Article 101: AUTHORITY

A National Other Dirt Special Stage Rally, the Classic Outback Trial (hereinafter referred to as the ‘event’), shall be conducted during the period 22 to 28 August 2021 and will be held under the:

• Federation Internationale de l’Automobile (FIA) International Sporting Standing Regulations, including Appendices; in accordance with the FIA International Sporting Code Article 2.3, foreign competitors/crew members may enter the event.

• National Competition Rules (NCR) of Motorsport Australia;

• National Rally Standing Regulations (NRSR) - Events General (ERG), Special Stage Rally (SSR) and Vehicles General (VG).

• Supplementary Regulations approved by Motorsport Australia, together with any Further Regulations that may be issued by the Organisers in Bulletins;

• Federal, State and Local Public Health Authority Guidelines;

• Motorsport Australia OH&S and Safety 1st and Risk Management Policies, which can be found on the Motorsport Australia website at www.motorsport.org.au.

These Regulations are issued subject to any provisions which are made mandatory by Motorsport Australia and the relevant civil authorities between the date of their issue and the conduct of the event.

These Regulations contain the Sporting Regulations and references to Motorsport Australia Technical Regulations for the following Classic Outback Trial competitions:

• Classic Outback Trial;

• Classic Outback Allcomers.

The Motorsport Australia Permit Number authorising the event shall be is to be advised.

Article 102: DESCRIPTION OF EVENT

The event, which will adopt ‘A to B’ Timing, will be conducted on public and private roads, with a prologue conducted over a course near Parkes on Saturday 21 August, and the competition commencing on Sunday 22 August, and finishing on Saturday 28 August. The event will be based at Parkes (20 - 23 August), Orange (24 and 25 August) and Bathurst (26 to 28 August) and will be a dirt special stage rally intended primarily to test the skill of both the crew members and the reliability of the vehicle. It will be a fully route charted event.

Article 103: GENERAL PROGRAM OF THE EVENT

The general program is planned; however, it is subject to confirmation. (Table 1)

Article 104: PROMOTER

The event is promoted by Classic Outback Trial Pty Ltd ABN 9513 4696 398, of address as outlined in Article 107.

Article 108: PROMOTER’S RIGHTS/COPYRIGHT

It is a condition of the acceptance of entries that:

(1) The competitors and crew members acknowledge that the Promoter is the owner of the name, logos and designs (‘the rights’) associated with the event. Permission must be sought in writing from the Promoter for the use of the rights to permit the reproduction of the name of the event and the logos and designs for commercial enterprise.

(2) Competitors/crew members are not permitted to use the event to produce and/or sell any item of merchandise which includes the event logo or name (e.g.: tee/polo shirts, caps, badges, etc.) without the express written permission of the Promoter, and any such sales agreed to by the Promoter may be subject to payment of commission to the Promoter.

(3) All advertising, sales promotion and publicity material produced by competitors, crew members and their agents must refer prominently to the event as the “Classic Outback Trial”, and all competitors and crew members will, by entering the event, specifically agree to abide by this article. The official event logo and associated words must be used and approval for such use provided in writing by the Promoter (artwork is available from the Organisers).

(4) By entering the event, competitors and crew members agree to the use of their names and photographs, and photographs of their vehicles, in any publicity arranged by the Organisers, or by an event sponsor.

(5) Film and video rights for the event are solely the property of the Promoter, who retains copyright of all footage associated with the event, including that filmed by crew members, and including in-car footage. Any commercial arrangements made by a competitor or crew member for the sale or showing of such footage must be approved in writing by the Promoter. Failure to observe this regulation may lead to a Breach of Copyright charge.

(6) Competitors are advised to contact the Promoter prior to making any commercial arrangements associated with the event.

(7) Advertising, publicity and all other statements made by competitors, service crews and their agents referring to the results of the event must be in accordance with the Official Final Results announced by the Organisers.

(8) Any competitor or agent advertising the results of the event must clearly state the exact conditions of the performance referred to and the nature of the competition (e.g.: outright, group, class, etc.).

(9) Advertising of results must not be done prior to publication of the Organiser’s Official Final Results.

Article 109: POSTPONEMENT / CANCELLATION OF EVENT

The Promoter reserves the right to cancel, postpone or abandon the event in accordance with NCR 11.

(1) In case of cancellation, postponement for more than 24 hours, or abandonment, entry fees shall be returned within 30 days of the date of cancellation. In case of postponement for more than 24 hours - if the competitor states in writing to the Promoter of his/her intention of NOT competing in a postponed competition, such intention being advised within 30 days of the issue of such postponement, all fees paid shall be refunded. Those competitors continuing with the event will be subject to the revised refund regulations issued with the postponement notice.

(2) In the case of the event having been cancelled due to force majeure Motorsport Australia may, upon application by the organiser, permit the Organisers to retain up to 25 per cent of the Entry Fees (refer to NCR 11);

(3) The competitor and crew members acknowledge that upon refund of the entry fee the Promoter and Organisers of the event shall be discharged from any further liability to the competitor and/or crew members for any expenses or damages arising in any way from their entering the event; and except as the Australian Consumer Law otherwise provides, the Promoter and Organisers shall not be liable to them for any direct, indirect or consequential loss, expense or damage arising from entering the event.

Article 110: EVENT HEADQUARTERS / BULLETINS / OFFICIAL NOTICES

110.1 Event Headquarters

The Event Headquarters will be located in Parkes, Orange and Bathurst and will be manned from 30 minutes prior to the first vehicle starting each Leg (one hour on Leg 1), until 2000 hours on each Leg. Locations of the event headquarters will be:

• Parkes Showground

• Orange Mercure Motel

• Bathurst Rydges Motel, Mount Panorama

110.2 Official Notice Board

The ‘Official Notice Board’ will be located as follows:

• at all times on the event’s website;

• from 0900 hours Thursday 19 August to 1000 hours Sunday 29 August at the Event Headquarters.

It is the responsibility of crew members and service crews to check for any Bulletins and official notices that may be issued.

110.3 Bulletins

All Motorsport Australia approved Regulation changes (‘Further Regulations’) issued after the publication of these Supplementary Regulations will be in the form of sequentially numbered and dated Bulletins. If issued pre-event, they will be placed on the event’s website Official Notice Board. All Bulletins will be issued to all crews at Documentation. If issued during the event they will be posted on the Official Notice Board/s.

Bulletins will be issued at the start of each Leg at the start control and upon arrival crews are required to enquire of the Leg start officials for a copy (refer to Article 608.2).

Article 111: APPLICATION, INTERPRETATION OF THE REGULATIONS

111.1 Responsibility for applying Regulations

The Clerk of the Course shall be responsible for the interpretation and application of the Regulations of the event.

111.2 Cases not provided for in these Regulations

Where a situation is not adequately covered in these Regulations, further Regulations, or the NRC, it will be considered by the Stewards, upon application by the Clerk of the Course. The Stewards alone have the power to decide, subject to any decision not being in conflict with the NCR.

111.3 Interpretation/Definition

Throughout the Regulations the interpretation of the following terms will apply:

• • The ‘competitor’ (‘entrant’) means the legal entity who has entered the vehicle and is the bona-fide owner of the vehicle;

• ‘Crew’ means those persons nominated by the competitor and accepted by the Organisers to compete in the entered vehicle;

• ‘Crew Member’ shall mean any one person of the crew;

• ‘Driver’ shall mean the person nominated as such on the Official Entry Form;

• ‘Co-driver’ shall mean the person nominated as such on the Official Entry Form;

• ‘Service Crew Member’ is a person who is registered with the Organisers as a member of a service crew.

111.4 Driver authorised to sign on behalf of the competitor

In the case of the competitor not being a member of the crew for a vehicle, the nominated driver shall be deemed the person to assume the competitor’s responsibility.

111.5 Decisions to be taken by the Stewards

Competitors and crew members/service crew members believed to have committed the offences for which the penalty listed in the Regulations is ‘up to and including disqualification’ may be charged by the Clerk of the Course, and if so, will be subject to a hearing by the Stewards, at which the competitor/crew may present evidence. If found culpable they will be liable to a penalty/penalties as determined by the Stewards.

Article 112 COMPETITOR RELATIONS OFFICER

A Competitor Relations Officer (‘CRO’) will be appointed by the Organisers, whose principle duty will be the intermediary between the competitors, crew members, service crew members and the Clerk of the Course/Stewards. All formal enquiries requiring an answer from the Clerk of the Course must be lodged within specified time limits (refer to Article 113.2 (2). During the event this official will be located at the start and finish of each Leg, or at the Event Headquarters.

Article 113: PROTESTS

113.1 Lodgement of protestProtests concerning the application of the Regulations must be accompanied by the Motorsport Australia prescribed fee of $500 and lodged with the Clerk of the Course for transmission to the Stewards for deliberation and decision. Protests must be lodged in accordance with Part XII of the Motorsport Australia Manual and for this event the time limit for the lodgment of protests will be in accordance with Part XII NCR 206, with the exceptions listed in Articles 113.2 and 113.3..

113.2 Protest against course

A protest against any mistake, irregularity or action to the prejudice of the event occurring, or becoming apparent while the competition is taking place, must be lodged:

(1) in writing within two hours of the booking-in of a crew at the end of the Leg in which the alleged mistake, irregularity or action occurred;

(2) notwithstanding the above, if a written enquiry lodged with the Organisers is not answered until a later time, a protest must be lodged within two hours of the booking-in of a crew at the end of the Leg during which the answer is provided (eg: if the answer is provided when leaving in the morning); or within two hours of the answer being received, if the answer is provided at the end of a Leg.

113.3 Protest against start order/results

A protest against any decision relevant to the following must be lodged within one hour of the posting of the list on the Official Notice Board. Postings will be as follows (or a notice posted indicating when they will be posted if there is a delay):

Start order for the event and Leg 1 1800 hours Saturday

Start order for subsequent Legs 2000 hours (latest)

Partial provisional results Legs 1 to 4 1800 hours Wednesday Partial provisional results Legs 5 to 7 1600 hours Saturday

Group and Class list Refer to Article 301.3

113.4 Progressive Scores

Progressive ‘scores’ will be published daily for the interest of crews and comment to the Organisers by crews on their accuracy but protests cannot be lodged against the content of their publication (refer to Article 802).

113.5 Partial Provisional Results

Partial provisional results will be published after the end of Leg 4 and at the end of Leg 7. These will be posted as outlined in Article 113.3 and the protest period will be one hour. Once the protest period has passed the results will be Official Final Results and no protest can be lodged at a later time, nor the results changed (refer to Article 803).

Article 114: JUDGES OF FACT

114.1 Appointment

Judges of Fact, against whose decisions there can be no protest, will be appointed by the Organisers (refer NCR 181).

114.2 Competition Judges of Fact

(1) Appointment of Judge of Fact (Table 2) Other issues and appointments, if any, will be advised in a Bulletin.

(2) RallySafe equipment will be used as a Judge of Fact in aiding the Clerk of the Course to determine the times and route taken by a crew. Any misuse of RallySafe equipment will result in the crew being reported to the Stewards who may impose penalties of up to and including disqualification.

(3) Should a crew deviate from the prescribed route the matter will be referred to the Stewards who may apply any penalty up to and including disqualification.

114.3 Medical Judges of Fact

A medical officer appointed by the Organisers will be a Judge of Fact as to the medical condition of a crew or service crew member.

114.4 Stewards

The Stewards may overrule a decision, or accept or refuse any correction, of a Judge of Fact (refer to NCR 169 vii).

Article 115: ALCOHOL, DRUGS AND OTHER SUBSTANCES

(1) Any holder of a Motorsport Australia ‘Competition’ or ‘Officials’ licence may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the Motorsport Australia Anti-Doping Policy and/or the Motorsport Australia Illicit Drugs in Sport (Safety Testing) Policy as published on the Motorsport Australia website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a Motorsport Australia ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a Motorsport Australia Accredited Testing Official (CATO) in accordance with the Motorsport Australia Standard Operating Procedure for Breath Alcohol Testing.

(2) Any participant who breaches the policy will be excluded from the specific Leg of the event and this would mean a vehicle could not start a Leg, nor an official to carry out duties for the Leg.

(3) If a Confirmation Test results in a Positive Reading, the CATO shall advise the participant of a breach of the Policy and that the matter will be immediately referred to the Stewards of the Meeting and the Clerk of the Course. The Stewards must exclude the participant from that day’s sporting activities, in accordance with the Policy.

Article 116: FIREARMS / OFFENSIVE OBJECTS

The carriage of firearms, and/or objects deemed by the Organisers to be offensive, is forbidden and offenders will be liable to a penalty of up to and including disqualification.

Article 117: BREACHES OF ACCEPTABLE SOCIAL BEHAVIOUR

Crew members reported to have carried out any of the following breaches may be subject to a penalty of up to and including disqualification:

(1) wilful damage to or interference with public and/or private property, or another vehicle involved in the event, or a vehicle of a member of the public;

(2) wilful interference with any course marker;

(3) wilful littering.

