEGIC PLANNING MEETING

The Board of Directors will be holding an open to all Residents Annual Strategic Planning Meeting starting at 9:00AM on Saturday, August 24th. The meeting will be held in the Board meeting room at 3360 Gunston Road. The meeting affords the Board an opportunity to meet with management staff to discuss longer term program needs affecting the management of the Parkfairfax community and the preservation of Parkfairfax assets. The initial agenda for the meeting and advance meeting materials will be available August 16th on the Parkfairfax web site at www.parkfairfax.info or at the front desk in the management office.

YEAR END FINANCIALS UPDATE

The Association finished its 2013 Fiscal Year May 30, 2013. The unaudited year- end financial report shows that the Association finished the year with a Net Operat-ing Loss of $150,744, with operating expenses exceeding the Association’s income from Assessments and other sources of income. This operating loss is being covered by the Association’s “rainy day fund” ----- known as the Owner Equity Account. This account is maintained for situations such as this. Before this loss the Owner Equity Account balance was $817,721. The operating losses are attributable largely to higher than expected utility costs, repair and maintenance expenses and bad debt write-off.

In the area of reserve fund expenses and balances, the Association spent $1,347,123 on replacement or long term repairs to Association buildings and community assets. The expenditure level was $482,457 below the year’s budget reserve expenditures and the lower amount of expenditure was a direct result of Board efforts to limit reserve fund expenditures in order to build up the reserve fund. The year- end balance in the fund is $789,746 which is above the original projection of $545,713 con-tained in the approved 2012 Reserve Study.

The FY 2014 Budget sets aside $1,522,015 for reserve project expenditures. The 2012 Reserve Study had forecast $2,126,830 in possible expenditures. The differ-ence represents conscious decisions by the Board to hold down, to the extent prudently possible, increases in the Assessment rates paid by owners in FY 2014.

PARKING POLICY AMENDED

The Board at the July 17th Board meeting amended Policy Resolution #6, Parkfairfax Policies Relating to Vehicles. The updated Policy was changed to set a 21 day limit on the time that Residents can park in Association controlled park-ing areas without moving the vehicle before a parking 72 hour parking violation notice is posted. Towing at resident expense will occur if the vehicle is not moved within the allotted time. The Policy identifies Association controlled parking areas within the Community and states that parking is on a “first-come-first served basis”. It defines approved vehicles as “any conventional passenger vehicle, motorcycle, van, truck, or commercial vehicle less than six feet in width and 18 feet in length:. This means that trailers, boats and recreational vehicles are not allowed in Association con-trolled parking areas.

The Board discussed in detail, but did not approve reserved parking in Association controlled parking areas as well as possible long-term parking at the Valley Drive Tennis Court Parking lot.

Newsletter Volunteers are Needed!

The volunteer system saves the Association a lot of money in mail-ing costs and ensures a more timely delivery of your newsletter. We need to keep this system running! So please volunteer!

There are two types of volunteers that are needed:

• A Distributor Volunteer picks up a box of newsletters from the office and deliver sets of newsletters to the doorstep of a delivery volunteer – usually 5 per Distributor Volunteer. • The Delivery Volunteer delivers the newsletters door-to-door to each of their assigned buildings.

Delivering the newsletter takes about 20 minutes, once a month. It's an easy way to make a difference! If you are interested in help-ing out, please contact Elaine at [email protected].

Committee Round Up:

Finance Committee – This month the finance committee dis-cussed two issues. The first being that there were a few items in the Operating Budget that expended at year end more than they were budgeted. A few examples of some of the areas that went over budget were: the newsletter, telephone services, insurance premiums, gas, water, and exercise facility. The committee recog-nized that a large portion of the overage was due to the water bill increasing and therefore wants to make the extra effort to prepare for the water bills in FY 2014. The committee recommended that throughout the year, the Board should approve any expenditure in lines that are greater than the amount budgeted for the year. If the Board approves the amount of overage, then the Board is aware of the amount being generated in the red. The second issue that was discussed was the budget overages in maintenance throughout the year. The suggested solution was to allow the Board to review and approve the items for FY 2014.

Activities Committee – This month the activity committee wel-comed a new member, Marily Munson. During their meeting this month they finalized the remaining summer concert takes and also lined up volunteers for the upcoming Doggie Dip, which will be held on September 7th. The committee confirmed the dates for events covering the rest of the calendar year, which includes: Fall Yard Sale on September 28, Wine and Cheese Social on November 9, and the Tree Lighting on December 8.

