The Parish Council met on April 21st at Earlswood Village Hall. There were 9 members of the public
present, together with District Councillor Oakley and County Councillor Perry. District Councillor Atkinsonwas unable to make the meeting as he was attending another meeting.
A member of the public spoke about a planning application for Leaholm in Valley Road (11/0045/FUL).
He said that the proposed two storey extension, which involves converting the single storey garage into akitchen with a bedroom above, is only 8 9 feet away from a bedroom window at his neighbouring
property and would take away any natural light into that room. He also objected to the loss ofEarlswoods traditional housing. Leaholm used to belong to Wedges Bakery and the bake house is stillattached to the property. There are pictures in the museum of teas being served at the front of this iconic
building.
A resident of Malthouse Lane attended the meeting to complain about a motorbike and quad bikes beingused in the field at the rear The Maltings in Malthouse Lane. The resident has notified the local PCSO and
the District Council about the nuisance and wanted to know what other course of action is open to the
residents who are being affected by the noise? They are keeping a daily record as advised byEnvironmental Health and they have been in touch with Lech Kocan from the Enforcement Department of
Stratford District Council. Lech Kocan has advised that action could be taken over a breach of planning,
but they are still waiting to hear back from him. Councillor Oakley confirmed that the residents had taken
the correct course of action by informing the Planning Department and Environmental Health. It wasnecessary to maintain a log and recordings of the noise should be taken. Councillor Oakley advised that
the District Council has DV meters which measure the level of noise. Councillor Oakley also pointed out
that the residents need to decide if they are seeking to stop the activity altogether or restrict it.Another resident who resides in Cloweswood Lane also spoke to reiterate everything that had been said
about the noise and nuisance caused by the motorbikes at the rear of The Maltings in Malthouse Lane.
A resident who had been opposing the proposed plans to allow 133 The Common to become a restaurantreported that the planning application (10/02393/FUL) had been refused.He thanked the Parish Councilfor all their support and hard work in supporting the residents in objecting to this application.
County Councillor Perry gave the following report:
At Junction 3 on the M42 new signage has been put in place which was a big improvement which would
hopefully restrict big lorries missing the turning for the motorway.Councillor Perry has spoken to the engineer about the proposed improvements to the crossroads at TheCommon. The plan is to make the visibility splay bigger and the engineer understands that the triangle of
grass at the junction of Shutt Lane and Valley Road belongs to Highways. Good electronic signs and refugeislands are needed. Once the plans are worked out a public meeting will be held to go through the scheme.
Regarding the Rest Area at the A435 by Alderhanger Lane Councillor Perry said that if the police can
prove that crimes are occurring then the area could be closed due to it being a crime scene. However no one
has ever been caught in the act. Councillor Perry felt that blocking the lay-by is the best answer oralternatively installing lights or CCTV. The hamburger van is back again, but it is licensed. Doug Turland
of West Mercia Police has said that he will call another meeting soon. The situation is ongoing.Paul Cowley from WCC is to meet with the new owners of Flower Knott Cottage to discuss an
improvement to the dangerous junction. There has been improved signage at Umberslade Road.There is no change to bus services in Earlswood or Tanworth. County are now responsible for bus services
and people with bus passes can use them from 9.00am and not 9.30am as before. There has been an
increase in the fare for the Park and Ride from 1.50 - 1.70.
Warwickshire County Council has been awarded a Kite Award for reducing emissions.Remedial work, including ditch clearance has been carried out on Bridleway SD268.
Slow down posters have been placed at various places around the parish, although the ones in Butts Lanehave gone and County Councillor Perry isnt sure why.

Stratford District Council has achieved an 11% cut without cutting any services.Council Tax will be held for 2 years.
Councillor Oakley reported that he is on a committee which is looking at the amount of expenses spent on
hospitality. At the moment it equates to 24,000 out of a 14m budget.
At this time of year, new committees are being restructured and some committees are on hold until after theelections on May 5th.
As in our area we are just as likely to have fire engines arrive from neighbouring services such as Solihull
and Redditch, we need a clearer picture of how services in adjacent areas will be affected.At a recent review of services, the public perceived that SDC did well in all areas except for planningwhich still needed to be improved.
Councillor Stanton questioned the mileage rate for District Councillors. Councillor Oakley reported that he
receives 40p per mile, but he understands that this will rise to 48p per mile although Councillor Oakley statedthat a lot of mileage carried out is done without claiming anything. County Councillor Perry reported that
although the rate for the County Council is 50p per mile, he claims 40p per mile.An independent report produced for SDC recommended a freeze in current allowance levels with a suggestion
that Councillors may want to decide to accept a decrease in current level of allowances. This has helped
achieved the 11% overall saving.
Councillor Ross reported that he had recently found out that the role of Conservation Officer had beenabolished. Councillor Oakley had also only recently discovered this and there were now no specialists.
Councillor Oakley agreed that he would find out why this decision had been taken and when.
Councillor Willmott opened the meeting received apologies from Councillor OBrien (who was attendingthe West Area Planning Committee Meeting on behalf of the Parish Council) and Councillor Keogh. The
minutes of the Finance Committee Meeting and the Planning and General Purposes Committee on 6 th
January 2011 were adopted.Councillor Ross reported that he had been informed that following a meeting at Stratford District Council,
it was evident that different officers are removing different Permitted Development Rights. To be
consistent Stratford District Council are now taking a harder line and all officers will now be removing
Permitted Development Rights related to detached outbuildings.Councillor Oakley confirmed that he had been present at a meeting of the Overview and Scrutiny
Committee on April 20th and a consultation on the sale of surplus land by Stratford District Council was
promised and it will involve ward members. SDC will be seeking to transfer land to bodies such as ParishCouncils in order to protect the land.
The following Planning Applications were considered: 11/00700/FUL Brook House; 11/00703/FUL
Ashford Barn, Ashford Lane; 11/00649/FUL Woodlands Farm, Cut Throat Lane; 11/00510/FUL 37Malthouse Lane; 11/00526/FUL Ashwood, Vicarage Hill; 11/00450/FUL Leaholm, Valley Road.
A quotation to erect a fence along the boundary of the parish Councils wildlife area adjacent to Malthouse
Lane Leisure to was accepted. Also included in the quotation was a price to supply and plant anindigenous thorny hedge along the feeder to stop the fishermen climbing over. This was also approved,
but planting of the hedge wouldnt take place until the autumn.The Parish Council discussed the bike track at the land to the rear of The Maltings and it was agreed that the
residents need to be supported in their quest to get this activity stopped because the situation could escalate.
Whilst the Parish Council were happy to purchase a new litter bin for The Causeway there was a
reluctance to fund the emptying of the bin which wouldnt be on Parish Council land. Also, the pricegiven by SDC to empty the bin only allowed for emptying every month which wouldnt be enough. The
Clerk was instructed to contact British Waterways to see if they were prepared to fund the emptying of a
new bin on The Causeway.

The pavement in the village outside the cottages on the other side of The Green from The Bell is
broken and dangerous.
Vegetation on The Causeway is overgrown causing visibility difficulties.
Bay Tree Cottage is a dangerous state.
Councillor Oakley asked that signage be requested on The Causeway that it is a road and not a
footpath.
Cooking in the road outside at The Bell following a recent Scouts parade.