Article 118: INCORRECT, FRAUDULENT OR UNSPORTING ACTION

Any incorrect, fraudulent or unsporting action carried out by a crew member, or any action so determined by the Clerk of the Course to be detrimental to the sport will be reported to the Stewards who may apply any penalty up to and including disqualification, as well as reporting an incident to Motorsport Australia for any further action it may determine to take.

Article 119: DISQUALIFICATION FROM THE EVENT

Only the Stewards are empowered to deny permission to start the event, or to exclude a competitor and/or crew member from the event. Where references are made to disqualification throughout these Regulations, such action will be the result of a Stewards Hearing.

Article 120: PRE-EVENT CREW BRIEFING

Pre-Event Crew Briefing will take place as follows:

• Saturday 21 August; 1300 to 1330 hours; Parkes, Services Club.

It is compulsory for at least one member of each crew to attend the Briefing; failure to do so may lead to a fine by the Organisers of $100. Service crew members may attend.

Article 121: GUIDE TO EVENT DOCUMENT

A Guide to the Event will be issued approximately four weeks prior to the event. Information provided in this publication will be for advisory purposes only and has no authority to supersede or vary these Regulations and Further Regulations. No protest can be lodged in regard to information, or action/s taken on information issued in the Guide to the Event.

Article 201: ELIGIBLE COMPETITORS / CREW MEMBERS

201.1 Competitor (Entrant)

The competitor (ie: the bona fide owner of the vehicle) must be in possession of a Motorsport Australia Competition Licence or overseas Visa valid for 2021.

201.2 Civil Members’ Licences

(1) All Australian crew members must hold a current Motorsport Australia National Rally Licence, or superior. A Motorsport Australia Navigator’s Only Licence is permitted but the holder will not be eligible to drive on special stages.

(2) Foreign crew members must hold their country’s highest 2021 national rally licence and a 2021 ‘Foreign Participation in National Events Visa’ issued by Motorsport Australia. (The Organisers can be contacted for assistance in obtaining the Visa).

(3) To be eligible to drive a vehicle in the event crew members must be holders of a civil driving licence valid for driving within Australia. Any crew member not holding a civil drivers licence will be required to sign a Motorsport Australia declaration to the effect that he/she will not drive the vehicle at any time during the event.

(4) All civil and competition licences must be presented for checking at Documentation.

Article 202: CREW MEMBERS

202.1 Number of Crew Members

The crew shall consist of two persons. The youngest age for a navigator is 16 years.

202.2 Crew Members in Vehicle

(1) The nominated crew members shall be required to compete throughout the event and are the only persons permitted in a vehicle during the competition, except where liaison assistance is being provided for compassionate reasons, for the minimum time necessary.

(2) Should a competitor wish to change a crew member originally nominated on the Official Entry Form after the close of entries this may be carried out up to the time for reporting to the start of the event, upon approval by the Clerk of the Course and authorised by the Stewards.

(3) With the specific permission of the Clerk of the Course, and authorised by the Stewards, a crew member may be changed at any time during the event due to compassionate reasons or illness. The replaced crew member will not be permitted to resume participation in the event. The crew will not be eligible for any awards nor inclusion in the General Classification, and the start order of the vehicle for each Leg will be at the discretion of the Clerk of the Course.

202.3 Crew Member Identification

(1) For the purpose of identifying who is eligible to drive on special stages, crew members will be issued at Documentation with wristbands colour coded as follows:

• green wristbands – drivers (eligible to drive on special stages);

• yellow wristbands – co-drivers (eligible to drive on special stages);

• red wristbands - navigators (not eligible to drive on special stages).

Failure of a crew member to wear a wristband issued by the Organisers may incur a penalty of 10 minutes per occasion. If a wristband is accidently removed then the crew member is to report to the Competitor Relations Officer, the Chief Scrutineer or the event headquarters for a replacement at the earliest opportunity. No penalty shall apply under these circumstances.

(2) Each crew member will be issued with an identity card (‘swinger’) at Documentation and this is to be presented upon demand. The identity car will be bar-coded with the competitor name.

(3) The names (given and/or surname) of the driver and co-driver/navigator shall be placed on the rear side window/s; alternatively, or as well as, the names may be placed on the front wings, provided they do not interfere with Organisers sponsor decals (refer to Article 402):

• lettering is to be ‘Helvetica Bold’, ‘Zurich Bold or ‘Arial Bold’; of at least 40mm high;

• letters are to be of uniform style;

202.4 Obeying an Instruction of an Official

(1) Crew members are required at all times to obey a reasonable instruction given by an official. Failure to do so could result in a penalty of up to and including disqualification following a hearing by the Stewards.

(2) Notwithstanding the above, if a crew or crew member creates an offence against these Regulations while following the specific instructions of an official of the event, the Stewards may decide not to apply a penalty.

Article 203: ENTRIES

203.1 Nominations

A nomination for an entry shall be lodged at any time by the submission of the appropriate nomination form and payment of a nomination fee, which is non-refundable but will be deducted from the Entry Fee. Lodgment of the nomination guarantees an entry in the event.

203.2 Opening and Closing of Entries

Entries opened at 0900 hours on Monday 6 April 2020 and will close at 1700 hours on Friday 13 August 2021.

203.3 Official Entry Form

Due to COVID-19 risk management protocols crews are required to electronically complete the entry form (available on the event website at classicoutbacktrial.com.au) and to electronically include a copy of the following documents.

• Motorsport Australia competition licences for competitors (entrants), driver and co-driver;

• civil driving licences of crew members who will be driving;

• proof of ownership, and permission to enter the vehicle if a member of the crew is not the bona-fide owner (ie: the Competitor);

• the vehicle registration document;

• proof of third party insurance for the vehicle, if this is not issued in conjunction with the vehicle registration document;

• an ‘extension’ of the ‘Compulsory Third Party Insurance Policy for Sporting Activities’ for vehicles registered in Queensland;

• Motorsport Australia indemnity document signed by the competitor, driver and co-driver

A copy of the entry form and Motorsport Australia indemnity is attached as Attachment A to these regulations.

Competitors unable to access the online entry form are required to contact the Secretariat (refer to Article 107 for contact details).

Details on the document lodgement process will be advised in a bulletin.

203.4 Refusal of Entry

The organisers reserve the right to refuse any entry in accordance with NCR33, without stating a reason.

203.5 Maximum Number of Entries / Acceptance of Entries

The maximum number of entries received shall be 50 in the Classic Category and 10 in the Allcomers Category. Acceptance of entries will be in order of their receipt in each Category.

203.6 Change of Nominated Vehicle

(1) A competitor may change the vehicle originally nominated on the Official Entry Form up to the time of close of entries.

(2) Should a competitor wish to change the vehicle originally nominated on the Official Entry Form after the close of entries this may be carried out up to the time for reporting to Pre-Event Scrutiny. Such change must be approved by the Clerk of the Course.

(3) If a change of vehicle is sought after Pre-Event Scrutiny but before the start of the event this shall be approved by the Clerk of the Course, and authorised by the Stewards. Conditions of change may include restrictions on eligibility to win awards. The replacing vehicle will be subject to Scrutiny by the event’s Scrutineers.

(4) If a change of vehicle is sought after the start of the event it will be subject to the approved of the Clerk of the Course, and authorised by the Stewards. If a change of vehicle is approved, the crew will not be eligible for any awards nor inclusion in the General Classification, and the start order of the vehicle each Leg will be at the discretion of the Clerk of the Course. The replacing vehicle shall be subject to scrutiny by the event’s Scrutineers.

(5) Notwithstanding Article 301.1 (6) an engine block may be changed during the event with the expressed permission of the Clerk of the Course and a crew can continue in the

competition However, the crew will not be eligible to be classified as a finisher and therefore not eligible for inclusion in the General Classification, nor for any awards.

Article 204: FEES

204. 1 Nomination Fee Payable

The Nomination Fee shall be $1000, and this fee is deductible from the Entry Fee.

204.2 Entry Fee Payable For Australian And Foreign Entries

The entry fee shall be $7500 for both Australian and Foreign Entries and must be paid in full by close of entries on 13 August 2021. Periodic payment arrangements may be made with the Organisers.

204.3 Entry Fee Includes:

a) The Entry Fee includes:

• Motorsport Australia Permit Fee which covers Motorsport Australia Public and Products Liability Insurance and Motorsport Australia Personal Accident Insurance;

• set of competition road books;

• hire of RallySafe unit (not including wiring loom, antennas and mounting kit);

• entry to pre-event welcome reception for all crew, service crew members and officials;

• two tickets to the presentation;

• registration of one service crew and one set of service instructions;

• apparel (eg: cap and polo shirt for each competing crew member);

• newsletters.

204.4 Additional Service Crew Fee

The fee for each additional service crew shall be $50.

204.5 Refunds

Refund of payments due to a competitor withdrawing from the event are as follows and will be applicable as from 15 January 2021:

• • no refund shall be made of the $1,000 nomination fee;

• withdrawal between 15 January and 30 April 2021 - 25% of other monies paid retained;

• withdrawal between 1 May 2021 and 1 July 2021 – 50% of other monies paid retained;

• withdrawal after 1 July 2021 and to 13 August 2021 (close of entries) - 75% of other monies paid retained:

• no refunds will be made after 13 August 2021.

The initial $1,000 nomination fee, together with any further payments made, may be transferred to another nomination or entry, provided it is a new entry and not one being held by the Organisers.

204.6 Refusal of Entry

The Organisers reserve the right to refuse any entry in accordance with NCR 83, without stating a reason. Such rejection shall be made within 14 days of receipt by the Organisers of the Official Entry Form.

Article 205: INSURANCE

205.1 Public Liability And Products Insurance/Personal Accident Insurance

Certain public, property, professional indemnity and personal accident insurance is provided by Motorsport Australia in relation to the Event. Further details can be found in the Motorsport Australia Insurance Handbook, available at www.Motorsport Australia.com.au. The cost of the cover is included in the Entry Fee. The Organisers reserve the right to pass onto competitors any increase in this fee, subject to Motorsport Australia approval.

Note 1: The property damage excess payable by a competitor is $1,000.

Note 2: Details of insurance are available from the ‘Motorsport Australia Insurance Handbook’ available at www.motorsport.org.au.

205.2 Vehicle Third Party Insurance

(1) All vehicles must carry Compulsory Third Party (CTP) third party insurance issued with the vehicle registration papers.

(2) Vehicles registered in Queensland are required to obtain an extension of the ‘Compulsory Third Party Insurance Policy for Sporting Activities’. This extension is issued for a specified period of time covering the ‘Sporting Activity’ and covers ‘racing, pace-making, or in reliability trials, speed or other trials’. The extension can be obtained through the vehicle insurer and must be produced at Documentation.

205.3 Vehicle Third Party Property/Comprehensive Insurance

This insurance is not covered through the Motorsport Australia insurance and cover is the sole responsibility of the competitor.

301.1 General Prescriptions

(1) Only the bona fide owner (‘the competitor’) may enter a vehicle which must be registered for driving on public roads in Australia, and must be covered by a vehicle third party insurance policy. The vehicle must be subject to a relevant vehicle log book issued by Motorsport Australia.

(2) All vehicles must comply with the requirements for Rally Cars outlined in the National Rally Standing Regulations at ‘Vehicles General (VG)’.

(3) The general appearance and presentation of the vehicle must be of a neat and well finished standard, to the satisfaction of the Organisers.

(4) Sequential gearboxes are not permitted in Historic or Classic Cars.

(5) In accordance with NRSR EG Article 12 the same vehicle and engine block must be used throughout the event under pain of disqualification if this is not adhered to (except as provided for in Article 203.6 (5) of these Regulations).

301.3 Classes

(1) Each vehicle group will be divided into classes, and each class will stand if three or more entries pass Scrutiny in the class, otherwise the class will be amalgamated with the next higher or lower capacity class.

(2) Where more than five starters are in a Group an award will be made to second place; where more than ten starters an award will be made to third place.

(3) Classes will be declared at 1800 hours on Saturday 21 August and will be posted on the Official Notice Board at that time. Crew members are invited to comment on the list within two hours of posting and the finalised list will be used in the official scores for Legs 1 and 2.

(4) A protest against the class listing in the scores for Legs 1 and 2 must be lodged no later than one hour of the crew’s arrival at the end of Leg 2 and if upheld the list will be adjusted. Additionally, if advice from a crew member of a vehicle that his/her vehicle’s classification in a group or class is incorrect is not received by this time, and the vehicle is subsequently found to be incorrectly classified at any time thereafter, it will be removed from the class list and will not be eligible for a group or class award.

Article 302: COMPULSORY EQUIPMENT FOR ALL VEHICLES / CREW MEMBERS

All vehicles must be fitted with, or carry, the following (references are to the relevant Schedule/Appendix in the Motorsport Australia Manual):

302.1 Safety Cage

A Motorsport Australia approved safety cage must be fitted to the vehicle (refer to General Requirements Schedule J of the NCR). For non-Australian vehicles refer also to Attachment ‘B’ to these Regulations.

302.2 Harnesses/Seat Belts

Full harnesses (Type A or Type B) must be fitted to the vehicle in accordance with General Requirements Schedule I Table I-1 of the NCR.