NEW BOARD MEMBER

The Board of Directors has appointed Owner Ralph Heinze, to fill the vacant Ward 4 Board seat. His term of office will be until the Annual Meeting in April of 2014. Mr. Heinze is a 10+ year resident of Parkfairfax who brings to the Board not only over 23 years of experience in the real estate business but also an abiding desire to proactively impact the preservation and management of Parkfairfax assets with a personal vision of preserving and maintaining the value of the Owner’s community and property assets. NEW LAUNDRY CONTRACT

The Board of Directors is expected to approve at the upcoming September 18th Board meeting a new long term contract for laundry machine services. The new contract will provide 2 new washers and dryers for each of the 50 laundry rooms as well as for a total of 2 oversized washers and dryers to be installed on the property. The Board has indicated that the usage fee will increase from $1.25/load to $1.50/load for the regular machines and the fee will be set at $2.50/load for the oversize equipment.

possibly consider the option of selling pool passes as a revenue generator, rather than closing laundry rooms to save money.

ALEXANDRIA POLICE REPORT

Officer Currin reported she will be moving out of the community and will therefore no longer be the police liaison to Parkfairfax. Brian Fromm will serve as the police liaison from here on. Officer Fromm reported that a car was keyed on Martha Custis, and there is no information at this time. He informed the Board that there was a license plate stolen off of a vehicle on Valley Drive, and that there was an underage resident charged with public intoxication on Mt. Eagle Place. Lastly, he noted that grand larceny of motorcycles is a big problem currently.

President Turpyn welcomed Officer Fromm noting he is no stranger to Parkfairfax, having been Police Liaison for the community over several years prior to Officer Curran’s residence. Officer Fromm stated he is very happy to be back as a resident and Police Liaison for the community and reported he is still in the K9 Division and that he and Officer Oden will be enjoying walking the streets and getting to see old friends and meet new ones. He noted that former K9 Officer Titan is now retired and is living with him.

• Barbara Wilmer, the chair of the Communications Committee, reported that the committee has discussed the newsletter and the process and procedure for selecting articles to be published. Ms. Turpyn stated that the Board and Management have the final say in what goes into the newsletter. Ms. Turpyn also noted that going forward those who have submitted articles that have not been selected, will be notified in a timely fashion.• Nan Miller, inquired about the side-walk and curb replacement on Gunston Road and other roads in the community. She asked why Parkfairfax is paying for this work rather than the city of Alexandria. She also discussed the Woodlands and noted that the budget and approach to the Woodlands should be different from the Landscaping Committee.• A resident, Suzanne Salva, discussed the laundry room closures and stated that she feels it is a quality of life issue. She asked that the Board look at other amenities offered and

President Turpyn called the June 19, 2013 Hearing on Policy Resolu-tion Number Six – Parking, to order at 7:00 p.m.

• Bob Groenberg, Preston Road, stated that he is in favor of the pro-posed parking policy. He feels that enforcement of the rules is lacking in the policy. He noted that the parking issues tend to occur in the evenings when there are no means of enforcement. • Wendy Wallace, Martha Custis, inquired whether the “No Parking” policy at the yellow lines in the cul-de-sacs is city policy or Parkfairfax policy. She also stated that some spaces were lost in her parking lot when the lots were repaved. She requested that some of the lost spaces be given back before the new parking policy is put in place.• Susan Cox, Martha Custis, asked about securing motorcycles. Mr. Gardner explained that the parking policy proposes that D- rings be placed in the cement in designated motorcycle parking spaces and own-ers can secure their motorcycle to the ring. • Another resident asked if motorcycles are considered one vehicle in regard to parking spaces. Mr. Gardner responded that they are. • Nancy Miller discussed the concerns of the Transportation and Land Use Committee. She discussed fees in relation to parking, 14 day restrictions, and long term parking.• Alice Cave asked if the Parkfairfax staff will proactively enforce the new parking rules. She suggested that using the D-rings may make it easy for mopeds and scooters to be stolen.• Wendy Wallace asked if it is okay to move your vehicle from spot to spot or will that be considered “stored.” Ms. Turpyn responded that moving the vehicle from spot to spot would be permitted.• Bob Groenberg stated that the issue is that there are too many cars and not enough spaces. He also noted that unregistered cars, out of state cars and stored cars are parts of the problem. He suggested that vigorous enforcement can solve the program.