302.3 Fire Extinguishers

Fire extinguishers of at least 2kg combined capacity (ie: 2 x 1kg, or 1 x 2kg) must be securely mounted in the passenger compartment and must be located within reach of the crew members. It is compulsory that steel brackets be used for mounting. (Refer to Section 6, Schedule H). Fire extinguisher(s) are required to comply with the Motorsport Australia age requirements - 3 years for Manual extinguishers, 2 years for FIA Hand held and On Board extinguishers. If they do not they must be emptied, pressure tested and refilled, or be replaced. Refer to General Requirements Schedule H of the NCR.

302.4 Safety Triangles

Two safety triangles must be carried in the vehicle (refer to Article 5.1 of the NRSR VG for triangle specifications).

302.5 First Aid Kit

A first aid kit must be carried on board the vehicle (refer to Article 5.3 of the NRSR VG). Contents of this kit must be:

302.6 Apparel

Each crew member is required to wear the following during all special stages, as a minimum.

References are to Motorsport Australia Manual of Motor Sport, General Requirements, Schedule D – Apparel of the NCR.

Refer to Article 1.2 Apparel Standards for each of the following items:

• Helmet – Level A;

• Frontal Head Restraint – A level (FIA 8858-2010 or 8858-2002 standard);

• Overalls (driving suits) – B Level (FIA 8856-2000 standard);

• Underwear – B Level (FIA 8856-2000 standard);

• Balaclava – B Level (FIA 8856-2000 standard);

• Footwear – A Level (FIA 8856-2000 standard); or shoes with leather uppers that cover the foot. Shoes which have a leather upper but which include elasticised ankle regions are acceptable (eg, elastic-sided work boots).

• Socks – A Level (FIA 8856-2000 standard);

• Gloves – A Level (FIA 8856-2000 standard) (not compulsory for co-drivers/navigators).

302.7 Mud Flaps, Sill, Underbody Protection

Mud flaps must be fitted behind the driving wheels, and in the case of front wheel drive cars, all wheels. For details refer to Article 4.2 of the NRSR VG.

302.8 Windscreens

Vehicles shall be fitted with a laminated windscreen. Windows tinted with a film which complies with the state vehicle Regulations in the relevant state may be used. Refer to Article 4.3 of the NRSR VG.

302.9 Air Bags

Air bags must be disconnected.

302.10 Fuel Tanks

Refer to Article 4.6 of the NRSR VG and also Article 303.3 below.

302.11 Fuel Lines

Refer to Article 4.7 of the NRSR VG.

302.12 Towing Points

Towing points must be fitted to the front and rear of the vehicle and their location marked with colour paint. Refer to Article 4.8 of the NRSR VG.

302.13 Tyres

The use of studded or spiked tyres is prohibited. All tyres shall be treaded in the original manufacturing process to a minimum depth of 2mm. Tyres shall not be used that are expressly designed for use on motor racing circuits and carry a label “For competition use only”. Refer to Article 4.9 of the NRSR VG.

302.14 Mobile Telephone

A mobile telephone is to be carried/fitted in the vehicle.

302.15 Accident Advisory Signs (SOS/OK)

These signs will be printed on the back cover the road books. Refer to Article 5.2 of the NRSR VG.

302.16 RallySafe Unit

Competitors must have a RallySafe wiring loom, antennas and mounting kit installed prior to pre-event scrutiny. This is a one-off purchase via the RallySafe website shop and installation instructions are available at the shop

Issues to note are:

• The RallySafe system must be wired to permanent 12 volt power (ie NOT via any ‘kill’ switch) and this, together with the correct functioning and installation of the equipment will be checked at pre-event scrutiny;

• Power must be supplied to the RallySafe unit for the whole of the event – from arrival at pre-event scrutiny until arrival at the finish control on 28 August and placement of the vehicle in the impound where they will be collected by the organisers; or until retirement from the event if this happens and the unit handed in to the event headquarters or the crew of an official vehicle (eg: Sweep, Recovery) – DO NOT TAKE THE UNIT HOME;

• The RallySafe unit, which is unique to each vehicle, will be available at the event documentation and may be collected at any time after 0830 on Friday 20 August; there is no need to await a competitor’s documentation report time;

• The cost of the hire of RallySafe GPS tracking unit screen for the event is included in the entry fee;

• Competitors should familiarise themselves with the use of the RallySafe unit by reference to the ‘Competitor User Manual’ and the Briefing Video Tutorial available on the RallySafe website;

• Competitors are responsible for the RallySafe unit and any misuse of the equipment will result in the competitor being reported to the Stewards of the Meeting who may impose penalties that may go as far as disqualification;

• The competitor will be responsible for reimbursing RallySafe for the cost of any unit not returned for whatever reason;

• A damage waiver covering some of the risks applicable to the RallySafe unit is available at ‘RallySafe Shop’ on the website.

302.17 Battery

The make and capacity of the battery is free. Each battery must be securely fitted, and the positive terminal covered to prevent short circuiting. If a wet cell battery is installed in the cockpit it must be behind the front seats and mounted in a leak proof plastic box.

302.18 Other Equipment

Other equipment may be required and if so, will be listed in a Bulletin.

Article 303: RECOMMENDED / OPTIONAL EQUIPMENT

303.1 Extra Driving Lights

Only daytime running is planned for the competition, including late time.

303.2 Spare Wheels

Spare wheels may be carried inside the passenger compartment and must be securely fastened behind the crew. The rear seat may be removed for the fitment of spare wheel(s). The fitment of spare wheel(s) to the outside perimeter of the vehicle, unless originally provided for the by the vehicle manufacturer, or unless the mounting of the wheel is approved by the Chief Scrutineer is prohibited.

303.3 Fuel Containers/Tanks

Additional or replacement containers/tanks may be fitted:

(1) Safe metal containers may be carried but not in the passenger compartment; if carried in the luggage compartment a metal partition (‘firewall’) must be fitted between the passenger and luggage compartments. If plastic containers are used they must conform to AS2906-1986.

(2) A long range fuel tank is permitted, either in addition to or as a replacement for the existing tank. No fuel tank may be located in the passenger compartment. Should one be fitted in the luggage compartment, an outlet of at least 10mm diameter must be provided at the lowest point for drainage of spilt fuel, and the tank must be ventilated externally to the coachwork. The fuel filler must not protrude beyond the coachwork line.

303.4 Spare Components, Tools, Etc

If located within the passenger compartment, spare components, tools and compulsory items must be securely fastened at all times when the vehicle is in motion, to the satisfaction of the Chief Scrutineer. The use of elastic/extendable material (eg: ‘octopus straps’, elastic netting, etc) is not permitted.

303.5 Audible Warning Device

The fitting of an audible warning device to assist when overtaking other vehicles is permitted but must not be fitted to the exterior of the vehicle. It is recommended that dust filters be fitted to the horns.

303.6 GPS

GPS and similar apparatus may be fitted.

303.7 Safety Partition

A safety partition is recommended in order to prevent any loose objects from moving forward into the seating area. If one is fitted it must be securely mounted behind the crew members. Holes in the partition should not exceed 85mm (measured at the widest point), and mesh must prevent the passage of circular objects with a diameter of 40mm. Nylon netting is not recommended.

303.8 Protection of Front of Vehicle

Protection of the front by the use of ‘bull bars’ is permitted, provided that:

• in the main the bull bar is constructed of round or tubular material;

• the bar does not have any sharp edges or protrusions that could cause injury to pedestrians;

• the bodywork is not modified to permit bracing of the bull bar;

• the bar does not substantially strengthen the chassis.

303.9 On-Board Camera

On-board cameras are permitted and the method of fitment of a camera must satisfy the Chief Scrutineer at pre-event scrutiny as to the safety of the crew members.

303.10 Two-Way Radio

To provide communications between competing crews and service crews to allow safe overtaking on liaison sections a two-way radio is highly recommended in both competing and service vehicles:

• the radio can be a UHF 40/80 Channel (477Mhz), or a 5W handheld radio;

• aerials are also recommended;

• frequencies to be used are Channel 10 for crew s/service crews and Channel 11 for the Organisers;

• the Organisers will not be providing any method of relay (ie: repeaters), nor a radio maintenance system.

303.11 Independent Fastening System (Bonnet Secure)

The Organisers recommend the fitment of a secondary restraint system for the bonnet.

303.12 Energy Absorbing Safety Foam for Side Intrusion Protection

For each Motorsport Australia Rally Car Group it is permitted, and highly recommended, to install energy absorbing safety foam (foam), to protect against lateral collisions, in each door and for two door vehicles in the area of the bodywork immediately rearward of the door aperture. If fitted the foam must be fitted, as a minimum, to each front door of the vehicle. The installation of foam must be done in accordance with the FIA and GIMSS Rally Door Foam Installation Guidelines Version 0.6 (available from Motorsport Australia). Refer to Article 4.4 of the NRSR VG.

Article 304: PROHIBITED EQUIPMENT / ITEMS

Carriage or use of firearms and offensive objects of any type the following items will subject a crew member to a penalty of up to and including disqualification.

Article 401: SIGNS ON VEHICLES

401.1 Advertising and Signs Permitted

Advertising and other signs are permitted on vehicles provided the location of the signs does not conflict with these regulations. Signs are required to be of a high standard of presentation to ensure that the interests of the Organisers, sponsors and competitors are protected.

401.2 Signs Must Be Suitable

Lettering of all signs must be carried out in a neat, regular and professional manner. The Organisers may order the re-lettering of any sign or part of sign that, in their opinion, fails to comply with the requirements of these Regulations. The Organisers will be the sole judge as to the suitability of any sign, and may direct the removal of any sign at any time. A crew shall be directed to remove any sign considered by the Organisers to be offensive, or contrary to any Government legislation.

401.3 Organisers to Supply Decals (See Also Article 402)

Prior to pre-start Scrutiny the Organisers will supply event identification decals and compulsory event sponsor decals. These must be attached to the vehicle as issued (eg. not reduced in size by trimming) prior to checking at Pre-Event Scrutiny, and maintained in good order and condition throughout the event. Deliberate removal of the decals from the vehicle during the event will render the crew liable to a penalty of up to and including disqualification. Event decals issues:

• To replace the event’s windscreen decal with a competitor’s sponsor’s decal a fee of $500 will be imposed, and the event’s windscreen

decal must be placed on the roof above the windscreen or on the leading edge of the bonnet (replacing decal ‘A’, whichever is the more prominent - this decision can be made at Pre-Event Scrutiny.

• Any other issues with fitment of event’s decals can be resolved with the Chief Scrutineer at Pre-Event Scrutiny.

401.4 Compulsory Non-Organisers Decals

The following decals must be placed on the vehicle as appropriate:

• Battery location – a blue triangle of sides 150 mm indicating the location of the battery;

• Remote battery isolation switch –a symbol showing a red spark in a white edged blue triangle of sides 150 mm indicating the location of the remote battery isolation switch (if fitted);

• LPG - a sign with white lettering on a red background of 150 mm by 150 mm adjacent to the competition number is to be displayed on applicable vehicles if this fuel is used;

401.5 Crew Names

Refer to Article 202.3.

401.6 Competitors Signs

(1) Vehicles may carry signs of sponsors that are in commercial competition with the sponsors of the event but their placement on the vehicle must not be in conflict with the Organisers requirements outlined in Article 402.

(2) Advertising is permitted on the roof of the vehicle.

(3) Signs or advertisements shall be permitted on any side or rear window, provided they do not interfere with the vision of the driver nor the Organisers signs, or crew member names. If placed on the rear window advertising of up to 85mm depth located at the top or bottom of the window provided that it does not interfere with the driver’s visibility.

Article 402: PLACEMENT OF ORGANISERS’ DECALS

402.1 The following is the requirement for placement of the Organiser’s decals: (Diagram 1).

Decals issued by the Organisers must be placed on the vehicle prior to its presentation at Pre-Event Scrutiny.

Any issues with fitment of decals (including windscreen) can be discussed and resolved with the Chief Scrutineer at Scrutiny.

A small vehicle number, supplied by the Organisers at Documentation, is to be placed on the top left of the windscreen.

Decals issued by the Organisers must be placed on the vehicle prior to its presentation at pre-event scrutiny.

Article 501: DOCUMENTATION

501.1 Documentation to be Carried Out Before Scrutiny

Documentation must be completed by crew members prior to Pre-Event Scrutiny.

501.2 Documentation Location/Reporting

Due to COVID-19 risk management protocols, procedures to be adopted at the documentation location will be advised in a bulletin.

(1) Documentation will take place on Friday and Saturday 20/21 August as follows, at the Parkes Showground:

• Friday 20th: 0830 hours to 1800 hours;

• Saturday 21st: 0830 hours to 1000 hours.

(2) Under COVID-19 requirements social distancing of 1.5m must be maintained during documentation and the room will be restricted to 1 person per 2sqm. Attendees may be required to wait in a line outside the room.

(3) Report times for each crew will be advised in a Bulletin and failure to report within the time window listed may result in a $100 penalty, payable by the competitor, unless alternative arrangements are made with the Clerk of the Course.

(4) At Documentation crew members are required to:

• pay outstanding fees;

• ensure that the Official Entry Form and Motorsport Australia Indemnity Form has been signed by both crew members;

• A crew member who does not present a valid civil driving licence at the Documentation check (including those

holding a Motorsport Australia Navigator licence) is required to sign a declaration to the effect that they will not drive the vehicle at any time during the event;

• be issued with barcoded crew personal identification (‘wrist bands and ‘swingers’), merchandise and vehicle decals;

• finalise service crew registration and issue of personal identification;

• be issued with the time to report to Pre-Event Scrutiny.

(5) Crews will be provided with a copy of all Bulletins issued to date.

(6) Prologue and Leg 1 road book and the service crew instructions will be issued.

(7) RallySafe units will be issued (at any time not necessarily at Documentation report time).

Article 502: PRE-EVENT SCRUTINY

502.1 Scrutiny Forms

Due to COVID-19 risk management protocols, there will be no general pre-event scrutiny as carried out in past Classic Outback Trial events:

(1) A Self-Scrutiny Check List must be completed and submitted to the Chief Scrutineer (email: [email protected]) prior to the time of reporting to scrutiny.

(2) A signed Motorsport Australia Self-Scrutiny Statement of Vehicle Compliance must be submitted with the Self-Scrutiny Check List. The relevant Form will be available online with these Regulations. The Form is a writeable PDF document which is to be completed in

a PDF program, saved, and submitted to the Chief Scrutineer.

(3) The above forms will be available from the event website at Rally>Rally Doc and Forms.

502.2 Scrutiny of General Nature

Due to COVID-19 risk management protocols, procedures to be adopted at the scrutiny location will be advised in a bulletin.

(1) Pre-Event Scrutiny of vehicles will be of a general nature:

• check of vehicle make and model;

• visual check for apparent conformity of the vehicle group for which it was entered;

• the presence of mandatory safety and emergency items;

• correct placement of Organisers decals on the vehicle; (which must be placed on the vehicle prior to presentation at Pre-Event Scrutiny);

• acceptable standard of appearance of the vehicle;

• supply of power to the RallySafe unit;

• a relevant Motorsport Australia vehicle log book must be presented.

(2) Any vehicle not conforming with the Scrutiny or Technical Regulations, and which is not corrected, or appropriately re-classified, will be denied permission to start the event, subject to a hearing by the Stewards.

502.3 Vehicles Must Be Presented to Scrutiny

(1) Vehicles must be presented to the Organisers in a ‘ready-to-start’ condition (ie: with all

compulsory equipment on board, and the crews apparel – refer article 302.6) on the completion of Documentation, where the time window to report for Scrutiny will be issued.

(2) Scrutiny will be carried out:

• at the Parkes Showground;

• Friday 20th: 0830 hours to 1800 hours;

• Saturday 21st: 0830 hours to 1100 hours (Documentation finishes at 1000 hours).

(3) Regional Scrutiny is not available.

(4) Penalty for reporting to Scrutiny after the time window allocated, unless other arrangements are made with the Clerk of the Course, will be:

• Between 16 and 30 minutes $50;

• Between 31 and 60 minutes $75;

• In excess of 60 minutes $100.

(5) Failure to present the vehicle to Scrutiny by 1100 hours on Saturday 21 August, unless specific arrangements are made with the Clerk of the Course or Chief Scrutineer, may render the crew liable to being denied permission to start the competition and no refund of Entry Fees will be made.

502.4 Re-Present Vehicles After Initial Scrutiny

(1) Crews of vehicles which fail to be re-presented to Scrutiny within the prescribed time limit issued by the Chief Scrutineer, except in the case of arrangements being made with the Chief Scrutineer, will be subject to a financial penalty of $100, or may be denied permission to start the event, subject to a hearing by the Stewards, and no refund of Entry Fees will be made.

(2) If, during Scrutiny, a vehicle is found not to comply, the Organisers may set a deadline by which the vehicle must be made to comply. Failure to meet this deadline could render the vehicle not eligible to start the event. There will be no refund of Entry Fee.

502.5 Standard of Appearance of Vehicle

If, in the opinion of the Organisers, a vehicle is of a standard or appearance or condition inappropriate to compete in the event, and unless modified to the satisfaction of the Organisers, it may be denied permission to start the event, and there will be no refund of Entry Fee.

Article 503: DURING-EVENT SCRUTINY

503.1 Conformity of Vehicle to Regulations

Checking of vehicles will be carried out at any time during the event and the crew is responsible for the technical conformity of the vehicle to these Regulations throughout the duration of the event.

503.2 Scrutiny Monitoring Controls

(1) Scrutiny monitoring controls may be established at any location around the course, and at the end of each Leg.

(2) At these controls vehicles will be examined by Scrutineers for safety, damage and obvious mechanical faults, and that the Organiser’s decals are in good condition and, if directed by the Scrutineers, faults are to be rectified.

(3) At the end of each Leg any direction that repairs are to be carried out will be issued by the Scrutineers in writing and the required

repairs must be carried out to the satisfaction of the Chief Scrutineer prior to the vehicle re-starting the next Leg.

(4) Mandatory safety and emergency items will be checked and if these are not present this may render the crew liable to a penalty of up to and including disqualification.

503.3 Modifications During the Event

If during the event, running repairs are made to a vehicle the effect of which may render the vehicle ineligible for the group or class in which it started, the vehicle must be presented to the Organisers for inspection prior to starting the next Leg. If the vehicle is found to be ineligible, work must be carried out to ensure that it shall be eligible, or the vehicle will not be eligible for awards. Failure to conform to the foregoing could render the vehicle liable to disqualification at Post-Event Scrutiny.

503.4 Standard of Appearance of Vehicle

If, in the opinion of the Organisers, a vehicle is of a standard or appearance or condition inappropriate to the event, it may be denied permission to continue until rectified to the satisfaction of the Organisers.

Article 504: POST-EVENT SCRUTINY

504.1 Vehicles Placed in Impound

Upon the completion of the event vehicles will be placed in an impound, and not be released until authorised by the Clerk of the Course. Failure to place a vehicle in the impound, or removal of a vehicle without permission will render the crew liable to a penalty of up to and including disqualification.

504.2 Vehicles Selected for Post-Event Scrutiny

Any vehicles selected for post-event Scrutiny will be escorted to an inspection location, where they will be examined for conformity to these Regulations. Vehicles selected by the Organisers shall be approved by the Stewards, who may also direct additional vehicles to be selected.

504.3 Vehicles Not Conforming to the Regulations

If, upon inspection, a vehicle is found not conforming to the Technical Specifications the competitor and crew members are liable to a penalty imposed by the Stewards in accordance with the Event Regulations and the NCR.

504.4 Dismantling of Vehicles

Post-Event Scrutiny may involve the dismantling of a vehicle and/or its components for detailed inspection. The items to be examined will be selected by the Organisers and approved by the Stewards, who may direct additional checks. Competitors are required to have a person present who is capable of following the Chief Scrutineers instructions.

Article 601: INSTRUCTIONS

601.1 Issue of Road Books

(1) Each crew will be provided with road books which will contain all the information needed to complete the course. These books will be issued as follows:

• For the Prologue and Leg 1 – at Documentation;

• For following Legs - the books will be issued at the final control of the previous Leg or thereafter from the Rally Headquarters. Any change to the issuing of the road books will be advised in a Bulletin.

(2) Road books will not be issued to crews who have withdrawn from the event, but copies will be available at the COT Headquarters at the finish, or post-event from the event office in Melbourne, up to 30 September 2021.

601.2 Alterations to Road Books

Any alteration to a road book will be issued in a Bulletin, or by officials at the start of a special stage, and must be signed for by a crew member.

601.3 Conflict of Data Between Road Books and Road Cards

Should there be a conflict of data between the road books and the road cards the data listed in the road books will take precedence.

601.4 Road Book Disclaimer

Crews are advised that the route instructions contained in the road book are not to be exclusively relied upon in estimating the degree of severity of any hazard that might be encountered, or the manner in

which any section of the roadway should be driven, whether shown in the route instructions or not. Crews are advised to exercise caution in following the route instructions.

601.5 Vehicle ‘Odometer Distance Check’

(1) It is advised that distance measuring devices should read to 1/100th kilometre (ie: 0.00), to match with the instructions given in the road book.

(2) An ‘odometer distance check’ will be set in the region of Parkes for crews to calibrate distance measuring devices against the official distance used by the Organisers during the official Motorsport Australia course check. Details will be advised in a Bulletin and the Guide to the Event.

(3) Signs signifying the start and finish of the check course will be erected by 1000 hours on Thursday 19 August.

601.6 Arrows and Tapes

Arrows and tapes will be placed around stages of the course to assist with finding the correct course. In many instances the location of placement of arrows will be indicated in the road book. Whilst every care will be taken by the Organisers in the placement of these arrows and tapes they may be knocked over by vehicles or by a strong wind, so crews should not place total reliance on them for directions.

601.7 Service Crew Instructions

Service crew instructions will be published in one book which will be issued with the Leg 1 road book at Documentation.

Article 602: COMPETITION TERMINOLOGY AND MEANING

602.1 General

(1) Prologue - A Prologue (‘Shakedown’) will be conducted during the afternoon of Saturday 21 August and details of this activity, together with any specific Regulations, will be contained in the Leg 1 Road Book. The results of the Prologue will not determine the start order of the event but will assist the Organisers in its compilation. Participation in the Prologue is not compulsory.

(2) Leg - A Leg, for which a late time is set, covers the event from one overnight stop to another, and will be divided into Special Stages and Liaison Sections.

(3) Special stage/liaison sections:

• Special Stage - a special stage is one in which the time taken is expressed in hours, minutes and seconds, and the time taken is the penalty time.

• Liaison Section - a liaison section, timed to the minute, is a route chart to take crews to the next time control. A time allowed is issued for each section and penalties are applied for late (5 seconds per minute or part thereof) and early arrival (60 seconds per minute or part thereof).

(4) Service Area - A service area is within a liaison section in which vehicles must be placed in accordance with the road books and in which there is no restriction on servicing, repairs or refueling (unless otherwise specified in the road book).

(5) Time Control - A time control is one where the time of passage of a vehicle is recorded by RallySafe, and the officials on the road card when both the crew and vehicle are in the control location. Such a control is either:

• Leg Start Control – on leaving the start of a Leg;

• Leg Finish Control – at the end of the final liaison section for a Leg (usually combined with a Scrutiny Monitoring Control);

• Time Control – at the end of a liaison section; a Service Park or a Regrouping Halt Control;

• Start Line Control – at the start of a special stage;

• Finish Control (or Stop Point) – at the end of a special stage (this is also the start of a liaison section);

• Regrouping Halt Control, Impound – entering and leaving

(6) Passage Control in a Special Stage – where a vehicle is required to be brought to a stop before proceeding. A report of not stopping by an appointed official may lead to a penalty of two (2) minutes being applied by the Clerk or Course.

602.2 Holding Areas

(1) A Holding Area may be:

• an impound which is an area in which vehicles must be placed in accordance with the road book, or on instructions from an official, and in which no servicing, repairs or refuelling is permitted. An impound is

similar to a Parc Ferme, except that crew members, service crew members and the public may be in the area;

• Parc Ferme which will not be used in this event, except at time control areas at the start of a special stage (between the yellow clock board and the red furled flag board at the start line);

• a regroup (refer to Article 614) which is a stop arranged by the Organisers between two time controls to re-group the vehicles. Vehicles will not restart in General Classification but in order of arrival. The stopping time may vary from crew to crew. Servicing and refuelling vehicles whilst at a regroup is not permitted.

(2) Removal of a vehicle from any impound, or regroup without the permission of the Clerk of the Course could lead to penalties of up to and including disqualification being applied.

602.3 Missing the Course (Refer To Article 619)

(1) Foregoing the competition:

• If a crew ‘misses’ a special stage/liaison section, it may ‘cut and run’ and re-join at the start of another special stage, or meal break, or regrouping halt (refer to Article 605.3.(2));

• If a crew is foregoing the competition for a longer period of time it may re-join at a later Leg (ie: it has not ‘withdrawn’ from the event).

(2) Withdrawal from the event means that a crew will not be participating further in the event.

602.4 Quiet Zones

Quiet zones may be specified in liaison sections and/or special stages and will be designated in the road books (but not necessarily marked on the ground) and vehicles must not exceed the speed limit listed in the road book, and proceed with a minimum of noise. Failure to observe quiet zone restrictions may render the offending crew liable to a penalty of one minute for each kilometre per hour recorded over the specified maximum speed. Data provided by RallySafe will provide the Organisers with the speed of vehicles through a quiet zone.

602.5 Road Card (Refer to Article 606)

Road cards will be issued to crews at the start of each Leg and these are to be carried through to the end of the Leg and handed in to the official. They will carry information of target times (for special stages) and times allowed (for liaison sections) and will be used by officials to record the time of passage, and if applicable, any wrong direction at controls. A spare card will be in each Leg’s road book for use if the original road card is lost.

602.6 Time

(1) Time Allowed (liaison section, service park) - is the time specified to complete a liaison section, or time in a service park.