• Patrick Shea (1624 Mt. Eagle) said he was on the Woodlands Committee and came to the meeting to get information about the elimination of the committee. Ms. Turpyn replied that she proposed combining the Woodlands and Landscape committees because hav-ing them separate was not in the best interest of the community. She also said that the Board can decide if this is a good idea.• Frank Stern (3518 Martha Custis) said that he and his wife were new owners and wanted to learn about the community. • One resident said that there was no discussion with the Woodlands Committee about merging and would like more open communica-tion that is community-wide. • Jarrod Grimsley (Valley Drive) asked about posting additions to the Board agenda on the website. Ms. Clark said that last minute additions were posted that morning. Jarrod also suggested that the Board include the lower per load cost for front-loading machines in the decision on the laundry room contract. He then recommended posting the agenda for the Covenants Committee on line. Ms. Turpyn agreed.

Brian Fromm will serve as the police liaison and will live onsite.

1. The swimming pools are for the enjoyment of the residents and occupants of Parkfairfax, who have a current facilities pass. The Association accepts no responsibility for any accident of injury in connection with such use or for any loss or damage to personal property. 2. By using the pool, you agree not to hold the Association liable or responsible for any damages or injuries which you might sustain and, furthermore, hereby agree to indemnify, reimburse and hold the Association harmless from any and all costs, expanses, damages, or injuries sustained by you or incurred by the Association as a result of your use of the pool. Pool users agree to be bound by all provisions of the Association, including those related to the use of the pool, and subject to the Association's enforcement authority. All owners, residents, and guests are responsible for their behavior and that of their tenants, residents, occupants, lessees, invitees, children and guests. 3. A current facilities pass is required to use the pool. Unaccompanied guests must also present their sponsor’s facility pass to gain access to the pool. 4. Lifeguards are in charge of the pool and pool area at all times when the pool and pool area is open and/or operational. All persons using the pool must obey the lifeguards at all times and comply with all instructions, directions, orders, and commands issued by the lifeguards designed to promote the health and safety of the pool users or to enforce compliance with the Associations rules and regulations. Non-compliance with the lifeguards or violation of the Association's rules and regulations shall subject any pool user to immediate ejection from the pool and pool area. There may be other enforcement actions by the Association. The pool is open for use only when the lifeguards are on duty and at their stations. Pool users are to stay clear of the guard stations, and should not lounge around the stations or obstruct the guard station or the check-in desk. 5. If you cannot demonstrate to the lifeguards that you can swim, you will not be allowed in water over your head. The lifeguard may test your swimming ability. 6. For safety reasons, children under the age of sixteen (16) years of age must be accompanied by a resident sixteen (16) years of age or older to be admitted to the pools and tennis courts. A children’s card (no photograph) shall be required for children between the ages of twelve (12) and sixteen (16). Diaper age children must wear plastic pants to be permitted in the pools.

7. You must take a cleansing shower before entering the pool or after using the toilet. No one will be allowed to swim who has a cold, an inflamed eye, a cough, infection, or who is wearing bandages. Only swimming suits may be worn in the pool. Cut-off jeans and similar clothing may not be used. 8. Glass containers and breakable objects are not permitted in the pool areas. Non-alcoholic beverages in non-breakable containers (plastic bottles, cups made from paper, plastic or Styrofoam, or metal cans) in sizes not larger than sixteen ounces (16 oz) will be allowed in the pool area during regular pool hours. Containers for the storage of such beverages (such as portable coolers) are permitted. Intoxicated persons will be denied access to the pool area at all times. No facility to prepare or serve food is allowed on the pool deck. 9. Street shoes are not permitted on the pool deck. 10. No pets will be permitted in the pool or on or within the pool area. 11. Trash must be placed in approved containers. Please keep the pool, deck and bathhouse areas clean. 12. No running, pushing, dunking, rough play, or profane language will be allowed in the pool area. Standing or sitting on someone’s shoulders or spouting water and similar unhygienic actions are not permitted. 13. The use of kickboards, tubes, water wings, balls, or other items will be allowed only if the lifeguard determines that such use will not endanger the users of the pool. Only the lifeguard can make this decision, based on the size and character of the crowd. 14. Suntan oil is not permitted in the pool. Please use a towel to cover your lounge chair, especially if you are using tanning oils or sunscreens. 15. Anyone who is asked to leave and does not is guilty of trespassing and subject to prosecution. 16. Any person who continues to violate a rule after being warned by a lifeguard is subject to having their facilities pass withheld by the lifeguard and forwarded to the General Manager, who will return it only after the matter of the offending resident is discussed with the General Manager.