(2) Target Time - is the time limit, not requiring an average speed greater than 60 km/h, for a crew to complete a special stage without any loss of late time.

(3) Itinerary Time - is the time used by the Organisers on a special stage to determine the itinerary for the event.

(4) Due Time - is the time that a crew is to report to a time control having added the time allowed, or target time, to the previous start time from a time control.

(5) Elapsed Time - is the actual time taken on special stages/liaison sections.

(6) Penalty Time - is time taken on a special stage, the time taken in excess of the time allowed on a liaison section and any penalties expressed in time. The total penalty time is the sum of all penalties, which determines the General Classification.

(7) Late Time - refer to Article 605.

(8) Road Works - Any delays at road works on liaison sections will be added to the time allowed by the Organisers, at the end of the Leg, and crews should note on the road card the length of such delays and also formally advise the Organisers within one hour of arrival of the crew at the end of the Leg. Crews are NOT to exceed speed limits in an attempt to pick up time held up at the road works. The Organisers will credit crews with the road works delay time, upon application in writing and subsequent investigation.

Article 603: THE COURSE

603.1 Must Complete Course/Classification of a Finisher

The course must be completed in accordance with the instructions listed in the road books. Failure to do so will incur penalties set out in these Regulations. To be classified as a finisher a crew must complete at least 70% of the number of special stages listed in the itinerary listed in the road books at the start of the event, or as subsequently amended by the Organisers. A crew will be deemed to have reported to any special stage cancelled by the Clerk of the Course, provided the crew had not withdrawn prior to cancellation. Finishers will be presented with a ‘Finishers Medallion’ on arrival at the end of the competition.

603.2 Organisers Rights

(1) The Clerk of the Course may at any time:

• neutralise any special stage and/or liaison section;

• re-time any part of the course;

• re-form or re-group the field in regard to starting order;

• re-schedule any part of the course;

• terminate the event

(2) If the event is terminated when partly run placings will be determined up to the time control immediately preceding the termination. Awards will be made to those crews who completed the course in accordance with this determination.

603.3 Reconnaissance, Pace-Noting or Practising

Any kind of reconnaissance, ‘pace-noting’ or practising over the course, including the prologue, is forbidden. If a crew, or their service crew, on evidence presented to and assessed by the Clerk of the Course, has been detected reconnoitering the course or practising over the course, that crew shall be reported to Motorsport Australia (if prior to the event), or the Stewards at the event, with a recommendation that the crew not be permitted to start the event, or continue in the event, and that the entry fee be forfeited.

603.4 Detours, Road Closed Signs

Unless specifically directed otherwise, all ‘detour’, ‘road closed’ or similar signs erected by civil authorities must be observed and the correct route re-joined at the first opportunity, unless the road book or other document issued by the Organisers specifically advises that such signs are to be ignored. The Clerk of the Course will investigate any such detour and adjust penalties, if incurred, accordingly.

603.5 Gates

(1) Gates in special stages. All gates in special stages will be open for the competition.

(2) Gates on Liaison Sections

• Where ‘’GATE” is listed in the road book this means there is a gate to be opened and closed.

• Where “GATEWAY” is listed this means there is no gate or the gate is open and may be left that way.

603.6 Restricted Speed Zones (RSZ) on Special Stages

A Restricted Speed Zone (RSZ) where crews must not exceed a specified speed limit for a specified length of road in a special stage.

Competitors must not exceed a specified speed limit for a specified length of road. Signs will be used to indicate the start and finish of the RSZ. Average speeds may be measured by RallySafe. Penalties for exceeding the nominated speed for an RSZ are:

• exceeding specified maximum speed by up to 5 km/h – 1 second per second gained.

• exceeding specified maximum speed by 5 to 10 km/h – 2 seconds per second gained.

• exceeding specified maximum speed by more than 10 km/h – 5 seconds per second gained.

The use of a RSZ will be specified in a Bulletin.

603.7 Hazards Warnings in Road Books

Wherever the word “caution” is used in an instruction in the road book, its degree shall be indicated by the use of exclamation marks:

• One exclamation mark (!) indicates a hazard where no significant reduction in speed is required but where difficulty might be encountered if crews were unaware of the hazard. It is not necessary to use the instruction “caution” with this indication.

• Two exclamation marks (!!) indicate a situation where damage to a vehicle could result from negotiating the hazard at speed. This indication shall be used in conjunction with the instruction “caution”.

• Three exclamation marks (!!!) indicates a severe hazard which cannot be negotiated without a significant reduction in speed. This indication shall be used in conjunction with the instruction “extreme caution”.

• Hazard warning boards (!!, or !!!) are placed 50 metres to 200 metres before a hazard (distance depending on the speed of the approach) and an “X” board placed at the location of the hazard itself.

603.8 Passage Through Paddocks with Crops

Where the course passes through crop paddocks crews are not to deviate from the prescribed course and travel through any crop under any circumstances. Crews observed to have failed to observe this regulation will be subject to a penalty of up to and including disqualification.

603.9 Regularity Cars on Course

Competitors must be aware that they may come across a Regularity participant/s unintentionally on a special stage. Under these circumstances a competitor is required to negotiate passage around that participant/s in an appropriate and safe manner. The incident/s must be reported to the end of stage officials and also to the CRO at the end of the Leg. The organisers will investigate the incident/s and where appropriate award the affected competitors a derived time, using data from RallySafe.

Article 604: TIMING

604.1 Timing System

The event shall be conducted using the ‘A to B’ timing system, which is based on the time taken on a special stage and a separate time allowed for a liaison section. All references to time will be in the 24 hour time format, with hours and minutes shown from 0000 hours to 2359 hours.

604.2 RallySafe Equipment as Primary Timing System

RallySafe equipment will be used as the primary timing system; a manual system will be used as a back-up but RallySafe timing will take precedent should there be a discrepancy in times recorded by the two systems.

604.3 Timing Increments

Timing increments will be as follows:

• special stages – to the second;

• liaison sections – to the minute.

604.4 Local Time

The time shall be based on Eastern Standard Time (EST).

Article 605: LATE TIME

605.1 Definition and Determination of Late Time

(1) Late time is the aggregate period of time by which a crew is late at time controls in a Leg, calculated from the beginning of the Leg, but excluding time held in control and any ‘allowable time’ by the Organisers.

(2) Late time will be determined as follows:

• Special stages: time taken in excess of the target time (refer to Article 602.6) for a stage, expressed to the second;

• Liaison /Service sections: time taken in excess of the time allowed (refer to Article 602.6) for a section at the rate of 1 minute/minute or part thereof;

• Late at start of Leg: time in excess of the officially published start order time for a crew at the rate of 1 minute/minute or part thereof.

605.2 Late Time Limit

(1) The late time limit will be 60 minutes and will be specified in the road books. .

(2) Late time not used on a Leg cannot be carried forward to the next Leg.

(3) Late time cannot be regained by early arrival at any time control.

605.3 Exceeding Late Time Limit

(1) Crews whose accumulated late time exceeds the late time limit at any time control will be deemed to have failed to report to that control, even if they actually reported to it, and will be penalised accordingly (refer to Article 611).

(2) If a crew exceeds the late time limit at any time control and is unable to get back within the late time limit within a Leg it will be deemed to have foregone further competition for the Leg. If, through the accumulation of the various section times allowed (liaison sections) and target times (special stages), a crew can arrive at a later time control within its late time limit it can continue (ie: ‘cut and run’) in the Leg and will only be penalised for the controls during the time it was outside its late time limit (eg: there may be a loop which allows the crew to shortcut; or the opportunity to bypass a special stage/s).

605.4 Late Time Can Be Extended

The late time can be increased by the Clerk of the Course at any time if upon an investigation circumstances warrant such an increase. If the late time is extended after the start of a stage/section any penalties incurred by a crew due to this decision may be remitted.

Article 606: ROAD CARDS

Due to COVID-19 risk management protocols any amendment to the following will be advised in a bulletin.

606.1 Issue and Hand In

At the start of each Leg each crew will be provided with a road card on which the times allowed/target times for each section/service park/special stage will be listed. Officials will record times on this road card, which is to be carried to the end of the Leg and handed to the end-of-Leg official, or if not available the event headquarters.

606.2 Crew Responsible for Safekeeping

The crew is solely responsible for the safekeeping of the road card and for checking the accuracy of the entries made on the card by officials. In a situation where a road card is missing the Organisers will compile one from whatever information is available (eg: control cards). Crews are advised to record arrival and departure times in their road books.

606.3 Road Card Must Be Available

The road card must be presented personally by a member of the crew and only an official is permitted to enter a time on the card in the ‘Officials Use’ columns. Any unauthorised amendment or change made to a road card may result in the crew receiving a penalty of up to and including disqualification. Crew members may make notes on sections of the card not marked ‘Officials Use Only’, or on its reverse side. Road cards may be required from time to time during a Leg to be handed in for scoring purposes.

Article 607: START ORDER

607.1 Change of Start Order

The Clerk of the Course shall have the right to change the travelling order and time interval between vehicles at any time.

607.2 Prologue Start Order

The Prologue start order will be issued at Documentation.

607.3 Leg 1 Start Order

Vehicles will start Leg 1 in order of the official starting list, which will be determined by the Organisers and no protest shall lie against the Organiser’s decision. The Leg 1 starting order, with starting times, will be posted on the Official Notice Board at 1800 hours on Saturday 21 August.

607.4 First Special Stage Start Order

The first special stage starting order, if different to Article 607.3, will be posted on the Official Notice Board at 1800 hours Saturday 21 August.

607.5 Determining Start Order in Subsequent Legs

The start order will be based on a computer calculated co-efficient, similar to the system used for the Australian Rally Championship.

A Stage Performance Index (SPI) is calculated for each crew. The SPI is determined by dividing the fastest stage times by a crew’s times and the value will always be less than 1. Note that the SPI for the fastest crew will be 1.

An Event Performance Index (EPI) is calculated for each crew. The EPI will be best two thirds of the crews SPIs, with the worst third of a crew’s SPI discounted – this removes the likelihood of an unrepresentative time where a crew may have been held up by dust, had a puncture or some mechanical problem with the vehicle which caused it not to perform to its peak

performance, thus giving a truer indication of a crew’s typical speed. Seeding is based on speed not on ability to nurse a slow vehicle through a stage.

The start order for Leg Two will be based on the EPI calculated on Leg One’s performances; thereafter each Leg’s start order will be based on the EPI calculated on the accumulated performances to the end of the previous Leg.

Notwithstanding the above, any crew which has missed at least one stage (refer to Article 611.2) shall not be placed in the starting order before the sixth placed crew which has not missed a stage.

607.6 Tie for Start Order Position

In the event of a tie for a start order position the start order for those crews shall be based on the last published start order.

Article 608: START OF COMPETITION & SUBSEQUENT LEGS / FINISH OF LEGS & EVENT

608.1 Start of Competition

The start of the competition shall be on Sunday 22 August in Parkes and crews will be required to be at a pre-start staging area, at a location and time to be advised in a Bulletin.

608.2 Start of Subsequent Legs (Legs 2 To 7)

The start location of subsequent Legs will be at specified in the day’s Road Book and the report time for each crew (which will be 20 minutes before their scheduled start time) will be posted on the Official Notice Board the prior night (in conjunction with the start order). As a Bulletin will be issued each Leg it is the responsibility of crews, upon arrival at the start location, to collect a Bulletin being issued (refer to SR109.3).

608.3 Late Arrival for Start of Leg

Late arrival of a vehicle/crew at the start of a Leg will result in the vehicle starting in a position as determined by the start officials.

608.4 Finish of Legs 1 To 6

The finish of each Leg’s competition will be as specified in the Road Book.

608.5 Finish of Event (Leg 7)

The finish of the event will be in Bathurst at a location to be specified in the Road Book, at approximately 1300 hours on Saturday 28 August. As soon as each crew arrives at the final control of the event the vehicle is to be placed in an impound and parked there until released by the Clerk of the Course. Details will be advised in the road book.

Article 609: CONTROL TYPES / IDENTIFICATION

Controls will be identified by standardised sign boards:

(1) Time Control – a yellow clock board will indicate the start of the control area at the end of a liaison section; the actual book-in point at

the end of the liaison section will be indicated by a red clock board 25m after the yellow clock board.

(2) Start Control - indicated by a red furled flag board and this will signify the ‘start line’ for the special stage.

(3) Start Control Limit – indicated by a board with stripes, located 25m after the red furled flag board;

(4) Finish Control (‘Flying Finish’) - a black chequered flag with yellow background board will be located up to 100m prior to the flying finish as a warning. A black chequered flag with red background board will signify the flying finish.

(5) Stop Point - a black STOP on a red background board will signify the ‘book-in’ location at the end of a special stage/start of a liaison section.

(6) Manned Passage Control in a Special Stage - will be used for safety purposes and will be identified by an advanced marker board and crews are required to stop at these controls. The ‘P’ board will be located 100m prior to the control with a black STOP board located at the control.

Article 610: CONTROL PROCEEDURES

Due to COVID-19 risk management protocols any amendment to the following will be advised in a bulletin.

610.1 Time Control at Start of Leg

The start time from the time control at the start of the Leg will be noted by Officials on the road card.

610.2 Time Controls at The End of a Liaison Section Followed By a Special Stage

(A) Check-in

(1) At time controls the official will record on the road card the time at which the card was handed in to the official, with the crew and vehicle present in the control zone; it is not necessary for a crew member to get out of the vehicle to present the card to an Official;

(2) The check-in procedure will be:

• the procedure begins the moment the vehicle passes the time control boundary (yellow clock board);

• the actual timing and entry of the time on the road card can only be carried out if the two crew members and the vehicle are in the control zone and within the immediate vicinity of the control table;

• the check-in time shall be the minute at which a crew member hands the road card to the official, who will note on the road card the actual time at which the road card was handed in, not a ‘nominated’ time that may be stated by the crew member;

• the target check-in time is the time obtained by adding the time allowed to complete a liaison section to the start time for this section, the time being expressed as hours and minutes; and this time is calculated by the competing crew;

(3) The crew will not incur any penalty for checking-in early if the vehicle enters the control zone during the target check-in minute or the minute preceding it, as long as the actual check-in takes place on the correct minute.

Example: A crew which is due to check-in at 14:58 shall be considered on time if the check-in takes place between 14:58:00 and 14:58:59; the vehicle may be driven into the control area after 14:57:00.

(4) At time controls at the end of a Leg crews may check-in before their due check-in time without penalty;

(5 )Any difference between the actual check-in time and the due check-in time shall be penalised as follows:

o for late arrival – five seconds per minute or part thereof;

o for early arrival – one minute per minute or part thereof;

o for late time calculations - late time will accrue at the rate of one minute per minute late or part thereof; there is no credit for being early;

(6) The crew will be issued with a provisional start time, this time being noted on the road card and recorded in the RallySafe unit;

• The crew is then to drive forwardv to the start line of the special stage, or when directed by an official to do so. There must be a three-minute gap between the check-in time and the provisional start time to allow the crew to prepare for the start.

• In the event of a late arrival at the start line through the fault of the crew, the official will advise a new start time, and the penalty shall be one minute per minute or part thereof variance between the two times.

(B) Starting a stage

(7) The crew is to be wearing the following by the time the vehicle is due to start:

• frontal head restraints;

• safety helmets;

• appropriate apparel;

• safety belts;

• appropriate colour wristband, unless accidently removed (this must be a green or yellow wristband for a driver).

Failure to wear the appropriate apparel throughout a special stage will render a crew to a penalty of up to and including disqualification

(8) The vehicle shall start into the stage after a countdown as shown on the RallySafe unit.

Note: If a RallySafe unit is not used, the start procedure by Officials will be:

• a countdown of 30, 20, 10 seconds, and then...

• at five seconds to go the Official will count down the time ‘5, 4, 3, 2, 1, GO’.

(9) If a vehicle fails to leave the start line after the start time within 20 seconds of ‘GO’ it will be pushed forward out of the control area and no restart time will be given.

(10) Should there be a difference between the provisional and actual starting times on the road card the actual starting time will apply.

(11) If a vehicle starts prior to ‘GO’ the driver will be considered to have ‘jumped the start’ and will be reported to the Clerk of the Course who may apply a penalty of first offence – 1 minute; second offence – 2 minutes; third offence – 3 minutes. Further offences may incur a penalty of up to and including disqualification.

(12) If a driver refuses to start when told to do so by the official a penalty of 10 minutes will be applied by the Clerk of the Course and further infringements may result in a further penalty of up to and including disqualification, upon a hearing of the Stewards.

(13) To prevent road damage, as well as to protect control officials and the following cars lined up in control from flying debris, wheel spin at the start of special stage prior to the diagonal striped board located approximately 25 metres from the start control is prohibited. A wheel spin start will be defined as “A sustained loss of traction through wheel spin of any driven wheel with no attempt by the driver to curtail that spinning within the area bounded by the starting position and the End of Control Zone sign”. Momentary wheel slip on the initial bite from acceleration is acceptable.

Infringements of this regulation shall be reported to the Clerk of Course who may apply the following penalties:

• 1st offence: reprimand from Clerk of Course or appointee;

• 2nd offence: 2 minute penalty;

• 3rd offence: 5 minute penalty.

• Further offences will be reported by the Clerk of Course to the Stewards of the Meeting who may apply a penalty of up to and including disqualification.

Control officials shall be Judges of Fact with regard to whether wheel spin has occurred and competitors infringing this regulation will be advised by RallySafe and will be required to report to the CRO on arrival at the end of the Day.

610.3 Time Control at End of Special Stage

(1) All special stages will end with a flying finish and timing will be recorded as the vehicle crosses the flying finish line, and the vehicle is to stop at the time control (‘Stop Point’).

(2) The flying finish time will automatically be recorded by the RallySafe unit, and relayed to the stop point officials who will note the time on the road card; this time will be recorded in hours, minutes and seconds.

Note: Officials at the stop point will carry out ‘line of sight’ timing in case of equipment malfunction.

(3) The start time for the next liaison section will be the flying finish time rounded to the next minute.

Example: A crew which recorded a flying finish time of 14:58:34 will be deemed to have started the next liaison section at 14:59.

(4) Drivers are to immediately slow down once the flying finish line has been reached and must not stop between this line and the stop point. Any driver reported by officials as arriving too fast into the time control at the end of a special stage (ie: the stop point), or stopping between the two locations, may be subject to a penalty of up to and including disqualification.

610.4 Time Control at End of Leg

On arrival at the time control at the end of the last liaison section of the Leg crews may enter the control early and nominate their due time of arrival, which officials will record on the road card.

610.5 Judge of Fact at Controls

An official at a control will be a Judge of Fact with respect to offences listed in Article 114.

610.6 Working on a Vehicle in Control

Servicing of vehicles in the control area at the start of a special stage (ie: between the yellow board and the red furled flag board, which is considered to be a Parc Ferme) is forbidden, except for cleaning of glass. Any crew who breaches this regulation may incur a penalty of up to and including disqualification. Notwithstanding, in the case of a puncture a wheel may be changed, and the crew allocated a maximum of five minutes extra. The official in charge shall be the final arbitrator on the puncture issue.

610.7 Unmanned Control Location

Crews arriving at a control location that is not manned are required to continue according to the road book. For the purpose of determining the time of arrival at the next time control the departure time from the previous manned control added to the times allowed/target times for the sections/stages will be deemed to be the due arrival time.

Article 611: CONTROL / PENALTIES

611.1 Time Control (Not Associated with a Special Stage)

A crew that fails to report to a time control within the late time limit, or exceeds the late time limit at a time control, will be deemed to have missed the control and be penalised 20 minutes. This penalty will be applied as follows:

• at the start of a liaison section;

• at the end of a liaison section.

Note: this means that if a liaison section is missed, a crew will be penalised 20 minutes for missing the start control and 20 minutes for missing the end control.

611.2 Time Control (At the Start and Finish of a Special Stage)

(1) A crew who fails to report at the start line, or a stop point, or exceeds the late time limit at such a time control, will be deemed to have missed the control and penalised ‘one missed special stage’ plus the target time (refer to Article 602.6 (2)) for the special stage.

(2) No crew can be considered to be higher in the results than another crew if that crew has not missed as many stages, irrespective of time penalties. For example:

Article 612: PROCEDURES FOR SPECIAL STAGES

612.1 Starting Gap

Vehicles are to start special stages at a minimum of two minutes. If this time gap is changed this will be advised in the road book, or by a Bulletin (if possible), or in writing (on an information board) by an official at the start of the special stage. Any crew considered by an official to be deliberately delaying its start (eg: crew member ‘fiddling’ with adjustment of frontal head restraint, seat belt or helmet, etc) to gain a wider gap for a ‘dust advantage’ will be reported to the Clerk of the Course who may apply a penalty of:

• 1 minute for a stage up to 10 km;

• 2 minutes for a stage over 10 and up to 20 km;

• 3 minutes for a stage over 20 and up to 30 km;

• 4 minutes for a stage over 30 and up to 40 km;

• 5 minutes for a stage over 40 km.

612.2 Travelling in Opposite Direction

Crews are forbidden to drive in the opposite direction of travel to that specified on a special stage, and shall be subject to penalties of up to and including disqualification if they do.

612.3 Assistance in a Special Stage

(1) Assistance between competing crews is permitted at any time:

• if the route is completely blocked by a vehicle obstructing the defined roadway (ie: due to a vehicle having crashed, suffered a breakdown or becoming bogged, etc) the following crew/s may assist to remove the obstructing vehicle but time compensation will not be granted by the Organisers for doing so;

• alternatively, crews may leave the defined roadway to get around the obstruction; in such a case if a vehicle subsequently becomes bogged no time compensation will be granted by the Organisers;

• in such circumstances as above the special stage shall not be cancelled by the Clerk of the Course, even if a crew/s exceed the late time limit;

(2) Assistance by service crews is forbidden on a special stage until after the passage of the Organiser’s sweep vehicle.

(3) If a salvage vehicle is engaged by the Organisers to clear the roadway and no time can be claimed by the action of the salvage crew assisting a crew. However, if crew arrives at an obstruction and is delayed through the failure of the salvage vehicle to clear the roadway, the crew may be signed in and out by the salvage crew and will not be debited with lost time for the delay.

612.4 Interruption to Special Stage

(1) Notwithstanding Article 612.3 when a special stage has been interrupted such that crews cannot proceed (ie: the defined roadway is impassable and crews cannot bypass the interruption even by leaving the defined roadway), the stage may be cancelled by the Clerk of the Course and a classification for the stage established by allocating to each crew a time that is commensurate with their average position in the field based on the latest data.

(2) This classification is valid even if only one crew has been able to complete the special stage in normal conditions.

(3) However, no crew which is totally or partially responsible for stopping a stage may benefit

from this measure. It will be given the time which it might have eventually set if this is greater than the time awarded to the other crews.

612.5 Overtaking

(1) Signal to overtake - any crew intending to overtake another moving car must press the relevant button on the RallySafe unit. The crew to be overtaken will receive a message that another crew wishes to overtake and must then allow this crew to pass at the first safe opportunity. In the event of a RallySafe unit failing the signal for requesting the right to overtake will be the sounding of the horn and/or the flashing of the vehicle’s headlamps.

(2) Overtaking vehicle has right of way - the overtaking vehicle has absolute right of way. Should a crew indicate a desire to overtake, the overtaken crew must allow the overtaking vehicle to pass as soon as it is safe to do so and, if necessary, slowing substantially, or even stopping.

(3) Reporting of failure to allow overtaking - should an overtaken driver not permit an overtaking vehicle to pass within a reasonable period of time, the overtaken driver may be reported to the Clerk of the Course. Such a report must be lodged in writing within two hours of the claimant’s actual time of booking in at the final control at the end of the relevant Leg. Failure to lodge the report within this time may result in the report being rejected. The offender will be cautioned by the Clerk of the Course.

(4) Transmission of send/receive of overtaking messages are logged in RallySafe units in both vehicles. These will be available to the Clerk of

Course and to the Stewards of the Meeting in consideration of any penalty for failure to allow a vehicle to overtake.

(5) Three reports leads to a penalty - three reports received during the event by the Clerk of the Course on the failure of a crew to permit overtaking within a reasonable time may lead to the crew involved being subjected to a penalty of up to and including disqualification.

612.6 Towing/Pushing

(1) Vehicles can be brought back onto the special stage - it is forbidden, under pain of penalty, to tow or liaison a vehicle, or to have it pushed, except to bring it back on to the road, or to clear the road. 200 metres is considered an acceptable distance without penalty.

(2) Towing into start of a special stage - a vehicle is not to start into a special stage under towing conditions, under pain of disqualification for both the towed and towing vehicle crews.

(3) Towing on special stage - competing vehicles may be towed by another competing vehicle in a special stage and out of it. If a vehicle is towed into a finish control, a time will not be given to the crew of the towed vehicle; if a vehicle is towed or pushed beyond the meaning of Article 612.6 (1), the crew will be penalised ‘missed one special stage’.

(4) Pushing a vehicle into control - if a vehicle is pushed into the start of a special stage (ie: it is not under its own motive power) the crew will be penalised ‘missed one special stage’. However, if a vehicle cannot be restarted by the starter motor once it is at a start line, it may be push-started after the start time into the stage (refer to Article 610.2 (9)).

Article 613: SERVICING

613.1 Service Crew Registration

(1) Service vehicles and crews must be registered with the Organisers and must complete and sign the appropriate ‘Service Crew Registration Form’ and the Motorsport Australia Disclaimer Form. Service crew members under 18 years of age must have approval of a parental/guardian, who must sign such approval on the Motorsport Australia Disclaimer Form.

(2) One service crew registration is included in the entry fee and entitles the crew to one set of service crew instructions, which will provide the instructions to be followed by service crews. Additional registrations can be made at $50 per registration. Registered service crew members will be covered under the event’s personal accident insurance scheme, obtained through Motorsport Australia.

(3) At Documentation crews will be issued with personal identification for service crew members, and service vehicle identification which must be placed on the vehicle and maintained at all times throughout the event.

613.2 Service Crews Not Permitted to Enter a Special Stage

Service crews are not permitted to enter a special Service crews are not permitted to enter a special stage to provide assistance to a competing crew without the authority of the Organisers. This authority can be issued by the Deputy/Assistant Clerks of the Course, the senior Sweep Official, the official in charge of the start/finish of a special stage or Rally Control. Under NO circumstances is a service crew to enter a special stage before the passage of the Sweep Vehicle and must be aware of the possibility of an oncoming competing crew which may have stopped and started

again to drive out of the stage, or a Recovery Vehicle towing a vehicle in the opposite direction to rally traffic.

613.3 Servicing/Rendezvous Points

(1) Crew members may work on any competing vehicle at any location, except where prohibited by these Regulations (eg: in a control area) or as specified in the road book.

(2) Service crews may work on any competing vehicle at any time except where prohibited in these Regulations, and/or the road book and/or service crew instructions; if there is a discrepancy between these instructions and those listed in the road book the latter takes precedence and obeying instructions is the competing crew’s responsibility. If any servicing is carried out on a vehicle in an area where servicing is not permitted the crew of the competing vehicle may be liable to any penalty of up to and including disqualification.

(3) Provision will be made in the road books for designated service parks and a time allowed for servicing will be specified.

(4) At locations where service crews may meet competing crews the service crew instructions will refer to these as ‘Service Points’ or ‘Rendezvous Points’:

• Service Points will be locations where servicing of a vehicle can be carried out and a service time has been included in the time allowed for that section;

• Rendezvous Points are optional locations where a service crew may meet a competing crew, and servicing may be carried out, but no time has been included in the time allowed for that section.

613.4 Service Crew Adverse Traffic Actions

(1) Service crews must comply with the relevant traffic Regulations.

(2) If speeding is reported to the Clerk of the Course the following will apply:

• detection of speeding must be carried out in a manner acceptable to the Stewards:

• detection of speeding reported by the Police will be accepted as a fact;

• the service crew are to be given the opportunity to first offer an explanation to the Stewards;

• penalties applicable for service crews detected speeding during an event are as outlined at Article 4.4 (g) in the National Rally Standing Regulations:

o first offence: $200 fine;

o second offence: $500 fine;

o third and subsequent offences: $1000 fine each case.

(3) Competing crews are liable to be penalised for the following actions by service crews, if reported to the Clerk of the Course, the penalty being at the discretion of the Stewards:

• a service crew member not obeying a reasonable request of an official;

• a service crew member acting in a manner considered by the Clerk of the Course to be prejudicial to the interest of the sport;

• where penalties are imposed the competitor of the competing vehicle or his/her agent will be responsible to ensure that any financial penalty that may be imposed is paid to the Stewards by the end of the Leg

after which the Stewards imposed the penalty. Unless satisfactory arrangements are made with the Stewards, failure to pay the penalties renders the competing crew liable to disqualification. Where a service crew is registered for more than one competing vehicle, all crews of such vehicles are jointly and severally liable for payment of penalties in the event of default.

(4) At the Orange overnight stop on the Tuesday and Wednesday so as to prevent the relatively new concrete floor being damaged (eg: dropping of oil) ALL vehicles (competition and service) inside the building must use protection (eg: tarpaulin). This includes any service vehicles parked in the building. Vehicles without such protection will not be permitted into the building and servicing must take place outside the building. Any damage to the floor may incur a financial penalty being applied by the organisers should a cleaning fee be charged by the relevant authority.

Article 614: PROCEDURES AT REGROUPS

Regroups may be set up along the route and their entry and exit controls shall be subject to the general rules governing time controls at the start and end of a liaison section. The purpose of the regroup is to reinstate regular intervals between crews, which may have increased as a result of late running and/or retirements (ie: to ‘close up’ the field). The duration at the regroup may vary from crew to crew:

• on arrival at a regroup control, crews will be advised of their starting time and they must hand in their road card, then immediately drive the vehicle to a regroup;

• the starting order from a regroup shall be the order of arrival;

• late arrival at a regroup departure control will be penalised at the rate of five seconds per minute or part thereof and late time penalties of one minute per minute or part thereof shall also apply;

• servicing and refuelling, as well as service vehicles will not be permitted in the regroup area, unless otherwise stated in the road book or as advised by officials at the arrival control to the regroup.

Article 615: PARC FERME

No Parcs Ferme will apply, other than when in a control area, and crews will be free to take their vehicle wherever they wish upon arrival at the overnight stop. Should there be a change, this will be advised in a Bulletin.

Article 616: TRAFFIC REGULATIONS OFFENCES

616.1 Judges of Fact

The Organisers will appoint Judges of Fact (refer to Article 114) to observe competing and service vehicle crews and report to the Clerk of the Course on speeding, noise, ‘irresponsible’ driving, ‘hooning’ (including ‘donuts’) etc and penalties may be imposed for breaches of road traffic Regulations. Penalties may be imposed on competing crews for the actions of their service crews. Such penalties may be up to and including disqualification.

616.2 Speeding on Liaison Sections

(1) Drivers of competing vehicles must observe the applicable legal speed limits. Any driver who fails to comply with the limits, including those posted for roadworks, and is reported to the Clerk of the Course may be subject to penalties as outlined in the National Rally Standing Regulations:

• for offences up to 30 km/h above the relevant limit:

o first offence: $200 fine;

o second offence: five minute penalty;

o third offence: disqualification.

• for offences greater than 30 km/h above the relevant speed limit:

o first offence: $200 fine plus five minute penalty;

o second offence: disqualification.

The number of offences means the number detected during the event, irrespective of speed.

(2) The offending driver will be subject to any further penalty administered by the New South Wales Police.

616.3 Infringement of Traffic Laws Other than Speeding

Competing and service crew members infringing traffic laws other than speeding will be subject to penalties administered by the New South Wales Police. However, if an infringement reported to the Clerk of the Course is one that may bring the sport into disrepute, such infringement may result in a penalty of up to and including disqualification, with competing crews being penalised for service crew actions.

616.4 Towing/Pushing on Liaison Sections

(1) Competing vehicles may be towed by any vehicle on a liaison section. If a vehicle is towed (or pushed, in other words it is not under its own motive power) into a control a time will not be recorded for the towed vehicle, and the crew will be deemed to have missed the control.

(2) Instances of dangerous or reckless high speed towing will not be acceptable to the Organisers and, if reported, may subject the crews of the towed and towing vehicles to a penalty of up to and including disqualification.

Article 617: ACCIDENTS

617.1 Crews to Report Accidents

Crews are required to report any accident involving a member of the public, injury to a crew member, official or spectator, and any damage to a competing vehicle or private/public property. Such reports are to be made in writing and lodged at the event headquarters no later than two hours after the involved crews’ actual time of booking in at the end of the Leg in which the incident occurred. Reports are required from all crews involved, including those who stopped to assist.

617.2 Accident Advisory Signs and Safety Triangles

Accident advisory signs (refer to Article 302.15) and safety triangles (refer to Article 302.4) are to be carried in the vehicle at all times.

617.3 Procedure to Be Followed By Crews at an Accident/Incident

RallySafe Unit - Crew members must familiarise themselves with the use of the RallySafe unit by reference to the “Quick Reference Manual” which is available at the RallySafe website via the event’s website.

At an accident/incident the RallySafe unit is to be operated as per the RallySafe manual, and the following actions taken by crews:

Scenario 1: No Assistance Is Required - Vehicle Off The Road And Is Not A Hazard

RallySafe Procedure:

Should a crew have a problem and stop on a stage (mechanical or emergency) the unit screen will change to show a “HAZARD”. If the vehicle is stopped for any reason and the crew is OK but the vehicle is NOT in a safe location, do not press any buttons, the unit will continue to transmit the “Hazard” message. If the vehicle is in a safe location and the crew is leaving the vehicle to show the “OK” board, press the “OK” button prior to exiting the vehicle. If continuing, when safe to do so, resume competition speed and screen will automatically revert back to “On Stage”.

Action by Crews:

If the vehicle is stopped for any reason (including breakdown) the crew of the vehicle involved in the incident is to:

• put out the safety triangles at approximately 100m and 50m prior to the vehicle (if only one triangle put at 100m);

• display the OK sign to following vehicles; if the vehicle is well off the road place the OK sign on a fence, tree, etc near the roadway so it is easily seen by oncoming crews;

• following crews are NOT REQUIRED TO STOP;

• the first two crews past the incident location are to report OK to the stop point Officials.

Scenario 2: Medical Assistance Is Required – And / Or Vehicle Stopped And Is A Serious Hazard

RallySafe Procedure:

If IMMEDIATE medical aid is required the crew is to press the “SOS” button, then continue with the procedure below.

The following three vehicles are to stop and revert to ‘HAZARD’, as described above in Scenario 1.

If IMMEDIATE medical aid is required press the “SOS” button (to advise Rally Control that the original SOS is not just an incorrect button push), then continue with the procedure below.

Action by Crews:

• the stopped vehicle crew is to put out the safety triangles at approximately 100m and 50m prior to the vehicle (if only one triangle put at 100m);

• the stopped vehicle crew is to display the SOS sign to oncoming crews;

o the first three crews are to stop:

• the FIRST crew is to stay at the incident until the MIV arrives and the crew gives the ‘all clear’ to leave; a crew member is to immediately contact the Organisers if possible – contact details will be included in the front of the road book;

• the next TWO crews are to stop and note the vehicle competition number, make and colour and quickly ascertain the seriousness of the situation and then immediately proceed through the stage to the stop point and report the details to the officials;

• the following crews must observe the requirement of slowing down past the incident but may continue without stopping at the scene of the incident.

RallySafe Procedure:

The following three vehicles are to stop and revert to ‘HAZARD’, as described above in Scenario 1.

If IMMEDIATE medical aid is required press your “SOS” button, then continue with the procedure below.

Action by Crews:

• the first crew is to stop and put out safety triangles at approximately 100m and 50m prior to the vehicle (if only one triangle put at 100m);

• the next two crews are to display the SOS sign to oncoming crews;

• the first three crews are to stop:

o the FIRST crew is to stay at the incident until the MIV arrives and the crew gives the ‘all clear’ to leave; a crew member is to immediately contact the Organisers if possible – contact details will be included in the front of the road book;

o the next TWO crews are to stop and note the vehicle competition number, make and colour and quickly ascertain the seriousness of the situation and then immediately proceed through the stage to the stop point and report the details to the officials;

• the following crews must observe the requirement of slowing down past the accident but may continue without stopping at the scene of the incident.

617.4 Failure to Observe Regulations at an Accident

Any crew which fails to observe the above procedure, either by not placing out triangles and not showing the OK/SOS board where physically possible to do so, or not stopping where required to do so, may be liable to a penalty of up to and including disqualification.

617.5 RallySafe Recording of Transmissions

Transmissions of SOS/OK signals are logged in the RallySafe unit and will be available to the Clerk of Course and to the Stewards of the Meeting in consideration of any penalty for failure to stop at an incident as outlined above.

Article 618: REFUND OF COMPASSIONATE TIME

618.1 Approval of Refund of Time

Any claim of refund of compassionate time for stopping to render assistance at an accident must be lodged with the Clerk of the Course for decision. Any crew who has an accident causing another vehicle to stop to assist will not, under any circumstances, benefit from this situation. Where a crew is prevented from competing on one or more special stages due to assisting with an emergency on a previous stage, the Clerk of the Course may allocate a time for the missed stage/s (refer to Article 618 of these Regulations).

618.2 Claims by Crews of Following Three Vehicles

All claims by the crews of the three vehicles following a vehicle which has been involved in an accident for a refund of time on compassionate grounds should be lodged in writing with the Clerk of the Course within one hour after arrival at the end of the relevant Leg.

618.3 Further Claims by CrewsNotwithstanding the above allowing claims by the following three crews, claims by other crews for the same accident may be considered by the Clerk of the Course.

618.4 Derived Times

When granting claims for the refund of compassion time, the Clerk of the Course may attribute the crew/s involved a time derived using available data from relative performances on other special stages.

Note: There often is confusion with regard to the compassionate time allowance regulation. This regulation allows only for time remittance to be considered if a crew stops to assist at an accident where an injury has, or is likely to have occurred. There is no provision for remittance of time for stopping to provide assistance of any other kind, nor for any instances of being held up by dust resulting from the passage of another vehicle, failure of a vehicle to allow overtaking, et al.

Article 619: FOREGOING COMPETITION / WITHDRAWAL FROM THE EVENT

619.1 Foregoing Competition

If a crew foregoes the competition (by missing a time control, exceeding the late time limit at a control and does not ‘cut and run’ within the Leg) that crew may re-join at the start of a Leg, provided the vehicle has been checked to the satisfaction of the Chief Scrutineer. The crew will start the Leg in a position determined by the Clerk of the Course.

619.2 Withdrawal From The Event

(1) Any crew which withdraws from the event, and does not intend to re-join at any future time, is requested to complete the ‘Notification of Withdrawal’ form located in the road book and hand this to an official (control, sweep, recovery) or another crew for passing on to the Clerk of the Course at the earliest opportunity.

(2) A crew will be deemed to have withdrawn from the event when it does not contact the Clerk of the Course (through a CRO) to advise of its intention as regards further competition by the start of competition the next Leg.

(3) Notwithstanding the above, if a crew finds it is in a position to resume competition (eg: vehicle repaired when originally considered this could not be done) there is nothing to stop the crew advising the Clerk of the Course of its intention to re-join at the start of the next appropriate Leg if the Clerk of the Course so approves. The crew will receive appropriate penalties and re-start the Leg in a position determined by the Clerk of the Course.

If there is any discrepancy between the following text and the text in the main body of the Regulations, the latter shall be considered correct.

Penalties for offences and breaches of these Regulations will be applied as follows. If a crew or crew member creates an offence against these Regulations whilst following the specific instructions of an official of the event, the Clerk of the Course, and where appropriate the Stewards, may decide not to apply the listed penalty.

If the Clerk of the Course refers a matter for the ruling of the Stewards, or upon the results of a deliberation of the Stewards on a protest, then the crew and organiser has the right to lodge an appeal against the decision of the Stewards to a Motorsport Australia Appeal Tribunal, which will not hear the appeal until well after the conclusion of the event.

Article 801: CLASSIFICATIONS

801.1 Compiling Results

The Organisers reserve the right to take into account all official documents (eg: road cards, control cards, reports by any person, RallySafe data, and any film or similar vision) when compiling results.

801.2 Expression of Penalties

Penalties shall be expressed in terms of accumulated penalty time (in hours, minutes and seconds), and, where appropriate, the number of special stages missed.

801.3 General Classification

The General Classification shall be determined in the first instance on the basis of the number of special stages completed. Placings amongst crews who have completed that same number of special stages shall be determined on the basis of the ascending time penalties applied in accordance with the penalties outlined in Section 7 of these Regulations.

801.4 The Winners

The crew listed first in the General Classification for any award will be the winner, the second listed crew will be second, the third listed crew will be third, and so on.

801.5 Finishers Classification

For the classification of a finisher refer to Article 603.1

801.6 Placing Tie or Dead Heat

In the event of a tie for a placing the tie will stand.

Article 802: PROGRESSIVE SCORES

(1) During the conduct of the event progressive scores will be posted whenever possible on the results board, located at the event headquarters, and on the website. These progressive scores will be posted for the interest of crews, and for comment to the Organisers on their accuracy. These scores will be based on the information available at time of publication, and crews need to be aware that they may change.

(2) Progressive scores published at the end of each Leg may not include penalties incurred after the vehicle has arrived at the end of the Leg (eg: penalties applied at a Stewards hearing).

(3) No protest can be lodged against progressive scores.

Article 803: PARTIAL PROVISIONAL / FINAL RESULTS

(1) Partial provisional results for Legs 1 to 4 will be produced during the event and posted on the Official Notice Boards at the event headquarters and on the website on Wednesday 25 August at 1800 hours. Any protest relating to the due and proper compilation, assessment or publication of these results must be lodged within one hour of their placement on the Official Notice Board. If there are no protests, or once protests are resolved, these become Official Final Results and no further protest can be lodged against them. Refer to Article 113.

Note: no protest can be lodged against the results for Legs 1 to 4 at the end of the event on Saturday 28 August.

Article 901: UNCONDITIONAL AWARDS

901.1 Outright Awards

Awards will be made to crew members of vehicles in each competition which are placed as follows:

• For up to five starters: first;

• For more than five starters and up to ten starters: first and second;

• For more than ten starters: first, second and third.

901.2 Group Awards

Awards will be made to the best placed crew members in each group (refer to Article 301.2). Groups will be as declared on the Official Entry List. Where there are more than five starters in a Group an award will be made to second place; where more than ten starters an award will be made to third place.

Three or four vehicles can be nominated for a team. The team’s score will be the aggregate of the General Classification results from the members of the team. With a three vehicle team all results will count; with a four vehicle team the best three results will count. Awards will be made to all team members. Nominations must be made on the official ‘Team Nomination Form’ which is to be lodged with the Organisers no later than 2000 hours on Saturday 21 August. The award winners will be announced at the

901.5 Family Award

To be eligible for the Family Award* nominations must be lodged on the official ‘Family Award Nomination Form’ which is to be lodged with the Organisers no later than 2000 hours on Saturday 21 August. Awards will be made to the best placed crew member/s. The award winners will be announced at the presentation function but awards will be issued after the event.

* Family Crew - crew members may include husband, wife, son, daughter and “in-laws”.

901.6 Finishers Award

Awards will be made to each member of a vehicle finishing the event and completing 70% of the course, in accordance with Article 603.1. The medallions will be awarded at the finish of the competition on Leg 7.

901.7 Dan Murphy Spirit of the Classic Outback Trial Award

The Dan Murphy Spirit of the Classic Outback Trial Award will be made to the crew which shows the true ‘spirit’ of outback rallying, particularly in the determination to finish the event. Nomination forms may be submitted to the organisers and these will be available from the Headquarters.

901.8 Further Awards

Further awards, if any, will be advised in a Bulletin.

Article 902: CONDITIONAL AWARDS

Awards, conditional upon the display of signs or use of specified equipment or products, may be arranged by the Organisers and if so, these will be advised in a Bulletin.

Article 903: PRESENTATION FUNCTION

The Presentation Function will take place in Bathurst as follows:

Entry will be by ticket, available from the organisers which (if applicable) must be ordered no later than 1900 hours Tuesday 24 August. Tickets for crew members and others tickets paid for will be issued at documentation.

Motor Sport Activities are inherently dangerous recreational activities and there is significant risk of injury, disability or death.If you do not wish to be exposed to such risks, then you should not participate in the Motor Sport Activities. I acknowledge that:

• the risks associated with attending or participating in Motor Sport Activities include but are NOT LIMITED to the risk that I may suffer harm as a result of:

• motor vehicles (or parts of them) colliding with other motor vehicles or persons or property;• others participants acting dangerously or with lack of skills;• high levels of noise exposure;• acts of violence and other harmful acts (whether intentional or inadvertent) committed by persons attending or participating in

the event; and• the failure or unsuitability of facilities (including grand-stands, fences and guard rails) to ensure my safety.

EXCLUSION OF LIABILITY, RELEASE & INDEMNITYIn exchange for being able to attend or participate in the Motor Sport Activities, I agree:

• to release Motorsport Australia and the Entities to the extent that any or all of them are providing Recreational Services from all liability for:

a) my death;b) any physical or mental injury (including the aggravation, acceleration or recurrence of such an injury);c) the contraction, aggravation or acceleration of a disease;d) the coming into existence, the aggravation, acceleration or recurrence of any other condition, circumstance, occurrence,

activity, form of behaviour, course of conduct or state of affairs:i. that is or may be harmful or disadvantageous to me or the community; orii. that may result in harm or disadvantage to me or the community, howsoever arising from my participation in or attendance

at the Motor Sport Activities;• to indemnify and hold harmless and keep indemnified the Entities to the maximum extent permitted by law in respect of any

Claim by any person; and• to attend at or participate in the Motor Sport Activities at my own risk. I understand that:• nothing in this document excludes, restricts or modifies any rights that I may have as a result of significant personal injury that is

caused by the Reckless Conduct of the Entities as the supplier of the Motor Sport Activities / Recreational Services;• nothing in this document prevents the Entities from relying on any laws (including statute and common law) that limit or preclude

their liability;• nothing in this document excludes any term or guarantee which under statute cannot be excluded; however the liability of the

Entities is limited to the minimum liability allowable by law;• nothing in this document precludes me from making a claim under a Motorsport Australia insurance policy where I am expressly

entitled to make a claim under that insurance policy; and• Motorsport Australia has arranged some limited personal injury insurance coverage which may provide me with some protection

for loss, damage or injury that I may suffer during my participation in the Motor Sport Activities. However, I acknowledge and accept that the insurance taken out by Motorsport Australia may not provide me with full indemnity for loss, damage or injury that I may suffer during my participation in the Motor Sport Activities, and that I may have to pay the excess if a Claim is made under an insurance policy on my behalf. I agree that my own insurance arrangements are ultimately my responsibility and I will arrange any additional coverage at my expense after taking into account Motorsport Australia insurance arrangements, this document and my own circumstances.

limited to negligence, BUT does NOT include a claim under a Motorsport Australia insurance policy by any person expressly entitled to make a claim under that insurance policy;

c. “Entities” means event and competition organisers/promoters/managers, land and track owners/managers/administrators/lessees, Motorsport Australia affiliated clubs, state and territory governments and insured listed in Motorsport Australia’ public/product/professional indemnity insurance policies and each of their related bodies corporate (including their related bodies corporate) and each of their organs and agencies, officers/president/directors/executives, employees, servants, agents, partners, providers, members, competitors, drivers, co-drivers, navigators, officials, crew members, pit crew, delegates, licence holders, representatives, commissions, committees, advisers, trustees, councils, panels, shareholders, volunteers, officials, appointees, delegated bodies and sponsors.

d. “Motor Sport Activities” means any motor sport activities or Recreational Services which are permitted or approved which Motorsport Australia regulates or administers by Motorsport Australia or otherwise under the responsibility / control of Motorsport Australia;

e. “Reckless Conduct” means conduct where the supplier of the recreational services is aware, or should reasonably have been aware, of a significant risk that the conduct could result in personal injury to another person and engages in the conduct despite the risk and without adequate justification;

f. “Recreational Services” means (unless otherwise defined in this document) services that consist of participation in:a) a sporting activity; orb) a similar leisure time pursuit or any other activity that:

4.0 SAFETY CAGE STRUCTURES BUILT TO PREVIOUS AND FOREIGN REGULATIONS

4.1 VEHICLES BUILT TO PREVIOUS MOTORSPORT AUSTRALIA REGULATIONS:Where a safety cage structure is fitted to a vehicle which is subject of a Motorsport Australia log book, or where the safety cage structure has been certified by Motorsport Australia, such safety cage structure may continue to be used in competition provided it remains in conformity with the Regulations that were in force at the date of issue of either the initial log book for the vehicle, or the certification document. Regardless of when the car was first subject of a log book, the following requirements apply:

(a) a Type 3 Full Safety Cage structure is the minimum requirement in a closed vehicle in a national or state level race, except in competition exclusively for the 5th Category (and unless otherwise specified in the relevant Historic Technical Regulations);

(b) a Type 3 Full Safety Cage structure is the minimum requirement in a closed vehicle in a national level rally and/or a Tarmac Rally; (c) a Type 3 Full Safety Cage structure with a roof reinforcement configuration complying with Drawing J-14, J-15 or J-16 is the

minimum requirement in an open vehicle in a timed rally/trial or off road event; (d) protective padding is required in accordance with Article 11. (e) It is permitted to add non-compulsory bars to a safety cage structure. This shall not affect the original registration or certification

of the structure. Where a non-compulsory bar is added it shall be attached as specified in these Regulations.

4.2 FOREIGN VEHICLES NOT COMPLYING WITH SCHEDULE J:(a) A safety cage structure approved by an ASN other than Motorsport Australia is not necessarily eligible for competition in

Australia. Prior to importing a vehicle, a competitor is strongly advised to contact the Motorsport Australia Technical Department for guidance.

(b) Motorsport Australia may accept a vehicle recognised by Motorsport New Zealand (MSNZ) fitted with a safety cage structure not complying with Schedule J. The safety cage must comply with Schedule J in all respects except for:

(i) the main roll bar tubing, the minimum size of which is 38.1mm x 2.5mm; and/or (ii) the use of ERW tubing to MSNZ specification.

In each case: (i) the vehicle must be subject of a MSNZ log book; (ii) the safety cage structure must be subject of a MSNZ safety cage structure homologation document;(iii) the vehicle must have been used in a rally or race competition in New Zealand, evidenced by a valid entry in the log book; and(iv) where the dimension of the main roll bar tubing is less than 44.45mm x 2.5mm, the safety cage structure shall incorporate a

double diagonal (cross) configuration in the main roll bar in accordance with Drawing J-7.

Notes:A vehicle with a 38.1mm diameter main roll bar shall be acceptable only if the MSNZ log book was issued prior to 1 January 2011.This aligns with MSNZ material requirements.The documents detailed above shall be presented at Scrutiny and/or upon request of the Chief Scrutineer.A vehicle which is normally domiciled and/or is road registered in New Zealand is permitted to compete in rallies in Australia for a maximum period of three calendar months without being required to comply with (iv) of this article, provided that the vehicle complies with MSNZ safety cage Regulations. Thereafter the vehicle must either comply fully with the requirements of Schedule J or be exported from Australia before any further dispensation can be considered.

4.3 SAFETY CAGE KITS: (a) Despite some manufacturers’ claims, not every safety cage structure built from a commercially available ‘kit’ complies with the

current FIA and/or Motorsport Australia regulations;(b) A competitor proposing to install such a kit is strongly advised to contact the Motorsport Australia Technical Department for

guidance prior to purchasing.
